good morning on this thursday, september 13th. coming up on 5:00 a.m.tasha is f >> never more than sev minutes away froth accuweather meteorologist mike nicco is here. >> good morning. cloud cover and high clouds blanketing us once again. and the breezes aren't very fast right now. 5 to 15 miles per hour. but they will pick up again during the afternoon hours and make it feel like fall once again. here's a look at my accuweather 12 hour planner. milder this morning. temperatures in the mid-50s to 60. a cool lunch. breezy this afternoon. keeping us in the 60s to low 70s. by 7:00, jacket weather again, 50s and 60s. let's bring in alexis and find out about the commute. good morning, mike. overall looking very good. certainly much better than we were yesterday on the bay bridge commute. we have a little bit of stackup in the cash lanes.

left side is looking okay. no delays with fast track. no metering lights yet. 15 to 20 minutes until those are turned out. tracy to dublin, just switching to yellow 35 minutes. dublin to mission boulevard, 15 minute. 101 to cupertino, 16 minutes. i have an update on the crash east of the dunbar ton bridge. we'll talk about that coming up next. thanks alexis. it keeps getting worse for the people in the millennium tower. they are atlantaing to yellow tag the entire building after a cracked window last week. >> amy hollyfield explains. amy >> reporter: hi, jessica. we don't see any signs of construction work going on. no construction workers. no equipment out here at this time. so no signs of any work is under way to make these repairs. one of the deadlines is this afternoon at 3:00.

the department of building inspections, or dbi, wants the tower to install an overhead protection system to protect the public from falling glass. and they want that done by today. that's because a window in unit 36b cracked. this just adds to the building's problems. it is already determined it is sinking and leaning. inspectors consider this crack a huge concern. so they are demanding windows in every unit are checked out. they want that done by tomorrow at 3:00. the homeowners association is asking for more time in response to the dbi's demands. the association told abc 7 news in an e-mail we relayed the association's daily efforts to meet the dbi's requests to date and reiterated that the association is fully prepared to respond to the dbi requests timely. no word whether the city will give them more time.

as of now, this building will be yellow tagged if demands are not met and this deadline isn't met. they want to protect people on the sidewalk from the possibility of glass falling and hitting them. live in san francisco, amy hollyfield, abc 7 news. >> happening now, we are tracking florence as the category 2 hurricane is close to making landfall on the east coast. this is a look at its path the past 12 hours. 1.7 million people have mandatory or voluntary evacuation orders. 10 million people live under storm watches and warnings. nearly 1,000 flights are canceled through friday. 5% of gas stations in north carolina are out of gas. those are the facts. we're going to take you live to north carolina in the next half hour. also mike will be forecasting florence's path. so we'll get to that in a moment. a teacher who just finished his first week at south bay school is on administrative

leave facing act indications of molestation. he was arrested on tuesday. he just started teaching at harper school in san jose, a private middle school. the allegations of assault on a former student handled at his former school in san diego. they have no information on any allegations against students in san jose. school officials say they do extensive background checks and charges weren't filed until last week, which is why they did not see any issues when they original live hired him. the san francisco police chief promises to crackdown on drug problems at u.n. plaza. his department is boosting patrols off market street. four additional officers began monitoring the area this week. the police department says it is responding to complaints about drug use and quality of life issues related to homelessness. in the east bay, an 82-year-old man had to be rescued after falling 80 feet

ths vid he othe rescue outside his home on green ridge court in castro valley. crews took him to th hospital as precaution >> you will see dramatic video showing two children on ava lay hoe ledge. nobody is around. it has people questioning the police response. >> oh, my god. oh, my god. where are the police? >> that is so scary to watch. the viewer who shared this said she first called 911 at 7:00 p.m. tuesday. she called again 15 minutes later when no one showed up. she said she then went to the firestation around 7:30 that night. when she got back, the children had gone inside. the vallejo police department says it is investigating why that 911 call wasn't prioritized. it plans to follow up with parents to find out how the children got on the ledge in the first place. in the east bay, police said

the hot car death ofoddler was tragic accident >> the girl died after being left alone several hours on tuesday on hardie drive. they accidentally forgot was in the car. at the time it was about 80 degrees in moraga, making temperatures inside the car even hotter. >> the inside of the car probably would have gotten to 130 degrees. and that's under direct sunlight. it doesn't have to be that hot outside to get a temperature like this. >> moraga police chief said officers tried to revive the toddler who wasn't breathing, but it was too late. lily was pronounced dead at the hospital. the world is watching. that is a stunning art piece from this week's global action

microclimate forecast next. here's alexis >> we had a pedestrian crash in the south bay. state route 84 westbound side past ardenwood. we talked to chp a few minutes ago. they were not able to give us the location of the pedestrian involved in this. they said no lanes blocked. not a major blocking situation. no major delays. this is something we're keeping an eye on here this morning. as mike mentioned, no fog if you're doing the golden gate bridge commute. you have more room on the southbound side. just hearing about a new crash on the carquinas bridge. and one on 880. >> on gma's first look.look. a giraffe attack in south africa. >> that mother is out of a coma. the boy's father is speaking

company is suing uber for unfair competition. the lawsuit filed monday claims uber saves $500 million a year by mis-classifying drivers. uber's drivers are not considered employees. the lawsuit claims it violates state driver laws because they don't have to pay minimum wage and other benefits. self-driving shuttles may soon be zipping around treasure island. according to the examiner, they support a pilot program for an autonomous shuttle service. $600 federal grant would fund the project. san francisco officials are set to vote next month. i have never cheat indeed my life. i have a daughter and i do what's right for her. and i have never cheated. uh-oh me an apology. warriors star steph curry says he believes serena williams handled the situation during the

summit? we wonder if that's why that's green. but that's great. high clouds, cool breezes. high and low clouds, cool conditions tonight. minor changes for a while. take a look at the temperatures. we'll start in the south bay. look at this very narrow range from 73 in milpitas, gilroy, barely 79. 70 in santa cruz. we start in the low 70s at the peninsu peninsula, dropping to the 60s. other side of the coast, 579 to 62 degrees. 63 today in downtown san francisco. head up through the north bay, low to mid-70s there. east bay shore, 66 in richmond and berkeley, oakland. these are more like late october, early november temperatures. you move inland, and temperatures are around 75 to 77 degrees. all right. for don't, how about 40s in our deepest valleys in the north bay. you see some of the low clouds returning all the way to the

east bay where we will have low to mid-50s outside the north bay. my accuweather seven-day forecast. minor changes. we warm up two to four degrees tomorrow. we'll have a little bit more sunshine. and then we just kind of ping pong between gaining a couple degrees, losing a couple degrees. wednesday, closer to average. no heat in this forecast. how about all the roads, alexis? okay, mike, we are getting busy. three new incidents to talk about. they all sound like they could turn into big issues. a close eye on all of these. 8830 to mission boulevard, a rollover crash. it is just starting to back up. not sure about injuries in that one. carquina s80 near toll plaza, a semi lodged under the trailer. no injuries in this one. i'm not able to see this on camera, but the bay bridge toll

7. here's a look at what's going on from mt. tam. upper 50s to low 60s. the rest of us cool at noon, 66 to 67 degrees. not much warmer when it's breezy. 67 to 72. about 50s and 60s by 7:00. the latest on florence. i do have a little bit of good news coming up. here's alexis. all right. good morning, mike. yeah, we've got busy here all of a sudden, unfortunately. a sig-alert south on 880 right at mission boulevard. a rollover crash involving three vehicles total, blocking the the off-ramp, two right lanes. it sounds like that will be a while. it does take a while to clear up. also, 527 the official time for bay bridge metering lights. two-car crash. if you look toward the middle of your screen, a tow truck is hooking up. they are trying to get that to the parking lot just off to the side of the toll plaza.

that one should be cleared shortly. >> thanks alexis. happening today, bart will take up its surveillance policy. boy, do they have a lot to talk about. >> it accidentally sent info it got from its cameras to federal agencies, including i.c.e. matt keller is live in fremont at the warm springs station. matt? >> reporter: good morning, jessica. bart says they didn't realize that this license plate reader system was accidentally activated at that macarthur bart station in oakland. but they said once they realized it was on, they turned them off and took them down. it is where this info went that really has people upset. it ended up at the northern california regional intelligence center into a database i.c.e. can access. the bart board told the police department in april 2016 not to turn them on. but at some point they got activated. media partner, east bay times, reports bart sent peubgtsz oficf

pictures of 57,632 license plates to the database from at least january through august of last year. in november, the police department figured out they were recording and had the license plate readers powered off and completely uninstalled. bart says it has asked to have all the information deleted. a bart board meeting is being held this morning at 9:00. live in fremont, matt keller, abc 7 news. thank you, matt. also on the agenda for bart, they will consider a policy to ban travel for its staff to nine states. they have laws that some say discriminate against against the lbgt community. alabama, kansas, ki can ki but the huge state of texas. there would be exceptions, for example, if bart needs to meet contractual obligations or comply with federal requests to appear committees. if ap the policy would go into effect october 1st. out of bakersfield, kern county deputies investigating a shooting rampage that left six people dead, including the gunman.

>> the sheriff says the gunman and his wife went to a trucking business around 5:30 last night. the gunman confronted a man and shot him before turning the gun on his own wife. three more people were eventually shot in the rampage spanning several crime scenes. when deputies eventually caught up with the suspect, he took his own life. >> these are not random shootings. six people lost their lives in a short period of time. this is highly unusual. >> the suspect is believed to have carjacked a vehicle with a mother and child inside, but the two managed to escape. this morning authorities still do not have a motive. family members are offering a $25,000 reward for information that leads them to a missing 66-year-old woman. 6 palo alto police say kaboga-miller was last seen driving on university avenue on august 17th. she had just left the countrytime market. she is considered to be at-risk because she uses numerous prescription medications and they were left at home. she was driving a silver 2002

evacuating wrightsville beach. we saw lines of residents waiting to get back onto the island yesterday to finish up last-minute preparations. they have to be out by 8:00 last night. clouds are slowly moving in as hurricane tphrorpb hurricane florence approaches the coast. the city of wilmington has opened up parking decks for free so people can park their cars ahead of the floodwaters. reggie and jessica? ana, thank you. meteorologists are flying into the eye of florence to gather critical data on its intensity. check out this video. it was shot by u. s. air force hurricane hunters doing recognizance yesterday. the information helps them determine where florence is headed and the impact as it gets closer to land. >> we're going to take a look at a live shot from the cherry

grove fishing pier, north myrtle beach. you can see it is not too dangerous right now, at least looking. some people out trying to surf on the waves before it does become dangerous and things deteriorate as we head into the afternoon hours. outer bands hitting the outer banks of north carolina. myrtle beach is right about there. you can see it is still pretty far away. myrtle beach could be one of the areas 24 hours from now suffering from flooding. this category 2 moving towards wilmington. it is coming in when it will be dark. it takes a left-hand turn and heads between myrtle beach and florence. then it is slowing down wind speeds. it will continue towards columbia. it will cause so much flooding. we could have anywhere from 20 to 30 inches. isolated areas, 40 inches. storm surge, 13 feet especially for north carolina. it will push water into the

tahoe, we will be in the mid to upper 60s today, tomorrow, saturday. low 70s next week with freezing cold temperatures in the morning. reggie. thanks, mike. nike created controversy with an ad with colin kaepernick and it seems to be paying off. a new poll shows nike is getting just what it hoped out of its colin kaepernick ad. the caption, believe in something, even if it means sacrificing everything. one in five people say they will stop buying nike products. the same number says they will keep buying nike products. look at that. 29% of young men said they will buy more. young men are nike's key demographic. kaepernick has been under fire since he knelt during the national anthem to protest social injustice. two senior care centers criticized for evacuations during the north bay wildfires are fighting back against an effort to revoke their licenses.

the department of social services has received a notice of defense from oakmont senior living. it operates in santa rosa. social services says oakmont failed to protect residents last year as the wildfires approached. the department claims many people would have died if family members did not help evacuate them. a group of san francisco police officers accused in a racist text scandal could still be in trouble seven years later. the officers are accused of sending racist, sexist and homophobic texts. these were uncovered in 2012 during a federal corruption probe. a superior court judge stopped proceedings for disciplinary action against officers. an appeals court rein stated them. so now the state supreme court ruling that the city can move ahead with the proceedings. that means the officers is could end up getting fired. you would think $673,000 would get you a pretty good sidewalk. but at san francisco's new trans bay transit center, it is a big expensive fail. take a look.

this is what's happening in the walkway at the public park that sits four stories above street level. chunks of the expensive walkway are breaking up. that is just after one month of use. the walkway is made of decomposed granite instead of asphalt to give it a softer feel. >> the good news is it is under warranty. the other piece of good news is that people can still enjoy the park. this is nothing that prevents people from coming to the park, enjoying it. >> the walkway does not have any structural damage. workers will continue to sweep the pebbles and patch up the holes until it is fixed. three men accused of robbing an apple store near sacramento are now under arrest. the suspects led police on a chase after robbing the apple star at the roseville suspect's several vehicles during the pursuit, including a big rig. incredibly, nobody got seriously hurt. of course this comes weeks after a wave of apple store robberies here in the bay area.
