tonight as the global climate action summit kicks off with representatives from all around the world. >> "abc 7 news" reporter lyanne melendez is live at grace cathedral where they are kicking off the summit. >> you know the episcopalian church has been actively involved and interested in environmental causes, so they want to be a part of this summit. so do all of these people. these are the speakers for thursday, tomorrow, and friday. ctor alec baldwin, congresswoman nancy pelosi, former vice president al gore. the list goes on. you have governors, you have senators, you have people from all over the world, all eyes are on san francisco. >> reporter: grace cathedral in san francisco held an event called "wonder and commitment," a ceremony to show their support for the climate action summit. >> what's the matter with jerry? >> reporter: meanwhile,

protesters gathered out side to demand governor jerry brown stop oil operations and gas production in california. >> he's done a lot in the past, but we need him to do even more. >> reporter: that's greenpeace director jennifer morgan, who flew in from amsterdam, to attend the summit. >> we are all seeing and feeling the impacts, whether it be the fires in california or the hurricanes that are coming. so we need more ambition. >> reporter: this is not your ordinary summit. security outside must kony center is tight with metal barriers in place. the climate action summit promises to have ambitious goals that will try to secure america's and the world's low carbon future. >> what we are doing in san francisco is recreating that impulse and that momentum for the next big lift. >> reporter: the numbers are promising. a report put out by america's pledge on climate points out that between 2005 and 2015 the country's economy grew by 15%, yet green house gas emissions declined by 11.5%. still, the organizers of this summit say more needs to be done

to reverse the effects of global warming. >> you can look at the numbers in all kinds of interesting ways and come to the conclusion that there is a mobilization in a certain direction of travel to combat climate change. >> reporter: and tomorrow, of course, the summit kicks off at 9:00 in the morning, and doing the honors is the mayor of san francisco, london breed. i'm live from san francisco, lyanne melendez, "abc 7 news." >> thank you. climate change events spread well beyond moscone center today. about 1,000 lucky students visited the academy of science in golden gate part, there for a special science experiment. they were able to explore ocean eco systems in virtual reality and get their ocean passport stamped at a string of learning stations. >> as they enter into the doors, they know exactly what they have expected for the day. behind me you will see the different tabling activities and it is everything from micro

plastics and acidification of coral goes and in the courtyard we have amazing arts and krachts going on. >> dozens of employees volunteered to help out as learning guides for the event. construction equipment has taken over howard street in front of moscone center where the climate summit is happening. howard, between third and fourth streets is closed until the end of the month, and that is causing grid lock. crews are setting up for the annual dream force conference and doing work on the new wing of moscone center. well, what does $673,000 get you? not what you would expect at san francisco's new trans bay transit center. here, look at what tking thiss wts happening to the walkway in the public park that sits four stories above street level. chunks of that expensive walkway are breaking up. that's after just one month of use. the park opened last month. the walkway is made of decomposed granite instead of asphalt to give it a softer

feel. >> the good news is that it is under warranty and the other piece of good news is that people can still enjoy the park. this is nothing that prevents people from coming to the park, enjoying it. >> it is strange, the walkway does not have any structural damage. workers will continue to sweep up the pebbles and patch up the holes until it is fixed. developing news, police are calling the death of a toddler left inside a hot car a tragic accident. temperatures reached mid 80s outside the car but inside the ca conditions were leath el. eric thomas is live with the story. >> reporter: alma, police tell us the family member found the child strapped into the car seat of the car yesterday on hardy drive here in moraga. neighbors tell us it is a home daycare and the child did not live there. she lived in oakland. despite all of the measures they could take to try to save the baby, after being in that hot car for hours, well, they couldn't. >> right now, this is just an

absolute tragedy. >> reporter: this is how dispatchers alerted moraga police to that tragedy. >> i'm on medical with a child heard screaming and crying in the background. >> reporter: the call came from this moraga home. >> code three, an 18-month-old baby locked in a car for several hours. >> reporter: he says the officers tried to revive the toddler who wasn't breathing. >> the first officer on scene began cpr, was quickly relieved by firefighters who arrived, and they performed every life-saving measure that they could. >> reporter: but it was too late. young lilly was pronounced dead at the hospital. she is 46th person in the u.s. to die from heat-related issues inside a hot car this year. san jose state meteorology professor says it doesn't have to be that hot and it doesn't take that long. >> a day like yesterday when it was about 80-degrees out in moraga, the inside of the car would have been 130 or hotter. and if the child was in a car

seat that might have been in direct sunlight, it would have been even hotter than that. >> reporter: null says we are on a pace to break the record of 49. >> the average is 37 a year, and as you say we're at 46 right now, and the record is 49 which was back in 2010. >> look before you lock, and, you know, quite simply, make that scan. you know, this is -- i don't think there's any more precious cargo. >> reporter: chief king says an autopsy was performed on young lilly this morning. the results have not come in yet, but everyone is just about certain it is going to be a heat-related death. the investigation is continuing and chief king says once they wrap it up, depending on what they find, they could forward it to the d.a., but as of this moment it just appears to be a tragic accident. in moraga, eric thomas, "abc 7 news." >> that's terrible. thank you. new at 6:00, two santa rosa senior living facilities

criticized for their evacuations during the north bay wildfires are fighting back against an effort to revoke their licenses. the department of social services says it received a notice of defense from oakmont senior living today. last week social services told oakmont it planned the revoke the licenses of two of its facilities. social services claims oakmont failed to protect residents at those facilities and that many would have died in the fires if family members had not helped evacuate them. no word on when the hearing will be held. new details. we have learned a group of san francisco police officers accused in a racist text scandal could still be in trouble seven years later. that's how long ago it was the officers were accused of sending the racist, sexist and homophobic texts. the messages were discovered pduring a justice department review of the sfpd during a federal corruption probe. today the state supreme court officially decided not to review the case further. however, san francisco city attorney dennis hererra released a statement saying in part,

officers accused of misconduct don't get a free pass just because their texts came to light during a corruption investigation. that is not what the law says and it would make no sense. now these officers can answer to the police commission. b.a.r.t has approved advertising from an organization classified as a hate group. the institute for historical review bought electronic billboards at two san francisco b.a.r.t stations that read "history matters." the organization is accused of defending naziism and spreading holocaust denial propaganda. b.a.r.t said, free speech court rulings reinforce the fact that b.a.r.t cannot reject the ads. if the ad itself included fighting words we could reject it, but as it is written we cannot. a major housing development broke ground on oakland on land that has not been used for 22 years. the oak knoll development will bring 900 housing units to

oakland. "abc 7 news" reporter laura anthony is live with the story. more than homes will go up, right? >> reporter: that's right. this 90-year-old building behind me, the old officers club, will be saved as this project moves forward. it is a development that's taken decades to get off the ground. >> one, two, three! >> reporter: these shovels mark a new beginning for the oakland his property that was once home to the oak noknoll naval hospit. >> we all remember when the hospital was imploded, but that has been years ago. >> reporter: seven years ago in fact, and not much has happened on the property since then. until now. the new oak knoll, 187 acres in all, will include 918 new homes, 80,000 square feet of retail, walking trails and parks that will be accessible to the entire community. >> people are moving to oakland and we need to build new houses for them to move into so they

don't displace the people who are here right now. >> reporter: the city of oakland owns five acres adjacent to the project, which will be used to create affordable housing, paid for with $20 million in impact fees from the developer. the old officers' club will be moved to a central location and restored for public use. >> that building is going to get relocated from the site that it is on now and be in the center of this development where the residents that live here and other community members that want to come and hold meetings will be able to do so. >> reporter: oak knolls development has not been without controversy over the years, but now that the actual work is underway it seems most neighbors are on board with what will take shape here over the next decade. >> i've got neighbors that have lived here since the '60s and so forth, and so most neighbors are glad to see something being done with this land. >> reporter: now as bad as it looks on the outside from

well, the end of summer is approaching, which means the major tech companies are prepared to roll out new smartphones. is it worth waiting for the upgrade? "abc 7 news" reporter david louie was at apple headquarters in cupertino today where they were showing off new tech that they hope you can't live without. >> reporter: the iphone generates over 55% of apple's revenue, however, an estimated 56% of all iphones are three years old or older. ceo tim cook's job at this iphone event is to give customers reasons to upgrade. apple unveiled three new models today, including the iphone xx

max, with the largest screen ever at 6 1/2 inches. it carries the biggest price tag at $1,099. it features an oled screen, a new chip and faster processor that renders immersive graphics for games, movies and tv as smartphones become entertainment devices. >> i think you will see not just an upgrade but also prepping the in-store base of user to take advantage of new services like the new tv service apple will be launching hopefully soon. >> reporter: the show-stopper was the new apple watch series four. it has sensors built into the case and stem that can detect irregular heartbeats and perform an electro card yo gram, a first for a consumer device. it received approval from the fda and american heart association. the watch can determine if a person has fallen and call for emergency help if the person is nonresponsive. >> it is not just a fitness device, it is actually a health-based device, and there are interesting implications about that. does that mean eventually we

will see insurance companies and doctors prescribe it as something for people to use to track their help? >> reporter: tim cook already is a rock star and apple's newest models could be his latest hits. you could see how much attention the new apple products are getting from the media and analysts. at apple park in cupertino, david louie, "abc 7 news." >> thanks, david. now, happening now, sky 7 is live in oakland where a huge crowd of fans is gathering right now outside oracle arena. they're less than two hours away from seeing one of the most popular boy bands in the world, the k-pop group bts. ama is beside herself. >> how can i be here at work when they're there? >> i know. >> fans lined up early and some got there on monday. >> i'm not going to lie. i love me a good boy band. >> that's true. a bay-area based sustainable food startup is getting a massive boost today. >> yeah, impressive foods maker of the beef substitute -- impossible foods rather, the maker of the realistic beef substitute known as the impossible burger is going mainstream. >> "abc 7 news" anchor kristen sze is here with the big announcement. >> you need to listen to bts while chowing down on an impossible burger. they don't get more mainstream than white castle. today the burger chain announced in a tweet its impossible slider is available at all u.s. locations. the nationwide launch comes after a successful test offering at select locations. this marks a major milestone for impossible foods, headquartered in redwood city with manufacturing in oakland. two years ago it introduced its plant-based burger that smelled like burger, tastes like beef and bleeds like beef. the company's chief operating

nice also. here is a look at live doppler 7. we have high clouds that have been with us much of the day and now mid level clouds are forming as well, but the skies are still bright, as you can see from this view from our roof top camera, looking towards the southeast here. it is 60 degrees here in san francisco. oakland, 62. mountain view, 67. 69 in san jose. 68 in morgan hill. 59 degrees in half moon bay. check out this dramatic view of the western sky, looking at the pre-sunset sky from emeryville. it is currently 69 in santa rosa. 65 in napa and novato. fair fer fairfield at 68. looking back at the dark clowes over the tower and these are the forecast features. it will be cooler than average and gusty again tomorrow. a little change in the pattern through the weekend but we will see minor warming next week. how windy is it right now? pretty gusty here in san francisco. gusts up to 25 miles per hour. 15-miles-per-hour gusts at

novato. 21 at san carlos, pretty blessy everywhere else as well. let's move to overnight conditions. we see the high clouds with us and a few low clouds near the coast. overnight lows in the low to mid 50s and we will see mid to upper 40s in most north bay locations where it will be chilly. tomorrow, look for bright, sunny skies with high clouds again. near the coast it will be windy and breezy, gusty just about everywhere else. highs tomorrow, low 60s at the coast. around the bay, around 70 degrees. inland and east bay mid 70s everywhere. up in the north bay, 73 will be the high at santa rosa. in the south bay, 74 at san jose. 76 at morgan hill. a look at the tropical pacific right now, tropical storm olivia has now passed through central hawaii and is beginning to move away. it passed south of honolulu and now is continuing to move away from the islands.

still packing 40-miles-per-hour sustained winds and lots of rainfall. it dumped heavy rain on parts of the states of hawaii but now it is moving away and expected to weaken and move harmlessly out to sea. now we'll move along and look at the accuweather seven-day forecast. we'll have below average temperatures for the next three or four days going into the weekend. we'll see highs inland around 78, maybe up to about 80. upper 60s to low 70s around the bay. only about 60 on the coast, but early next week we get a bit of a warming pattern and high temperatures start to climb back into the mid 80s inland. up to low to mid 70s right around the bay. low 60s on the coast, but a few cool days coming our way. sort of a fall preview. i will have a

a new poll shows that nike is getting just what it hoped out of its new ad campaign featuring controversial 49ers ex-quarterback colin kaepernick. the just do it campaign began with this photo of kaepernick last week with the caption believe in something even if it means sacrificing everything. according to a harris poll, 21% of the general public say they will stop buying nike products while 19% say they will keep buying. here is the key test. young males, nike's key

live where you live, this is "abc 7 news." hurricane florence is a monster storm, as you can see from this image taken from space. this huge and powerful hurricane has the carolinas in its crosshairs tonight. our doppler radar shows you where florence is right now in the atlantic. the image is impressive, but one thing that you should note here, the eye of the storm is not quite as clearly defined as it was this morning. >> abc news reporter natalie burnell is watching this developing story and joins us live from wilmington, north

carolina. what is it like there right now, natalie? >> reporter: well, dan and ama, conditions here tonight are calm and breezy as many people finish up their preparations. wilmington feels like a ghost town. last-minute preparations underway as hurricane florence makes a slow but powerful crawl toward the mid atlantic coast. >> we have all of our valuables loaded up and sandbags. we've boarded up the windows already. >> reporter: there's a nervous energy as people pack up their cars and wonder what the aftermath will look like. >> i mean we really love it here. this is our dream home, and, you know, i just don't know what we're going to come back to. >> we are under a mandatory evacuation. please leave now. >> reporter: officials warning the time to get out safely is running out. staying means putting your life at risk. >> once that hurricane hits, it will be very difficult if not impossible for anybody to come

rescue you. >> reporter: fema gearing up for a storm they say will deliver a mike tyson punch to the coastline and beyond with up to 40 inches of rain and a violent storm surge. these erie photographs from space needed to be taken with a wide-angle lens to capture the sheer magnitude of florence. president trump issuing this urgent and chilling message via twitter. >> it is going to be hitting pretty soon. be ready and god be with you. >> reporter: tropical storm conditions are expected to start tomorrow and the beaches here near wilmington could see a storm surge up to 13 feet. live in wilmington, natalie burnell, "abc 7 news." >> natalie, thank you very much. an update from the national hurricane center an hour ago has florence weakening a little bit. >> that's good news obviously. for a look at where the storm is now and just how strong it is, let's check in with "abc 7 news" weather anchor spencer christian. that legals-defined eye wall is helping, isn't it? >> it is. but despite the weakening it is

a dangerous and potential catastrophic storm, so i should add that note of caution. here is a look covered by the watches and warning for the hurricane as it approaches the southeast coast of the carolinas and virginia. here is, again, doppler radar image of the approaching storm. right now hurricane florence is a category 3 hurricane with maximum sustained winds of 115 miles per hour. those are still very damaging winds, i might add. so we expect the storm to remain on a course that will hit land, hit the coast right around wilmington, north carolina midday friday at a category 3. then it is expected to turn south ward a bit and enter coastal south carolina and then move on through south carolina during the weekend and on in to tennessee by monday. rainfall projections anywhere from 10 to 20 inches of rain for much of the area affect by the storm, possibly as much as 40 inches of rain for some of the coastal areas. dan. >> that will be catastrophic, spencer. thank you so much. you can download our "abc 7

news" app for the latest on the storm's track. be sure to tune in to "abc 7 news" at 11:00 for late-breaking information on hurricane florence. a san jose couple is facing 33 felony counts and is accused of defrauding customers out of more than $800,000. >> for the first time, homeowners who say they were victimized are speaking publicly about this case. >> michael finney joins us with his exclusive interviews with them. >> this is big. state regulators are calling it one of the largest local contractor fraud cases in recent history. the homeowners who filed complaints in the case say the suspects totally won them over. jana lee wanted to add a sunday room to her home to take advantage of his gorgeous views in millbrae. cindy shito dreamed of building out her home in san carlos with an l-shaped parlor. they hired a company owned by this couple, the gabriels. they face 79 counts in all, including 33 felony counts of grand theft, elder fraud and

white collar crime enhancements for allegedly taking money for personal expenses and not completing the work they promised. jana lee said william gabriel told her he was a pastor. >> we're christian. so we tried to give business to fellow christians. >> reporter: cindy has been fantasizing about her new room addition since she hired sun rooms america in 2016. >> i really want to sit inside a sunday roo sunday -- sun room holding a cup of tea, facing the view. >> reporter: cindy says at the time sun rooms america yelp reviews were good. the company was licensed and seemed to know what it was doing. she signed two separate contracts, one for each side of the l-shaped room totaling $81,000. cindy paid $20,000 up front. >> sounds very legit, sounds very practical, sounds very realistic. so i just -- for some reason i just believed him.

>> reporter: the following month she says she paid sunrooms america another $20,000. two years later, cindy tells us construction has yet to begin. >> i was naive. >> reporter: jenna says she paid $8,000 up front for a $16,000 job, also back in 2016. >> he began tearing up the deck and reinforced it with those boards that go long ways. >> reporter: jana says no work has been done since by sunrooms america since november 1, 2016. >> so he just kept letting it go. he is a christian, he's a good guy. we kept giving him benefit of the doubt, and finally i said, i'm done. >> reporter: jana and cindy filed complaints with the contractor state license board which stripped the license from sunrooms america. one of the biggest mistakes consumer's make, too big of a down payment. >> once you have made those payments, especially in situations like this where work hasn't begun, once they've got

that money in their pockets you lose a lot of your leverage. >> reporter: by law contractors can't ask for more than 10% of the contract price or $1,000 up front, whichever is less. prosecutors say the gabriels fled to arizona but were arrested by investigators with the santa clara county d.a.'s office. >> if you know the law is coming after you, don't think going to another state will get you off the hook. >> reporter: each defendant is being held on $680,000 bail. prosecutors say if you feel you were defrauded by this couple, you are urged to contact the santa clara county district attorney's office. if want to help with that, give me a call here and we'll hook n p more than 10%? >> has, michael. next at 6:00, in this competitive bay area market, you could call it a housing hail mary. >> how college football is stepping up to

although the college football national championship doesn't come to levi stadium until january of neck year, the bay area host committee is making good on its promises to support local educators in the lead-up to the event. >> that's right. they announced a partnership

that aims to make the dream of homeownership a reality for some. "abc 7 news" reporter chris wynn has the story. >> reporter: as the cost of living in the bay area continues to rise, local educators are feeling the pinch. >> we have great teachers and we want to do what we can to keep them here, keep them local and prevent them from leading. >> reporter: that's why the head of the college football national championship at levi stadium in january, officials with the bay area host committee and the college football playoff foundation announced a partnership with bay area-based landed. their goal is to help professionals such as teachers with making homeownership a reality through financial coaching and down payment assistance. >> to try to make sure this dialogue is had at the right levels and people understand how serious this problem is, and the connection between housing insecurity and quality of education. >> reporter: three educators will each receive a $25,000 grant to help with buying a home. dozens of other educators will receive smaller grants, all

totaling $150,000 in support. >> i am a fourth grade teacher. my grad was a teacher. i had a lot of love but not a lot of money growing up. i recognize the challenges that come along with being dedicated to a profession you like and care about but you're not paid enough. >> reporter: according to a recent study by trujilla, less than 1% are considered affordable for teachers. this teacher got help from landed and called it a game changer. >> the fact it is yours and you are building your equity and something for your family is very, very peaceful. >> reporter: the winners will be announced in january. in the south bay, chris wynn, "abc 7 news." >> and just reminder, the college football playoff national championship game is coming the levi stadium on january 7th of next year, 2019. there will be local fan events leading up to the game across the bay area. the game itself will be broadcast on espn, our sister net york. a handful of san francisco

2-1 is the final. they've not won in the month of september. raiders traded on draft night for receiver martavius bryant and then cut him and now they're bringing him back. he can be a game changer when he knows the plays and he's focused. that's often not the case throughout his career. it is also the possibility of him possibly, possibly being suspended for a year for violating the nfl's substance abuse policy. there's a report out there about that, but no confirmation. that part of it is unclear. meanwhile, the raileders need play makers so bryant is back. >> i think he is in a good place right now. i think he is healthy and ready to go. i'm sold on that. we've been in contact with him since he has been away, and, as i said when we made the trade to get him, when he's right he can be a difference-maker and we're hoping that he can be one sooner than later. >> with us, we can be there for him, help him with whatever he needs and then he can help us go
