>> announcer: goercke, bay area. let's get up and get going. >> announcer: this is abc 7 mornings. it's saturday september 15th. good morning and thanks for joining us clips nguyen. let's look at ac weather forecast. with meteorologist frances dinglasan tracking difficult doppler 7 for us. >> good morning, everyone if you are weigh up you see particle cloudy right now. we have low clouds even high clouds out there. but seeing some clearing around parts of the bay area. and here a live view from emeryville. you see the patchy clouds. those will break up. most temperatures in the 50s right now. some cool spots in the 40s and inland areas. and by noon the sea breeze will push the clouds away. we see mostly sunny conditions. temperatures mostly in the 60s. by this afternoon, the highs

will hit the upper 70s in the inland areas around the bay. near 70 but still a lot of upper 60s as well and at the coast it's going to stay school in the 60s. temperatures are below average today. and will continue to be that way for the next few days. but i'll let you know when we expect a bigger warmup coming up. chris. >> thanks. now to the latest on florence. which continues to pummel the carolinas this morning with strong winds and heavy rain. flooding is a major concern this week. officials say as many as 300 people may require rescue services today as flood waters keep rising. right now nearly 1 million people remain without power. the national weather service reports the storm will continue to rigger life-threatening flash floods. we will have a live report on the latest conditions from the wilmington, north carolina, coming up in just a few minutes. but first, new this morning, the santa clara county sheriff's offers investigating of an accident involving a pedestrian and a vta light rail vehicle.

it happened at 9:30 last night on north first street near jackson street in san jose. the pedestrian was taken to the hospital with unknown injuries. transit officials highlight september as california rail safety month. the vta reminds people to stay behind the yellow line when on the light rail platform and listen and look for approaching trains. now to an investigation into what sparked a fire on a commuter shuttle bus. it burst into flames at the height of the evening rush. abc 7 news was on interstate 280 where the bus burned yesterday. this was near the avalon drive exit in south san francisco. the fire delayed northbound commuters. sfo airporter owns the bus. everyone was able to get off safely and another bus picked them up up. the company hasn't said what sparked the fire yet. a calfire report highlighting the dangerous of fighting forest fires. we've learned the plane that dropped retardant on a firefighter killed on the ground was flying too low.

other debris associated with the tree and struck the other three firefighters. >> reporter: the planes and firefighters had been working to reinforce a back fire dozer line despite a radio warning to clear the area, the utah team never acknowledged with no explanation given. abc 7 reached out to the chief's family and some of the injured firefighters. no comment from them. the report does not state whether the 747 came in too low on its own or whether let in by a spotter plane. either way, it reinforces the danger of fighting fires by air in california in seasons like this. from sonoma county, wayne freedman. >> zm whomless after fires in lake county will be up for adoption. 2,000 pets will be looking for a new home at the eighth annual bay area pet fair. the lake county shelter is bringing all of their adoptable pets. they have been inundated with hemless pets after the fires. the event run until five today

and tomorrow in the fair grounds. customers may get answers about whether they have been overbilled by the water ewe filt for years. a state agency launched an investigation after a staff report about bilk practices. our media partner, the mercury news reports the california public utilities commission will look into whether the water company should pay refunds face face penalties or implement policy changes. san jose water officials say they think their bilk has always followed protocol. as we mentioned earlier, a day after making landfall, tropical storm florence is still drenching the carolinas this morning. the storm turned deadly yesterday. claiming the lives of at least 7 people. abc news reporter natalie brunnell is live in wilmington, north carolina with the latest for us. natalie. >> reporter: well, chris here in downtown wilmington we are getting a break from all the wind and rain but we are dealing wi this stuff went flying in the height of the storm. and in other parts of the
