good morning, everyone. i'm caroliyn tyler. thanks for joining us on this september 16th. let's start with a look at the weather with francis dinglasan. >> good morning. we have less cloud cover. you can see that. clouds off the coast and some scattered broken clouds over the east bay and interior valleys. temperatures right now in the 40s and 50s. cooler in some of the valleys where we have clear skies. there was fog in napa but now less fog and 45 degrees.

santa rosa 44 and lots of 50s around the bay. 48 in san ramon. 47. temperatures are cooler today. right now i should say because this afternoon, we'll see some temperatures close to yesterday's numbers. even a little warmer in some spots. sunrise at 6:52. we'll still be dealing with scattered clouds and by lunchtime, the clouds pull back to the coast. mostly sunny conditions for everyone but breezy once again. winds from the west 10 to 20 miles per hour and that's why temperatures will be below average. inland reaching upper 70s around the bay. >> frances, thank you. new this morning, a deadly hit and run in santa rosa. officers were called to stoney point just before 9:30 last night. witnesses called 911 after watching a car hit a man. he died at the scene. the driver of the car took off. >> looks like it's a white

sedan, possibly some type of smaller sedan with a spoiler on the back. we don't have information on the driver. officers searched the yarea and have not located the vehicle or driver. >> investigators are going through surveillance video from nearby businesses. any witnesses are asked to contact santa rosa police. developing news, florence is a tropical depression but still dumping massive amounts of rain and prompting flash flood and tornado warnings in the carolinas. at least 13 people have died. hundreds of rescues have been attempted or have taken place overnig overnight. the national hurricane center says the effect of torrential rain is expected to be cat straf if i c -- catastrophic. here is emily rau. >> as the rain continued pounding the carolinas, florence offering new reminders, she's

not over yet. >> okay, guys, we have to stop coverage because we have to get to the safe zone. >> reporter: our affiliate in wilmington stopping the live broadcast because of a tornado warning early sunday morning. >> hey, all right -- we got to go. >> reporter: and water rescues still happening. in jacksonville, north carolina, coast guard crews in helicopters swooping in to help. and when this military humvee drove too far into a flood zone. good samaritans stepping in to rescue the rescuers. >> i have never seen flash flooding like this occur in our state. >> reporter: state officials navigating devastating flooding as they coordinate recovery efforts. the death toll from florence at 13 people. two of those deaths happened here in wilmington, north carolina when this huge tree woman and her 8 month old baby. frank henderson chose not to evacuate. >> i definitely considered it, but if i wouldn't have left, i would have lost my house. >> reporter: others vowed this

hurricane will make them rethink the next one. >> after this experience, i would never stay in a cat three or cat four. >> reporter: as of last night, at least 800,000 people did not have power in north and south carolina. the governor of north carolina telling people yesterday it is not yet safe to come back home. emily rau, abc news, wilmington, north carolina. residents in hong kong are huddling indoors as strong winds are sending debris flying after the arrival of typhoon. this video shows winds ripping off the roof of the a structure. the observatory department warns the super typhoon could be the strongest ever to sit the city. it struck the philippines yesterday flattening homes and small towns and villages. at least 28 people have died. that typhoon is impacting travelers right here in the bay area. abc 7 news reporter amanda dell castillo spoke with some that caught a flight out just in

time. >> reporter: half a world away from hurricane florence, typhoon mangoot is being called the strongest storm of the year. it's forecasted to make another landfall west of hong kong sunday. >> my flight is original tomorrow but i like change it to today so that's why i came here earlier. >> reporter: she and others flew from hong kong to san francisco pmany travelers were only slightly concerned about relatives still in the heart of hong kong. >> we experienced like six to 12 typhoons a year in hong kong and so we're quite used to it and thankfully, we have really good infrastructures and really good si sewage system. >> reporter: the super typhoon will put at least 5 million people at risk and cause more casualties than florence. many saturday say they are hopeful precautions taken after last year's deadly typhoon have helped. >> seems like a lot more

prepared than last time or last year. >> reporter: while those travelers sounded pretty confident in their preparation, i should mention abc reports current projections show it could be one of the strongest storms to hit hong kong in the last six decades. i'm reporting at sfo, amanda de deadel costel costello. they are near peak typhoon season. i want to give your current conditions. winds of 85 miles per hour and tracking west, northwest at 19 miles per hour. it will move inland later on this evening and then it will drop to 45 miles per hour. i'm going to take you to florence now to compare winds are currently at 35 miles per hour. it's still tracking very slowly, moving west at 8 mileser hour 20 miles southwest of colombia,

south carolina. here is the doppler image looping over the past few hours and you can see how much rain is continuing to dump through the carolinas, especially north carolina near wilmington. the big concerns right now, we got flash flood warnings for the dark green area and flood warnings for the light green area. they might get up to an additional ten more inches of rain with storm totals up to 40 inches by the time this is over in addition to that, there is a tornado watch for that area highlighted in red so we'll keep an eye on this for you, >> francis, thank yefrances, th >> you can help by texting red cross to 90999. hillsborough police are looking for these five men. they broke into a home on church hill drive friday night. the suspects hopped a fence, got into the home through an unlocked door. that set off the alarm. just as it went off, the

homeowners got home and saw three men running away. they drove off in a dark-colored 2015 honda sedan with paper plates. san francisco police are looking for the person responsible for a stabbing. it happened steps from the entrance of the ritz carlton. this is video from near the scene. police say two people got into some kind of verbal fight around 7:30 last night. it then escalated. a man was strappeabbed. the victim is expected to recover. a major milestone in santa rosa following the devastation of the tubs fire. the first rebuilt house in fountain grove is home for a man that lost nearly everything last ew a echoma

yay! >> long-time fountain grove resident helped cut the ribbon outside his new home. last october he and more than 1400 of his neighbors lost their homes when the tubs fire swept through her community. now he's the first to move into a home built from the ground up. >> it's overwhelming because when this started, little did i think we would be rebuilt in 11 months. people said two years. >> evother houses are taking shape. >> my son called it the phoenix raising. it's satisfaction and fulfilling. >> reporter: sonoma county builders, llc erected his home. the rebuilding of fountain grove is more than just a job to the contractors. >> my family built it the first time 20 years ago. my father was the superintendent on this job site and built the

of the peninsula coast but still clear around the bay and then overnight the clouds, low clouds and fog will push in across the bay and spread into some of the interior areas. so we'll see a milder start tomorrow. highs today will be pretty comfortable, though, in the south bay look for some 70s out there. some low to mid 70s through the south bay. warmer in gilroy at 77 and santa cruz beach will be nice at 71. with the sea breeze in place throughout the day, temperatures at the beaches like half moon bay and pacificia will stay near 60 but look for low 70s. and in san francisco, breezy, as well for all the festivities. grab a jacket. if you're headed to the festival in china town, warming up to 63 but daily city 59 this afternoon. lots of 70 in the north

73 in san raphal. temperatures in the mid 60s as we head farther south. richmond 66. fremont 69 this afternoon. plenty of sunshine early on in the interior areas but it will be mild once again today. 70s that will be your high in brentwood and one of the warmest spots at 78. and overnight lows will be in the 40s in the north bay again with the clearer and cool conditions and low clouds there along the coast and temperatures in the 50s elsewhere. here is the accuweather forecast. another breezy day close to yesterday's numbers inland in the upper 70s around the bay upper 60s near 60 at the coast. below average monday, tuesday and temperatures rebound wednesday, thursday should be the warmest day of the week near 90 inland possibly and mid 70s around the bay and at the coast, mid 60s.

conditions over parts of the bay now but we have coastal clouds and around the bay and interior areas. here is your 12-hour day planner you can always have access to by searching the app to download. sunrise at 6:52 and clouds over the next couple hours. temperatures in the 40s and 50s. by lunchtime, the clouds will pull back to the coast and then this afternoon, look for mostly sunny conditions with a strong sea breeze once again. so temperatures will remain below average. inland areas upper 70s for the warmest location and around the bay, you'll find upper 60s and at the coast near 60. sunset at 7:15. the clouds will start to return from the coast and spread again overnight into the bay and we have some cooler days ahead before big warmup. i'll have details coming up. >> thank you, frances. developing news, florence is a tropical depression but major flash flooding0, peoe remain

without power this morning. the storm trapped people in flooded homes andlorence dumped more than 30 inches of rain in north carolina. that breaks the state record from a tropical system, the previous record was just over 24 inches back in 1999. >> i have never seen flash flooding occur like this in the state and it's tremendously impacting our ability to help move travel on our interstates and u.s. routes. >> the national hurricane center says flash floods are likely all week. coming up, the coast guard and north carolina emergency management director will did cuss the la discuss the latest. you can watch the full interviews on this week with george stephanopoulos at 8:00 this morning here on abc 7. in the east bay, a little

boy said to be fighting for his life may be taken off his breathing machine tomorrow. he's six months old in a coma. hisa but says the hospital is about to pull the plug. >> reporter: kingston holms is seen here in better days. he's been in children's hospital on a breathing machine after suffering severe brain injury from cardiac arrest while at home more than a month ago. >> i think my son deserves a fighting chance. because he is in fact improving. >> reporter: parents have been praying for a miracle but time is running out. >> they just dropped this bomb on us. >> reporter: on friday, doctors gave them this letter stating breathing machines will be turned off on monday due to ir re -- ir revensble brain injury. >> he still has life in his

body. >> reporter: the family will continue to fight until the end but options are limited. >> i'll have to have either a lawyer, a second opinion, or a new facility to transfer him to. i don't know how i'm supposed to find that over the weekend. >> reporter: abc 7 news reached out to the hospital for comment but i've yet to hear back. the letter says hospital staff notified the parents about this pending decision well in advance. with a cut off date fast approaching, they are asking for more time before they are forced to say good-bye to their baby boy. in oakland, carlos, abc 7 news. now this might remind you of the case of the girl that was laid to rest five years after doctors declared her brain-dead. she got her counsels out at children's hospital in oakland. she suffered a heart attack during recovery. her family refused to accept the brain-dead diagnosis and took her to new jersey and kept her

on a ventilator and feeding tube. the 17-year-old died last month from liver failure. a u.s. border patrol supervisor is facing murder and kidnapping charges. prosecutors saying he killed four women in texas. officials took 35-year-old juan david ortiz into custody yesterday. officials say he committed the crimes over a two-week period. the killin ing spree ending whea fifth victim escaped and called police. ortiz is being held on a $2.5 million bond. happening today, some residents of three neighborhoods near boston will return home following numerous gas explosions last week. over pressurized gas families l

demonstrations and dance performances. there are several street closures in the area. the event again, the 28th annual runs from 11:00 until 6:00 tonight. the closing ceremony starts at 5:30 along grant avenue. and a large hip-hop festival will wrap up in the oakland coliseum parking lot today. sky 7 flew above the complex when crews put the finishing touches on attractions for what's called the rolling loud festival. promoters say it's the world's largest hip-hop festival and it can be what it's name says, rolling loud. if you live or work near the coliseum, you may hear it. san leandro police have set up a noise complaint hot line. the coliseum sits about two miles north of the oakland san leandro border. when the name is rolling loud, it's a clue. >> they set up a hot line for noise complaints. you know it will be bad. what will be good is the

tracking west at eight miles per hour and right now, it's still in that area. in fact, over the last 12 hours, i want to show you the doppler radar satellite loop because it continues to pound especially north carolina with lots of rain. there is still quite a few concerns, mainly flash flood warning in effect for the dark green area and a flood warning in effect throughout the day for the light green areas. because the grounds are already saturat saturated, we could see potential landslides, as well. that's a concern. in addition to that, a tornado watch infect f effect for this throughout the day. back in the bay area, we're d e dealing with much of the same we saw yesterday. here is coastal clouds right now now. a live shot with clear skies and low coastal clouds creeping their way back into the bay now. it won't last too long.

san francisco 55, oakland 52 and san jose 50 and we still have the cool spots in the valleys, morgan hill 45. when we have clear skies overnight, the cool air pulls in the valleys and that's where we get the cooler temperatures. this time we're looking live from mount tam, we had cooler numbers all morning in the north bay and for earlier in napa. santa rosa 46 and napa 44 and 50s through fairfield, concord and livermore. here is what to expect as we look out from the east bay. just a few low clouds there. we'll see breezy and mild temperatures this afternoon. so the sea breeze will pick up again this afternoon and that allows for cooler temperatures. the temperatures will remain below average through tuesday but then get ready for much warmer weather wednesday and thursday. at the coast you'll like that and inland you will say it will get too hot. highs will range from 60s with the clouds hugging parts of the beaches. san francisco 63 today and look
