good morning, east bay. let's get up and get going. >> this is abc 7 mornings. >> all right, here's a question this morning. how are your windshield wipers? >> double check them before you head to work because you may need to use them this morning. and as we look at the bay bridge right now, a lot of people already on their way to work this morning. >> yeah, i definitely caught the drizzle when i was coming in. >> me, too. >> looks like the whole team did. good morning on this tuesday, august 21st. natasha has the day off. >> you're never more than seven minutes away from your forecast. hey, mike. >> hi, everybody. yes, learn from my mistake. i went to turn the windshield wipers on and they kind of bounced right across the windshield this morning even though i had to use them several times. dry rot is a thing that can happen. look at the cloud cover, i have it overlaid. just increasing during the morning hours. and it's got a lot of juice in

it, so expect drizzle through about 8:00, maybe 9:00, the closer you are to the coast. here's a look at my 12-hour planner. still a lot of cloud cover around the bay and the north bay by noon, and then we'll finall break out in sunshine. still a few lingering clouds, but those temperatures from the mid to upper 50s now to only 61 at the coast to low to upper 70s around the bay and inland. temperatures just a touch below average. let's find out about the morning commute and say hello to alexis. >> good morning, mike. we're doing okay so far this morning. nice and light here, and the richmond side of the richmond/san rafael bridge. we could have moisture for your commute as we have been warning you. so don't be surprised by that. but boy, nobody coming through the westbound side of 580 right now. so gives you an idea, not a lot of folks out moving yet. southbound 680, just 6 minutes for you. westbound 24, another eight, and our only drive time with slowdown is tracy to dublin in the yellow at 47 minutes. next traffic update at around

5:10. >> as you can see, hundreds of thousands of people every day take b.a.r.t. i'm among them. a lot of people jump the fare gates and b.a.r.t. loses millions of dollars. >> now there's a plan to slow it down. matt keller is live with more on the idea and the cost. >> good morning, jessica and reggie. take a look at the fare gates at the fremont station. it's really easy to hop over them or go around them. if you really wanted to, but how much is too much money to pay to stop that from happening? that's what b.a.r.t. is looking at right now. b.a.r.t. is not allowed to modify the gates because the contractor owns the software. the only solution would be to replace the entire system, and that could cost between $150 million and $200 million. they estimate fare evaders cost the system $25 million a year. batt will conduct a study to determine what it would take to replace the gates and look at what other cities like new york are doing. >> we really want to know what's out there, how much does it

case, what are the benefits, what does it look like? what do our riders feel about it. >> that study will be presented to the board for review some time in the spring of 2019. b.a.r.t. also acknowledges there's a correlation between this kind of behavior and crimes committed at different stations. what will it cost you if you're caught behind the gates without a ticket? well, a citation is $75 for adults and it's $55 for kids. reporting live here in fremaunlt, matt keller. >> thank you. developing news on the peninsula. san bruno police believe a man accused of making a sex tape without a woman's permission might have targeted other victims as well. you are looking here at the suspect, 31-year-old scott inouye. a woman complained to police that he had recorded a consensual sexual encounter between the two of them. the woman says she did not give him permission to videotape those intimate acts. >> the sonoma county sheriff's office is investigating the death of a man whose body was

found in the russian river. officials say the 29-year-old san francisco man was reported missing sunday night after friends say he did not show up for dinner while vacationing at a rental home. his friends found his flip-flops and t-shirt on a dock at the edge of the river, and his phone was inside the home. his identity has not been released. >> a short police pursuit ended in crash in san francisco last night. abc 7 news was at biel and bryant streets where the driver of this car was arrested. a view showing all of the rescue crews and damage. police say the jeep hit a toyota echo as well and the driver was taken to the hospital with complaints of pain. the jeep is connected to an earlier auto burglary. you can see san jose firefighters working on a fire that broke out on cafe drive last night. 18 people, including 8 children, are now displaced.

in total, two homes are damaged. that cause is still under investigation. a marin county pastor faces accusations of sexually abusing a woman in his congregation. >> his accuser also worked for him at their church. kimberly and her husband attended the quest church in novato. they turned to pastor joe for guidance when they had marital troubles. kimberly then claims her boss abused the information she shared to make sexual advances at work. >> a trivial example would be, i wanted my husband to be more romantic, so if i had a really hard day with the kids, i want him to draw me a bubble bath. for that week, every day that week, on my desk at work, he would leave a different piece of a bubble bath kit. >> kimberly also accuses everly of forcing her to have an abortion against her will after their relationship became physical. everly was not available when abc 7 asked him for a comment. >> the search for a san jose man

reported missing in yosemite national park has come to a tragic end. the body of hiker scott tenczar was found in the northeast region of the park. the 48-year-old was considered an experienced hiker. he was last seen july 25th. the cause of death still under investigation. in the north bay, a car thief apparently had a change of heart after realizing who was in the back seat. santa rosa police say the thief took this mercedes-benz yesterday. the car was left running and an 18-month-old child was in the back seat. ten minutes after the theft, police say the suspect drove back to the scene and surrendered. the child was not hurt. police booked stephon salazar on theft and kidnapping charges. an armed man who threatened san jose police is now in custody following a four-hour standoff. abc 7 news was on with officers following the standoff. police went to the home on a

domestic violence call involving a mother and son yesterday. he came out of the house with a gun and threatened police before then surrendering. >> you're never more than seven minutes away from my accuweather forecast. let's talk temperatures. cool out there, and some mist is spilling into our east bay valleys where we have mid to upper 50s just about everywhere except for concord at 60, and mt. diablo a little warmer at 72 degrees. let's look around the bay. you have 60 in hayward. san jose, dress for 61 in mountain view. in los gatos, cooler, about 50 degrees. everybody from san carlos north wnd in the upper 50s. 54 in santa rosa, pacifica, and san francisco. san francisco, notice what you don't see. the flags are a little limp, but they're going to pick up a little bit this afternoon, and it's that sea breeze once again that's going to keep the cooling trend going. it's also brought a lot of moisture this morning. your activity planner, all the caution you see here is mainly for the morning. if you're out and about, there's drizzle, moisture in the air this morning. at the beaches, it will be cool

and calmer during the afternoon hours but drizzle this morning, and drier if you're out on the bay in the afternoon hours. again, some mist and drizzle hanging there this morning. mer here's a look at the peninsula where we're going to remain cloudy until about 10:00. and then the low 70s in the afternoon hours with partly cloudy sky. and up in the north bay, cloudy through about 10:00 and then sunny in the afternoon and hit to mid to upper 70s. back down to 60 by 8:00. take a look at the accuweather seven-day forecast coming up. here's alexis. >> good morning, mike. we had a quiet start to the tuesday morning commute. i want to head back to the east bay. southbound 680, solo vehicle crash, sounds like this is just about cleared, just before concord avenue. the vehicle that crashed is off on the right shoulder, but emergency crews are there blocking the slow lane. i have not seen any delays approaching that. if you want to fully avoid the scene, you can head south on 232, but i think this will be clear before things really get busy. here's a live look at golden gate bridge.

not seeing a lot of fog, and i don't have any dense fog advisories in effect. we'll look at drive times coming up around 5:20. >> president trump poised to roll back regulations on coal fire power emissions. the clean power plan was a centerpiece of president obama's efforts to slow global warming. it restricts greenhouse gas emissions. now, the trump administration is preparing a new plan to give states broad authority to determine how to restrict carbon dioxide and other greenhouse gas emissions. according to the a.p., the new plan will let states relax pollution rules for power plants that need upgrades. >> protesters took matters in their own hands in north carolina. they had been demanding that leaders at the university of north carolina remove the silent sam confederate monument, as you can see instead of waiting they toppled it themselves. the school says it is investigating this as an act of

>> good morning. you're going to notice it's damp this morning. that's going to lock in the cooling. it's not going to be quite as abrupt as it was yesterday. but the farther you are away from oakland and san francisco, you'll drop anywhere from 1 to 5 degrees. temperatures mainly in the 70s and 80s today. we'll take a look at the accuweather seven-day forecast next. here's reggie with more news. >> police have arrested five people who tried to steal several apple products from a southern california mall over the weekend. officers are looking into whether it may be connected to these previous crimes also targeting apple stores. now, some good samaritans took down two suspects in 1,000 oaks apple store on saturday. deputies pulled over a getaway car with a third suspect and two other accomplices. >> they are targeting these apple stores because of what they have there, and there's networking in place to sell these on the secondary market. the items are relatively small and very expensive, so if they get away with a few things in their hands, these are very easy to transfer into cash.

man behind viral videos like this infamous anti-harassment cat calling video from 2014. i'm eva pilgrim, abc news, new york. people desperate to go on a date. >> yeah, no kidding. >> real desperate. >> neighbors near the san carlos airport may notice more activity. charter flights will soon be taking off for burning man. >> according to county officials, a series of charter flights also known as the burner express, will start leaving from the airport next week to the black rock city airport in nevada. the abial burning manifestival starts sunday and goes through september 3rd. officials at the san carlos airport are assuring neighbors the charter flights won't be too noisy. they say staff is working closely with the burner express to mitigate possible noise impact. >> in the east bay, oakland is moving closer to regulating those dockless bikes and scooters on city streets. oakland's proposed law includes rules where people can use bikes and scooters and to provide discounted rentals for

low-income users. they also report oakland would like to cap the number of bikes and scooters while requiring companies to also carry insurance. a final vote may take place next month. >> some of tesla's suppliers are worried about getting paid for the parts they provide the automaker. the "wall street journal" reports tesla has asked if it can stretch out payments to some of its vendors. some smaller companies have claimed tesla has failed to pay them at all. tesla ceo elon musk says it's not that tesla lacks the money. it's a case of, quote, arguing whether the parts are right. >> new convenience store has popped up in san francisco's soma district. it allows consumers to shop without waiting in line to check out. the store is called zip-in, and it shared this video. shoppers have to download the app. it gives you a qr code to enter the store, and there's overhead camera tracking and shelf sensors to insure that you're only charged for what you take, and then when you leave, you get a receipt with the charges. no cashiers. the store will be open to the

bridge toll plaza. we have moved our emeryville camera and pointed it toward the toll plaza. for some reason, that camera is down. we have a look from a different vantage point. still doing okay. looks like we still have a stack-up in the cash lanes. as far as i know, we don't have metering lights on yet. carpool lanes are open but things are starting to fill in and slow down. i'll pass that along to you when i get official word. one other slow spot, getting out of tracy is stop and go. 12 miles per hour on 205. 14 miles per hour on westbound 580, a little faster than last time we checked a few mments ago. here's other drive times looking great. westbound 580 across the richmond-san rafael bridge. six minutes, and dumbarton bridge, just a nine-minute drive right now. >> thanks. in the east bay, one artist is sharing messages of hope where everyone can see it, that's on the sidewalk. >> katie utes has more on this mystery artist in alameda. >> it says your mom loves you. give more love today than you

it's 5:24. here are the seven things to know before you go. number one, the suspected golden state killer may be facing new charges. the contra costa county da will announce an update on the case of joseph deangelo. >> bart is looking at redesigning its fare gates to cut down on cheaters who ride for free. it can't just modify the gates because a company owns software that operates the fare gates. that means new equipment that could cost hundreds of millions of dollars. >> san francisco's muni director could face a tough performance review. the mayor sent him a letter criticizing the agency for service delays and a driver shortage. >> number four, in a tweet this he's considering yanking the national security clearance for former president obama. last week, president trump

revoked the national security clearance for former cia director john brennan. >> number five, if you live around oakland and san francisco, hope you enjoyed yesterday. almost a carbon copy today. the rest of us, the cooling continues, just not as dramatic as yesterday. a lot of 70s and 80s today. >> number six, so far so good. we don't have any major issues for the tuesday morning commute. here's a live look at highway 87 in san jose. you can see, we have light volume so far today. >> number seven, united airlines announced this morning it plans to start charging passengers to reserve some seats near the front of the plane. there's nothing special about these extra seats, like extra leg room. they're just near the front of the cabin so you don't have to walk all the way down the aisle. >> the oakland a's moved into a tie for first place in their division last night, but that is not actually the story this morning. >> everyone seems to be talking about anthony slocum. a 10-year-old from clairemont middle school in oakland. he's in remission from a rare form of cancer. that's him on the left. he went to the game with a group

it's a major day in the case of the accused golden state killer. what we're expecting from prosecutors this morning. and within man trying to get others to join a lawsuit against google over its location tracking controversy. >> and the word of the morning is drizzle. we're tracking a somewhat wet commute as you're heading into work. >> good morning. it's tuesday, august 21st. natasha is off. >> you're never more than seven mns away from the accuweather forecast, and yes, there is a little bit of rain on people's windshields this morning. >> we infuse that marine layer with more moisture this morning. can't hold on to all of it, so it's letting go in the form of patchy drizzle extending all the way to our inland neighborhoods thanks to a sea breeze that's up to 35 miles per hour as you're driving through the delta and up 80. watch out for that strong headwind, and look what it's done. cloud cover everywhere. that's the gray you see on live doppler 7. you can see it here on the exploratorium camera at pier 15.

no sign of the top of the salesforce tower. not yet. the drizzle will be around through most of the morning commute. slowly pulling back to the coast. that's where the clouds will go, most of them. we're going to linger some clouds throughout the bay during the day. that's why the never gets completely sunny. we start in the mid to upper 50s. we hang out in the 60s at noon. still in the 60s at the coast at 4:00, but 70s for the rest of us. a nice refreshing afternoon. don't forget those sunglasses. you'll need them, but an umbrella at times too. >> good morning. so far, we haven't had major issues on the road. that's good news. i do have an update for the bay bridge toll plaza. we're looking at it from our emeryville camera today. a different view of things here, but the metering lights are on. so obviously, we have a lot more brake lights than we had last time we looked at this camera. they officially were on at 5:20 this morning. things are starting to stack up into the maze. you can see the vehicles cruising through on the right. they, of course, are using the carpool lanes. a quick check of mass transit,

46 trains in service, no delays. and so far so good for capitol corridor. >> we're waiting to hear if prosecutors will officially tie the man accused of being the golden state killer to sex assaults in contra costa county. >> a news conference this morning should also reveal where the trial will take place. abc 7 news reporting amy hollyfield is live in martinez. >> jessica, people who lived here in the east bay in the '70s and '80s probably remember the string of rapes that happened in that time. it's long been believed the golden state killer could have been responsible for those rapes. and today, the district attorney here is signaling that maybe charges will be filed in those cases. the district attorney, diana beckten, is set to appear at a press conference in santa anna this morning about the golden state killer case. up to this point, no charges from contra costa county have been filed against the man accused of being the golden state killer. interesting that she's going to be there.

72-year-old joseph deangelo faces 13 murder charges for killings that happened across the state in the '70s and 'iates. x ilsacren. speak today. and announce where they plan to hold the trial or trials. and if they are filing new charges. investigators have long thought that he is responsible for more than 50 rapes, including 9 here in contra costa county. this office here in martinez had no comment. that press conference is set for 11:00 this morning. live in martinez, amy hollyfield, abc 7 news. >> thank you, amy. >> we're going to send out a push alert when the news conference starts. you can get that and news on the golden state killer by downloading the app and enablin secretly recorded at least one conversation between a juvenile crime suspect and his attorney. >> this according to the chronicle, video of a conversation between two sheriff's officials suggest the

practice has happened multiple times. a sergeant hints he's been doing it since january at the eden township substation in san leandro. the alameda county public defender's office laid out the allegations in a court filing yesterday. the sheriff's office tells abc 7, we are very aware of the incident and are doing an internal review of all incidents who met with assistant public defenders at our substation. >> the alameda county sheriff's office is asking for your help to find a missing woman. they shared these photos of 54-year-old juanita robinson. she was last seen on wednesday leaving her home on 149th avenue in san leandro in her white dodge caravan. if you have any information, you're asked to contact the alameda sheriff's office. >> in the south bay, an apartment complex is getting redeveloped forcing dozens of families from their homes. the tht woulde

placed wh 54 for-sale homes. one resident currently pays $1100 a month for a one-bedroom. with nothing left to lose, she and her neighbors are pooling their money to buy lottery tickets. >> the powerball jackbought was the way up, so we joked we have to buy millions so we can buy the property back. >> it's going to be very difficult for them to stay in mountain view and find a place for comparable rent. >> a final decision for this development expected by december. the mendocino complex fire is the biggest in state history, it has now burned more than 400,000 acres, and now it's 79% contained this morning. the alameda county fire department shared this video. strike teams were deployed to help fight the flames last night. falling tree branches from a fire retardant drop likely killed a utah firefighter at the massive mendocino complex fires.

that's according to preliminary cal fire report. battalion chief matthew burche it t was one of 37 firefighters from utah called to northern california to help containory wildfires. the report calls for immediate action, saying firefighters need to stay clear of areas with overhead hazards when there's an air drop. burchett's funeral was held in his home state yesterday. thousands of family members and colleagues said good-bye to the father and husband. >> a uc berkeley professor has been suspended for three years without pay for sexually harassing a graduate student. >> they say the professor engaged in a pattern of sexual harassment that created what they're calling a hostile environment. abc 7 news asked uc berkeley chancellor about the case. she would not address it specifically, saying that in doing so, it would violate confidentiality of the procedures. she did talk about the university's position regarding

a's, but they're there. first, let's bring alexis in and find out about hot spots. >> it's been pretty quiet so far. we haven't had any major issues. of course, the one slow spot we can always count on getting out of tracy. unfortunately, we're slow there, and be have one new issue just in. westbound 205 by mountain house parkway, a two vehicle crash just reported. sounds like it's off on the shoulder but that's not going to help things out. als have road work on the eastbound side of 205 if you're heading into tracy that has you down to about 13 miles per hour. nothing crazy yet. the drive times still right around an hour into the dublin area. it's not awful, but definitely probably going to get slower with the new crash on the shoulder. south bay right now, looking okay. just increasing volumes here. 101 and 880, but no blocking issues for you. the south bay has been quiet so far. hearing about a new crash in the hayward area. we'll head there next. >> the colorado man who

believes it's uncovered new attempts by russian hackers to target political groups in the u.s. ahead of november's midterm elections. the company said it stopped those efforts last week. "the new york times" reports a russian group known as fancy bear was involved. that's the same organization suspected of hacking into the democratic national committee in 2016. just the last few minutes, we learned the kremlin is dismissing these new allegations saying the microsoft statement lacks detail. >> president trump revooling his concerns about talking with the special prosecutor probing russian hacking in 2016. >> the president called it a perjury trap during an interview with reuters. he explained that he fears special counsel robert mueller could pit his words against those of others who have testified. this follows reports that a top white house lawyer has become a key witness for the special counsel. >> the twitter suspension for conservative conspiracy theorist alex jones ends today. and president trump says it's, quote, very dangerous for social media companies like twitter and

facebook to ban accounts. the president said he didn't want to mention any names, but when twitter or facebook remove users, he says you could be next. both twitter and facebook are private companies giving them the legal standing to ban accounts they they say violate their guidelines or terms of service. >> happening today, the controversial issue of 3d printed guns will be back in the courtroom. a federal judge in seattle will hear arguments on whether to block a settlement the state department reached with a texas company. that settlement would allow it to release blueprints that show it how to make 3d printed plastic guns. 19 states including california sued and secured a restraining order to stop the process. critics of the plastic guns say they create security concerns because they would not be detectable by metal detectors. >> san francisco court clerks offices will close earlier because of budget cuts starting in october. the six clerks offices in superior court will close at 2:00 p.m., two hours earlier than now.
