long and this what is congress wants to avoid. this is what congress is talking about putting a stop to this because this line is supposed to be speedy. the bill will ban people who aren't precheck approved from getting into the precheck line. these people pay for this privilege and expect a quicker experience. but we've been talking to people at sfo, we haven't found many who are upset that people from the main line get to use their line. they're a bit surprised that congress is even getting involved in this. >> i don't know if i care for other people coming into the precheck line and frankly if you go to a lot of airports they are precheck line is as long or longer than other lines anyway. i don't know that it makes that much difference. >> what do you think of congress getting involved in this? >> it's a little silly. >> reporter: the house of representatives has passed the bill. it has bipartisan support. the global business travel association supports it. it's now headed to the senate.

[ no audio ] >> the officer shot and killed a man after walking into an apartment that she thought was her own. police say she was just getting off of her shift and in full uniform last night. that is when she mistakenly entered the man's apartment thinking it was hers. she opened fire on the 26-year-old. he later died at the hospital. the officer in this case was not hurt. she has been placed on administrative leave. the family of an unarmed black man shot by sacramento police is suing the city for millions of dollars. police shot and killed stephon clark in march. officers thought he pointed a gun at them. it turned out he was unarmed and

had a cell phone. clark's family is suing for more than $15 million to cover funeral expenses, attorney fees and damages. sacramento police, the d.a. and state department of justice continue to investigate that shooting. happening today, opening statements begin in the so-called gypsy hill serial killer case. 69-year-old rodney halbower faces murder charges of two young women four decades ago. halbower is charged with killing 17-year-old paula baxter of millbrae and 18-year-old veronica casicio of pacifica in 1976. in 2014 investigators matched halbower's dna to cigarete butts left at both crime scenes. the trial will be held in redwood city. >> some unbelievable video now, a 23-year-old man is under arrest after causing thousands of dollars in damage to a police this for about half an hour and

they tried talking to him to convince him to come down, but they say lopez kept stomping on the police car, smashing windows, jumping up and down and doing jumping jacks. >> officers did show a lot of restraint. we brought out two crisis negotiators to try to get him off the vehicle so there would be no injuries to officers or this suspect. >> officers eventually had enough and they rushed the suspect before taking him into custody. a police officer suffered a small cut to his hand. lopez was taken to the hospital for evaluation a before being booked into jail. groups brain storm about how to get guns out of schools. the meeting in oakland on the heels of two incidents involving guns on school campuses in the bay area. students and educators denounced a suggestion by education secretary betsy devos tha used

hotel chains will give their employees panic buttons to protect them from harassment and assault. marriott, hilton, hyatt, and wyndham will give the safety devices to all employees by 2020 to deal directly with guests. the companies will train them on how to identify harassment and anti-sexual harassment policies. the move follows heightened awareness around the metoo movement and the high-profile sexual assaults of hotel maids. san francisco is taking extra precautions to make sure we are prepared when disaster strikes. >> plus, coffee doesn't just give you a boost to wake up in the morning, how it may be linked to rising home prices as well. >> a look at this video of a rail worker busting a move.

nearly 3 million homes lost power. that's been restored to about half of those buildings. the san francisco department of emergency management is testing its ability to house and care for people following the big one. >> abc 7 news was at st. may's cathedral for a disaster response exercise. during an emergency, 100 locations including churches, schools and community centers would be available to take care of 60,000 people. all and generators. >> >> that's one of the great things about these shelters is then we can get medical equipment and supplies in that if they are dependent on the electricity to get the medical care we need we can do that in the shelter itself. >> food and water will be available and translators for those who are not fluent in english. many of those helping in the shelters will be city workers who have take an oath to become service workers during a large-scale emergency. abc 7 news was in san francisco's neighborhood where a

team toured a building undergoing an earthquake retrofit. the city says more than 300 building owners have not complied with a mandatory retrofit program. those owners have eight more days to get in compliance. after the deadline a placard deeming the building unsafe will be put in front of the building and tenants may not pay rent. you will find more guidelines for stocking an earthquake survival kit and plan for your family at abc7news.com under prepare nor cal. google is stepping up to cover the cost of repairs to a war memorial that got vandalized two weeks ago. the san jose vietnam memorial foundation erected this in remembrance of the 142 sons of san jose who lost their lives during the vietnam war. costs to remove graffiti and acid burned into the granite estimated at 2500 to $3,000. shortly after the vandalism, the san jose parks foundation started raising money for repairs. >> and we got a little bit of money.

we had only been at it about a week. google called and said we want to take care of this. they've made it so we can clean it up, pay the costs and have some in the bank for future maintenance. >> the amount of google's donation has not been disclosed. is the memorial foundation says it is looking into installing cameras. a new zillow study another reminder of how expensive housing is in the bay area as if you didn't need one. san jose tops the list of the least affordle areas of the country to live and the rest of the bay area isn't far behind. the study found homeowners spent spend on average 54% of their income of paying off mortgages in san jose the most of anywhere in america. >> wow. >> in san francisco and oakland, it's 45%. nationally homeowners spend just 17% of their income on mortgages. >> yeah. such a huge difference. e pri aocdin eayrea

average day is and what will end up this afternoon. here's a look at what's going on from the east bay hills. notice what you don't see. no marine layer clouds. quicker sunshine and the warmth will peak. nearly average as we cool a little bit this weekend and we'll get a touch of fall next week. thick fog still up around petaluma heading, windsor, sant, visibility eighth of a mile or less. that will be around for the rest of the commute. please be careful there. notice the cloud cover not extensive. easily back to the coast by maybe 10, 11:00 and even at the coast we'll see plenty of sunshine as we head through the afternoon hours. let's jump into our lows for tonight and you can see temperatures will be in the low to upper 50s and as you look at my accuweather seven-day forecast what you're going to be dealing with today, mid 60s at the coast, we'll have upper 70s to mid 80s around the bay and look at the low to mid 90s inland. we'll drop a couple degrees saturday and sunday will barely have 90s inland. upper 70s around the bay and 62 at the coast. look at wednesday and thursday,

we're being generous with the 80 inland. most of us will be in the 60s and 70s. what a refreshing change. here's alexis. >> all right. not so refreshing is this traffic report. we've got a lot of issues to talk about right now, starting in the mountain view area where a four-car crash is blocking the three right lanes, northbound 101 past san antonio avenue. couple of the vehicles are loaded on to a flatbed tow truck waiting for another one to arrive and that backup holding steady to state route 237. you can stick to el camino real or 280. northbound 101 connecter to 280 and snl another multicar crash blocking the two left lanes. that backup continues to grow. and southbound 880 really rough. we had one crash right around alvarado boulevard, another one south of there, near maury. i'm hearing from chp both are clear. check out how long the backup is. down to 15 and 12 miles an hour. all lanes are back open.

district. police say 31-year-old victim is an employee of marina pizza and cafe but he was taking out the trash just before 3:00 this morning on lombared street when police say the suspect demanded money and shot the victim. the suspect ran away but officers were able to arrest lim three blocks away. the victim has nonlife-threatening injuries. >> bart riders in the south bay will have to wait longer to use the highly anticipated berryessa extension. >> it could take more than a year to finish. abc 7 news reporter matt keller is live in san jose with the new timetable. matt? >> good morning, jessica and reggie. i did a story in april about vta testing the tracks here at the berryessa bart station. now they said at that time they were hoping to have passengers here at this station by the end of the this year but now, new delays and now they're hoping to have the station open by the end of next year. so what went wrong in berryessa bart. bta was informed almost three

months ago some of the networking equipment does not comply with contract requirements and must be replaced. i was in contact with them and a spokesperson says parts need to be replaced and some of them were used parts. bta says some of the replacement parts have been delivered and the rest have been ordered. in a blog post last night, bta has requested an exit engs to the federal transit administration to reflect the start of passenger service no later than december 31st, 2019. our media partner "the mercury news" says that would mean the bart extension to berryessa would open three years after officials hoped. bta will have a more accurate timeline at 2019. reporting live in san jose, matt keller, abc 7 news. now a live desk update. >> from abc 7 mornings. >> we've learned that caltrans will reevaluate a closure on interstate 5 north of redding today as the delta fire continues to burn out of control. there are mandatory evacuations that have been ordered in shasta and trinity counties.

and to the north of that the community has been told to be ready to leave at a moment's notice. the fire has burned 22,000 acres. those flames are trapping drivers earlier this week on the intertate. in fact, some people say they're tired of this and becoming -- it's becoming an all too familiar routine. >> our little town has been doing really well. we're all on edge. we just got comfortable and thought we could unpack our stuff from the other fires and here we are back in the mess again. >> it's a bit of deja vu for folks. a head's up by the way if you are heading north this weekend, because the detour around the closure at this point is about three hours but it could be much more depending on traffic. cal fire says it is running out of money and needs another $234 million from the state to cope with the record fire season. officis y agency has

less than $11 million of its $443 million budget left. the fire season peaks in september and october and cal fire says its crews need to gear up to battle more wildfires. this is the earliest in the season cal fire has asked for more money. we're getting a better idea about the staggering cost of california's wildfires. the state insurance commission says more than 10,000 home and commercial insurance claims have been filed from the carr and mendocino complex fires alone. the losses amount to over $845 million. >> happening now, the final day of confirmation hearings for supreme court nominee brett kavanaugh underway. >> a live look inside the capitol and legal experts and witnesses will testify on behalf of kavanaugh on why he should be confirmed to the high court. two days of questionings have been marked by protests and partisan disputes over access to the judge's documents. yesterday two democratic senators released previously unreleased committee confidential documents and one

policy adviser to president trump is set to be sentenced as part of the special counsel robert mueller's russia probe. george papadopoulos pleaded guilty in october to making false statements to fbi agents about his correspondence with russian nationals and attempts to arrange a meeting between the trump campaign and russian officials. he now faces up to six months in prison. in the east bay, a trial date is expected to be set today for the two ghost ship fire defendants. last month a judge threw out the plea deal for derrick almena and max harris setting the stage for a lengthy trial. they had agreed to plead no contest to 36 counts of involuntary manslaughter. that was in exchange for prison sentences that many of the victims families said were too lenient. almena and harris are scheduled to appear in court at 9:15 this morning. you are never more than seven minutes away from my accuweather forecast. i put the perimeters of the fires up to our north on the map to see them and see how they cover intertate 5. conditions right now about 68,

out, have the guts to at me and we can have a chat. all right. a poll shows two front runners in california races are seeing their leads cut. newsom leads john cox 44% to 39%, 17% of those who responded say that they don't know how they'll vote and for senate, incumbent diane feinstein lied leads challenger kevin deleon 37% to 29%, 34% in that said they didn't know how they would decide the race. the research poll was taken between august 29th and september 2nd. hollywood remembering the career and life of legend burt reynolds. he died yesterday at the age of 82. his career spanned more than 50 years. he played everything from a southern heartthrob to tough guy to a funny man. the 1972 thriller "deliver rance" is credited as his
