live, this is abc 7 news. in u th attempted random abducntnayte by strangers in a passing car has led to an arrest today. >> the woman was walking on mt. diablo boulevard to a bart station. leslie brinkley is live in downtown lafayette with the story. >> reporter: i just got word from the sheriff's department a woman walking here in the 3500 block of mout. diablo boulevardn the heart of lafayette was heading to a bart train. a dark colored sedan pulled up alongside her at 4:25 a.m., a suspect wearing a mask grabbed her and tried to pull her into the car. she escaped and called as the car sped away. >> any police department is going to ramp up all their

resources to solve it quickly. >> reporter: lafayette police have an extensive network of surveillance cameras in the area along with business and home security cameras. >> in this case it was a camera that helped us identify the car involved with the case leading to us locating the vehicle and apprehending someone. >> reporter: 24 hours after the attempted abduction pittsburg police made a felony stop on a vehicle matching the description at 4:15 this morning. with guns drawn they made one arrest. >> now it's like do i have to carry a pocket knife or pepper spray, do i need to make sure i keep my hair short? you know, do i have to have somebody walk with me to and from work and home every night? >> reporter: news of the attempted abduction shook up lafayette residents, workers and commuters. >> scary, nobody wants to hear that. we feel like we live in a really safe community. no one's untouchable. >> reporter: no word yet on a motive for the abduction or the

attempted abduction, or as police are calling it, even, a kidnapping. the 19-year-old suspect jordan wilson of witz bupittsburg is i and martinez, $200,000. police are continuing their search for two other suspects who remain at large. in lafayette, leslie brinkley. the interstate north of redding is closed because of a wildfire. the southbound lanes are shut down outside of dunsmuir. ronny colson sent us this video of traffic at a dead stop. you can see the smoke. the so-called delta fire is burning off the freeway in the shasta trinity national forest. you can see how close the flames are of the interstate. the forest service says more than 500 acres have already burned. structures are threatened and evacuations are under way. no estimate as to when the road

will reopen. >> new details about an accident in santa cruz involving a police officer. the officer was hit at broadway and ocean earlier this afternoon. you can see the scene from sky 7. the chp just told us what happened. as officers were conducting a traffic stop with at least three people, an officer sitting in the passenger seat of a police cruiser opened the door and was hit by a car driving by. that driver stayed at the scene and cooperated with police. the three suspects were arrested. it is not clear why the officer -- or the officer's condition at this time. a mea culpa today from facebook and twitter about their handling of foreign influences on social media platforms. >> we were too slow to spot this and too slow to act. >> we found ourselves unprepared and ill equipped for the immensity of the problems we've acknowledged. >> they were referring to what happened in the district presidential election, sheryl sandberg and jack dorsey both testified on capitol hill as

democrats and republicans both seem to inch closer to regulating social media. lyanne melendez is live in the newsroom with more. >> well, you know, regulating the internet was not something these companies were prepared to accept, but now with what has happened we heard facebook's sheryl sandberg say they're open to the right regulations. it was an acknowledgment of the system that failed. >> we aren't proud of how that free and open exchange has been weaponized and used to distract and divide people. >> reporter: the ceos updated the senate and intelligence community on their progress to detect and stop foreign influence on their platforms. >> we've more than doubled the number of people we have working in safety and security, and we now have over 20,000 people, and we are able to read reports in 50 languages 24 hours a day. >> more transparency around who buys ads and how they are targeted and challenging

suspicious log-ins and account creation. >> reporter: it was nearly a year ago that both companies were forced to admit that russia set up fake accounts during the 2016 election which highlighted their vulnerability. today twitter and facebook told the panel that two weeks ago they had removed several pages and closed accounts tied to russia and iran. while acknowledging they can't police the internet alone, and would be open to the right regulations. >> regulations that we think are really going to help us, not hurt us. this is why they are lending a hand to the government and asking help from the government. >> reporter: noticeably absent was google, which was invited, but refused to send any top executives. that did not go well with this committee. >> google has an immense responsibility in this space. >> reporter: and that was a fourth and final hearing on social media in a period of 18 months. now, one of the senators said where we go from here is an open

question. in the newsroom, lyanne melendez, abc 7 news. >> leanne, thank you. where did the stocks go from here? social media shares dipped following today's senate committee hearing. at the close twitter was down 6%, closing at 32.73. facebook fell more than 2% at 167.18. the tech sector had its worst single-day decline since late july. a doctoral student and cancer survivor who got his undergraduate degree at san francisco state was killed by a stray bullet in chicago. his mother says it happened four hours after he arrived in the windy city. shane columb just flew to chicago sunday to start school, and move in with his knee yafia >> we skyped and i told him you need to stay home, you need to rest, you just got in. >> while shane was walking on the street, two people started shooting.

he was caught in the cross fire and hit by a bullet. shane's mother, who lives in southern california, says her son survived cancer when he was 15 and was now an outstanding student. he graduated from sfsu in 2016. >> shane worked hard to accomplish his many goals. he wanted to make a difference with his research and knowledge, and i knew he would. >> no one has been arrested. the raiders could be leaving oakland, even before their las vegas stadium is complete. the city of oakland may file a multimillion dollar antitrust lawsuit against the team. abc 7 news reporter katie utehs has more on the possible lawsuit and the uncertainty of this season. katie? >> reporter: kristen, here at the coliseum the oakland a's brand themselves as rooted in oakland, but the raiders are far from it. and late this afternoon we reached out to the head coach, asked him about a potential lawsuit, and where the team will play this monday. >> i try not to listen too much to what's out there.

i don't know what's true and what's not. but we're playing here monday night. that's all i know. >> reporter: monday may be the only certainty for the raider nation. as rumblings of a lawsuit and early termination of a lease loom over the coliseum. >> but we still owe's 90 million on the renovations, and if we can get money back, i'm in favor of that. >> reporter: chris dobbins with the coliseum authority. he's heard word of the lawsuit. according to the chronicle those law firms have reportedly offered to fund the initial case. >> i feel very strongly in our case. they're going for it on a bad faith effort. being on the coliseum authority, and having those conversations, it appears the raiders acted in bad faith in this process. >> reporter: some fear a lawsuit would mean an early end to the

raiders lease. scott mckibben says they have no desire to do a lease extension. the raiders could pull out. it's unclear where they'd go. the vegas stadium is far from complete. >> as you know, mark davis has been known to have a few loose screws. >> reporter: oakland's mayor and city council appear to be keeping this close to the chest. they have not returned calls for comment, and neither has the raiders organization. now, that home opener will happen here at the coliseum, and will air on abc 7. live in oakland, katie utehs, abc 7 news. >> katie, thanks very much. a 17-year-old boy now faces murder charges in connection with a stabbing death of a mother in richmond. the murder of -- she was found stabbed to death in her apartment on july 19th. harley was a mother of four. she worked at the social security administration in richmond and was a community

day two of confirmation hearings for supreme court nominee brett kavanaugh, and senator dianne feinstein asked him about roe v. wade, not a surprise. kavanaugh seemed to signal his respect for the 1973 abortion rights ruling. >> what would you say your position today is on a woman's right to choose? >> well, as a judge -- >> as a judge. >> as a judge it is an important precedent of the supreme court. by it, i mean roe v. wade and planned parenthood versus casey, and reaffirmed many times, casey

stay tuned. san francisco's millennium tower has tilted and sunken. now comes word about a crack in a window 36 floors up. abc 7 news reporter melanie woodrow is live from the millennium tower with the latest. melanie? >> reporter: kristen, the big question tonight is what caused this outside pane of glass on the 36th floor to crack? building officials say they won't know for certain until they replace the window within the next week. and open up the side of the building to get a better look. yellow caution tape on the mission side street of millennium tower warns danger people working above. but it's actually a cracked window on the 36th floor. the city's department of building inspection took these photos. tom miller, the attorney for the homeowners association says the person who lives in 36b heard a loud pop during the middle of the night over the holiday weekend. miller says it's the outside pane of glass that cracked. >> the problem on the exterior

is, is that glass going to hold or will it be a falling object. >> reporter: an inspector has been to the site three times, including this afternoon. that inspector determined there was no imminent risk to pedestrians below. specifically because the glass is laminated, and designed to hold in place even when fractured. the city issued this correction notice, letting the building's management know they have until friday to issue a report, including an evaluation of the repairs needed. miller says a new window has been ordered, and will be installed within a week. during the replacement, he says, they'll open up the side of the building to investigate what caused the crack. the building's manager sent this notice to residents saying it's possible the incident is related to other issues in the building. but miller says a seismic expert and structural engineer disagrees. >> he informed us that it appeared not to be related to the performance of the building sinking or tilting. >> reporter: san francisco

supervisor aaron passkin has held hearings on the sinking tower. >> time is of the essence of the woes continue to mount. >> reporter: he's calling for a fix first and litigation later. i also spoke with the homeowners association president today and he says they have several candidate if i cans to address the issues of leaning and sinking. he says it's now up to the legal process to determine who is responsible to implement and pay for those fixes. live in san francisco, melanie woodrow, abc 7 news. all right, melanie, thank you. a homeless man is suing san francisco to change a state law that allows people's cars to be towed away if they have too many unpaid parking tickets. right now, local governments can impound someone's car if they have five or more overdue marketing tickets. homeless advocates claim that's unconstitutional. thousands of homeless californians live inside their vehicles, and they face other problems beyond losing a former

shelter. unfortunately, you know, you can go to jail for not paying the fine. so it's just yet another way the communities tend to criminalize people experiencing homelessness. >> one proposal would allow people to set up a payment plan for fines while getting to keep their cars. if you drive or maybe take muni along san francisco's water front, rethink your plans tomorrow night. there will be detours and delays for a run put on by jp morgan chase. signs have been posted advertising that drivers of tomorrow's closures between 6:45 and 8:30 in the evening be warned that they won't be able to get through. eastbound king street will be closed between third and second streets near at&t park. the embarcadero closed from second to howard. and northbound third street will be blocked between channel and king street. just a heads up. listen up, a new consumer report, apple is recalling some

tesla ceo elon musk is once again attacking a diver who helped rescue a boy's soccer team from a flooded cave in thailand. in a new e-mail to buzz feed news musk calls the diver a child rapist. in july he called the same diver a pedo guy. the insults came after the diver called musk's idea to rescued the trapped boys a pr stunt. musk has not commented today. a lawyer for the diver says the accusations are false, and they will be suing musk. >> a new exhibit in san francisco's casting light on a dark episode from world war ii. the photo exhibit highlights images of women kidnapped and held as sex slaves by the japanese imperial army during
