of a sweltering wve an 18 monthd girl has died sadly after she was found at a car in the east bay community of moraga op a day when the high temperature was in the mid-'80s. >> abc7 news anchor eric tom s as is live. >> reporter: we do know the child was found inside a car in a neighborhood here in moraga by a family member. but the child does not live in moraga, the child is from oakland. this we are told by neighbors was a home day care on a street in moraga. police are describing this as a horribly tragic accident. >> unknown medical with a child heard screaming in the background. >> reporter: the call was coming from this moraga home. >> code 3 assist for an 18 month old baby locked in a car. >> reporter: he was trying to revive the toddler who wasn't breathing. >> the first officer on the

scene began cpr, was quickly relieved by the firefighters who arrived. they performed every lifesaving measure they could. >> reporter: but it was too late. young lili was pronounced dead at the hospital. she's the 46th person in the u.s. to die from heat related issues inside a hot car this year. san jose state meteorologist professor january knoll says it doesn't have to be that hot and it doesn't take that long. >> a day like yesterday when it was 80 degrees in moraga, inside the car would have been 130 or hotter. and if the child was in a car seat that might have been in direct sunlight, it would be even hotter than that. >> reporter: newly saull says w pace to break 49. >> the average is 37 a year. as you say we're at 46 right now, and the record is 49 with respect to 2010. >> reporter: all of them terribly tragic. moraga police say they are investigating this but they are not investigating it as a crime.

sure residents are ready for a disaster. they are testing an emergency alert phone system to give people as much warning as possible. abc7 news reporter wayne freedman is live in santa rosa tonight with what they have learned in the process so far. wayne? >> reporter: good evening, dan. it's not just what they are learning about themselves, but what other counties are learning from santa rosa. when the fires hit last year, the emergency notification system was not what it should have been. the county has acknowledged that. now they are raising the bar. mobile phones, these days we can't live with them or without them and sonoma county is banking they may save your life. hence an exercise today. >> you know, at work a bunch of phones were going off and they were alerts, but i'm not sure what it was. >> reporter: but linda davidson got the message albeit indirectly as santa rosa and sonoma county ran a second emergency notifications test from this office. when the firestorm hit last fall, the county heard considerable criticism from residents who never knew about the danger until two r too late.

that will never happen again. according to supervisor james gore. >> if you're going to focus on crisis communications, the first rule of crisis communications, communicate. you can't overalert people if you do it in the right way. >> reporter: today they tested broadcast a lertsz and wireless messages via mobile phones in both spanish and english. then the test asked them to respond and take a survey. >> i did. >> reporter: what did you do? >> i took the survey. >> reporter: did it work for you? >> yes. >> reporter: though some bugs remain, santa rosa fire chief tony gosner is still worried about a county wide test two days ago. >> it took four hours to dial everyone in sonoma county. if we have a targeted incident where we need to notify that population immediately, we can't do the whole county because it takes way too long. >> it remains a work in progress. the first test of this kind anywhere in the western united states, sonoma county, burn once shame on you. burn twice, shame on me. around here they take that seriously. >> learn from our mistake and

don't wait for this to smack you in the face. >> reporter: that survey asked questions like where were you when you received the alert, what were you doing? how did you receive that alert? it's interesting to note here that more than 1300 people speaking english responded to that survey. only 54 respondents spoke spanish. the county will be looking hard at that. live in santa rosa, wayne freedman, abc7 news. >> all right, wayne, thank you. last week a zillow study found that san jose is the least affordable area in the country. on average, homeowners spent 54% of their income. on paying off mortgages in san jose. in san francisco and oakland, it's 45%. nationally it is only 17%. with that as context, today a campaign kicked off to help teachers afford homes in the south bay. abc7 news reporter chris nguyen is live with how it works. chris? >> reporter: kristen, it's all part of a commitment from the bay area host committee to help

local educators in the lead up to the college football national championship and this comes at a time when local educators are struggling to survive in silicon valley. although the college football national championship doesn't take place at levi stadium until january of next year, the bay area host committee is already following through on its goal of helping local educators. >> many of our teachers are driving hours to get to their schools. that affect the quality of education in the classroom. it affects he future teachers. with all of this coming together it's a critical issue. >> reporter: the football playoff foundation wants to help teachers with making homeownership a reality through financial coaching ask down payment assistance. three educators will each receive a $25,000 grant to help with buying a home. dozens of other educators will receive smaller grants. all totaling $150,000 in support, landed co-founder alex lost on. >> i'm the son of a fourth grade

levi stadium on january 7. there will be fan events leading up to the game across the bay area. the game will be broadcast on our sister network espn. >> well, the world's eyes are on san francisco on the eve of the global climate action summit. the city will help reenergize the movement to reduce carbon emissions and with any luck, they hope affect global warming in a positive way. abc7 news reporter lyanne melendez is live from grace cathedral where ceremony is being held to kickoff this big summit. lyanne? >> reporter: that's right. the event here, dan, at grace cathedral is meant to show the church's support for this summit. you know, the summit is a pretty big deal with a lot of movers and shakers. and if you don't believe me, take a look at this very long list of speakers. and the list goes on. i'm talking about governors, senators, also celebrities, all kinds of politicians. this is all happening thursday

through friday. so, yes, eyes are on san francisco. this is not your ordinary summit. security outside moscone center is already tight with metal barriers in place. the climate action summit promises to have ambitious goals that will try to secure america's and the world's low carbon future. >> what we're doing here in san francisco is recreating that impulse and momentum for the next big lift. >> reporter: protesters gathered outside an event at grace cathedral this afternoon to make sure that included in those talks was a dialogue to stop oil drilling operation ands gas production in california. something governor jerry brown has refused to do. >> he's done a lot in the past, but we need him to do even more. >> reporter: that's green peace director jennifer morgan who flew in from amsterdam to attend the summit. >> we are all it be the fires in california or the hurricanes that are coming.

abc7 news. >> you can see where the demographic is. thank you. tonight the fda is cracking down on e-cigarette companies. u.s. health officials say teen use of e-cigarettes has reached epidemic levels. they are giving manufacturers 60 days to plan to curb and reduce under age use. it is discussed as a potential tool to wean adult smokers off cigarettes. they are the most popular for people under 18 years of age. they believe bright color 68 packaging and candy flavoring can be partially to blame. and many teens agree. >> which is why i'm sure teens like it because in school they're kind of everywhere. they can easily take a hit when no one's looking. >> the most recent national youth tobacco survey finds one in five high school students use tobacco. san francisco bay's juul is one of the companies. we are commit today preventing under age use of our product and

and 2019 gmc terrains, buick lacrosse and regal, cadillac xgs and chevrolet cruz, equinox and impala. the pistons can have hydrogen gas trapped inside. that makes the brakes feel soft and that can increase rather the risk of a crash. drivers can schedule an appointment at a dealership to remove the trapped gas. porsche wants you to test drive its vehicles by renting them. the automaker is launching two pilot programs to allow potential buyers and other drivers to rent porsches. starting in october, customers in san francisco and los angeles will be able to list their porsche vehicles for sale on peer to peer portal.

it will havlaunched hourly to w vehicle rentals. >> sounds like a car i'd like to rent. >> thank you, michael. >> now to the weather. >> announcer: now your accuweather forecast with sandhya patel. >> take a look, the eye of the storm is not as well defined. it is heading to the carolinas. it is a category 3 storm packing maximum sustained winds of 115 miles an hour. it is about 335 miles southeast of wilmington, north carolina. now, here's what's going to happen. tomorrow afternoon it's a category 3 as it approaches the carolina coast. and then by friday afternoon it is expected to make landfall somewhere near wilmington as a category 3, making this turn, which is pretty unusual. weakening to a category 1, but it will work its way back up northward as a tropical depression. the system is going to slow down as it approaches the coast and

the rainfall will be excessive and prolonged as it just lingers across that region. rainfall totals in isolated areas could reach up to 40 inches through monday and that is going to cause some major problems. so take a look at what you can expect from florence. storm surge up to 13 feet as i mentioned, rainfall isolated spots up to 40 inches. flooding is pretty much a certainty with damaging winds and possible tornadoes as hurricane florence nears. a weaker storm, tropical storm olivia has made a brief land fall over maui. it is weaker but it did dump 9 inches of rain over maui. it will move over the open waters of the pacific as we head into tomorrow night, continuing to weaken and pull away. a damaging surf and heavy rain is expected at least for the next 24 hours. our live doppler 7 tracking some of the bands of heavy rain associated with that tropical system. if you have plans to go to hawaii over the next couple of days, keep that in mind. your flights may be impacted.

live doppler 7 right now showing you quite a bit of cloud cover. it's mostly high-level clouds except near the coast where we are seeing low clouds. did you notice it is much cooler today across many parts of the bay area and gusty. right now westerly wind 25 miles in san francisco, 23 in oakland. temperatures in our warm est spots have been in the 70s today. 50s, 60s rights along the coast. that's where we are now, 50s to 70s. beautiful view from our emeryville camera as we look across the bay here. high clouds making for a nice burst of color there. cooler than average and gusty tomorrow. little changes expected through the weekend with minor warming next week. hour by hour we go, 7:00 tonight you notice the high clouds passing through. as we head into 5:00 a.m., you will see the low clouds near the coast and those high clouds continuing to filter the sun. right on through 8:00 a.m. and the clouds thin out, some lingering on the coast into the evening hours. temperatures will range from the mid 40s to the upper 3550s acro

the region. breezy and windy pattern, these temperatures nowhere where they should be this time of year. nowhere near, i should say. mid 70s inland, 76 in concord. 74 san jose. 66 in oakland. 73 santa rosa. 63 san francisco. now, temperatures will be running below average right on through the weekend. as you look at the accuweather seven-day forecast, it's cool for september, below average through the weekend, with minor fluctuations and the numbers as we head towards next week tuesday into wednesday, warming closer to average. mid-'80s inland, low 60s coast. it's not going to be back up to where you should be for quite sometime. so really it feels more like late fall. as ug know it can be warm in september and october. certainly doesn't feel like september weather. >> thanks, sandhya. >> okay, is there anything steph curry can't do? if he ever wants to drop basketball for baseball, that story is next.
