right now. have not gotten word on injuries but that's definitely starting to slow things down in the area from about state route 238, averaging just over 20 miles per hour. hopefully they're able to clear that soon. that's a tough spot to have anything blocking. here's a look at the bay bridge toll plaza from the emeryville camera. the metering lights on around 5:20. carpool lanes moving fast. cash and fast track, you have to wait through a backup. we have an issue on the eastbound side of 880. >> speaking of the commute, hundreds of thousands of us take b.a.r.t. every day, and like a lot of you, i see people jumping those fare gates every day. >> now there's a plan to slow it down. matt keller is live with more on the idea and also the cost. >> good morning, jessica and reggie. b.a.r.t. has tried a lot to try to get people to pay their fares. they have cameras with monitors, inspectors, but aartl ihey from people going up and around the gates. they're going to study it.

b.a.r.t. is not allowed to modify them because the contractor owns the software. the only solution would be to replace the entire system, and that could cost between $150 million and $200 million, but the status quo doesn't appear to be working either. b.a.r.t. says it it's a krausco problem that seems to be getting worse. >> $25 million at least. it's sending the wrong message when one person hops over and the other doesn't that we need to fast track the replacement of these gates. even though they still work. >> now, b.a.r.t. says losing $25 million a year to those fare evieders. b.a.r.t. will conduct a study to determine what it would take to replace the gates. they'll look at what other cities like new york are doing. the study will be presented to the board some time in the spring of 2019. this is not just a money thing. b.a.r.t. also acknowledges there's a correlation between this kind of behavior and crimes committed at different stations. reporting live here in fremont, matt keller, abc 7 news. >> thank you. developing news on the peninsula.

san bruno police believe a man accused of making a sex tape without a woman's permission might have targeted other victims as well. you are looking here at the suspect, 31-year-old scott inouye. a woman complained to san bruno police earlier this month he had recorded a consensual sexual encounter between the two of them. she says she did not give him permission to videotape those intimate acts. >> the sonoma county sheriff'sophorous is investigating the death of a man found in the russian river. the 29-year-old was reported missing sunday night after friends say he did not show up for dinner while vacationing at a rental home. his friends found his flip-flops and t-shirt on a dock at the edge of the river and his phone was inside the home. his identity has not bib released. >> a short police pursuit ended in a crash in san francisco last night. abc 7 news was at beale and bryant streets where the driver of this jeep slammed into a car. police arrested four people inside the jeep.

they show the rescue crew and damage. police say the jeep hit a toyota echo as well and that driver was taken to the hospital with complaints of pain. the jeep is connected to an earlier auto burglary. if you can see -- you can see here san jose firefighters working on a fire that broke out on cafe drive last night. 18 people, including 8 children, are now displaced. in total, two homes are damaged. the cause is under investigation. a marin county pastor faces accusations of sexually abusing a woman in his congregation. >> his accuser also worked for him at their church. kimberly and her husband chris attended the quest church in novato. they turned to pastor joe everly for guidance when they had marital troubles. kimberly then claims her boss abused the information that she shared to make sexual advances at work. >> trivial example would be, you

know, i wanted my husband to be more romantic, so if i had a really hard day with the kids, i want him to draw me a bubble bath. for that week, every day that week on my desk at work, he a bubble bath kit. >> also accusing everly of forcing her to have an abortion against her will after their relationship became physical. everly was not available when abc 7 asked him for a comment. >> in the north bay, a car thief apparently had a change of heart, thank goodness, after realizing who was in the back seat. santa rosa police say the thief took this mercedes-benz yesterday. the car was left running and an 18-month-old child was in the back seat. ten minutes after the theft, police say the suspect drove back to the scene and surrendered. the child was not hurt. police booked stephon salazar on theft and kidnapping charges. custody fol a 4-hour n standoff. abc 7 news was on luz avenue

where you see officers and the man in a standoff. they went to the home on a domestic violence call involving a mother and son. he came out of the house with a gun and threatened police before then surrendering. >> protesters took matters in their own hands in north carolina. those protesters had been demanding leaders at the university of north carolina remove the silent sam confederate monument. you can see instead of waiting, they toppled it themselves. the school says it's now investigating this as an act of vandalism. happening today, president trump is poised to roll back regulations on coal fire power emissions. the clean power plan was the centerpiece of president obama's erchts to slow global warming. it restricts greenhouse gas emissions from coal fire power plants. now the trump administration is preparing a new plan to give states broad authority to determine how to restrict carbon dioxide and other greenhouse gas emissions. according to the a.p., the new

east bay. oakland is moving closer to regulating dockless bikes and skoolters on city streets. oakland's proposed law includes rules on where people can use the bikes and scooters and provide discounted rentals for low-income users. they would like to cap the number of bikes and scooters while requiring companies to carry insurance. a final vote on this may take place next month. >> new at 6:00, nabisco is making a big change to its iconic animal crackers. the animals are now cage free. take a look here on the left. you see the old knox with the animals in cages. on the right is the new box with animals roaming free. peter wrote a letter in 2016 to the parent company of nabisco calling for the packaging redesign. since the snack was created in

associated press they believe mollie tibbetts has now been found dead. no word yet on where the 20-year-old's body was found. we're expecting an announcement from the iowa division of criminal investigation some time this morning. it had been just over a month since molle was last seen. she went for an evening jogged and disappeared. she spent part of her childhood in oakland's clen's view neighborhood. she attended elementary school and middle school in piedmont. a prayer service was held in piedmont earlier this month. her father splits his time between the bay area and fresno. you can stay on top of this story on the abc 7 news arp. you'll find that story much more on the entire timeline of this case on mollie's disappearance on our website and news app. >> our kate larsen is tweeting out she spoke to mollie's mom by phone last week and she was still holding on to hope along with her east bay friends this

would have a different outcome, that they would find her and she would be okay. our condolences to everyone who knows her. what a terrible thing to find out this morning. >> so many people in the bay area afiktded by we'll have an update for you later this morning. >> also this morning, a major update on the golden state killer case. officials are holding an 11:00 a.m. news conference in santa ana and they could officially tie the suspect in the case to sex assaults in contra costa county. >> they could also reveal where the trial will take place. abc 7 news reporter amy hollyfield live for us in martinez this morning. amy. >> an interesting development coming out of martinez this morning. the district attorney here in contra costa county is scheduled to appear in that press conference in orange county. district attorney is set to appear there, even though the accused golden state killer isn't charged with any crimes that happened in contrst. so this signals that some new sexual assault charges could be announced today.

investigators in the east bay have been looking into whether old sex assault cases could be tied to the suspect. joseph deangelo faces 13 murder charges for deaths that happened across the state in the '70s and '80s. investigators also believe he is responsible for more than 50 rapes including possibly 9 here in contra costa county. he is in jail in sacramento. prosecutors from around the state will be at the press conference in santa ana. they're expected to announce where they plan to hold the trial and if additional charges are going to be filed. this office here in martinez did not comment on why the district attorney will be appearing down south. that press conference is set for 11:00 this morning. live in martinez, amy hollyfield. abc 7 news. >> thank you, amy. we'll send out a push alert when the news conference starts. you can get that plus new developments on the golden state killer by downloading the abc 7 news app and enabling push alerts. >> turning to the east bay. the alameda county sheriff's

office secretly recorded at least one conversation between a juvenile crime suspikt and his attorney. >> a video of a conversation between two sheriff's officials suggest the practice happened multiple times. a sergeant hints he's been doing it since january in the eden township substation in san leand leandro. the public defender's office laid out the allegations in court yesterday. the sheriff's office tells abc 7, we're very aware of the snenltd and doing an internal review of all incidents who met with assistant public defenders at our eden township substation. >> an apartment complex is getting redeveloped, forcing dozens of families from their homes. plans include demolishing an apartment complex on rock street. the three acre 59-unit rent controlled complex would be replaced with 54 for-sale homes. one resident currently paid $1100 a month for a one bed roomd. with nothing left to lose, she and her neighbors are pooling

their money to buy lottery tickets. >> we were joking that we have to start buying tickets so we can buy the property back. >> our long-term temants are well below market and it will be difficult to stay in mountain view and find a place for comparable rent. >> a final decision for this development is expected by december. >> the mendocino complex fires, the biggest in state history, have burned more than 400,000 acres and they're now 79% contained this morning. the alameda county sheriff's department showed this video. it shows strike teams with alame alameda, oakland, and livermore pleasantten deploying to help fight the flames. >> falling branches from a fire retardant drop likely killed a firefighter at the mendocino complex fires. that's according to a preliminary report. matthew burche it, t was one of 37 firefighters from utah was called to california to help with the fires. they say firefighters need to

stay clear of areas with overhead hazards when there's an overhead drop. his funeral was held in his home state. thousands of colleagues, friends, and family members said good-bye to the father and husband. >> a uc berkeley professor has been suspinded for three years without pay for sexually harassing a graduate student. >> the professor engaged in a pattern of sexual harassment that created a hostile environment. abc 7 news asked uc berkeley chancellor about the case. she wouldn't address it specifically. she did say, though, that it would violate confidentiality of the procedures but went on to talk about the urss position regarding harassment. >> campus has no tolerance for sexual harassment. and we aspire to be a harassment-free environment. i think we're seeing real progress there. >> the complaint was filed in 2016 by a uc berkeley doctoral candidate. he has denied any misconduct.

minutes. hopefully they're able to push it off to the side. speeds in the area, down to 11 miles per hour approaching that instant. slow once again once you make it to the richmond area at 30 miles per hour. not a major issue yet, but certainly keeping an eye on that. here's a look at the bay bridge toll plaza. this is via our emeryville camera today. those meterig lights on at 5:20 this morning, so unless you're using carpool lanes you'll have a bit of abackp. take a close look at your screen. this is not a real police officer. it's a dummy. police in tucson, arizona, posted mannequins dressed as officers on street corners recently. it's an effort to get drivers to slow down and pay attention to their surroundings. the man who took this picture says there were some actual officers nearby pulling over distracted drivers, but kind of like a scareyou, i'm guessing these dummies don't need the slry that a real officer needs. a cheaper way to get folks to slow down.

by tracking your location even when you say you don't want it to happen. google still keeps that information even when you turn off the location history feature. one man is suing google in federal court in san francisco and his lawyers want a federal judge to grant the case class action status meaning other google customers can join in. google did change some of its location tracking settings after complaints surfaced last week. it also claims users can delete their location histories at any time. >> hundreds of thousands of people take b.a.r.t. every day, and every day, the agency loses millions because of fare cheaters. >> there is now a plan to change that, and matt keller is live for us in fremont with the idea and also how much this will cost. matt. >> jessica and reggie, take a look at the fare gates here at the fremont station. they're easy enough to hop over or get around if you really wanted to, but how much is too much to pay the stop that from happening. that's what b.a.r.t. is looking at. b.a.r.t. is not allowed to modify the gates because the
