holds all of those. so if the planet is falling apart, all of those issues become worse and worse and worse. >> reporter: and the summit, of course, kicks off tomorrow at moscone center through friday. in san francisco, lyanne melendez, "abc 7 news." >> thank you. howard street is closed between 3rd and 4th street near moscone center until the end of the month. it is due to the climate summit and the upcoming dream force conference. local politicians say they're stepping up leadership on climate issues in the absence of federal action. the u.s. conference of mayors released results of a 158-city survey. >> guiding climate change takes all of our cities working together to share information, practices and ideas so we can come up with effective solutions that will protect our environment for generations to come. >> 65% of the cities surveyed

already use renewable electricity for municipal operations. 57% plan for new climate actions in dumbing year. our coverage of this important coming summit and the many events continue later this hour. coming up after 6:30, a closer look at how much pollution a hamburger can make and what restaurants are doing. smoke from a fire in solano county triggered an alert. 500 to 600 acres burned it was brought under control. it started on grizzly island. no homes were damaged and no one was hurt. some roads were closed off and trucks trying to head to a nearby landfill were stopped while fights did their work. you saw video from sky 7, but here is another look at the fire from the air. it gives you a pretty good perspective. the cause of the fire is still under investigation. meantime, in west marin cal fire lifted its evacuation order a

short time ago. the fire there had potential to get away from firefighters, but residents tell abc 7 reporter wayne freedman it is close enough. >> reporter: it is one of the regions people pass through but rarely stop. today by contrast they received plenty of attention. >> not that bad, but it was still very terrifying because i have never seen anything that close. >> reporter: the irving fire broke out last night just over a ridge in nearby samuel p. taylor state park. always of this afternoon it had yet to burn 200 acres and cal fire began to get a hand on containment. in materialthe early hours they evacuated neighborhoods and closed a local school. >> do you feel vulnerable? >> yes, we do. at 6:00 we could smell smoke. >> reporter: it is the region residents to not want to see fire because the elements conspire against them. you have a narrow road, lots of brush. they're describing what happened last night as a wake-up call. even take rosie exelmyer had a

change of attitude. with most of the danger gone and mandatory evacuations lifting, she continued packing her car. >> if anything happened i was going to be out of here really fast. >> reporter: for many around here, it has been 24 hours of best-laid plans now needing readjustment. tom featherston had 25 gallons standing by for emergency firefighting. >> i was ready but the power went out about 10:00 and then the pumps don't work. >> reporter: those are some tough lessons. around here learned and easier way. in west marin county, wayne freedman, "abc 7 news." a man faces felony charges after alameda county deputies say he attacked a candidate running for congress. the 35 year old is in the santa rita jail tonight. depps tell us fazeli tried to stab rudy peters during a festival in castro valley on sunday. he first screamed profanities about president trump.

then he threw a coffee mug at him and a scuffle broke out. peters believes the switchblade knife malfunctioned. >> i could see his thumb strike to try to get the blade to come out. >> reporter: he is running as a republican against democratic eric swalwell who tweeted today it is never okay to use violence to settle political disagreements. a vigil will be held tonight in front of the home of brian egge, the missing san francisco man whose remains are believed to be those of the mutilated body found in his south of market home in august. neighbors and city officials want answers from police on their handling of this case. "abc 7 news" reporter vic lee is live from his south of market neighborhood tonight. vic. >> reporter: dan, the vigil happened at dusk in front of brian egge's home whichef ts ae. his fily a here from florida yesterday afternoon. there are still, as you say, a lot of questions unanswered,

major questions. among them, the medical examiner has yet to identify that badly-mutilated body, and no charges have yet been filed against the two people of interest. outside the home of brian egge, roses and cards, the sight of tonight's vigil held by his family and friends. >> i certainly have had a lot of nightmares thinking about what happen eldin side that house. >> reporter: scott free was the neighbor who called police asking for a welfare check on his friend brian egge. that was in august. the 65-year-old man had been missing for some two months. his sister in florida filed a missing persons report. on both occasions police say officers received no response when they went to the house and they saw nothing suspicious. in mid august, neighbors called police again after seeing a crime scene cleaning crew at the home. this time police searched the house and found a body in a fish tank, a body without a head or

hands, presumably the mutilated remains of brian egge. they detained two persons of interest, one of them lance silva who is being held at alameda county jail on another case. free and other neighbors are angry at the way police responded. >> they should have taken it more seriously from the beginning. >> i do think that they're going to have to explain what happened because on the surface it doesn't look great. >> reporter: san francisco supervisor rafr yell mendelman chairs the public safety committee. >> i met with the police chief. they're doing an internal investigation about what happened and whether they followed best practice. >> we're talking about a wellness check. senior citizens, if someone fell inside, died inside, you won't know unless you enter. >> reporter: police commissioner petra de jesus wants answers which she hopes to get at tomorrow's commission meeting. >> the family had called, done a missing person's report. you would imagine on a missing person's report, you would go and find a way into the house. >> reporter: a member of brian

egge's family tells us they may have a statement later at the vigil. we will be there. vic lee, "abc 7 news." >> vic, thank you. in the east bay oakland police are investigating a fire at a homeless encampment on east 12th street this morning. they did find a man's body there. police say the body was found near part of the encampment not affect by the fire. there are no signs of trauma and it is being investigated as an unexplained death. the fire started around 2:45 a.m. residents were evacuated and no one was hurt. people across the bay area are constantly trying to find new solutions to address homelessness. in the south bay tonight a group of volunteers is bucking the system and creating tent villages almost overnight at low cost. to prove their point, theyui on permission. abc 7 reporter david louie is live at hope village near the airport. david. >> reporter: a very unusual way to solve a problem. frustrated by the pace of government, three community groups led by san jose catholic worker decided to sidestep bureaucracy and build out this

tent village. now, they did so quietly in order to avoid road blocks and opposition. here it stands on state property and lots of supporters out tonight to celebrate their accomplishment. it is not what you envision when you think of a homeless village. visitors notice immediately it is clean and orderly. the tents are spaced out to provide privacy and what is a state parking lot at the unemployment office. called hope village, it was assembled in a matter of days by a team of volunteers who never got permission to do this. they said they got tired of waiting for government to act. they think this model serves as a concept to put up homeless housing economically. they did this on a $10,000 budget. charles nelson is one of the seven residents. a laid-off warehouse man, he has lived five years in a homeless encampment. although he receives social security, it doesn't cover rent, food and other living expenses. here he feels secure. >> a stable environment. i can go to school. i don't have to worry about something being stolen. we have a common area where we

can cook. a home-cooked meal, you know. >> reporter: residents were select because they're not drug users and are known to volunteer from post outreach. >> because we knew there's high risk with this in terms of public reaction, we looked for people who don't have an active substance abuse problem, who are not serious mentally ill, whose primary issue at this point is lack of adequate income to rent a place. >> reporter: however, they could face eviction because they're squatters. jim davis is a consultant to the governor's office. >> the people here have to submit the paperwork to the state of california to request permission to use the property, and then the state of california will do an evaluation and make a decision. >> reporter: the residents of hope village include a former firefighter, a school teacher and a postal worker. now, there are a number of elected officials here this evening, and if they like what they're seeing perhaps we might see this spring up in other parking lots across san jose. we're live in san jose.

a snapchat recording provided evidence that helped convict a former high school football player of raping a teenage girl. he attended concord's de lasalle's high school. the victim was enroll at carondelet high. the two share classes. the victim could clearly be heard telling the suspect to stop on the snapchat clip. sentencing takes place next month. the san francisco district attorney announced a new public education campaign to enhance safety for rideshare users. if you use rideshare, you will want to know about this. "abc 7 news" reporter melanie woodrow has the story. >> reporter: when things go wrong, they can go very wrong very quickly. >> reporter: san francisco district attorney george gascone announcing the rideshare with care campaign take. the san francisco police department and rideshare company uber joining the announcement. the campaign outlines three points. the first, verify the license

plate number, color, make and model of the car to the rideshare app. second, confirm the driver's name before you provide your name and make sure the driver matches the picture on your rideshare app. finally, share your location and destination with a friend, family member or someone you trust. >> the safety features that are built into the uber act don't work unless you are in the right car. >> reporter: the district attorney said there wasn't any one incident that prompted the campaign. he declined to comment today about the alleged rideshare rapist case. in july he was arraigned on rape charges that allegedly occurred over five years. investigators say he posed as a lyft driver as the victims left nightclubs and bars in san francisco. >> what we saw in the rideshare rapist case was the individual got into a car that was not an uber or lyft they actually ordered. >> i think the need for this campaign is pretty obvious. you see the stories in the news and so do we. this is an issue that is 100%

preventable. >> reporter: uber says in may it rolled out an emergency button for riders and one for drivers. just last week that connects them to 911 when activated. uber says it launched a feature called trusted contacts where you can set up certain people to share your trip automatically with them every time you take a trip. a lyft spokesperson was invited to the announcement today but the district attorney said that person couldn't make it. the d.a. said lyft has said it will work with the d.a.'s office. in san francisco, melanie woodrow, "abc 7 news." a los angeles man is demanding answers after his parked bmw caught fire spontaneously. it happened on monday. he had just gotten home from work. he park his 2017 x3 on the street in front of his home. >> my neighbor like 14 minutes later comes banging on our door, telling me our car was on fire. 20, 30-foot tall flames. it was pretty scary. >> the car was a loss. as you can see, the scorched

the weekend with minor warming developing into the weekend and overnight. mainly clear skies with a few passing low clouds. overnight lows generally in the low to mid 50s and a little cooler in the north bay valleys, napa, santa rosa. cloverdale will see lows in the upper 40s. in the early morning hours we may see a patch or two of lingering low clouds or coastal cloud, and then a few clouds moving through under the remainder of the day. it will be cooler quite a bit than today was. temperatures in the inland only in the mid to upper 60s. let's take a closer look at the south bay. we will see highs of 72 in santa clara, 73 at san jose. mainly low 70s in the peninsula as well. highs on the coast upper 50s to low 60s. in an around san francisco, look for highs in the mid 60s. 64 in the city. in the north bay, 70 in san

rafael. 72 in sonoma. 70 at union city and tin land east bay will have highs mainly in the mid to upper 70s. looking at tropical weather in the pacific. tropical storm owe liveia is headed towards the central reeg wron of hawaii, expected to pass through the central part of the state tomorrow southeast of honolulu, packing maximum sustained winds of 45 miles per hour. while it is strong enough to produce wind damage, the greater concern is flooding from the heavy rain that's likely to accompany this storm. then it is going to pass on out to sea and weaken. here is a look at the accuweather seven day forecast here in the bay area. temperatures will be quite a few degrees below average over the next three days. inland highs, mid to upper 70s. right around the bay, about 70, 72 degrees. 60 on the coast. we will see milder conditions on saturday and a little warmer on sunday, monday and tuesday. i will have a loser look at dangerous hurricane florence in a few minutes as it approaches the central atlantic coast.

live doppler 7 shows the path of what the national hurricane center calls a "life threatening storm." that's hurricane florence. right now it is posing a triple threat to the carolinas as well as virginia. and massive evacuations are underway. you can see that long line of cars on the left there in north carolina, people trying to get out of harm's way. >> they boarded up their windows and doors and cleared out grocery stores of food and water. >> this is what they're so worried about, and with good reason. the satellite image from the national oceanic and atmospheric administration shows the storm's huge eye wall. it is a massive storm. >> let's get right to abc 7 weather anchor spencer christian for a look at the path of hurricane florence. spencer. >> as you can see on this map we have hurricane warning and watches issued for an expansive area of the south atlantic coast from charleston, south carolina up to virginia beach. you mentioned the triple threat of the storm. it includes a storm surge which could be ten-feet high or higher, surging on shore ahead

>> union city hosted its annual remembrance ceremony today at the "flight 93" memorial. in 2007 union city became the first in the united states to create a memorial specifically for the flight bound for san francisco. it is located in sugar mill landing park. it includes 40 granite stones bearing the names of the passengers and crew members. most were bay area residents including the pilot, jason dobb. san francisco joined an effort today started by families of 9/11 victims who urge americans to do a good deed today as a tribute. >> "abc 7 news" reporter carolyn tyler shows you how volunteers did that at pier 35. >> reporter: there were the traditional ways to pay tribute with prayers -- song -- ♪ america >> reporter: and the ringing of a fire bell. but then a san francisco's pier 35, hundreds including congresswoman nancy pelosi

francisco. this very green event was part of the city's run-up to the global action summit being held at moscone center. crews planted trees. the mayor said that the tree program, which is expanding across the city, is a crucial part of san francisco's campaign against green house gases and climate change. 60 top bay area restaurants are going carbon neutral as part of the summit. >> that means their meals will not generate carbon dioxide while being produced. >> reporter: how much does your hamburger cost? not in cash, but in carbon emissions? check the balance. >> this is a project called in the balance. it is an interactive installation that helps us visualize the carbon footprint of different type of food we eat every day. >> reporter: the weight of each cube is different, depending on how many carbon emissions each food generates.

one gets feed-lot beef. the other side is balanced with other foods of varying carbon emissions. >> you can see the huge contrast. one side is like a pile of food and the other side is still one single ingredients. >> reporter: if you consider ground beef about the size of a mcdonald's patti, for the same amount of carbon emissions it took to produce the two ounces of beef you could eat six ounces of salmon, four ounces of pass to you, six ounces of broccoli, 12 ounces of tomatoes, two ounces of eggs and two ounces of oranges. >> i think people have the idea that sustainable food is a sacrifice of either flavor or amount. it is actually a real opportunity to engage with the way food is grown. >> reporter: compared to a vehicle, one pound of beef is similar to driving 27 miles, producing one pound of cheese is equal to driving more than 13 miles. a pound of fish, more than four miles of driving. a pound of pasta, just over one mile. one pound of tomatoes is similar
