of months ago. he told us if he didn't have the video you're about to see, he wouldn't believe what happened. this is the view from the dash camera as he was driving west on lombard street to a 6:00 a.m. yoga class. >> suddenly i saw a big bus coming from the other side, jumping over and coming my way. and i was literally shocked. >> reporter: without skipping a beat, he slowed down and pulled over left. >> i don't know what to say now. >> reporter: the 66-year-old long-time bus operator crossed over the median and crashed into a tree and building under construction. the driver was taken to the hospital with life threatening injuries. three passengers were also transported. another surveillance camera on lombard street captured this angle of the crash. they say they heard a big bang.

>> when the tree snapped, it sounded like thunder. >> the tree saved us. >> reporter: she said had it not been for the tree, she's not sure what would have happened to her guests, include thing man staying above where the crash occurred. the street was closed for several hours, costing this company $10,000 in business. >> just shut us down. >> reporter: each bus has 10 to 12 cameras on it. it could take several weeks or longer to determine the cause. pa tell says he still made it to his yoga class. >> i feel lucky today. and patell, who was still shaking hours after the accident, said he felt he narrowly escaped being injured or worse. he said he still had to go take a graduate school exam this amp. melanie woodrow, "abc7 news."

>> melanie, thank you. now check out this accident in dublin today. it happened just before 7:00 this morning. officers tweeted out this photo saying the driver will be okay, and no one else was injured. a former police officer is being held on $250,000 bail after allegedly trying to run down police officers during a confrontation at gilroy high school. the suspect is 42-year-old chad browning. he worked with the hollister police department in 2007. his crime spree began when he stole a car in fresno. officers confronted him at the high school not far from where children were playing tackle football. some parents got involved, throwing tired at the suspect to stop him. browning drove directly toward an officer who opened fire. browning lost control and crashed and surrendered. a house fire could have been a lot worse. it broke out in the garage of a

house. the two cars inside, a prius and tesla, were heavily damaged. because of the potential hazards from the batteries in the cars, the fire department will work with the homeowners to make sure the cars are moved safely. take a look at what oakland firefighters encountered in rock ridge. the first crews on scene called for extra help. this fire broke out on keith avenue alongside highway 24 around 1:00 this afternoon. sky 7 flew over the scene after crewsed a the fire under control. nobody was hurt. all evacuation orders are now lifted for snell fire, which is burning in napa fire. that is burning in rugged terrain about 40 miles north of napa. it's now 30% contained. it's burned nearly 2500 acres. it broke out saturday afternoon, threatening nearly 200 homes and

prompting evacuations. the cause of the fire is under investigation. interstate 5 is back open in northern california. authorities reopened one lane in each direction around 8:30 this morning. a 50-mile stretch of the freeway on or about of redding had been closed sense last wednesday when the delta fire just exploded in size. the fire has burned nearly 41,000 acres and is 5% contained. homes along the i-5 corridor are still evacuated. >> now your accuweather forecast with spencer christian. >> here's live doppler 7. we'll take you to see yarsee ya. high fire risks with wind gusts. only 10 to 20% humidity. in the bay area, wind speeds up to 26 miles per hour. here in san francisco, gusts to 22 miles per hour. ukiah, oakland, many other locationing, quite breezy, as

well. right around 90 degrees in many inland locations. santa rosa, 93. fairfield, concord, gilroy, all at or above 90 degrees. temperatures will drop off to the mid to upper 60s, and they'll bounce back quickly by tomorrow under sunny skies. look for temperatures at that hour already in the 60s. i'll show you how warm it will be for the remainder of the week coming up later. >> thank you, spencer. major climate news coming out of the state capital. the governor plans to phase out electricity produced by fossil fuels by the year 2045. >> california is committed to doing whatever is necessary to meet the existential threat of climate change. and yes, it is an existential threat, no matter what the naysayers say, it is a real present danger to california and the people of the world. >> the plan requires california utilities to generate 60% of

their energy from wind, solar, and other renewal sources by the year 2030. that's 10% higher than what is required. the goal would then be to use only carbon free sources to generate electricity by 2045. there's no penalty or mandate for falling short. even with the governor setting higher goals for carbon free energy, many residents are already getting their power from renewable source. david louie says one such energy is showing some impressive results. watch. >> reporter: the main provider of clean energy in the bay area has a collection of seven community agent sis. in just over a year, it's already meeting a goal of carbon free electricity that the state is seeking to achieve by 2045. >> from the time that we first began our service in april 2017, our default product has been

carbon free and 50% renewable. >> reporter: 270,000 households and businesses in 12 south bay cities still have pg&e hookups, which handles billing. but they source renewable power. >> we get most of our solar energy from central california, and our wind from southern california. a lot of our hydroresources are from the pacific northwest. but we signed a 15-year agreement for a new wind energy project, which is 200 mega watts, enough power for 77,000 homes. it's being developed in new mexico that will tie into california's grid. >> reporter: the agency's first report card will show it's delivered 3.6 billion killo watts of carbon free energy. carbons will see a $16.5 million savings on the bill. emissions have been reduced

16.6%. the average customer is paying $4 per month less than what pg&e charged. there is also an option to choose 100% renewable energy instead of 50% for $1 per month than pg&e rates. david louie, "abc7 news." the bay area's largest city, that's san jose, is working on its own city wide renewable service. residential service is projected to start next spring. this comes ahead of the global action summit in san francisco this week. and "abc7 news" was there today where preparations are under way for the three-day conference beginning wednesday. howard street will be closed starting tomorrow, so be aware of how it will be closed between 3rd and 4th streets until the end of the month. it's due to the climate summit. some folks in lafayette

opposed to pg&e's plan to cutdown hundreds of frees, are in a meeting that is just now getting under way. >> laura anthony is live for us in lafayette. >> reporter: this meeting is just getting under way here at the lafayette library. it's a battle brewing since early 2017. the trees were supposed to be cut down the number before last. of course, that's not happened because residents here say not so fast. >> i would say this is at least 50 years old. >> reporter: if pg&e had its way, they would be gone by now. hundreds of trees. some of them along a public trail, others on private property. that the utility deemed unsafe 1 months ago. >> they said thousands of trees had to come down. >> reporter: but residents fought back. >> it's been gratifying that the community members stepped up and said we don't want them removed without a valid reason. >> reporter: in early 2017, pg&e

made an agreement with the city of lafayette to cut down nearly 300 trees, most of them oaks, as part of the gas pipeline safety project. the utility claims the trees are dangerously in the way, even though many have been here for a hundred years, long before the 70-year-old pipeline. >> pg&e absolutely admits that we did not do as good of a job as we needed to in the past in addressing this public safety concern. over the course of the last few years, we have -- is when we have begun to bring in public safety experts from across the country to analyze our system to make sure it's as safe as possible. >> this is exposed grass transmission pipeline. >> reporter: in the meantime, residents called safe lafayette trees to separate a whole host of issues that pose a greate threat to the pipeline than the threes. >> all the questions we asked for a year and a half, pg&e

is in critical condition after crashing on lombard street this morning. "abc7 news" has obtained dash cam video of the incident. three passengers were injured. it's not clear what happened. san francisco spent $35 million last year on street cleaning, that's up to four times more than other major cities. new at 5:00, carolyn tyler looks at where all that money is going. at the white house briefing today, sarah huckabee sanders said the author of the anonymous "new york times" op-ed was in meetings where national security and important topics are discussed, something the department of justice should look into. hurricane florence has been upgraded to a category 4, making it the first major hurricane of the season. officials are calling it a potentially catastrophic storm. maggie is live in new york with the latest. >> reporter: if those pred

predictions hold true, this would be the largest storm to hit the region since the 1950s. the east coast is buckling down as hurricane florence takes direct aim for the carolinas. >> we do know that we're in bull's-eye. >> this is a very dangerous hurricane. >> reporter: nasa shows the massive storm from above, swirling across the atlantic, gaining strength and picking up speed. it's a category 4 with wind speeds near 130 miles per hour. >> this storm is strong. and it's getting stronger. >> reporter: the governors of north and south carolina, as well as virginia, are declaring states of emergency ahead of the storm and activating hundreds of national guard troops across the region. >> our best defense is good preparation. >> reporter: the coast is preparing for the coming onslaught of high winds, rains, and storm surge.

>> we're just going to do everything we can here to secure everything, and give the rest to god. >> reporter: locals know with a forecast like that, the peace here won't last. >> that's the calm before the storm. >> reporter: as we wait for hurricane florence, airlines are getting out ahead of this form and many of them, like american and southwest, have issued travel waivers to passengers. >> nwe know these evacuations ae huge, but what else can you tell us about that process? >> reporter: a million people are now under mandatory evacuations across three north and south carolina as well as virginia. pretty much the entire coastline, all eight counties, are under mandatory evacuation. nearly 200 health facilities are being evacuated.

air. hurricane olivia is expected to hit midweek. the plane then goes to guam. french police arrested a man who rammed his car through two glass doors and sped out on the runway. officials say the man's motives are not known and nothing has been ruled out. authorities say the suspect first drove the wrong way down a highway and then crashed into a barrier at a smaller airport before heading to the larger one in leone. an off duty dallas police officer faces manslaughter charges. >> 30-year-old amber geiger is accused of killing 30-year-old botham jean, after she said she thought it was her home. >> reporter: the dallas police officer who says she mistakenly shot and killed 26-year-old youth pastor botham jean. >> the texas rangers made the

decision to issue an arrest warrant. >> reporter: now facing a manslaughter charge after she claims she thought jean was an intruder in her own apartment. investigators say officer amber geiger, seen here in this video, reportedly moments after the shooting, was in uniform and returning home from her shift thursday. when they say she entered the wrong apartment and fatally shot jean. >> this is a shocking scenario to everybody. >> reporter: jean's emotional family in texas from his home country of st. lucia demanding answers. >> i'm not satisfied that we have all the answers. and the number one answer that i want is, what happened? >> reporter: officer geiger was not initially arrested after the shooting as the police chief turned the investigation over to the texas rangers. the jean family attorney says the officer is receiving special treatment. >> she's being treated like a police officer in the united states when they commit a crime.

>> she shouldn't have left that scene without being in handcuffs that day. >> reporter: she was arrested sunday evening when she surrendered to people and has since been released on a $300,000 bail. the final charges against geiger have not been determined. the manslaughter charge could be changed to murder when the case is presented to a grand jury. miss america was crowned last night, but that's not the only type of pageant that's around. just ahead, the contests in the bay a

most stressful events that you can face, but it doesn't have to be. >> michael finney has some help. >> reporter: it's right up there with divorce, even losing a loved one. how do you make things go smoother and avoid being ripped off. we asked kevin brassler to come in and give us guidance. let me start with, it's the wild west out there with moving companies, isn't it? >> it's weird. the moving industry is populated by just a lot of jokers, a lot of shady characters. there are great moving companies out there, but it's a situation where there are just a lot of consumers who are just really mad about the service they got from movers or were ripped off by others. it's a really common thing. you have to be careful when choosing a mover. >> i thought by law they had to give you a written estimate and stay within 10%. now they quote by the hour, they'll do phone quotes.

there's brokers. what's going on? >> so in california, there is a law that states, if they give you a price, they have to include a not to exceed price, and then you can assume that the top end of whatever price they gave you, it's really important that you get that not to exceed price. get them to give you a fixed bound price or at least give you a price that they won't exceed, because this is -- a lot of complaints come from consumers who were surprised that somebody told them the move was going to take four hours, but it took eight. or somebody was told it's going to be a $300 an hour for a five-person crew and they show up with seven people and double their rate. so get it in writing. that's the first thing. that's for moves within 100 miles, say here in the bay area. for longer moves within the state of california, moves of 100 miles or more, they should be able to give you a fixed price based on their tariff,
