thousands of new housing units that would increase the housing supply by three quarters. neighbors we spoke with said the city is already too far behind the need. we know a final decision in the development is expected by december. in mountain view, abc 7 news. it is now 4:31. good morning. here's a quick update on your weather and traffic. >> hey, reggie. hey, jessica. let's look at the winds because they're the story for the day. i have overlaid them on live doppler 7. you see the gusts of 37 miles per hour in fairfield. the cloud cover very extensive. slow sunshine means another day cooler than the day before. we have some drizzle out there, not only along the coast, san francisco, up to the east bay hills and into the north bay. so watch out for that. here's a look at the way the day is going to break down. you can see the low clouds from our exploratorium camera. drizzle through 7:00. 60s along the coast to 66 around the bay to only 71 inland with the slow reveal of sunshine. we'll hang out in the 70s away from the coast this afternoon,

mainly back in the 60s if you're heading out this evening. >> not too much happening on the roads so far this morning. just slowly starting to fill in all of our typical busy spots including the san mateo bridge. westbound 92, we had a tough commute late in morning yesterday. nothing like that today, although it is looking busy already. i'll keep an eye on that. drive times also filling in. one typical busy route out of tracy, westbound 580 into dublin will take you about 41 minutes. southbound 680, dublin to mission boulevard, still in the green at 15. and 101 to cupertino, no issues there. >> thanks. we're waiting to hear this morning if prosecutors will officially tie the man accused of being the golden state killer to sex assaults in contra costa county. >> a news conference this morning should also reveal where this trial is going to take place. amy hollyfield is live for us in martinez. amy. >> hi, good morning. the district attorney here in

contry costa county is scheduled to appear in that press conference in orange county. diana beckten is set to be there even though the accused golden state killer isn't charged with any crimes that happened in contra costa. this signals that some new sexual assault charges could be announced today. investigators in the east bay have been looking into whether old sexual assault cases could be tied to the suspect. joseph deangelo faces 13 murder charges for deaths that happened across the state in the '70s and '80s. investigators also believe he is responsible for more than 50 rapes. he is in jail right now in sacramento. prosecutors from around the state will be at the press conference in santa ana. they're expected to announce where they plan to hold the trial and also if any additional charges are going to be filed. the office here in martinez did not comment on why the district attorney will be attending the announcement. that press conference is

scheduled for 11:00 this morning. live in martinez, amy hollyfield, abc 7 news. >> thank you. the colorado man who confessed to killing his pregnant wife and two daughters expected back in court today. in a stunning turn of events, court documents show the suspect chris watts is blaming his wife, shanann. he claims he killed his wife after he saw her strangling their 3-year-old daughter. he admits he buried his wife's body and dumped his daughter's bodies into oil tanks. investigators say he had been having an affair with a co worker. >> the alameda county sheriff's office secretly recorded at least one conversation between a juvenile crime suspect and his attorney. this according to the chronicle. video of a conversation between two sheriff's officials suggest the practice happened multiple times. a sergeant hints he's been doing it since january at the eden township substation in san leandro. the public defenders office laid out the allegations in a court filing yesterday.

the sheriff's office tells abc 7 we're very aware of the incident and are doing an internal review of all incidents. >> a bay area law firm is suing massage envy after dozens of customers across the country accused its massage therapist of sexual assault. the lawsuit filed yesterday comes from seven women. they say there were sexual misconduct during appointments at massage envies in southern california, sacramento, and the bay area. the claims range from inappropriate touching to rape. >> creates an atmosphere that allows these predators to continue doing what they're good at, which is deceiving people into sexually assaulting a customer at these locations. >> massage envy has 25,000 therapists and aestheticians at 1200 franchise locations nationwide. in a statement to abc 7, the company said, quote, we remain committed to our commitment to safety plan, which is further

strengthening our existing policies. safety is and will always be our priority and we will never stop working on it. >> the mendocino complex fire is the biggest in state history, has now burned more than 400,000 acres and is 79% contained this morning. the alameda county fire department shared this video on twitter. strike teams with alameda county, oakland, fremont, and livermore were deployed to help fight the flames last night. >> falling free branches likely killed a utah firefighter at the massive mendocino complex fires. battalion chief matthew burchett was one of 37 firefighters from utah called to northern california to help contain our wildfires. the cal fire report calls for immediate action, saying firefighters need to stay clear of areas with overhead hazards when there's an air drop. his funeral was held in his home state yesterday. thousands of colleagues, friends, and family members said good-bye to the father and

husband. new developments this morning in the ongoing election meddling threat. microsoft believes it has uncovered new attempts by russian hackers to target political groups in the u.s. ahead of november's midterm elections. the tech giant said it stopped those efforts last week. "the new york times" reports a russian group known as fancy bear was involved. that's the same organization suspected of hacking into the democratic national committee in 2016. this time, it looks like fancy bear went after republican senate candidates and at least two conservative groups. >> president trump is revealing his concerns about talking with the special prosecutor, probing russian hacking in 2016. the president called it a perjury trap during an interview with reuters. he explains he feared robert mueller could pit his words against those of others who have testified. this follows reports that a top white house lawyer has become a key witness for the special counsel. >> you are never more than seven minutes away from my accuweather

forecast. let's start in san francisco where we have 53 in sunnyside, the cool spot. 56 in ocean beach. crissy field, the ferry building, bay view, and excelsior, the waurld spots. not much of a spread. here's a look at the south bay. not really that foggy, but there's mist in the air. you have to watch out for that. you'll definitely need your wipers in the morning commute the closer you are to the bay and up into the east bay hills. ferry ride, same thing. you're going to be very moist. a high frizz factor this morning. you may want to stay inside if your hair gets like my wife's, really kinky when it's humid outside, and then mass transit, cooler all day today. let's take a look at different regions. we'll start in the east bay valleys. waking up cloudy at 62 at 8:00. start to see sunshine around 10:00, and full on sunshine by noon. temperatures ramp up to 80 at 4:00 and down to 70 by 8:00 in the evening. then for the south bay, we'll start off cloudy this morning at

about 60. and then we'll be mostly cloudy still at noon and 64, but then sunshine and 70. very delightful afternoon as we'll be in the low to mid 70s to head outside, do outdoor activities maybe even get lunch outside and then we'll drop back to the 60s by 8:00. want to bring alexis in here and tell you i learned something this morning. my windshield wipers suck. >> mine do, too. i had to use them this morning as well and it smeared all over. so maybe time for us to get new windshield wipers. >> don't be like us. >> you may have to use them. there's mist in some areas. looking at our traffic maps, though, we're looking at a lot of green. i want to head to the south bay where we have some construction planned until about 5:00 this morning on southbound 85 between cotyl road and 101. just a few minutes ago, we had a bit of red showing up on the flows approaching 101. looks like that has cleared out. they may be wrapping this up a little ahead of schedule. shod be completely done

printed guns will be back in the courtroom. a federal judge in seattle will hear arguments on whether to block a settlement the state department reached with a texas company. that settlement would allow it to release blueprints that show how to make 3d printed plastic guns. 19 states, including california, sued and secured a restraining order to stop the process. critics of the plastic guns say they create security concerns because they would not be detectable by metal detectors. san francisco court clerk's offices will be closing early because of budget cuts starting in october. the six clerks offices in superior court will close at 2:00 p.m., two hours earlier than now. .m. it is a journey to justi from seattle to san diego. dreamers and young immigrant activists now cycling 1800 miles to pr ums policy. they made a pit stop in san francisco overnight.

abc 7 reporter kate larson caught up with the group. >> citizenship for who? >> citizenship for all. >> this group of immigrant youth just arrived in san francisco. they have been on the road for three weeks now and have cycles almost 1,000 miles south from seattle. >> there's so much emotion just going uphill. like i keep asking myself, why am i doing this? why am i going through all this pain? >> her family immigrated to the u.s. from korea when she was a child. she's now a college student riding to raise awareness that all immigrant communities deserve equal opportunity. >> i'm doing this for community. i wish i could have done more training before this. >> i'm mexican-american. i have seen this -- i have seen my family targeted. but i know there's other groups that are also vulnerable to deportation. >> allison is from the texas border town of mccalen, where many of the i.c.e. detention centers are located. she's a dhaock dacya recipient.

and nothing extreme in the forecast. let's look at when the cloud cover is coming. it's going to be a slow go. by noon, still seeing clouds in the north bay, across most of the bay, the south bay and inland bay will be clear by then, but not everyone else. but then once we get to 7:00, you can see the push coming back once again. let's talk about temperatures. down in the south bay, mid to upper 70s in most areas. some 80s around morgan hill and gilroy. low to mid 70s for the rest of the peninsula. upper 50s along most of the coast. low to mid 60s downtown, south san francisco and sausalito. we'll have upper 70s to low 80s through the north bay valleys. along the east bay shore, a lot of upper 60s to low 70s. we'll have mid 70s around hercules and fremont. you move inland, low to mid 80s. let's look at the seven-day forecast. what you're going to see, a lot of morning clouds and afternoon sunshine. 50s and 60s at the coast. low to mid 70s around the bay and low to mid 80s inland. how about the commute? >> so far, we're looking pre is

talk about. looking live at the north bay commute where we're nice and light here on southbound 101 through the san rafael stretch. no major issues. i think we're going to have a lot less fog than we had along the north bay commute than what we had yesterday. so hopefully that won't be as significant of an issue. b.a.r.t., 31 trains in service. ace one is out on time, but ace 3 and 5 having some gps tracker issues. you may not have the accurate information. i will keep you updated if we have delays. and normal service, no delays for golden gate ferry as well. next travel upcome just before five. >> google sued of tracking locations even when location history is turned off. nndave details in tech bites. >> google's trouble overing locations. >> a lawsuit against google for storing location data when it said it wasn't could become a class action lawsuit. google all but admitted the practice last week. >> it violates california

heart of the surfboard building industry and where the wetsuit was invented and we're not the only state with a sport. in alaska, it's dog mushing. colorado, pack burrow racing. what are they doing over there? and in maryland, it's jousting. >> i think surfing is perfect for california. >> yeah, makes sense. >> yeah. >> i'm with you. you're never more than seven minutes away from my accuweather forecast. i want to focus on the tropics. another major hurricane threatening the hawaiian islands. you can see to my left, and you can see the storm picked up intensity. a category 4, just about 5 miles per hour from becoming a category 5. 150 miles per hour winds. it's going to get closer to the islands than the other ones. it will skirt the southern sections which means we'll have nasty surf the next three to four days on all of the islands, especially the south facing beaches, and it's going to rain heavily, but i'm not expecting flooding. it will weaken from a 4 to a 1 as it passes south of the islands.
