hoa late yesterday afternoon, saying it would not take immediate enforcement action unless the situation changes. the hoa says it costs $150,000 to install the scaffolding. on top of that, there's a $12,000 monthly cost to potentially keep it here, not to mention the aesthetics of it all. >> i think it requires a bit of forbearance for all of the people in the building. >> reporter: the hoa says a permit is in process to go back in on monday and look at three units, including 36b. >> open it up and figure out what happened, what caused that crack in first place. >> reporter: meantime, it could be close to 15 weeks for a new window to replace the cracked one. the new one is being manufactured in china. so the earliest we may know why that window in 36b cracked would be early next week. in san francisco, melanie woodrow, "abc 7 news." >> all right, melanie. thank you. cal fire report out today highlights the dangers of fighting forest fires. we have learned the plane that dropped fire retardant on a

firefighter killed on the ground was flying way too low. "abc 7 news" reporter wayne freedman has seen that report and wayne joins us live from sonoma county. wayne. >> reporter: when crews are on the fire lines you might compare it to a battlefield. you might compare what happened here to the fog of war, a combination of circumstances, a crew in the wrong place at the wrong time with the disastrous result. >> we all remember the somber send-off of ba talan chief from draper, utah last month. a motorcade, an honor guard, a salute as his body returned home, and there were questions about what happened. we already knew that burchett died and three others were injured during a drop in the mendocino complex fire on august 13th. this plane may have been involved but not this pass. a report reveals the plane in too low due to an unseen rising hill. by phone here is cal fire deputy

chief scott mclean. >> the elevation changed significantly as the aircraft was coming in and it was hard to determine tu to vegetation growth. >> the chief died when when it was knocked over. the tree was 87 feet tall and 15 inches across. >> the tree came down on the chief and then there was other debris associated with the tree that came down and struck the other firefighters. >> reporter: the planes and firefighters were working to reinforce a backfire dozer line. despite a radio warning to clear the area, the utah team never acknowledged it. abc 7 reached out to the chief's family and some of the injured firefighters today. no comment from them. as to why the 747 was flying so low, we still don't know. it may have simply been it at any time know the hill was there, that the terrain was coming up. it may have sunk. it may have been led in by a spotter plane. cal fire is still investigating all of that. live in sonoma county, wayne

"abc 7 news" was at the courthouse when wilson's family left without new answers. the suspect was expected to enter a plea but a judge delayed that until next month because cow el's attorneys say they need more information from alameda county prosecutors. they claim he attacked wilson at the station in july randomly. governor jerry brown reached for the stars in san francisco today, announcing california will build its own satellite to study climate change. >> in california with science under attack, in fact we are under attack by a lot of people including donald trump, but the climate threat still keeps growing. so we want to know what is going on all over the world, all the time. so we're going to launch our own satellite, our own satellite to figure out where the pollution is and how we're going to end

consequences of climate change. it has absorbed 90% of our atmospheric heat and annually absorbs 30% of our carbon emission. >> caldwell said this week's summit was a step forward with business leaders committing to eco-friendly policies. some of the research does by the foundation includes this fact. one in two of the breaths you take comes from oxygen produced by plants in the ocean. we have developing news on the peninsula. "abc 7 news" was on 280. check this out. when a commuter bus caught fewer in south san francisco. the highway patrol has issued a sig alert because the fire is delaying northbound drivers on 280 north of 380 interchnge. everyone on board the bus escaped safely. there's no word yet on how that fire started. the stockton deep water channel is closed the night following the report of downed power lines in the channel. the coast guard issued the order halting all navigation in the vicinity of blackslough landing through sunday night.

the closure came after a tug bar reported a crane it had on board struck the power lines causing them to fall in the channel. crews from the coast guard, pg&e as well as local sheriff's deputies were dispatched to the scene. there is a new scare for people in a new housing development at the old hunters point naval shipyard. the old base was known to be contaminated. despite continuing cleanup, residents were notified a radioactive item was found near their homes. "abc 7 news" anchor eric thomas reports. >> reporter: new homes continue to pop up around the 750-acre development at hunters point but

so do new worries. theo ellingtn and his wife live there. they were aware when they bought in that the soil was contaminated but they didn't know this. >> we saw a letter yesterday that indicated there was radium found in the soil. >> reporter: they were among the residents and environmental activists who gathered today at the development to complain that federal and local governments are not living up to their promise to clean up the site. >> they're flouting their responsibilities to clean this up properly, to do it safely and to do it legally. >> reporter: this is the device, what is called a deck marker used to guide ships to their berth. this doctor believes it contains radioactive radium 226, which can cause -- >> everything from itching skin, ulceration, dermatitis, cancer. >> reporter: for decades toxic chemicals from shims leached into the soil at hunters point base along with radioactive paint and contaminants from earlier tests. the navy, epa and local and state government promised the

announcement on social media. it said the boost in officers was for any issues that might be caused such as increase in traffic. it said the music will be heard in san leandro. the city of santa cruz ordered the electric scooter company known as bird to cease and desist their operations. this according to the santa cruz sentinel. the company rents those dockless, motorized scooters. we saw a bunch in san francisco and the city pulled them off the streets. they apparently started showing up in santa cruz this week. city officials said bird did not get proper licenses prior to starting operations there. they gave bird until midnight on thursday to remove the scooters from public areas. the road to recovery after a spinal cord injury can be a difficult journey. >> however, santa cruz surfer brian edwards is inspiring others after he was left paralyzed below the neck. >> abc 7's david lieu rhee has

the start. >> reporter: brian heart the surfer is now the model rehabilitation patient. he was paralysed after crashing into the rocks while surfing in santa cruz in mid-july. the rehabilitation center at valley medical center is only two of such facilities specializing in spinal injuries. >> i have already beat the odds getting off the respirator, and getting my lungs rehabbed which is huge, because, you know, without your lungs you can't really do much. >> reporter: his occupational and physical therapists say brian's possible attitude is a cue reason he is making remarkable progress. >> he's just super motivated. he is a natural learner. he is just one of those guys, i think he is like a maverick. anything you tell him to do, he will do it. >> reporter: for someone who admits he is not tech savvy he learned to operate his cellphone with chin and voice to check out surf conditions. >> there we go. got the camera on. >> reporter: just two weeks ago he learned how to move his thumb.

the world's largest bounce house is returning to the bay area. sky 7 flew over the park in sausalito this morning. not quite all was inflated yet. the bounce house measures 10,000 square feet and 32 feet tall. here is how it looks when it is ready for bouncing. the bounce house features an obstacle course, giant slide, a dj booth and a dance floor. it is opened tonight through sunday. >> adults allowed? >> i don't know. the destination reads zurich, switzerland but a united airlines jet that left san francisco international airport made what might be a flight into the future. it was filled with some 16,000 gallons of biofuel mixed with its normal supply. this is believed to be the longest commercial flight with that high a percentage of renewable fuel. united officials say the fuels are good for business and the

hurricane to a tropical storm this afternoon, hours after making landfall. torrential rain has caused flooding. wind gusts topped 105 miles per hour. >> i was getting antsy. i knew people need help, so -- if you got the right stuff to do it, we have saws, we have got, you know, rescue gear. we have equipment. use it, you know. so that's what i would want somebody to do for us. >> at least five people have been killed so far. hundreds of others have been rescued. some neighbors have been pitching in, doing whatever they can, even rescuing pets left behind. >> so nice of them. >> yeah. >> "abc 7 news" meteorologist sandhya patel is tracking the storm and has the latest. sandhya. >> yeah, ama and larry, look at live doppler 7. excessive rain will continue. this storm, tropical storm florence, is feeding off the energy in the atlantic ocean and just bringing in bans of heavy rain. tornado watch in effect as you will notice until 11:00 p.m.

it is weaker but it is moving so slow, westerly at three miles per hour, winds at 70 miles per hour. it will continue to move across south carolina tomorrow afternoon, weakening to a depression sunday. then the rain will continue up along the eastern seaboard as you will notice there. storm surge already above ten feet. it is expected to be up to 12 feet still, and then as we head into the rainfall potential, look at this. isolated storm totals up to 40 inches. so life threatening storm surge and catastrophic flooding is expect. larry. >> no way the ground can absorb that much water in such a short period of time. thank you, sandhya. the storm has brought us some fascinating weather images. look at this video shot by a man near charleston, south carolina. he is standing on the sand in what would normally be the ocean. the storm sucked all of the water back a couple hundred yards. >> one bay area nonprofit is already rallying to gather medical aid and personal hygiene supplies to help people in the carolinas. med share's regional director

walked us through the warehouse stocked with supplies donated by medical providers. they have partners on the ground in north carolina helping to come up with a list of what is needed most. it is expected masks, gloves and diapers will top that list. volunteers from chevron started boxing those up today. >> my mom actually lives in north carolina and is there right now with a lot of flooding, so it is home for me, but, yeah, definitely more people are calling in to want to help us out. >> med share is still trying to figure out how they'll get their supplies to the carolinas, depending on what the weather does. some local medical teams are mobilizing and will carry supplies with them. if you want to help, med share says you can come to the san leandro warehouse starting at 8:30 monday morning to drop off donations. we have details at abc7news.com. you can help by donating to the american red cross. you can make a $10 donation by texting florence to 90999. supreme court nominate brett kavanaugh is denying accusations of sexual misconduct.

those accusations come in a letter sent to senator dianne feinstein which has been turned over to the fbi. in that letter a woman from the bay area who went to high school with kavanaugh says the assault happened in the early 1980s. she claims he tried to force himself on her in a bedroom at a party, even turning up the music to drown out her screams. kavanaugh and a friend the woman claims was in the room at the time both deny the accusation. bay area residents may understand how serious a problem car break-ins are in san francisco. but despite warning signs visiting tourists don't realize how vulnerable their cars are. >> just yesterday, we were shown the lengths residents are going to do keep people from breaking into the cars. they're writing notes on the window to plead for mercy. "inside edition" came to san francisco to document the epidemic. they caught the thieves in the act. they learned firsthand how bad the problem is. wait until you see what happened to the "inside edition" team. >> it is a problem all over the
