20-year-old man is under arrest accused of kidnapping and robbing a san jose state student. it happened in the middle of the day. suspect is soloman bell. police believe bell pulled a gun on the 18-year-old student near san salvador and south 6th streets last wednesday. the victim told police he was forced to walk to atms and pull out cash. the suspect eventually let the student go and he was not hurt. police took bell into custody on wednesday. new details this morning on the excruciating long wait times at the dmv. the director says the average wait time at northern california field offices has decreased by 50 minutes in the past month. gene shim moto hopes people will get in and out of an office within 30 minutes. dmv blamed the processing of the new real i.d. license which will be required by the federal government for air travel by 2020. to the east bay, the raiders will present a check to the oakland unified school district to help save high school sports set to be eliminated.

the silver and black will give a check as well as an equipment donation to some of those student athletes that would have been affected. the ceremony will be held at the tennis courts at 4:30. last week oakland unified announced a budget shortfall would force them to drop ten sports this year. the deadly wildfire that destroyed more than 1,000 homes in shasta county is finally contained his morning. cal fire says crews have completely surrounded the carr fire and stopped its spread. flames burned nearly 360 square miles of land in around redding. eight people died. crews will continue to patrol the area for the next several days watching for flare-ups. on the peninsula, a search and rescue team arrived home to hugs and handshakes last night after a mission to hawaii during hurricane lane. abc 7 news was in east palo alto as the members of the task force 3 arrived. their mission included checking 1600 buildings for storm damage on the big island of hawaii.

cornell barnard, abc 7 news. most commuters already know their drive to work is getting longer and more frustrating and not only in the bay area but across the country. a survey by educated driver.org says the commute nationally across 1,000 cities is just over 52 minutes. in the east bay, commuters from oakland, berkeley and hayward are in gridlock for about 67 minutes per day which translates into 523 lost days. an east bay driver tells abc 7 news he commutes from hayward to jobs on the peninsula and that means crossing bridges. >> i remember maybe five, six years ago, but 3:00 you can still make it within an hour or so. right now, after 2:00, it's maybe an hour and a half or so to cross the bridge. >> it may surprise you surveillance video commute is closer to the national average clocking in at 54.5 minutes per

you are never more than seven minutes away from my accuweather forecast. wanted to let you know the bay area air quality management district did issue an air quality advisory. smoke may drift through our area. notice the forecast calls for good to moderate, nothing unhealthy. a bill that would ban all gun and ammo sales at the cal palace in san francisco is headed to the governor's desk. the daly city venue is owned by the state and hosts gun shows about five times a year. the bill written by san mateo senator jerry hill and david chu, kevin mullen and mark berman. it will take effect in 2020 if the governor signs that into law and that gives the palace time to honor existing contracts to host seven gun shows through next year. in the north bay napa valley college is the latest bay area school to offer free education. the promise program will cover
