the end of an era. for years police from all over the country have come to the bay area to train for attacks and disasters. after today, those exercises make a dramatic change. hello, kristen sze will be in later. the training is called urban shield, and it's been so controversial. the whole program will be overhauled for next year. abc7's amy haollingfield live a the fairgrounds. >> reporter: we've already seen changes. this is not the you

have seen in the past. for example, there's a sensitivity monitor wandering around through the crowd looking for anything alarming, anything concerning. that's one of several changes this year and more changes are on the way. you'll see bulletproof vests and helmets at the show but won't see guns. >> like automatic weapons, didn't like them. this year we took out all the displays that had automatic weapons. >> reporter: protesters call urban shield training militaristic and racist. >> a lot of them concerned that we're going to take our training, this technology that's here today, and go into communities and use it negatively against communities. that couldn't be further from the truth. >> reporter: we saw equipment on display like a portable jaws of life, tools to bust open doors, and a drone killer which will

disrupt communication and send a drone home if someone is planning to drop chemical agents or ieds on a crowd. there are members of the community walking around, appointed by the board of supervisors to report anything they don't like. >> anything that people feel is culturally insensitive or shows any type of phobia against any certain group can be expressed and will be dealt with. >> reporter: next year's urban shield will be redefined with an emphasis on responding to natural disasters. the sheriff says he will comply, but that does not mean he likes it. >> looking at different ways to appease a lot of the people that are -- find it controversial, i find it illogical to call it controversial because we provide the finest first responder training in theti. was te nother thing tt walking around throughout this

weekend. another thing they plan to do is invite the community to a training session tomorrow. it's an emergency disaster drill. the public is welcome, and we've put all the information you need on abc7news.com to get the details if you'd like to attend the training. reporting live, abc7 news. >> thank you. too many of us think we can beat the train. and too often people don't survive that bet. today, south bay agencies are enforcing the rules around light rail. matt keller is live in san jose where deputies were handing out tickets. matt? >> reporter: hi, reggie. yeah, the deputies wrapped up their operation about an hour ago. safety is on their mind. earlier in san jose, two people were killed when their car went through the crossing arms and was hit by a vta train. getting a ticket can be a bummer. but in safety month, the santa clara sheriff's deputies are making sure drivers, pedestrians, and cyclists are

aware of the laws around vta tracks. >> this is an education exercise for us. many people think they can just beat a train. oftentimes as we've seen in the bay area, oftentimes the train wins. >> reporter: sheriff's deputies are looking for speeding drivers and red light runners during the special enforcement operation along the vta's light rail system in san jose. cars must also stop at the pedestrians have rules. they're supposed to be 15 feet from the crossing arms when a train is coming through. jaywalking around tracks can be especially dangerous. del mar high school sits at the corner of southwest expressway and stoke street in san jose. >> we're reminding the kids that are here going to school or those just walking in the neighborhood to really focus, pay attention, remove those distractions like texting, wearing earbuds. >> reporter: sadly, this intersection has seen tragedies. two people in two separate accidents were hit and killed by a vta train here in 2014 including a 14-year-old girl.

>> any fatality is both an impact to the family and, of course, to our vta staff. so we're encouraging folks throughout rail safety month and every day to look, listen, and pay attention and be aware of your surroundings. >> reporter: about 12 deputies took place in these operations at three intersections here in san jose. no word on how many citations were written. reporting live, matt keller, abc7 news. sticking to the south bay now, the long-awaited south bay bart extension is facing another delay. the vta says it was notified in june that some networking equipment installed doesn't comply with contract requirements. now some new parts need to be ordered and replaced. this could push the start of passenger service to the end of next year. that would be three years later than originally planned. this morning president trump is calling on the justice department to investigate who wrote that scathing op-ed in "the new york times." the anonymous senior administration official called

the president amoral and claimed to be part of a resistance inside the administration. here's more. >> reporter: as washington plays a game of guess who trying to figure out the identity of the anonymous senior administration official who allegedly authored the op-ed, it's not a game for those within the administration. >> i come from a place where if you're not in a position to execute the commander's intent, i have a singular option, and it's to leave. >> reporter: in all, more than two dozen administration officials have issued statements denying they wrote "the new york times" piece when said in part the root of the problem is the president's amorality and claiming many trump appointees have vowed to do what we can to preserve our democratic institutions while thwarting mr. trump's more misguided impulses until he is out of office. the president was raging about the op-ed at a rally in montana. >> the latest act of resistance is the plied

failing "new york times," by the anonymous -- a horribe thing. >> reporter: called on the to turn the official over and going further, calling for the justice department to get involved. >> jeff should be investigating who the author of the piece was because i believe it's national security. >> reporter: at least one republican says the biggest question isn't who wrote it. >> i think the biggest issue they'll have is figuring out who wouldn't have written a letter like that. >> reporter: and even the first lady is speaking out against the op-ed, accusing the author of, quote, sabotaging the country. abc news, washington. senators have started the fourth and final day of confirmation hearings for supreme court nominee brett kavanaugh. on the schedule for today, more than two dozen witnesses on both sides of the nomination fight. some democrats say kavanaugh has successfully sidestepped tough questions on gay rights and women's rights. however, members of an american

bar association committee have given kavanaugh their highest rating of well qualified based on his integrity, competence, and judicial temperament. republicans hope to confirm kavanaugh in time for the first day of the new supreme court term, october 1st. new this morning, former president obama reentered the political fray in a spirited way this morning. he just wrapped up a speech at the university of illinois urbana where he unleashed a verbal assault on president trump, the republican party, and what he calls the politics of fear. >> it shouldn't be democratic or republican to say we don't target certain groups of people based on what they look like or how they pray. we are americans. we're supposed to stand up to bullies. [ applause ] not follow them. >> mr. obama's speech was also a call to action. he's urging young people to get involved in the political process, telling them if they want a better america, they need

to vote. new video shows how harrowing it was for drivers as the delta fire broke out just north of reading along i-5. you're looking at video prosecute a trucker who says he didn't have a choice -- from a trucker who says he didn't have a choice. he had to drive through the flames. this footage was taken wednesday on the northbound lanes. the driver says he was surrounded by fire. as of this morning, the delta fire has scorched more than 38 square miles. it is 0% contained, and a 50 might have mile stretch of i-5 north of -- 50-mile stretch of i-5 north of reading is closed. mike, i need to ask you about the firefighters. are they facing favorable conditions, worsening conditions? >> it's going to get a little worse before it gets better unfortunately heading through the weekend. let's look at how big 38, what did you say, 38 square miles is how big it is? that's the area you see outlined in red there. it does cross i-5. that's the issue now. conditions are pretty good, 77 degrees now. that relative humidity is just bone dry.
