complex. the county wants to raze it for a parking lot. others say it would be ideal for temporary housing for up to 140 people. >> abc 7 news reporter david louie is live outside the abandoned san jose city hall annex where that battle is brewing. david? >> well, kristen and dan, solutions can be difficult to find when it comes to homelessness. santa clara county has approved ten new affordable or supportive housing projects using bond measure money that was a3r06ed by voters two years ago. however, housing advocates believe this abandoned building could be an ideal solution at relatively low cost to house the homeless on a temporary basis. the old san jose city hall annex is beyond saving. that's what county leaders say as they took reporters on a tour of the structure. the roof is in such bad shape, the substrate is soak and squ h squishy. extensive code upgrades would be needed after 12 years of gle new

england governor-elect. >> clearly bursting at the seams here. if we could have reused the building, we would have. >> the county plans to demolish the building to create park. however, housing advocates are stepping, in seeking a last-minute opportunity to turn the annex into temporary shelter for 120 to 140 homeless people. the man behind the idea is the president of garden city construction. >> the only reason we want to do this is because it's the right thing to do, period. period. >> the biggest challenge is a looming deadline. county supervisors plan to vote on demolition in two weeks. the demolition bid expires shortly after that. his plan is to leave the shell of the building alone while gutting the interior. the county says rehabilitation would be costly. >> you're looking sat somewhere in the 60, $70 million range just to bring it back to what it was as an office building. >> reporter: upgrades could add another 30%. housing advocates maintain the skill of the project would be minute map. >> small rooms, and not permanent affordable housing.

this should not be the case for the fifth largest economy in the world. >> it costs an average of $332,000 to construct one affordable housing unit. state housing officials say california needs to build an average of 182,000 new units to meet the demand of a growing population. at a video game tournament, the gunman had been treated for mental illness. divorce filings from the parents of david katz of baltimore say as a teenager he was twice admitted to psychiatric facilities. police in jacksonville, florida say katz yesterday shot and killed taylor robertson and elijah clayton, then turned the gun on himself. 11 people were hurt. >> i'm just -- i'm scared for my life. i didn't think i was going the make it out thereof after i got hit that one time. i'm saying please don't shoot me anymore. >> florida's candidates for governor are sparring over guns following the shooting.

several democratic candidates today renew their push for new gun control measures. cornell bernard talked with gamers here in the bay area who say violence has no place in their world. he's live in the newsroom with more. cornell? >> the world of v sports video gaming is huge. it's a competitive sport where anger is never accepted or tolerated. when he is not attending computer science classes at san francisco state, dan janes is online, competing in esports video games. janes is a manager for bay area gaming, a hub for esport tournaments and events. 600 members and counting. >> i can't fly a fighter jet or i can't, you know, be someone with magical powers or things that you can really do. i think the appeal for a lot of people is escapism. >> a tournament inle florida turned violent on sunday when a player opened fire. electronic arts, a redwood city based company hosted the madden

today the attorney for the defendant almena filed motion to set aside the recent rejection of a plea agreement in that case. judge james cramer rejected the deal that almena and max harris had reached with prosecutors claiming almena hadn't expressed sufficient remorse. the two agreed to plead no contest to involuntary manslaughter charges for the deaths of 36 people in that 2016 warehouse fire in exchange, almena would have been sentenced to nine years in jails, harris six years. harris' attorney told our media partner the bay area news group that his client will join the motion by filing a supporting declaration. now to the latest on our california wildfires. in the largest wildfire in state history, the mendocino complex, only the ranch fire continues to burn. it is now 67% contained. the carr fire that charred homes in redding has grown to 229,000 acres. it 196% contained. the holy fire in southern

california has re-ignited. video from a stationary camera shows active flames and massive plumes of smoke. no media reports of injuries or structural damage. fire official says the flare-up has burned about 150 acres outside containment lines. it started august 6th in orange county and firefighters still say they'll visit fully contained by saturday. today is not a spare the air day in the bay area, but this live look from our emeryville camera shows the skies are hazy and cloudy. so far we've had tejano spare the air day. last year there were 18 in total. in sonoma, a city council candidate believes racy photos are being used in an attempt to derail her reelection campaign. carolyn tyler has the story. >> thousands of people have watched this video. she is a councilwoman responding to an anonymous e-mail she received with a link to a

website that's argued the her reelection campaign. photos of hundley at burning man more racy than these are posted by sonoma citizens for peace and cooperation. they threaten to expose her unless she dropped out of the race. instead, the 35-year-old says she's proud of her facebook photos and won't be bullied. >> what was especially disturbing in this era of me too was the attempt to slut shame me. >> she told us over the phone she wants to be a voice for others. >> i know there is young women running for offices in small stays cross the nation who might not have communities that are as supportive. >> the vice mayor is outraged. >> every person who has seen that website has said to me that they thought it would backfire. they thought it was outrageous. >> the head of the sonoma state political science department considers the anonymous e-mail a new low in politics.

just days after they announce they'd were cutting half of their sports programs, the oakland unified school district reversed course and reinstated three of them. you see, they're all girls sports. the reversal comes after the district was criticized for potentially violating title ix, a federal statute that requires

girls have equal access to sports in public schools. laura anthony is live at skyline high in oakland. laura? >> well, hi, kristen. this reprieve in the form of an anonymous donation may help this district avoid a federal title nine problem, especially because the money is designated specifically for girls sports that were dead effectively just a few days ago. >> we're saving girls golf and girls tennis. >> it's game on for at least some of the ten high school sports abruptly cut by the oakland unified school district thanks to a $35,000 donation. >> it's a one-time donation for this year, and now we are focused on making sure that we have a sustainable way to fund all of our sports. >> girls lacrosse, a winter sport will also be saved. bowling will become a club sport. >> i'm very excited. >> jani plays golf.

public can make donations to try to help save oakland sports. in oakland, laura anthony, abc 7 news. >> okay, laura, thanks very much. on the east bay, free tuition for a year is now available to students in the contra costa community college district. students at contra costa college, diablo valley and l los meda sno college can receive free tuition via the free college initiative. they must meet several criteria like be a first-time college student, complete the pledge application, be enrolled in and complete at least 12 units, and maintain a 2.0 gpa. there are no income requirements in order to qualify. this evening the bishop of the diocese of san jose announced he no longer plans to move into a $2.3 million home when he retires. >> big change here. lyanne melendez is in the newsroom with what changed the bishop's mind. >> i just received a copy of the letter written today by the bishop of san jose.

it was sent by the diocese following several news reports on the purchase of this home in willow glen. now in that letter, th purchase of a five-bedroom home for $2.3 million. i failed to consider the housing crisis in the valley and the struggles of so many families and communities in light and a half crisis. he goes on to say when i retire, i now intend to live in a rectory at one of our patierish. here is a story that eventually led to him deciding not to live there bishop patrick mcgrath will retire in a $2.3 million home purchased by the san jose catholic diocese. out of respect for his privacy we won't show you the house, but we have a few pictures of the inside that were publicly listed when the home went up for sale. it's a 3200-square-foot home with five bedrooms, high high

ceilings and a chef's kitchen. real estate agent jeff murphy says that's the going right. >> market conditions will drive the market higher. when demand is outstripping supply, that's what happens. >> everyone here acknowledges prices are steep. but some church goers say buying a five bedroom home guess against the teaching of pope francis, known for his humility and concern for the poor. while he addresses the public from the third floor of the papal apartments, the pope refuses to live there. he prefers a more modest guest house within the vatican, and he still wears inexpensive black leather shoes. >> i don't know. it's a lot of money. i know he's been good to us in our community. i'm not exactly sure how all that works. >> the diocese is responsible for paying for a bishop's accommodations after he retires. >> i know that the archbishop has said maybe it's a good investment for the diocese to put the money into property instead of the bank.

toyota is reportedly going to invest half a billion dollars in uber. the two companies will work on self-driving cars using toyota vehicles operating on uber's network. uber's autonomous vehicle program has been on hold since march when a self-driving car that was being tested hit and killed a pedestrian. lyft is permanently moving pickups and drop-offs off a busy street in its hometown of san francisco. abc 7 news was between 16th and 19th on valencia street.

tonight where they will end after many complaints from cyclists. valencia is one of the business yst in the city and cease about 2100 riders each day. as the new warriors arena takes shape, it appears fans are jumping at the chance to buy season tickets across the bay. >> until now, four of every five season ticket holders that we've met with have decided to buy their seats at chase center. so we've been pleased and the response has been unbelievable. >> the team is 45% through asking season ticket hold fers they will renew. if the renewals continue, it is possible the general public may never get a chance to buy season tickets. the chase center is expected to open in just about a calendar year, right before the 2019-2020 season. the team plans to hold about 5,000 tickets for each game for single game sales. okay. the deal known as nafta may not be in place much longer.

now from abc, live breaking news. >> and you're looking at the breaking news. sky 7 is live over a crash in el cerrito involving a chp motorcycle officer. it happened around 6:00 on i-80 west of atheon way. you can see the tow truck arrived to pick up the motorcycle. >> an officer went down in one of the lanes after getting hit bay car. a tow truck, as you mentioned, on scene there to remove the motorcycle. the chp won't say whether or not the officer involved was injured. we do see officers standing by there. we are working to get more details. meantime, you can download the abc 7 news app and enable push alerts for breaking updates. tentative trade deal, stocks soared. the dow gained 259 points finishing up 26,000 for the first time in months. the nasdaq closed above 8,000 for the first time ever. and the s&p also finished the trading day at an all-time high. >> now this tentative trade deal announced today by president trump comes after months of negotiations and amid an often strained relationship with the president of mexico. >> abc news reporter emily row is in washington with the details. >> a big day for trade. a big day for our country. >> president trump is calling the preliminary deal with mexico a tremendous thing. >> i'm going to call it the united states/mexico trade agreement. we'll get rid of the name nafta. it has a bad connotation because the united states was hurt very badly by nafta for many years. >> speaking to reporters in the oval office monday morning, the president says now it's a good deal for both countries. the tentative agreement changes key parts of the north american free trade agreement, or nafta, a deal between the united states, canada, and mexico.

for senator john mccain. the senate giant and patriot died on saturday of brain cancer, as you know, a few days shy of his 82nd birthday. >> we are fortunate to have known him best in arizona, but he was bigger than any one state. he always belonged to america and to the world. >> fellow arizona senator jeff flake was one of many of mccain's colleagues who spoke about him on the senate floor today. the american flag at the capitol tonight is flying at half-staff. at the white house, the flag was returned to its regular position overnight and then relowered this afternoon. in a statement, the president said despite our differences on policy and politics, i respect john mccain's service to our country. president trump was asked at least 11 times today to comment on mccain's death and chose not to. >> do you have any thoughts on john mccain? >> thank you. >> do you have any thoughts at all about john mccain? >> let's go, let's go! >> do you think john mccain is a hero? >> the president is not expected

it's quite pouchlt john mccain n wi will lay in state. joe biden is expected to deliver the eulogy. he will then lie in state at the u.s. capital rotunda friday. after stopping at the vietnam war memorial saturday, george w. bush will deliver tributes. he'll be laid to rest at annapolis on sunday. officers took a big step towards more transparency. the board of directors signed an agreement to give the department's independent police auditor more power to review complaints. specifically, it will empower the auditor to review officer-involved shootings, use of force and internal investigations. this comes three days after police auditor aaron zisser stepped down. the police officer's association called for his resignation over
