after learning her mother and at least two aunts had also been victimized by the suspect in the 1980s. the 62-year-old was arrested about two years ago and extradited from utah. >> the family of a missing san francisco man is speaking for the first time. brian's remains are believed to be those of a headless body found in his home last month. a vigil was held on what would have been his 66th birthday >> reporter: friends from four decades of life in san francisco gathered outside brian's home. in mid-august they found a body in a fish tank without any head or hands. >> this of course has been an extremely difficult, confusing and sad time for our family. >> reporter: his family flew in from florida. his sister read a statement. >> we want to he express our

bringing concerns. the chronicle report she plans to hold a hearing to protocol when dealing with minors. a gun went off in a classroom at balboa high school. police charged a 14-year-old boy in the case. they investigated three other students before releasing them. the father of one of those students being investigated told the chronicle his son was in troe appropriately detained and questioned him without him there. sheriffs is deputy say a man attacked a candidate running for congress. fazeli tried to stab rudy peters during a festival in castro valley on sunday. peters claimed fazeli first screamed profantities about president trump. he then threw a coffee mug at him. a scuffle broke out. peters believed the switch blade

a huge international climate summit opens in san francisco. political heavyweights and pop stars are here as california pushes the nation to shift how we live in this era of climate change. amy hollyfield live for us at the moscone center. >> reporter: look at the setup behind me. they are expecting 300,000. this section in front of moscone between 3rd and 4th is shut down and will be for the week. governor jerry brown is in town. he spoke about pollution and the fight for change. his summit has attracted big names, including former vice president al gore, who also spoke last night. >> creating a world that we can say to our kids and grandkids, this is the best we could do. we did not close our eyes. we did not turn away. we are awake. we are alive. we're paying attention. we're going to do the right thing.

>> reporter: representatives from 39 countries will be here for this global action climate summit. other big names, former secretary of state john kerry, alec baldwin, and rocker dave matthews will be here. governor brown says he is determined to show that california is a leader in climate change. the summit will start today and will wrap up friday. live in san francisco, amy hollyfield, abc 7 news >> thank you, amy. in the north bay, sonoma county's revamped emergency alert system faces another big test. the county will send on out emergency alerts to cell phones in five targeted communities between 10:00 and noon. monday they sent calls to 300,000 cell and county phones county wide. many say they weren't warned about october's north bay fires. the aim is to find any gaps in the system. >> and we are learning new details of the forced evacuation of two assisted living centers in santa rosa last year.

during the october wildfires. last week state regulators move to revoke the licenses of verana and villa capri. villa capri did not do a sweep to find anyone unaccounted for during a head count. also a staff member said the facility never conducted a disaster drill evacuation in the two years he worked there. oakmont has 15 days to request a hearing on the license revocation. in the south bay, people living in san jose's parkview boulevard are on alert after someone shot a family cat with a pellet gun. the 6-year-old is still recovering after being shot over the weekend. his owner says an x-ray reveals a second month old pellet lodged inside the body.

now issued flash flood watches from thursday morning through saturday evening. a big deal. that's for the carolinas. they want people to take this very seriously. and they want to know -- they want people to know hurricane florence is on the way. this morning, millions of people are clearing the path of hurricane florence. >> we have to leave. we don't have a choice. >> it gets really scary out here in storms. >> reporter: more mandatory evacuations take effect. overnight, florence shifting her path, putting landfall closer to wilmington friday, and setting up a storm surge that could be catastrophic. national weather service quote, can't emphasize enough the potential for unbelievable damage for wind storm surge and inland flooding with this storm. the governor also sounding the alarm. >> the waves and the wind this storm may bring is nothing like you've ever seen. >> reporter: with a message for locals who have weathered storms

before and plan to wait this one out. >> we need people to evacuate. they're putting their own lives at risk, as well as the lives of first responders. >> reporter: those first responders, along with thousands of other disaster response crews, preparing for the worst as florence creeps closer. >> this is extremely serious. we have 3 million volunteers across the nation that can help us. >> i can't imagine what is about to happen. >> reporter: here in the beach, winds are starting to pick up. people aren't taking this storm seriously. on the flip-side, we just watched three surfers heading into the water with pretty big waves. on wrightsville beach, emily row, abc news. mike, we have been hearing about the storm slowing down. that is not good news. >> not good news at all.

it means the storm surge is going to increase. it also means the potential for freshwater flooding will increase also. here's the latest. my concern is the 130-mile-per-hour storm. it is making a jog to the north. you see the last couple of frames. it is heading west-northwest at 17. let's see what it is going to do. it is heading for wilmington. it hits during the overnight hours. now, the scary part about this, a storm surge up to 13 feet. that will bury these barrier islands. in fact, some of them may never come back after this. that will also cut off all the roads leading to the barrier islands. those folks hopefully have left already. you see it makes a left-hand turn. that is not supposed to happen. they are supposed to recurve to the north. this curves south and heads over towards columbia, south carolina, and over to the north georgia mountains where the flooding could continue as we

head through sunday and monday. rainfall amounts goes off the scale. it stops at 8 inches. wilmington, 15, 20, maybe even 30 inches. that will swell the rivers and the storm surge will swell the rivers and the north carolina sounds will flood. you could have flooding 100 miles inland for some of these rivers. it will be incredibly devastating. 52, daily center s. everybody else mid to upper 50s along the peninsula and pretty much everywhere else around santa rosa, 50 degrees. golden gate, no fog to contend with. your commute planner is pretty quiet other than being out on the bay where we have a small craft advisory this afternoon. more on the commute, we'll bring in the expert. >> yeah. well, i'm okay. i'm doing better than everyone trying to get into san francisco villa bay bridge. a sig-alert is really slowing it down. we heard from chp. probably 15, 20 more minutes. traffic at a crawl approaching fremont due to a crash beyond

this. southbound 101 actually just past the 80 merge in san francisco. three-vehicle collision involving a semi here too. the two left were lanes blocked. this is still a sig-alert. unfortunately this has things stacked up to yorba linda. it had a ripple effect. they turned on the bay bridge metering lights early this morning diouf to the crash. it occurred around 5:20. we got a sig-alert for this crash in sunol. northbound 680 at 84, another three-car crash blocking the left lane. sounding like they are having trouble getting a tow truck to that scene. 880 in hayward, we will check that out next. in the last half hour, we told you about an attempted kidnapping but a fake uber driver. now we are hearing how local leaders are step anything to

license plate number, color, make, model to the rideshare app you're using. second, confirm the driver's name before you provide your name. make sure the driver matches the picture on your rideshare app. share your location and destination with a friend, family member or someone you trust. >> i think that the need for this campaign is pretty obvious. you see the stories in the news, and so do we. this is an issue that is 100% preventable. >> the district attorney said there wasn't any one incident that prompted the campaign. he declined to comment about the alleged rideshare rapist case. lazo was arraigned on rape charges that occurred over five years. investigators say he posed as a rideshare driver as people left bars and nightclubs. general motors is recalling 210,000 vehicles in the u.s. it turns out some of the brake parts might not work properly. here's a look at the vehicles impacted. 2018 and 2019 models of the chevy bolt, cruze is, ebg noxious, impala, malibu and volt as well as the buick cadillac xts. you can see the full list on abc
