ahead. >> all right. hi, everybody. look at the cloud cover, the gray i have overlaid on live doppler 7. there's more drizzle, as we expected, all along the coast. san francisco, the bay bridge, richmond-san rafael bridge, even into the east bay hills this morning. that's going to lock us once again into a cooler than average pattern. waking up in the mid to upper 50s through 7:00. drizzle will start drying after the 7:00 hour. still a lot of clouds around at noon. upper 50s at the coast to upper 60s elsewhere. we'll break into the 70s away from the coast with more sunshine at 4:00, and even with the sun out at 7:00, we're still barely 60 at the coast and barely in the upper 60s, near 70 around the bay and inland. let's find out what's going on with the commute. guess who has the answers. hey, alexis. >> we're looking live at golden gate bridge. just a few moments ago, chp came through and ran a traffic break. we had a ladder in the middle of the roadway, so i do believe that is clear. that was in one of the middle lanes approaching the toll plaza. looks like things are moving along fine.

normally, that's one of our latest commutes to fill in. the rest slowly starting to fill in. westbound 580 tracy to dublin, up to 40 minutes. 20 minutes, westbound 4, antioch to concord. we have road work that should be wrapping up, and san rafael to san francisco, looking great at 16. >> thank you. b.a.r.t. is getting almost $7 million from washington to try to make your ride safer. this comes, of course, amid major safety concerns after several serious crimes on b.a.r.t. trains and stations. >> abc 7 news reporter amy hollyfield is live in walnut creek with details on how this money will be spent. amy. >> hi, jessica. the b.a.r.t. general manager is calling this money a big boost to their safety plan, saying it is much needed. maybe you have noticed extra police officers patrolling b.a.r.t. trains recently. well, this grant money will pay to keep them on the trains. that was temporary. now they'll get to stay. this team is made up of seven officers and one sergeant. they'll also use to money to

update some of their cameras and improve their radio systems. b.a.r.t. passengers out at this early hour say they aren't too worried about their safety but they won't say no to the money. >> i feel fine on b.a.r.t. i come early, come home early. i say take whatever we can get. you know, i think it's good. it's good. >> safety on b.a.r.t. has been a key issue for officials to address after several stabbings on the trains and in the stations. the most recent one happened on saturday. the board is considering a proposed safety plan that includes controversial ideas like banning panhandling. the board will listen to the public's comments about the proposed plan next month. this $6.8 million grant is coming from fema. representative eric swalwell helped secure this money coming out of washington. live in walnut creek, amy holly field, abc 7 news. >> amy, thank you.

san jose police are working to track down the person who shot a 15-year-old boy. >> this happened near lucretia avenue and walnut woods drive after 4:00 yesterday. that's two blocks from john f. kennedy elementary school. it's not clear what led up to the shooting. we're told the boy is expected to recover. east bay senator nancy skinner is proposing legislation to help stop late night releases of prisoners at santa rita jail. it's called the getting home safe act. the bill comes weeks after the death of jessica st. louis. the former inmate was found dead at the dublin pleasanton b.a.r.t. station on july 28th in the middle of the night. st. louis's family said she was a vulnerable young woman who never should have been released late at night. toxicology tests detected fentanyl laced heroin in her system. >> california is a step closer to stronger gun control. state lawmakers passed three bills yesterday. the l.a. times reports one measure is a lifetime gun ban for people convicted of misdemeanor domestic violence. the second measure also involves

a lifetime gun ban. this time for people who face court ordered psychiatric treatment twice in a year. they would be allowed to petition the court to have their guns returned. the third bill required people to undergo at least eight hours of instruction and pass a live fire gun test before obtaining a concealed weapon permit. >> one of the points of going on a wine tour is to leave the driving to someone else. now a bus driver is in trouble for drinking and driving. >> it was a sobering experience for the out of town tourists from healdsburg. we have more on the close call in wine country. >> that's stupid. >> a day of wine tasting in sonoma county turned sour when a tour bus driver drove drunk, says chp officer kimberly lemons. >> they head back to the van and find him asleep, essentially passed out behind the wheel. >> the driver took off southbound down 101 with eight people onboard friday evening. >> he was having trouble

maintaining his vehicle within the lane. and at one poin almost hit a big rig. >> the tourists from minnesota and iowa forced him off the freeway at old redwood highway. >> i would be very disappointed in the company i had paid to keep me safe. >> chp says the company is napa valley wine country tours and the driver, 60-year-old eugene kremin. investigators are looking into his role with the company. we reached out for comment but have not heard back. i spoke with another tour bus driver who works for a different country. he said drivers must have their cdl permit and they're subject to random drug testing. duis vary company to company. >> the driver had a prior dui the tourists had to call ride shares to pick them up. >> happening tonight a proposal to rename two schools goes before the san francisco unified school district board of education. the plans call for changing the name of the chinese education

center to the edwin and anita lee newcomer school. it's in honor of late mayor ed lee and his wife. the board will also consider renaming fair minute elementary to dolores elementary school in honor of the 88-year-old civil rights activist. tonight's meeting starts at 6:00 at the district office on franklin street. in the east bay, girls are getting back in the game. oakland unified reinstated three sports programs. this comes a day after they said they would cut a total of ten sports. they faced criticism for potentially violating title ix, a federal law that includes requiring girls have equal access to sports in public schools. female student lath leads applaud the reversal. >> you can meet a lot of new people, you can build a lot of different skills throughout these sports. so i t it's rea imptant they're bringing it back. >> a $35,000 donation saved the teams. the district says it's looking for a permanent funding source. >> happening today, the 49ers

kick off the football season with the annual players for a purpose fund-raiser. guests can mingle with players, coaches, and executives while dining in end zone. all proceeds from the event will support the 49er's education to empower bay area youth. last year, the foundation donated $4 million to local nonprofits. the event starts at 6:00 tonight at levi's stadium. >> you're never more than seven minutes away from my accuweather forecast. lafayette and pleasant hill, you could run into drizzle and a temperature of about 58 degrees. we have upper 50s to low 60s all throughout our inland east bay neighborho neighborhoods, and pretty much the same thing assia look around the bay, into the south bay. los gatos, cooler, 52. 55 in pacifica, and napa and santa rosa at about 57. we have a west wind at about 11 miles per hour blowing across the golden gate and a little drizzle here. also, now, if you're exercising today, great. temperatures are so comfortable. pool weather, maybe not quite

yet. but we're going to get there as we head through the weekend and into next week. and then light breezes if you're out on the bay. let's go around the horn and see what we have for east bay neighborhoods. cloudy and 62, not much sunshine and 63 at 10:00. then you start to see more this afternoon. we'll top out around 70 at 4:00. dropping down to 64 this evening, and we'll stop in one more spot, san francisco, where you can see pretty cloudy until 2:00. a little afternoon to evening sunshine will push us to the low to mid 60s, falling back to about 59 by 10:00. all right, we'll look at the accuweather seven-day forecast. holiday upon us. will it get warmer? that's what everybody wants to know. i'll have that answer coming up. good morning, mike. we have a light start to our tuesday morning commute. ee do have an overnight closure still in effect for the rio vista bridge. state route 12 closed until 7:00 this morning. that is for marine traffic, so closed to vehicles, letting marine traffic through. they started this closure about 9:00 last night.

so we've got almost two hours to go before that is back open. other than that, we're really looking good. kind of in the sweet spot of the morning for the bay bridge toll plaza. not seeing any more stack-up in the cash lanes. the carpool lanes are open and no metering lights for at least another 10, 15 minutes. next traffic update at around 5:20. >> i'm going to talk a lot about coffee and doughnuts over the next couple minutes. dunkin' donuts just opened the doors to a first of its kind store in the bay area. a concept store in concord. it featured cold coffee drinks on tap and curbside pickup. the store is one of just a few testing new signs that simply readnk. the store at clayton road just opened at 5:00. a ribbon cutting is set for 8:00 this morning. while we're on the subjects, it's officially fall, at least when you go into starbucks. >> we know that because the pumpkin spice lattes return to the menu today. the fall favorite usually launches in september, but the

get out and enjoy the cleaner air. >> thanks. new this morning, the bay area to the rescue in hawaii. a search and rescue task force from menlo park released these photos of the group hard at work near hilo. they're on the lookout for people stuck in remote areas. which thief says members have covered more than 50 square miles in the past twost days. hawaii has been dealing with record rainfall and mudslides because of tropical storm lane. >> in today's gma first look, a growing mystery outside of houston. >> police are trying to identify out the identity of this bare foot woman. surveillance cameras capture her ringing a door bell in the middle of the night and then vanishing. maggie rulli has details in today's 1st look. >> in this morning's gma first look, what police call a mystery caught on a doorbell cam. people in this montgomery county, texas, neighborhood are concerned after seeing this woman appear on video and seemingly disappear. they say they believe she looks in distress without shoes and

with what they think may have been restraints around her wrists. it was just past 3:30 a.m. friday. police say they have no idea who she is. the incident eerily similar to this one in toronto early thursday morning. a 28-year-old woman captured ringing a doorbell and activating a doorbell cam. police say the toronto woman said to have been abducted has now been found safe. the alleged abductor is still on the run. and we'll have the latest on what police have found so far in that texas mystery coming up at 7:00 a.m. with your gma first look, i'm maggie rulli, abc news, new york. by the way, if a situation like this happens outside your home, experts say you should not open the door, even if you think someone may be in distress. instead, call 911. if they ask to use your phone, do not hand it over. offer to make the call from behind your locked door. safety experts say you never know what may be happening outside of your view. >> new this morning, high school

students who took the s.a.t. on saturday say some test takers had an unfair advantage. they claim the college board reused a test administered in asia last year and answers to the reading portion of the college entrance exam have been leaked online. college board would not confirm whether the test was compromised. it released a statement online saying test scores will still be released as planned next friday. it says, quote, if we determine students have gained an unfair advantage, we will take appropriate actions. the vast majority of students follow our test security policies and our efforts are targeted to identify those who did not. >> sfo officials are adding patrols to taxi parking lots. >> the reason is nasty, after an increase in yourination and defecation. according to the examiner, they sent an e-mail on friday to cabbies calling the unsanitary condition a, quote, health hazard. drivers are reminded the restrooms are open 24/7. and that they can leave their car in the parking lots when they need to go.

violators can be suspended, fined, or arrested. >> gross. >> yeah. >> toyota and uber may be teaming up to work on self-driving cars. the automaker is reportedly planning to invest half a billion dollars in the ride share company. the two companies will use toyota vehicles operating on uber's network. uber's autonomous vehicle program has been on hold since march when a tester self-driving car hit and killed a pedestrian. >> new this morning, air pollution doesn't just hurt your lungs. it also impacts your brain. a study found breathing polluted air results in lower math and verbal scores. researchers in china tested 34,000 people over four years. the study found older men were especially susceptible to a drop in cognitive abilities. 90% of people on the planet breathe air containing a high level of pollutants. >> hopefully we'll have good news about our air quality today. do we? >> yeah, yeah. i think it's going to be okay

today, tomorrow, thursday, friday. the weekend, i still think it's going to be okay. right between two shifting winds, and sometimes it blows a little more smoke down like it did yesterday. it was hazy but not a spare the air day. good news and something to look forward to. plus, we're getting the fires under control. that's going to help eliminate some of the smoke. something to keep an eye on. a big holiday weekend coming up. as we head through this tuesday, i know, jumping ahead. already thinking about the weekend on a tuesday. we're looking at cloudy conditions in san jose. about 59 degrees. this is one of the drier areas this morning as the drizzle is more widespread. the clouds will slowly let go of the sunshine this afternoon, but it will be too late for any significant warming. we'll be below average by 5 to 15 degrees once again. cloud blanket comes back tonight and will bring a little drizzle with it once again and a warmer but not hot weekend. here are the two shifting winds i talked about. high pressure with a clockwise wind and low pressure with a

counter clockwise wind, and this is really pumping in the sea breeze and the reason why we have free air conditioning for a few more days. let's see what it does in the south bay. 80s stick out in gilroy, and then everybody else in the mid to upper 70s. we'll be lucky to get to 70 in places like redwood city today. palo alto, 72. millbrae, 67. 63 in half moon bay, that's the warm spot along the coast. daly city, 60, the cool spot. mid 60s in downtown south san francisco and sausalito. we'll have low to mid 70s through most of the north bay. possibly 80 around eureka. ukiah, excuse me. and lakeport, and upper 60s to low 70s for most of the east bay. you get down to fremont, about 74. mid to upper 70s all along the east bay inland neighborhoods. tonight, how about mid to upper 50s once again? my accuweather seven-day forecast, we may gain a couple degrees thursday and friday, but you'll notice a little warmer but nothing extreme for saturday, sunday, monday, and tuesday. have a good one. here's alexis. >> good morning, mike. in the last few minutes, we did

get our first incident of the morning in. but it's already off on the shoulder. this is in the north bay. southbound 101 just south of petaluma boulevard. four vehicles involved total. doesn't sound really serious. obviously, if they have already cleared it off to the side, i don't think we'll see major delays in the area. looks like a little stop and go traffic just south of there. also, golden gate bridge, i mentioned this earlier, in the southbound side, we had a ladder in the middle of the roadway. sounds like the truck that was trying to pick up the debris was rear ended by somebody. they have made it to the parking lot. we're not seeing delays and i don't believe we have lanes blocked due to that. >> heads up for this holiday weekend. we have major b.a.r.t. track repairs between 19th street and west oakland stations. if you're traveling through that area, you have to use a free bus bridge instead. that's all day saturday, sunday, and monday. >> alexis, thank you. a heads-up for parents. you want to check your medicine cabinet. pfizer is recalling this children's advil in the bubble gum flavor. the company says the instructions are marked in

milliliters, but the dosage cup is marked in tea spoons. it has a november 20th, 2020 expiration date, and you can return it for a refund. we have more information about the recall on our website, abc7news.com. >> a portion of san jose's old city hall is causing a rift between county leaders and homeless housing advocates. the building is next to the santa clara county administration complex. the county wants to make it a, paing lot. others say it would be ideal for temporary housing. the building has been neglected for 12 years. supervisors plan to vote on demolition in two weeks. the housing plan would leave the shell of the building alone while gutting the interior, but the county says that would be costly. >> you're looking at somewhere in the $60 million, $70 million range just to bring it back to what it s, anffice g fureut homectsnd swe this14

th t ink's 15th year ont has ret now. >> yay. >> most of the 15 years, it didn't. winning. >> a san francisco man is gaining national attention for helping the homeless, but not in the way that you might think. >> this is my first dog i started taking care of out here. and she's my queen. >> she's a beautiful pup. mommy the pit bull sparked something special within paul crowell five years ago. he was working at a dog boarding facility and couldn't get over the amount of dog food they wasted every day. so he began providing food and medical services for homeless dogs through his nonprofit called project open paw. >> i wanted to really inspire people, because i did this with nothing. you know, i was a little man who makes very little money. working with dogs, you get paid with a lot of doggy love. >> without him, i don't know what i would do. we can't afford to buy dog food.

upsetting many people. check out what was done. this is in the park next to the s.a.p. center in downtown san jose. san jose vietnam memorial foundation erected this memorial in remembrance of the 142 sons of san jose who lost their lives in the vietnam war. the group says it wanted to give the city and its residents a quiet place to remember and reflect on the memories of their loved ones and give people a place to pay their respects and gratitude. some time on saturday, someone vandalized the memorial with some kind of spray painted graffiti. they posted on their facebook page, thank you to all who commented on the recent vandalism that occurred. we're in the process of trying to repair the memorial. thank you again for your support. the organization holds a remembrance ceremony every year on march 30th. reporting live here in san jose, matt keller, abc 7 news. >> thank you. now to the latest on the mass shooting in jacksonville. abc news has learned the shooting suspect was hospitalized twice for mental illness. divorce filings from the parents

of 24-year-old david katz say he was on antipsychotics and antidepression medicine at a younger age. the filings also say he played video games obsessively as a young boy, refusing to go to school or bathe. police say sunday's shooting left two people dead and 12 with bullet wounds. the family of 22-year-old elijah clayton is remembering the former high school football player. >> family has been forever changed. nothing will replace the love that we have for elijah. there is a hole that will never be filled. >> meanwhile, ea sports has canceled the next three qualifying tournaments to review safety protocols. and police have not given a motive so we don't know why david katz shot fellow gamers before killing himself. one witness said katz lost a game the day before the shooting and refused to shake hands afterwards with his competitor. a psychiatrist and founder of the center of internet technology and addiction says for gamers playing at a high

deadline in sacramento that could end with pg&e customers paying more in their monthly bills. sacramento lawmakers are debating whether to allow utilities to pass along some wildfire costs customers. pg&e expects to pay billions of dollars related to lawsuits due to the north bay wildfires last year. current california law says utilities are responsible for damage from fires ignited by their equipment. a bay area catholic leader will speak at senator john mccain's memorial service thursday in phoenix. >> father edward a. reese, the president of st. ignatius college prep in san francisco, will take part in the wreath laying and address those in attendance. he knew mccain when he worked in phoenix and was the head of the high school where mccain's two sons attended. father reese spoke to abc 7 news about a side of mccain rarely seen. his love of nature. years ago when a flash flood hit near his sedona rarch, he was concerned about the displacement of animals, in particular, his favorite hawk. >> i was there when this bird

there, but very few incidents to talk about. i'll show you a few slow spots. they're typical areas. westbound 205 to 580 getting out of tracy, the usual crawl. about 9 miles per hour for your average on 205. a little faster up to 14 miles per hour once you make it to 580 heading toward the altamont pass stretch. west bbd highway 4 was slow early. we had road work until about 5:00 this morning. they did pick that up. about 30 miles per hour in antioch. 23 miles per hour once you make it to the bay point stretch. once you make it to concord, everything looks great if you're connecting with interstate 80. the south bay has been quiet. 280 and 17 filling in on the inblnd side. the traffic coming toward us, but that's about it. we'll take a look at fairly light drive times coming up just before 6:00. >> thanks. we have new details about a ground beef recall wrrg they say the meat in question was sold at safeway, albertson's, pack andt here in california. we first told you about the recall yesterday morning.

>> all right, let's take a look at what's going on at at&t park tonight. giants won last night. same conditions, just about weather wise. 61 at 7:15. cooling down to 59 degrees as they take on the d-backs once again. bruce lee night. if you have a special ticket, you get special bruce lee memorabilia. >> here's jessica. >> mike, thank you. a group of neighbors in san francisco's north beach want to investigate the destruction of ten historic pine trees. the grove of cannery pines has shaded a playground in washington square park since the 1950s, and neighbors claim a contractor caused extensive damage to their root system during a renovation project at the park. the trees now have to be cut down. neighbors are worried that a planned second round of work will also harm more trees. >> we want some assurances if we're going to close the park and turn over the fate of it to a department that's responsible for the loss of these trees, we want some assurances that those

guidelines that were ignored for tese trees that resulted in their loss is implemented and followed through. >> the planned work will close the park for several months next year. in the north bay, more flights to and from wine country. the sonoma county airport announced it's expanding air service to denver international airport. starting march 8th of next year, united airlines will offer daily nonstop flights to denver. one midday departure and arrival. tickets are available right now online and a round trip goes for about $321. in the east bay, free tuition for a year is now available to students in the contra costa community college district. it covers contra costa college, diablo valley college, and los medanos college. you have to be a first-time college student, complete the application, and be enrolled in at least 12 units. you also have to maintain a 2.0 gpa. no income requirements for that. all right, checking out the roads here this morning. so far so good.
