director larry beil. what is at stake tonight? >> you can see the parking lot is full. tonight's game the return of john gruden on the sidelines but a matchup with one of his coaching prodigies, sean mcveigh, who got his start under gruden. mcveigh was named not only the youngest head coach but the coach of the year in the entire league. wayne freedman is live with raider nation. we'll talk about the teams and xs and os coming up. we will start with mindy on the coaching matchup, that is teacher versus pupil. >> reporter: well, dan and kristen, john gruden and sean mcveigh are known for developing quarterbacks and building an offense around the quarterback strength. with cal product jared goff under the center, the rams put up 30 points in the game, the most in the nfl. their expectations this year are even higher. jon gruden and quarterback derek carr understand what they're up

against. >> there's a bunch of stuff we've been working on this off-season that we're ready to display on monday night, and, you know, a lot of the stuff from last season as well we will continue to do and there's new stuff we are doing. >> i'm sure they have a lot of secrets up their sleeves they haven't show so have microsoft tablets now on the sidelines so we can make adjustments as soon as possible. >> you sit there and everything is against you, everything is saying it is going to be hard, everything is saying you can't do it, you know. all of those things, and i think it makes me even more determined and motivated. i think from the beginning i sat there and was like, no, when we go out there, man, i want to look like coach gruden and i have been together ten years. >> jared goff said he was mindful all off-season of correcting miss bad habits, including the tips and the tells that the backs of the raiders will be looking for. while he was a broadcaster, jon gruden actually had one of his quarterback seminars with goff. so when he talks about making the adjustments, i think there's probably a few things he will be looking for tonight. dan and kristen.

>> and larry. the raiders days in the black hole are number. sky 7 at the top of the show, we showed you live at the coliseum. this has been the silver and black home for most of their 58-year history. the team will play this season and possibly next year in that facility. a verbal agreement on a lease for next year has already been reached. in 2020 the team will move into its new 65,000-seat stadium in las vegas if a threatened lawsuit does not hold things up. the oakland city council authorized a multi-million dollar suit against the team over the move, and the raiders say they will rip up their lease agreement for next year if that lawsuit is filed. as far as the fan reaction, some want the team to stay as long as possible and try to win a superbowl title on the way out of oakland. others say, you know what, you want to go, go. so a lot of emotion there. fans are pumped up about the season opener. everybody knows this is the beginning of the end because you've got vegas looming. so you've got love, you've got hate, you've got anger.

are pitsburg, antioch and baypointe. 32 people were arrested, seven are still at large. >> they broke this door, climbed underneath and came over to our chris cimino machine. >> reporter: lee bacteri describes a surveillance video which shows two people stealing the business chris cimino machine. >> they went around the corner, pulled this machine out and then left the building within a minute. >> reporter: from another angle, you can see them exiting the store while a car weights for them outside. today at a press conference in sacramento attorney general bo cerro revealed law enforcement recovered 40 credit card machines. he said 32 members of two gangs called bully boys were arrest. both gangs from the east bay. this map shows the locations robbed in northern california, mainly medical and dental offices although other businesses were also targeted. they used the stolen terminals

to run a fake return for many times close to $1,000, putting it on a debit card to buy items or get cash. john george is with the northern california computer crimes task force. >> crime is evolving. it has been forever, and this is just what they're evolving to now, more cyber crimes. >> reporter: how much money did they attempt to take? >> over 35,000 dollars. the bank was able to reverse it right away. >> reporter: and that burglary occurred at 2:00 in the morning in may of this year, but the investigation actually started in 2016. i'm live in san rafael, leann melendez, "abc 7 news." >> thanks a lot. new at 6:00, the first west nile deaths in california in 2018 have been confirmed. the state department of health said two died from the virus, one from youtube au county, the other from glenn county. as of last week there were 56

reported cases of west nile, a total of 422 dead birds testeded positive. officials say we're still in a peak period of west nile virus transmission so they're urging people to take precautions to protect themselves against mosquito bites even as summer wind down. now in the east bay, some people in lafayette are fighting pg&e to keep them from cutting down trees. pg&e says it is for safety. "abc 7 news" reporter laura anthonie is live with a look at both sides of the argument. laura. >> reporter: hi, dan. this meeting at the library is still going on behind me. pg&e claims the trees are a hazard to their gas lines but some folks are saying the trees aren't the problem. >> trees and their roots aren't even a blip on the national scale of gas pipeline safety. >> reporter: lafayette residents packed into a community meeting, looking for answers from pg&e as to why the utility believes so many trees need to come down in

their community. >> this tree, i would say, is at least 50 years old. >> reporter: if pg&e had its way, they would be gone by now, hundred of trees, some of them along a public trail, others on private property, that the utility deemed unsafe 18 months ago. >> it has been really gratifying that the community members have stepped up and said that we don't want these trees removed without a valid reason. >> reporter: in early 2017 pg&e made an agreement with the city of lafayette to cut down nearly 300 trees, most of them oaks, as part of its gas pipeline safety project. the utility claimed the trees, some redwoods and heritage oaks, are dangerously in the way even though many have been here for 100 years, long before the 70-year-old pipeline. >> this whole effort is about safety and access to our gas transmission pipelines. obviously if there was an incident or there needed to be some maintenance, we need unfettered access, as do first

responders. >> this is exposed gas transmission piech line. >> reporter: in the meantime, residents with the group called save lafayette trees have raised a host of issues they say pose a greater threat to the pipeline than the trees. >> pg&e answers to us in all of the questions we asked for a year and a half finally gave ussus the answers and we found they verified 50% of lafayette pipeline is not tested. >> reporter: with meetings like this, pg&e is still hoping to persuade resident here in lafayette to go along with their tree-cutting plan, but opponents told me they continue or they will continue to fight. they have already filed one lawsuit against the city and pg&e and they say they will pursue further legal action if pg&e persists. in lafayette, laura "abc 7 news." solar wind, water, of power soon. coming up, see now some in the

chr flames shooting out of a roof are what firefighters saw when they arrived at an apartment building in oakland. that fire broke out on keith avenue alongside highway 24. firefighters called for extra help when they arrived on scene just after 1:00 this afternoon. sky 7 flew above the burned-out building while firefighters searched for any remaining

traces of flames. nobody was hurt. investigators are trying to figure out what sparked the fire. an eight-year-old girl is fighting for her life. she nearly drowned at the castlewood country club community pool in pleasanton yesterday. a lifeguard found her unresponsive. the alameda county sheriff's office tells us she is in critical condition at children's hospital in oakland. check out this terrifying sight. a muni bus veers across one of san francisco's busiest streets and crashes into a building. it happened around 6:00 this morning on lom barld strebard janesh patel described what he felt when the bus barely missed his car. >> i was like totally in shock. i can't even say a word, and then for at least ten minutes my entire body was shaking. >> the bus all hit a tree before it stopped against a business. its driver is being treated for life-threatening injuries. >> our hearts and our prayers are going out to the operator,

who was injured. we're hoping for the best. >> three muni passengers suffered minor injuries. officials believe cameras on board the bus might explain what went wrong. in san francisco dirty streets and sidewalks are one of the biggest complaints of people who live and work in the city. yet a recent analysis shows san francisco spends substantially more money than most other cities on the effort to keep them clean. so what are you getting for the money? "abc 7 news" reporter carolyn tyler joins us live with some facts and figures. carolyn. >> reporter: well, $35 million is what was spent last year cleaning the streets, even more is budgeted for this year. and if the streets still seem dirty, well, this new report says san francisco does more than most other cities. it might sound staggering, $35 million a year to clean san francisco's streets, and that's not even counting the overhead.

>> but it is a 24-hour operation, 365 days a year that we have to have crews on the ground, and we are responding. >> reporter: the analysts compared san francisco to 11 other cities which allocate on average $8 million a year to clean their streets and sidewalks. you can see san francisco spends four times as much per capita as chicago. san francisco spends substantially more than los angeles and san jose. the analyst points out that san francisco shells out more bucks but gets more in return. >> so we measured five core services, and in the other cities none of them provided all of those multiple times per week, which we found to be the case in san francisco. so it is a higher level of service. >> reporter: those core services include power washing, upomeless encampments of which san francisco has more than all but seattle in the cities surveyed, another factor

contributing to the high cost. san francisco has way more calls for service, 77,000 last year. according to the report, responding just about as quickly as those with drastically fewer requests. some resident are impressed. >> and i think a lot of people give it a tough time, but i see the tax dollars at work. >> reporter: others not so much. >> it is a messy city. i have traveled a bit. you go to other cities and it is not this dirty. >> reporter: the mayor believes civic pride needs to be part of the equation. >> it is not just about, you know, dollars invested. it is about loving our city and taking pride in our city and being responsible. >> reporter: san francisco, by the way, also has more workers on the front lines, 302 compared to an average of 40 in other cities, and more are being hired this year. live in san francisco along market street, carolyn tyler, "abc 7 news." >> okay. carolyn, thanks so much. all right. you notice today has been rather

live where you live, this is "abc 7 news." it is not going to be easy and it will not be immediate, but it must be done. >> today governor brown signed a bill into law that will change the way all of us in california get our electricity. the plan is to phase out all fossil fuels from the state's electric sector by the year 2045. >> in eight of the nine counties customers can do their part to reduce green house grasses and save on their utility bills at the very same time. >> "abc 7 news" reporter david louie looks at the impact it is having on emissions in the south bay. >> reporter: compared to the rest of the stay the bay area is leading the way to carbon-free power generation. seven community agencies are providing clean energy including silicon valley clean energy.

in just over a year's time, it has already met the goal of carbon-free electricity that the state is seeking to achieve by 2045. >> from the time that we first began our service in april 2017, our default product has been carbon-free and 50% renewable. >> reporter: 270,000 households and businesses in 12 south bay cities plus unincorporated santa clara county still have pg&e hookups. pg&e handles billing, but silicon valley clean energy sources renewable power to asane the 50% benchmark. >> we get most of our solar energy from central california and our wind from southern california, a lot of our hydro resources from the pacific northwest. but recently we signed a 15-year agreement for a new wind energy project which is 200 megawatts, which is enough power for about 77,000 homes. it is a new project being developed in new mexico that will tie into california's grid. >> reporter: the agency's first

report card to be issued soon will show it has delivered 3.6 billion kilowatt hours of carbon-free energy resulting in 1.1 billion pounds of carbon emissions avoided. customers have seen a 16.5 million dollar savings on their bill. emissions were reduced 16.6% from the 2015 baseline. the average customer is paying $4 a month less than what pg&e charged. there was an option to choose 100% renewable energy instead of 50% for about $1 more a month than pg&e rates. >> and the governor's move comes ahead of the global action summit in san francisco this week. "abc 7 news" was outside the moscone center today where preparations are underway for the three-day conference beginning wednesday. a hads up, that summit along with a sales force dream force conference means howard street will be closed between 3rd and 4th streets near moscone until the end of the month. that will create a lot of jams.

ahead of that climate summit, "abc 7 news" was at an event hosted by divest invest in san francisco this afternoon. the organization helps investors put their money into clean power as opposed to the fossil fuel industry. >> if we want to maintain a liveable planet and to meet the goals of the paris agreement, the world has to be fossil freebie 2050. that means governments and institutional investors have to act. we have to speed it up. >> divest invest hopes by 2020 to have more than $10 trillion of divestment assets. now, we haven't seen this in a while, store she was emptied as people prepare for a hurricane, and the one that is approaching now is the first major hurricane of the season. florence will probably reach the coast of south carolina or north carolina on thursday. abc news reporter maggie rulli looks how people are preparing. >> reporter: the east coast is buckling down as hurricane florence takes direct aim for the carolinas.

>> we do know that we're in the bulls eye. >> this is a very dangerous hurricane. >> reporter: nasa shows the massive storm from above, its eye now well-defined swirling across the atlantic, picking up speed and gaining strength. it is already a category four with sustained wind speeds near 130 miles per hour. >> this storm is strong and getting stronger. >> reporter: the governors of north and south carolina as well as virginia are declaring states of emergency ahead of the storm and activating hun drelds of national guard troops across the region. >> our best defense is good preparation. >> reporter: mandatory evacuations are under way for parts of the outer banks as the rest of the coast begins setting up sandbag stations, preparing for the coming onslaught of high wind, rains and storm surge. >> we are going to do everything we can to get everything as secure as possible and then you give it to god and see what th

won't last. >> that's the calmore the storm. >> reporter: as we wait for hurricane florence, airlines are getting out ahead of the storm and many of them like american and southwest are already offering travel waivers for passengers. maggie rulli, abc news, new york. >> maggie, thanks very much. let's bring in "abc 7 news" weather anchor spencer christian from a closer look at the storm's track to date. spencer. >> as maggie pointed out in her report, it is a category four hurricane, a massive storm and potentially a catastrophic one. maximum sustained winds in florence right now 140 miles per hour. it is on a west/northwest track that if it stays on will take it right into coastal north carolina by midday thursday, still as a category four storm. it may be even stronger when it makes land fall than it is right now. it is expected to cross central north carolina after making landfall and then move up into the northwestern part of the state as a tropical storm. but it could produce devastating floods and, of course, other damage from wind with this kind

halverson, the vietnam war veteran and firefighter with terminal brain cancer. his wedding ring went missing during his final days at the hospital. >> "abc 7 news" anchor has the family's frustration and hospital's response. >> he loved people and that was definitely highlighted in his service on saturday. >> reporter: since our story in august, penny hal vvorsen's bil passed away, his memorial service fitting for his with the fire department. we met his son pete as his father spent his final days in the hospital as he was treated for a rare form of brain cancer, his wedding ring went missing. >> it is a painful situation made incredibly worse. >> reporter: the family believes the ring was stolen by a nurse. >> help us. like this went missing. this did not just fall off his hand. >> reporter: redwood city police say the investigation is ongoing and they interviewed hospital staff. the hospital sent the

halvorsen's this letter stating their investigation was complete, not addressing the possibility the ring was stolen. >> all of the facts were not correct in what they stated in the letter. there's next steps forward to go to like a binding arbitration. >> reporter: we reached out to the hospital for comment on monday, asking specifically what happened to the nurse who was giving bill a sponge bath before the ring went missing. hospital vp sheila gillson confirmed that saying, we continue to cooperate with the police investigation. we don't comment on private personnel matters. the halvorsen's say gillson reached out on monday offering compensation as well, but to the family it is not about money but preventing future heartbreak for others. >> it is something, you know, who bill is and what he stands for as far as the scales of justice. i would just hate for this to happen to somebody else. >> reporter: a bright spot to come out is the livermore pleasanton fire department where bill served for 32 years had a replica ring made complete with an inscription inside.

the promise of a free phone upgrade didn't work out as planned for an antioch man. >> it did not. at least not until he contacted "7 on your side's" michael finney to sort it out. >> you know, matt, no matter how hard this guy tried he couldn't connect with customer service reps to get the matter resolved. steven mcclen non-wanted to upgrade his phone and his wife's phone. the couple lives on sprint's flex plan. the plan allows them to upgrade their phone each year at no charge. >> that's what we usually have done. in this case it didn't happen that way. >> steven ended up getting billed for one of the two phones he upgraded. >> they said it was because that i purchased the phone.

i was trying to let them no, that's not what i was trying to do or i didn't purchase the phone. >> steven escalated his complaint to a supervisor who promised to remove the $300 charge, but one week later the charge had not been removed. >> this is when we started going crazy because we're trying to figure out why is it, one, you charged us and, two, why is it on our bill. >> sprint told him it needed the old phones back before the bill could be corrected, but the phones couldn't be returned until sprint sent him the shipping labels and packaging. that finally all happened but the charge remained. steven says it quickly went downhill from there when his wife tried to make a call. >> my wife went to go use it and she was like, our phones are off. what do you mean our phones are off? >> steven said his phones had been shut off because their account was delinquent. the couple immediately paid their bill to get their phones back on, expecting a refund lter. when that still didn't happen, they called "7 on your side" and
