good morning, everyone. i'm carolyn tyler. thanks for joining us on this sunday, september 16th. let's start with a quick look at the weather with frances. >> good morning. we have another shiin sunny day as you can see. the clouds are breaking up and there is some fog in napa where visibility is less than a mile right now. here is your 12-hour day planner. sunrise at 6:52. most temperatures in the 50s and we'll have low clouds but by lunchtime, the clouds will pull back to the coast, sunny everywhere else and the on shore breeze will keep things cool in the upper 70s today around the

bay, upper 60s and at the coast low 60s. the clouds start to move back in for dinner and sunset at 7:15. we have some cool weather ahead but we also have a big warmup and i'll tell you that with the accuweather seven-day forecast coming up. carolyn? >> thank you, frances. >> this morning a deadly hit and run in santa rosa. officers were called just before 9:30 last night. witnesses called 911 after watching a car hit a man. he died at the scene. the driver of the car involved took off. >> looks like it's a white said d sedan, possibly smaller sedan with a spoiler on the back. officers searched the area and have not located the vehicle or the driver at this time. >> investigators are going through surveillance video from nearby businesses, any witnesses are asked to contact santa rosa police.

developing news, florence is now a tropical depression still dumping massive amounts of rain and prompting flash flood and tornado warnings in the carolinas. at least 13 people died. hundreds of rescues took place overnight. the national hurricane center says the effect of torrential rain is expected to be quote catastroph catastrophic. >> reporter: as the relentless rain continued pounding the carolinas, florence offering reminders she's not over yet. >> we'll have to stop coverage right now because we have got to get to our safe zone right now. >> reporter: our affiliate in wom wilmington stopping the broadcast because of a tornado warning early sunday morning. and water rescues stillhaenin in jacksonville, north carolina, coast guard crews in helicopters swooping in to help, and when this military humvee drove too

far into a flood zone, good samaritans stepping in to rescue rescuers. >> i've never seen flash flooding like this occur in our state. >> reporter: state officials navigating deadly flooding as they coordinate efforts. the death toll from florence at 13 people. two deaths happened in wilmington, north carolina when this huge tree fell into this home crushing a woman and her 8 month old baby. frank henderson lives a few doors down and also chose not to evacuate. >> i definitely considered it, but if i wouldn't have left, i would have lost my house. >> reporter: others vow this hurricane may make them think the next one. >> after this experience, i would never stay in a cat three or cat four. >> reporter: nearly 800,000 people were without power in north and south carolina. that is the case here where heavy rain is still falling. emily rau, abc news, north carolina. residents in hong kong are huddling indoors as strong winds

are sending debris flying after the arrival of a typhoon. this video shows winds ripping off the roof of a structure. they warning the super typhoon could be the strongest ever to hit the city. it struck the philippines yesterday flattening homes and small towns and villages. at least 28 people have died. that typhoon is impacting travelers right here in the bay area. abc 7 news reporter amanda spoke with some who caught a flight out just in time. >> reporter: half a world away from hurricane florence, this typhoon is being called the strongest of the year. the forecast shows another landfall west of hong kong sunday. >> my flight is original tomorrow, but i change it to today so that's why i came here earlier. >> reporter: she and others flew from hong kong to san francisco saturday afternoon. many travelers were only

slightly concerned about relatives still in the heart of hong kong. >> we experience like six to 12 typhoons a year in hong kong and so we're quite used to it, and thankfully, we have really good infrastructures and really good sewage system. >> reporter: however, experts estimate the super typhoon will put at least 5 million people at risk and cause more casualties than florence. many saturday say their hopeful precautions taken after last year's deadly typhoon helped. >> seems like a lot more prepared than last time. >> reporter: while those travelers sounded pretty confident in their preparation, i should mention that abc news reports current projections show it could be one of the strongest storms to hit hong kong in the last six decades. i'm reporting at sfo, abc 7 news. and let's go over to our meteorologist frances

>> the typhoon moving at 90 miles per hour and we're tracking tropical depression florence. here is the doppler image still hovering over the carolinas continuing to dump rain. so the problem with all this rain is the flash flooding that's expected and there are some flood flash warnings and flood warnings infect. you can see it is throughout the day. the flash flood warning in dark green and the flood warning areas in light green. in addition to that, there is also a tornado watch, so tornados still possible and again, they have just been inundated with so much rain. they are still expected to get another additional two to ten inches with storm totals reaching all the way up to 40 inches by the end of this. we'll be keeping an eye on this because it's still continuing to dump a lot of rain in the carolinas right now. carolyn. >> thank you, frances. >> the american red cross is

organizing relief for those impacted by the storms. you can make a $10 donation by texting red cross to 90999. hillsborough police are looking for five men they broke into a home on churchill drive friday night. the suspects hopped a fence, got into the home through an unlocked door. that set off the alarm just as it went off, the homeowners came home and saw three of the men running away. police say they drove off in a dark-colored 2015 honda sedan with paper plates. san francisco police are looking for the person responsible for a stabbing that happened just steps from the entrance of the ritz carlton building. this is video from the scene near market. police say two people got into some kind of verbal fight around 7:30 last night. then one man was stabbed. police say the suspect just walked away. officers recovered a knife at the scene. the victim is expected to

recover. major milestone in san rosa following the devastation of the tubs fire. the first rebuilt house in fountain grove is home for a man that lost nearly everything last year. abc 7 news anchor eric thomas has the story. >> reporter: long-time fountain grove resident help cult the ribbon outside his new home. last october he and 1400 neighbors lost their homes when the tubs fire swept through their community. now he is the first one to move into a brand-new home, build from the ground up. >> it's overwhelming because when this all started, little did i think we were going to be rebuilt in 11 months. people were saying two years. >> reporter: other houses are starting to take shape near where he is moving back in. >> my son called it the phoenix

we are a poor family with two kids, no values inside except diapers. >> maybe they feel like empathy. >> reporter: on the driver's side window, no valuables inside except baby's milk and the rear passenger window, nothing to take valuable in this car, thank you. he and his wife learned what would work the hard way. first break in they lost $1500 worth of sporting goods. >> i think maybe it's my fault i left car in such a place. >> reporter: second break in, just a bag but the third break in, at golden gate park. >> my passport, social security, working permit, everything. my wallet. >> reporter: the fourth on otis street. >> i see the thieves just open and see milk and diapers and left it. >> reporter: could it be a softer side to san francisco criminals? that's when he decided to plead his case as a dad. we reached out on social media asking for your most creative notes to potential thieves and you delivered. with pictures of notes like this

now and clear areas inland. the winds are breezy andglasan. we saw clouds along the coast now and clear areas inland. the winds are breezy and fairfield 15 and san francisco 9 miles per hour but will pick up this afternoon from the west 10 to 20 miles per hour and that's why temperatures will be on the mild side in the inland areas similar to yesterday. possibly a degree or so within yesterday's temperatures. here is a live shot in san francisco. you see it's looking beautiful out there towards the bay bridge. currently most spots in the 50s. san francisco 55, oakland 52 but we do have chilly areas in the valleys like morgan hill. 46 right now. half moon bay 55 and this time we're taking you up towards south towards san francisco. you'll notice the cameras bouncing around a bit. we have breezy conditions out there now especially in higher elevations. so there is some cool spots in the north bay. santa rosa 49. napa 42. novato 48. concord 57 but livermore cooler at 51. i want to show you the forecast

animation with how the clouds play out by 9:00 this morning, we'll see clouds at the coast and this evening it will start to fill in but mainly just along the north bay coast and peninsula it will still be clear around the bay and then of course, the fog and low clouds push inland overnight to tomorrow morning. we should have a little bit of a milder start with less temperatures in the 40s as you wake up and head out the door. highs today will be similar to yeterday's numbers. mild numbers once again through parts of the south bay like morgan hills 76 and gilroy 77 and san jose 73 and sunshine earlier on. we'll see upper 60s to lower 70s. palo alto 70 but breezy conditions, that sea breeze and on shore flow will keep temperatures on the cool side near 60 at the beaches and daily city 59 with partly cloudy conditions through san francisco 63. breezy as well through the north bay. in fact, in some of the north bay, the breeze could gust up to 30 miles per hour. lots of mid 70s.

73 in sonoma and vallejo 7 look for breezy conditions along the east bay shoreline with temperatures ranging from the mid f60s to upper 60s. hercules 70. and we'll see some 70s, as well through the interior valleys. san ramon 74 and brentwood at 78. lows tonight will be mostly in the 50s around the bay with low clouds but then we have cooler, clear skies as well through parts of the north bay where temperatures will drop into the 40s overnight. here is the accuweather seven-day forecast. enjoy the sunny sunday with breezy conditions keeping things, temperatures slightly below average. tomorrow cooler and it will stay that way through tuesday and temperatures start to rebound on wednesday. in fact, high pressure builds so we're looking for a very warm afternoon on thursday with some

mid to upper 60s to the beaches, mid 70s around the bay and it is going to get warm possibly hitting 90 degrees inland and will drop back down to near average by friday and then we have the equinox on saturday. >> oh, all right. look forward to that. thank you very much, frances. beaches and waterways all over the bay area are a lot cleaner this morning. thanks to an army of volunteers who spent their saturday picking up trash. it was coastal cleanup day. here is abc 7 news reporter cornell bernard. >> reporter: they came armed with buckets on a mission fanned out every inch of the beach. >> we'll go out and pick up trash off the beach. way too much of it. >> reporter: some little ones could barely carry the buckets but others finding everything from cigarette butts to sofa cushions out there.

>> it's pretty gross. >> reporter: gross but a good turn for the environment. >> they choke. >> why don't with doe bottles and cans in here and trash in here. >> reporter: the trash was sorted by plastic got a closer look. >> cigars. is that paper or plastic? >> plastic. >> the non-profit foundation was documenting items taking part in the first brand audit to find the source of plastic pollution. >> we're looking at brands and packaging and seeing how much is local and foreign and what is washing up from the ocean and what people are leaving on the beach. >> reporter: the amount of plastic and trash can be daunting but a cleaner coast and ocean is the goal for everyone. >> it will be the world we live in because people care and we're full of love. >> reporter: 53,000 volunteers came out statewide and they picked up 367 tons of trash. in san francisco, cornell

we're starting this half hour with a look at the weather with our meteorologist frances dinglas dinglasan. >> there is broken clouds and scattered clouds, clear spots in the north bay and we're seeing the coolest temperatures. we lose the heat overnight. temperatures in the 40s in some spots like napa and santa 45, novoto 46. after sunrise at 6:52 temperatures in the 40s and 50s. a cooler start today. by noon the clouds will pull back to the coast but then by this afternoon, we'll see breezy skies and lots of sunshine inland temperatures in the upper 70s around the bay look for upper 60s and at the coast, that on shore flow will keep everything cool. sunset at 7:15. temperatures start to cool and the clouds move back in. now we have cool days ahead but also a big warmup and i'll have the details coming up.

carolyn. frances, you're well aware of this developing news. florence a tropical depression but major flash flooding will continue over the carolinas. at least 13 people have died. nearly 800,000 remain without power this morning. that storm has trapped people in flooded homes. florence dumped more than 30 inches of rain in north carolina breaking the state record for rainfall from a tropical system. the previous record was just over 24 inches back in 1999. >> i have never seen flash flooding like this occur in our state and it's tremendously impacting our ability to help move travel on our interstates and u.s. routes. >> the national hurricane center says life-threatening flash floods are likely all this week over portions of the carolinas. coming up, the u.s. coast guard and north carolina emergency management director

will discuss the latest. you can watch the full interviews on this week with george stephanopoulos at 8:00 here on abc 7. >> in the east bay, a little boy said to be fighting for his life maybe taken off his breathing machine tomorrow. the 6 month old is in a coma. his parents are praying for a miracle but says the hospital is about to pull the plug. abc 7 news reporter carlos has the plea for help. >> reporter: he is seen here in better days. he's been at children's hospital on a breathing machine after suffering brain injury after cardiac arrest at home more than a month ago. >> i think my son deserves a fighting chance because he is in fact improving. >> reporter: parents have been praying for a miracle but time is running out. >> they dropped this bomb on us

and we have to move forward. >> reporter: on friday doctors gave him this letter stating the breathing machines will be turned off on monday due to ir revensble bra -- irreversible brain injury. >> he still has life in his body. >> reporter: they said they will continue to fight until the end but options are limited. >> i'll have to have either a lawyer, a second opinion or a new facility to transfer him to. i don't know how i'm supposed to find that over the weekend. >> reporter: abc 7 news reached out to the hospital for comment but i've yet to hear back. the letterer says hospital staff notified the parents well in advance with a cut off date fast approaching, they are asking for more time before they are forced to say good-bye to their baby boy. you might remember the story of the girl laid to rest.

she under went surgery for her tonsils to be removed. she suffered a heart attack. her family refused to accept the brain-dead diagnosis and took her to new jersey and kept her on a ventilator and feeding tube. the 17-year-old died last month from liver failure. a u.s. border patrol supervisor is facing murder and kidnapping charges. prosecutors say he killed four women in texas. officials took the 35-year-old juan david ortiz into custody in laredo yesterday. officials say he committed the crimes over a two-week period. the killing spree ended when a fifth victim was able to escape and call police. all of the women are believed to ortizs n being heldn a. an aalillion dollar bond. a beach in cape cod, massachusetts is closed following a deadly shark attack.

the victim was a swimmer in his 20s. a tv news helicopter captured video of a shark swimming near the scene of yesterday's tragedy. it's not clear if that's the same shark that attacked the victim. rescuers tried to save the man before he was pronounced dead at a hospital. this is cape cod's second shark attack since last month. but the first deadly attack in more than 80 years. happening today, some residents of three neighborhoods near boston will be allowed to return home following numerous gas explosions last week. over pressurized gas lines caused the fires and explosions on thursday. a dozen families lost their homes and an 18-year-old died and 25 others were injured. the ntsb is looking into the system >> we haveline of the

today is your last chance to celebrate the moon festival in san francisco's china town. now in the 28th year this is a wonderful festival with 200 booths with food, arts, crafts and jewelry and marshall arts demonstrations and dance performances. there are several street closures you should be aware of in the area. the event runs from 11:00 until 6:00 tonight. the closing ceremony starts at 5:30 along grant avenue. a large hip-hop festival wraps up in the oakland coliseum parking lot today. sky 7 flew above the coliseum complex when crews were putting finishing touches on attractions for the rolling loud festival.

here is a live shot out towards the beautiful bay bridge right now. most temperatures in the 50s but it is cooler in some of the valleys. san francisco is 55. oakland 52. san jose 52. morgan hill only 45 degrees right now. we see the camera bouncing and winds picking up and hills, as well and temperatures in the north bay have been cool with the clearer skies. so santa rosa is 48. napa 43 and novato 46. here is how the day plays out with the forecast animation. 9:00 this morning, clouds off the coast. they will start to spill in again along the north bay coast and peninsula tonight and then they will spread inland around the bay but not too far inland for tomorrow morning. tomorrow morning we should have a milder start. highs today will be close to yesterday's numbers. so look for the sea breeze and on shore flow to keep things cool. san francisco 63 but lots of 70s
