she traveled to north carolina and is along the coast in wilmington. >> reporter: that's right. this is the cape fear river behind me. the rain picked up about three hours ago. we're starting to get the wind gusts. this is how it's going to go now. most hurricanes hit and move out quickly. this will stick around for days dumping 20, 30, 40 inches of rain across this region. i spoke with the city's mayor and some of the people choosing to stick around about what may lie ahead. >> we have prepared as much as we can here. i think everybody heeded the warnings. for three people we've had people who left the area, boarded up their houses, heeded the advice of the emergency management folks out there. we're just now waiting for the storm to come in. it's a slow moving storm, 400 miles wide. we're going to have a significant amount of trees down. we'll have power lines down and a significant amount of rainfall. we're predicting 20, 30, up to

40 inches of rain in some isolated areas. we're going to be battered here for 48 hours with hurricane and tropical force winds for literally two days. that's going to do a significant amount of damage. >> i expect a lot of wind, a lot of rain the next couple days. i expect storm surge. we're worried about the boats that are still in there. we'll be fine. >> i think there's no guarantees. people hope for the best and you always expect the worst, we're kind of prepared to deal with the worst as well, simply because we had a chance to think about it. >> reporter: we're already getting word of power outages and the mayor saying people should expect to be without power for seven to ten days. tens of thousands of properties are expected to flood out. some 7,000 people are now in shelters and this is just the beginning of hurricane florence. i'm sarah bloomquist, abc 7

news. >> sarah, a two-part question here. i understand because of the unique geography where you're at, you may get a double whammy. explain what's going on in that region and where do you plan to go, where do you plan to take shelter? you're right in the heart of this thing. >> reporter: we're on a peninsula here in wilmington, new hampshire, cape fear on one side, the ocean is ahead of me. the river will crest, probably not for a few days as all the water falling inland will make its way here. that's going to be very problematic. then they'll also see the storm surge along the ocean. 13 feet is what's predicted. they know at 12 feet the barrier islands are covered by water. we have a hotel at a high point, not in a flood zone. we expect to be safe there. many of the local residents have evacuated to our same hotel. we will stay there. we will be safe and we will ride out this storm.

we expect we could be here for quite some time. back to you. >> sarah bloomquist live from wilmington, north carolina, stay safe. we'll look for more updates from sarah in the next 48 hours. the flooding caused by florence has already started. this is from the outer banks of north carolina. the roads look more like rivers with all the rain coming down. most people want to own beach front property. this is one of the dangerous moments. it's not clear if anybody is still inside this home which is on stilts, located in nags head, north carolina, but the waves are battering that property. >> let's head right to spencer christian monitoring the storm. >> although the storm has lost some of its force, it is perhaps no less dangerous than it was yesterday when it was a category 4. right now florence is a category 2 hurricane. it's very close to the coast of

north carolina. category 2 storm, maximum sustained winds, 105 miles per hour. one of the problems is it has slowed down significantly. forward speed is only about 5 miles per hour. the more slowly it moves and the longer it's near these affected areas, the heavier the rain will be and the more severe the flooding will be. expected to make landfall early tomorrow morning and travel down along the coastline before moving inland somewhere along the south carolina coast. that will occur over the week end and it will continue moving in to next week. by early next week, the rainfall total could be 30 to 40 inches in some locations. i've been in more than a dozen of these storms, i've seen the z damage they can do firsthand. it's not pretty. >> 10,000 people have been warned they may need to evacuate near honolulu because of a reservoir that could overflow. all the rain from tropical storm olivia has nearly filled the

reservoir. crews are working to pump it out. this is pretty close to downtown honolulu. there are fears they won't be able to keep up with all the rising water and syphon out enough to avoid flooding conditions. a storm stronger than florence is taking aim at the northern philippines right supe hundreds of people displaced. it's expected to hit luzon on saturday. after that it could move to hong kong and southern china. so what happens to a home in hurricane-force winds? go to abc7news.com to see a facility in south carolina that can simulate the impactimpact. also breaking news out of massachusetts. right now dozens of fires are burning. families are being told they have to leave their homes in three neighborhoods. this is all north of button. emergency crews think there's some sort of a problem with the natural gas system.

fires started breaking out 90 minutes ago. at least 39 fires are burning. one police chief said it's so many, you can't see the sky. residents who have homes with natural gas are being told to get out now. the department of building inspection in san francisco says placing a yellow tag on the millennium tower could still happen p the building doesn't e comply with a list of safety demands related to a cracked window. >> reporter: here is some of the reaction to the yellow tag threat. construction crews here right now putting up the latest scaffolding outside the building to prevent glass, potentially glass from falling on pedestrians as they pass down below on mission street. the city's reaction to this, the deadline may not be as hard as they thought. but if this deadline is extremely possible, the yellow tag threat has not gone away. in san francisco it is the closest we will see to a leaning

tower of pisa, millennium tower has a cracked pain of glass and concerns that come with it. >> they're concerned with public safety. >> reporter: that is attorney tom miller who represents homeowners now dealing with the building department's demands for scaffolding all around the building, plus the repair of a broken crane allowing inspection from the outside. all by tomorrow or be subject to a yellow tag warning by the city. >> we are looking at this in the longer term, and we feel this precaution is justified in order to protect the public. >> reporter: late today crews hired by millennium towers set up to begin installing the scaffolding. the crane will take longer. they said as much in a letter this afternoon. >> do you expect the yellow tag tomorrow by tomorrow? >> i don't. we'll continue to work with them. if the city says you need to do something else, we're on 24/7

hundreds of supporters of the environment took to summit. >> the actions took some by surprise including the mayor of new york who said something is crazy here. lee ann melendez outside the center. >> reporter: having lived in new york city i know people protest as much here as they do there. not sure why bloomberg is surprised. i can tell you there were protests, promises and hopefully promises. arrests were made as protesters crowded 3rd and howard streets demanding people inside the climate action summit do more to stop the oil extraction in california. today's demonstrations didn't fit well with michael bloomberg. >> it reminds me of people who want to build a wall along the mexican border to keep people out from a country that we go to

for vacations. something's crazy here. >> that remark was criticized by the non-profit food and water watch. its executive director said there's nothing crazy about opposing foos sill fuels. bloomberg and governor brown are seen as leaders in reversing the effect of climate change. >> climate change is still not at the top of the political issue i don't think in any country. but we're putting it there. >> reporter: thousands of people with an interest in the summit came to pledge support for the 2015 paris agreement. by then the u.s. vowed to reduce carbon emissions by 26% by 2025. bloomberg said we or already halfway there. hollywood also weighed in on the issue. actor harrison ford spoke about a new hope pour the next generation. >> we've accomplished a lot, but all of that is at risk if we don't change the path that we're

skies. overnight low temperatures will dip into the upper 40s in much of the north bay. overnight lows in low to mid 50s. about 64 in half moon bay, 65 in san francisco. oakland 70 degrees, 72 in fremont. inland east bay will warm to about 80 degrees. down in the south bay, 77 at san jose and farther south morgan hill will top out at 80 degrees. here is the accuweather seven-day forecast. as i said, we won't see much change through the next five days or so. cooler than average through the weekend. highs on saturday will barely reach mid 70s inland. couple degrees on sunday. we won't experience any significant warming until midweek and late week next week. wednesday and thursday we'll see temperatures trending upward about 82 to 84 inland. 62 on the coast.

identified the shooter as 55-year-old javier cazarez. he shot three people at a trucking company including his estranged wife. he then drove to a nearby home and shot and killed a man and his adult daughter. today the sheriff's office released body cam video from the deputy who confronted him. the deputy demands him to drop his weapon. that's when the suspect shot and killed himself. >> we have at least 30 witnesses that need to be interviews, four different scenes that have to be processed. the koran know's office has to come and do what they do. this is an overwhelming event. no question. >> the sheriff would not confirm reports that this rampage was triggered by a love triangle involving the shooter's estranged wife and a co-worker. the couple had been separated for four months and were going through divorce proceedings. kidnapping survivor elizabeth smart is urging the

decision by court to release wanda barzee. the 72-year-old was convicted of helping kidnap smart from her utah home in 2002. she was set to be released in 2024. authorities say they mystic miscalculating her time served. her attorney says she's not a risk but smart strongly disagrees. >> i do believe she is a threat. she was a woman who had six children and yet could co-conspire to kidnap a 14-year-old girl, and not only sit next to her by being raped, but encourage her husband to continue to rape me. so do i believe that she is dangerous? yes, but not just to me. >> after she's released next wednesday, barzee will be under federal supervision for five years. her husband is serving a life sentence. pope francis meeting with
