>> and with malice aforethought murdered deborah -- >> reporter: joseph deangelo stood stone faced as the judge in the sacramento courtroom read through 26 felony counts, half of them for murders in the 1980s that often included rape and the use of a knife or gun. >> count 25, contra costa county -- >> reporter: after 13 murders, the judge read through 13 additional felonies, each aggravated kidnapping for robbery, cases investigators say included rapes but not charged as such because of the statute of limitations. >> deangelo could face four life seasons plus ten years. >> reporter: four of those cases happened in contra costa county in the 1970s, the 72-year-old deangelo was silent at the hearing. but outside court his alleged victims had plenty to say. >> it's something i've lived with for 47 years. i don't want to see it again. but happy to know he's behind bars. >> reporter: margaret wardlow

could hinge on the u.s. supreme court. >> jose innez garcia is being tried on federal gun charges related to the fatal shooting of steinle on san francisco's embarcadero three years ago. >> the attorney asked for a delay in the trial to wait for a decision on the case currently being considered by the supreme court, an issue on whether federal charges on crimes already prosecuted in a state court like garcia zarate's amount to double jeopardy. >> that is something unconscionable, and therefore, you know, we have our fingers crossed. we're hoping for a good supreme court ruling on the issue of double jeopardy. >> the judge in garcia zarate's federal case says he will rule on the postponement request quickly. we're learning new details about how mollie tibbetts died.

preliminary autopsy results show she suffered short -- she went missing last month while jogging, the suspect in her murder led police to her body in an iowa corn field tuesday. cristhian rivera is an undocumented immigrant, his arrest becoming a rallying cry for those who support stricter immigration laws. >> now, both the steinle and tibbetts cases have once again raised the issue of undocumented immigrants. but in the tibbetts death there is also the matter of the federal e-verify program to discuss. >>risthian rivera was cleared to work through e-verify. california lawmakers and other legislators are calling into question the system's efficiency. in june of this year alone nearly 231,000 employers took part in the e-verify system in

california. developing news from hawaii as hurricane lane gets ever closer, more than 19 inches of rain fell on parts of the big island, during a 24-hour period. hawaii's governor is urging residents to set aside two weeks worth of food and water. several flights are being cancelled. so far, more expected. abc 7 news meteorologist sandhya patel joins us now with the latest on lane. it is still a dangerous hurricane, but it has weakened to a category three. the latest from the central pacific hurricane center. our live doppler 7 is tracking the storm. big island still seeing the rain. it has been up to 19 inches, as you mentioned, this category three storm packing winds of 125 miles an hour. it's 190 miles away from kona, hawaii area. it makes a sharp westward turning weakening to a category one heading towards the weekend. with this storm, warnings and watches are up as you know, and

rainfall totals through sunday morning may be up to 30 additional inches of rain. wave heights, 10 to 25 feet, not out of the question, and offshore, over 30 foot waves are expected. so a powerful storm headed towards hawaii, but moving very slowly. kristen is this. >> sandhya, thank you. uncertainty for people who left the bay area on flights to hawaii today. the last chance to get there before the storm really arrived. abc 7 news reporter matt keller has an update from san jose international airport. >> reporter: heading home to hawaii would normally be a joyful time for cora dell rosa. but she's worried about what she'll find when she arrives. >> very scared, concerned about the storm. >> reporter: she says her kids in honolulu have let her know about the current weather conditions and officials have prepared them for what to do in case they have to evacuate. >> they know they can go to a shelter nearby. >> reporter: an airport official

working with alaska airlines told us it appeared the 7:50 a.m. flight from san jose to honolulu wasn't very full. most airlines are waiving rebooking fees for customers as officials in hawaii shut down schools, parks and offices. >> first i hesitated, we got the e-mail saying it might get pushed back to sunday. a little hope came through for us. show up, hopefully the skies clear up, and get to run. >> reporter: for some people, their vacation urn turned into an adventure. they were going to cancel after planning for months. >> the reality could be that you could end up spending some of your vacation in a shelter rather than in a nice hotel. are you concerned about that? >> you know what? it happens, it happens. but it's okay. whatever. >> see what happens. you're going to get wet there anyways, whether it's in the water or coming down on you.

container filled with sodium hydrochloride when it exploded. the injured worker was taken to the hospital with cuts and abrasions. sodium hydrochloride is used to purify and disinfect water. police have photos of a person of interest in an overnight stabbing. investigators are hoping somebody will recognize this man. bart police say the victim is a 39-year-old transient who thought he was being robbed. the victim was stabbed in the chest and buttocks. nonlife threatening injuries, the bart station closed at the time. the state senate passed a bill today to have more housing at bart stations. >> unprecedented land use authority, also say the agency should be more focused on running its trains. >> abc 7 news reporter chris w nguyen is live in fremont. >> reporter: the proposal is now one step closer to becoming law, and supporters say there's no time to waste.

state senators passed a bill today that would allow surface parking lots to be replaced with housing at a number of bart stations in san francisco and the east bay. assembly bill 2923 would give bart total zoning control over bart-owned land and essentially allow the agency to override local city and/or county zoning standards to fast track development. the proposal was called a no brainer. >> biggest challenge is to our quality of life, to our communities, to our economic health is the crisis we have around affordable homes, and traffic congestion. >> reporter: some riders have expressed concerns about parking spaces possibly being eliminated. but a last-minute change was made requiring a replacement parking policy to ensure people could still park specifically at suburban stations. however, opponents say cities and counties not bart should oversee residential development planning and approval. fremont mayor lily may believes the bill ignores the success of recent transit oriented
