7-year-old niece apt a millbrae home. the incident happened during christmas break in 2006. several years later the victim came forward with her story after learning her mother and at least two aunts had also been victimized by the suspect in the 1980s. the 62-year-old was arrested about two years ago and extradited from utah. the san francisco police commission will discuss the case of a headless body found in a somma neighborhood last month. brian egg was reported missing. brian's remains are believed to be those of a headless body found in his home last month. friends gathered outside his home on clara street. his family flew in from florida to attend the vigil. >> this of course has been an etremely difficult, confusing and sad time for our family. >> reporter: his family flew in from florida. his sister read a statement. >> we want to he express our sincere gratitude to the san francisco police department

alg with the district attorney. >> friends are upset with the police department because officers went to egg's home twice over the summer. both times they left without entering the home. during today's meeting, city hall and the police commission are expected to find out why that happened >> new developments in the case of a san francisco student accused of bringing a gun to school. supervisor hillary bonham is raising questions why police detained and interrogated another student without a parent present. the chronicle reports she plans to hold a hearing to discuss the protocol when doling with minors. a gun went off in a classroom at balboa high school. police charged a 14-year-old boy in the case. they investigated three other students before releasing them. the father of one of those students being investigated told the chronicle his son was inappropriately detained and questioned him without him there. sheriffs deputy say a man attacked a candidate running for congress.

fazeli tried to stab rudy peters during a festival in castro valley on sunday. peters claimed fazeli first screamed profanities about president trump. he then threw a coffee mug at him. a scuffle broke out. peters believed the switch blade knife malfunctioned. a >> i could see his thumb strike it to get the blade to come out. and he is circling me. meters is running as a republican against democrat incumbent eric swalwell. swalwell tweeted it is never okay to use violence to settle political disagreements. the coast guard rescued a boater whose boat capsize indeed alameda. he sent a may day call at 4:00 p.m. that's all rescue crews could understand. he had a high frequently handheld radio called a vhf radio.

southbound 101 just beyond the 80 merge. two left lanes blocked. as far as we knew, that was three vehicles involved in the crash. now they are saying five vehicles. they are waiting for more trks. th is taking a long time to clear. on top of that, a sig-alert in sunol northbound 680. left lane is blocked. im seeing that backup come and go. of a disabled semi blocking one lane before a street. right lane is blocked. here's a traffic story that a lot of people will be interested in because the carpool lane isn't going as fast as it should be. state officials are changing the rules. starting next year, those green and white carpool stickers are going to expire.

center. the stretch of howard street is closed. for more information in how you can get involved, head to abc7news.com. in the north bay, sonoma county's revamped emergency alert system is being put to the test this morning. alerts will be september to cell phone between 10 and noon to five targeted communities. monday they sent calls to 300,000 cell and county phones county wide. changes were made to the alert system after many said they weren't warned about october's north bay fires. the aim is to find any gaps in the system. >> and we are learning new details of the forced evacuation of two assisted living centers during last year's october wildfires. last week state regulators moved to revoke the licenses of verano and villa capri. both are owned by oakland senior living. an investigation report obtained by abc 7 said staff of villa capri did not do a sweep to find

anyone unaccounted for during a head count. alsoff member said the facility never conducted a disaster drill evacuation in the two years he was there. oakmont has 15 days to request a hearing on the license revocation. in the south bay, people living in san jose's parkview neighborhood are on alert after someone shot a family cat with a pellet gun. 6-year-old putter is still recovering after being shot over the weekend. after x-ray reveals a second month old pellet lodged inside the body. the most recent shot missed his head by two inches and landed near his spine. those living in the normally pet-friendly neighborhood say someone is targeting their pets. >> it starts with animals and then can escalate. this is definitely a mental issue that needs to be taken care of. >> putter's owners created a go fund me page to help with the cat's recovery and to donate to animal welfare organizations.

we have a link on abc7news.com. on sunday, florence strengthened to a category 1 hurricane in the atlantic. on monday, stores started to get cleaned out as people tried to prepare on the east coast. yesterday we saw something incredible. we saw cars driving in both directions on the freeway on both sides, just trying to get away from that category 4. this morning, north carolina's governor said it will likely be the storm of a lifetime for parts of the carolina coast. abc news reporter emily row is in north carolina with new developments. >> reporter: this morning millions of people are clearing the path of hurricane florence. >> we have to leave. we don't have a choice. >> reporter: more mandatory evacuations take effect. overnight, florence shifting her path, putting landfall closer to wilmington friday, and setting up a storm surge that could be catastrophic.

'em hroeu row, abc news, wrightsville beach, north carolina. on a related note, president trump said fema, first responders and law law enforcement are supplied and ready. be safe! mike nicco is tracking where florence is going right now. what are you seeing? >> i'm seeing overnight it kept the 130-mile-per-hour winds and kept its same speed at 17 miles per hour. you see it jog a little bit more to the north. it will be interesting when the next advisory comes out at 8:00 our time to see if they adjust the track, they being the national hurricane center. it has been jogging around wilmington since they put a track on it to get close to us. it will slow down tomorrow as it nears the coast. it will create 13-foot surges, which will wipe out the barrier islands. it will push some of the inlets

and sounds, flooding 60, 70 miles inland possible. it takes a turn to the south. hurricanes never do that when they hit land. they usually recurve to the north. it will pummel the entire state of north carolina and south carolina with flooding inland rains. up to 2 to 3 feet of rain possible. even eight inches as far south as savannah. here at home, what you are going to see, temperatures 49 in santa clara. low to mid 50s. 40s in the negotiate bay. a pretty nice morning for a commute. gorgeous sky is developing out in. some people may be stuck in traffic looking up. >> they may have extra time to gaze at that. i am seeing pretty shots too. not traffic wise. just the sky. we have an ugly commute fort bay bridge drive this morning. backup into san francisco now. this is still due to the sig-alert. crash happened at 5:00 a.m. on the dot here this morning. southbound 101 past the 80
