it's saturday, august 25th and good morning and thanks so much for joining us. i'm chris nguyen. let's get our first look at the accuweather forecast and here's lisa argen tracking it for us. >> good morning to you. hi, everyone. it's certainly cloudy in and around the bay except way out toward the delta in concord and a few clouds around there, though, also looking at visibility in livermore at 5 miles. petaluma, 2 mile visibility and a live look at the golden gate bridge looking pretty good with nobody there. 55 in san francisco. it's 57 in san jose and morgan hill. no one managed the 80s except for farout in livermore. so the poor air quality continues today. we'll call it moderate. hazy sky, but it will be improving due to those westerly winds pushing that spoke into the centralvaey, even a bit better tomorrow. throughout the afternoon you'll

notice the sunshine, less haze out there, but there will still be some. 77 in concord and 73 in fremont with low 80s out by the inland valleys and then tonight the fog comes back. so we will be looking at this pattern with below average temperatures lengthering and i'll tell you for how long coming up, chris? >> lisa thanks. developing news, officials are investigating the cause of a crash involving a san jose fire truck that left two people hurt. it happened on southbound highway 101. firefighters were responding to an accident when a black tesla rear ended one of the trucks. the two passengers in the car were taken to the hospital and their conditions are not known. no firefighters were injured. investigators are looking into whether the tesla's autopilot feature was on during the time of that crash. two suspects have been arrested after a shooting that left a 16-year-old dead near a fairfield high school. one of the suspects ran into armijo high school to hide while a crowd gathered for a football game last night.

an 18-year-old is in critical condition. abc 7 news reporter carlos salcedo has the details. >> a friday night jv football game in armijo high in fairfield abruptly cut short. students, staff and parents told to evacuate after shots rang out nearby. sky map 7 shows you where the shooting happened on washington and bell, a block from the campus. police describe the shooting as a gun battle. >> we do know there were appeared the groups were shooting at each other. >> reporter: two teens shot. police quickly set up a perimeter looking for two suspects. one, they say, was seen running towards the school. >> any time that we have this type of a situation in our community, it causes fear for our staff and our students. >> the school placed on lockdown as heavily armed officers searched the campus for one of the shooters. people told to take shelter inside the gymnasium. police say the shooter blended in with the crowd. >> the school staff was able to identify that the person we were

looking for was in, in fact, with the gym with everybody. the suspect was arrested without incident and the other found in a nearby residence. horrific moments for students and parents as they had to walk out with their hands up before being reunited. >> because of this incident the varsity football game also had to be cancelled and police are not saying if the victims or the suspects were actually students of the high school. again, a 16-year-old was killed and an 18-year-old in critical condition. in fairfield, carlos salcedo, abc 7 news. >> in developing news, hurricane lane has now been downgraded to a tropical storm, but the danger isn't over yet for hawaii residents as rain continues to fall. some areas have seen more than 40 inches and more flooding is possible including -- more flooding is possible. several people including four tourives from los angeles have had to be rescued. >> on hand in honolulu to helwi

the menlo park fire protection district. we received these pictures of their meetings yesterday with honolulu firefighters. meteorologist lisa argen is back with more on what we can expect from the storm and lisa, so much to talk about here. >> yes, that's right, chris. the main thing is that this now has been downgraded to a tropical storm. so we're looking at the hurricane watches and warnings being dropped. tropical storm advisories for maui and the big island. so we're looking at things that are continuing to improve, but in terms of the rainfall, not so much because we are looking at some very heavy rain. we've seen over 42 inches of rain in hilo and three-day records here and that will allow for some mud slides and certainly with the higher elevations there. 65 mile an hour winds right now and as this takes a left-hand turn we'll continue to see this weaken 40 miles an concerned about. it's the rainfall that continues to stack up and some of the

different rainfall estimates are bringing in three to five inches of additional rain for oahu. maui, 8 to 12 inches of additional rainfall and a slight chance of tornadoes are possible. so as this continues to wind down in terms of wind. it is certainly not winding down in terms of rainfall and we have the higher elevations around maui and haleakala and around diamond head in oahu where we can see runoff and flooding problems with the rain lingering right on through the weekend. chris? >> as lisa said the danger remains for thousands on hawaii's big island which has seen epic amounts of rainfall and cornell barnard has more. >> reporter: lane has left its mark on hawaii turning small rivers into raging torrents. here's what the normally calm rainbow falls looked like on friday. the storm has already dumped more than 30 inches of rain here. >> you know, when you hear 30

inches of rain, that sounds not only biblical. od the town has absorbed some of the epic rainfall, but not all of it. >> reporter: he's urging people to be careful. >> if the ground continues to saturate and it doesn't get absorbed as well you can see the levels rise a little bit and that's when you see problem like we have been seeing where some of the rivers have overflown and caused property damage. >> reporter: earlier that warning to tourists on waikiki, but most chose to stay in the water. honolulu's mayor is urging people to stay vigilant. >> we are still going to have rain events and have localized flooding and we're asking residents please don't open manhole covers and drain the water into the sewer system. >> this is a huge, huge, huge fire. >> on maui, 50 mile an hour wind gusts spread several wildfires, fire officials say seven homes

were damaged or destroyed prompting evacuations. >> two of those fires are out. the third is close to being contained. the mayor of maui says they were possibly started by downed power line, lane has weakened, but its impact can be felt into next weekend with rain. cornell burden art, abc 7 news. tesla's announced the company will stay public. in a blog post last night the the decision comes at the urging of investors and the company board. the future of the stock price have been on a roller coaster since early august. that's when the ceo tweeted he was considering taking the company private. you can read the full letter to shareholders on our website, abc 7 news.com. 6:07 is the time. traffic is back to normal in hayward after a chemical spill forced interstate 880 to shut down for several hours yesterday. what looked like orange smoke could be seen in the air around 12:30 p.m. sky map 7 shows the traffic buildup as crews rushed to mop

up the nearly 300 gallons of hazardous acid spilled from leaking containers on a truck. drivers were stuck. >> we've been in traffic for, like, four hours, roughly. it's horrible. yeah, it's horrible. >> a shelter in place was will ordered and that included southland mall. it was lifted a few hours later and no one was hurt. >> we sent out a breaking news push alert at 4:57 when all lanes reopened at 880. if you want immediate notifications on your device download the news app and enable push alerts. sheriffs investigators are asking for your help to find the men who tied up a woman in her home. katie utehs spoke with some very shocked neighbors. >> reporter: on altamont road in los altos, the homes are gated and the scenery picturesque. >> it's scary and frightening to think that people have been in

this area doing -- committing violent crimes. she stables her horse at the westwind community barn. >> we've always felt safe around here. >> so did the neighbors after three men broke into the home thursday morning around 11:00. they tied up the 83-year-old homowner and ransacked the home. the woman's gardener heard the cries for help and called 911. they ask anyone with information to come forward. the victim did describe the robbers to deputies as three men, two wearing masks and one hispanic man in his 20s. >> that must have been so frightening for her. i can't imagine having three men come in and, you know, tie me up. >> neighbors were too shaken to go on camera, but say the elderly woman is petite, likely less than 100 pounds in weight. her husband was not home at the time of the break-in. medics treated her injuries on scene and she's said to be bruised from the assault.

katie utehs, abc 7 news. an evacuation order from a berkeley neighborhood is still in place as work continues to remove trees in danger of falling. crews were able to remove one of the six redwoods deemed unsafe. >> two on the corner of the university and e avenue. it will start up at 8:00 this morning. after being closed for two months for construction. the tunnel provides subway service between castro and westportal station. the project has not been without fault. a worker died on the job. the mayor cited the accident in a scathing letter questioning muni's leadership earlier this week. bart is reminding passengers this weekend trains will not be running between the west oakland and lake merit and west oakland and 19th street stations. that means to get to san francisco from the east bay you'll have to ride the free bus bridge to link up between those stations. this is part of an ongoing maintenance on the system. bart will close these stations

with lisa argen. >> hi, everyone. saturday morning waking up clou little bit of visibility issues in petaluma. otherwise, we are looking at the skies that will clear later on today. 1600 feet is that marine layer deck and average highs have been far below the past few days. two miles in petaluma and we've been looking at solid 70s across the board inland and today we may get a little bit warmer here. here's a look from our east bay hills camera. a nice-looking shot and you can see how far the fog has reached and in fact, with that the numbers are certainly cool, and 57, san jose and half moon bay, 55 and another shot from the east bay. this is walnut creek. look at all of the gray sky here. so you know it will not be that warm today starting out with the cloud cover, but still the winds will help us out pushing some of the smoke into the sacramento valley.

so the hazy sun should translate into a brighter sky this afternoon with slightly warmer numbers. 54, santa rosa, 55 in novato and the delta and 57 in concord. so 24 hours ago we were milder this morning and starting out cooler from 4 degrees in santa rosa and novato, but by the afternoon we should see a bit of improvement in the air quality. here's a look from mount tam. we can see the deck of low clouds and the stratus out there so if you're headed out early for a bike ride or a morning run you don't have to worry about the sun block, but the pollute ans are out there throughout the day. looking at a mostly cloudy start and warmer in spots this afternoon, but temperatures for this last week of august will remain below average and in fact, we're looking at a school system headed our way for the middle of the week and as you look at the day planner in the south bay, mid-60s and low 70s

and we'll see the upper 70s in and around cupertino. so plan for that. highs today, 70 over in oakland and 75 in san rafael and partial clearing along the coast and mid-60s and 75 up in the north bay and 70 santa cruz with 76 in fremont. if you're headed into the city for the giants game today and we'll see highs in the low 60s and partly cloudy skies and the winds will be on the breezy side and tomorrow we're certainly looking at more breezy wind, and that will help clear us out, but also breezy winds in the summertime and not always a good recipe for us in the bay area. 50s overnight tonight so tomorrow as we look at the improving air quality and the breezy winds and 80s in the east bay and by the middle of the week you'll notice we're cooler slightly. download the accuweather app and stay up to date. we're not looking at any big temperature swings. that is good news and we've been consistent with the weather

good morning, east bay. let's get up and get going. >> this is abc 7 mornings. thanks so much for starting your day with abc 7 news. i'm chris nguyen. let's get a quick check of the weather with m lisa argen. she's tracking the conditions where you live. >> hi, chris. our cooling trend continues with temperatures a little bit below what you would expect for august. here's a look at the golden gate bridge where numbers are coming in. 57 san jose and morgan hill and this is santa cruz where temperatures will be cool, but we'll see a little sun here as the clouds pull back throughout the afternoon and 54, santa rsas and 57 in concord and livermore. we're still looking at air quality moderate today and this will continue into tomorrow and the westerly winds will continue to scour out the air and bring us slightly better air quality

today. so by noon time we're in the 70 in our inland east bay and slightly sunnier. the sun setting at 7:49, but notice the numbers coming in, still a little bit on the cooler side ofnk jose's h as a post after a short and tumultuous tenure. this resulted in heavy criticism, but now community groups are facing some concerns. >> reporter: facing growing pressure to resign as san jose's independent police auditor zisser is calling it quits. i am enormously grateful to community leaders and advocates for their consistent and robust support. unfortunately, the they've become a distraction from the important goals of reform and expanded oversight of the police

sought by community groups. it's important for the city to move forward. >> i remain committed to the expansion by the independent police auditor's scope. as i've said in the past, i expect we're going to push forward in the weeks ahead with an expansion of that authority regardless of who is in the seat of the ipa. >> zisser came under attack by the police union when his office's annual audit used percentages instead of raw numbers for use of force incidents. he failed to warn them about a man who allegedly threatened to shoot an officer while making a police complaint. >> we need a person with integrity and that's not biased in that office. we're not going to hand over the keys to the car that gives more oversight when it continues to crash that car on every turn. >> zisser says he's proud of the trust he's built with local community groups. some are concerned about the actual independence of the ipa and whether the city is truly committed to civilian oversight.

>> it's san jose's loss that the small mindedness of the city forced a very capable leader out of a position where he could have done great things for san jose. >> assistant ipa shevan murry who has been with the office will head the office in the interim until a replacement is named. >> this marks the first resignation from the ipa since the position was created in san jose in 1993. the organizers of burning man are threatening a federal lawsuit over the continued traffic spots of vehicles headed to the event. it begins sunday in nevada's black rock desert. 80,000 people are expected. many of the stops are attempts to intimidate and harass festival gohhers. the bureau of indiana, fairs are part of an effort to crack down on a nationwide opioid epidemic on tribal lands and the timing is just a coincidence. the san mateo county coroner has determined a cervical vertebrae

found at monteiro state beach belongs to a monteiro man. richard moss was last seen may 25th of last year. it's believed he was driving through the tunnels on highway 1. there was an extensive search at the time. vehicle parts belonging to moss' vehicle were found, but he had simply know vaished. six months ago, a citizen found some bones that were sent to a state dna lab. the coroner now confirms they belong to moss. happening today, medical services will expand dramatically in san francisco's mission district. sutter health cpmc will open a new 120-bed campus at cesar chavez replacing st. luke's hospital. the upgraded facility includes new private maternity rooms and bathtubs and high-tech innovations throughout the building. the emergency room is four times the size which means the hospital can handle more patients. also happening today, oakland residences can legally dispose of large, unwanted items

at no cost. today is the first of three bulky block parties. it's all part of an effort for the bulky waste pickup service. the disposal parties are only open to oakland residents and it will be held from 9:00 until 1:00 this afternoon on edgewater drive in east oakland. >> a team of young scientists believe they have a solution to keep hard to recycle plastics from ending up in landfills. the city of san jose and a major recycler areti on them. david louie has the story. the green waste recycling center in san jose handles waste from as far away as santa rosa and sacramento. the waste that poses the biggest challenge is what you see here. plastics including plastic bags. as soon as it's covered in food waste, there isn't a market for those materials so that segment of the filmlall >> the expectations are high that these scientists at menlo

park's bioselection will change that. bioselection is a start-up that has developed a process that turns polyethylene into chemicals. the chemicals are then sold to companies that use them to make a wide range of products from padded jackets to autoparts to perfume. there was more plastic entering the waste stream. >> a lot of packagers are moving away from glass and cardboard and moving to plastics which is much cheaper. so we're actually seeing an increase in polyethylene. >> the city of san jose and green waste will partner with bioselection including $140,000 for a one-year pilot project. the co-founders are both 24 who started working on the concept as high school students in canada. jenny they also create a new source of chemicals that otherwise require petroleum to make. bioselection plans to locate labs on site that will allow the

chemical process to be done at recycling center at a mobile facility no larger than two parking spaces. >> with the partnership with the city of san jose and green waste, the team at bioselection believe they'll be in full-scale product by next spring. david louie, abc 7 news. >> a new ferry provider could soon take passengers between angel island and tiburon. the blue and gold fleet submitted, it yesterday. the angel island tiburon ferry ended its longtime sorts to the island. the company pulled out of competitive bidding saying a 20-year contract request places an unfair financial burden on their family business. still ahead on abc 7 mornings, an el cerrito museum dedicated to amusement parks of the past is closing after ten years. we'll take you on one final tour before it disappears, but first, here is a live look outside from our emoriville camera this
