let's get up up and get going. this is "abc7 mornings." good morning, everyone. i'm carolyn tyler and thank you for joining us on this sunday september 16th. let's start with a quick look at the weather with francis who is in for lisa. >> hi, carolyn, we have clear skies over the bay area right now, and you can see the live satellite image and the doppler. and you can see from mt. tam, and little bit from the golden gate bridge there. and this is the forecast that you can also download from our app. and temperatures will be in the 50s and this afternoon, we pull back in temperatures are from the coast, but a it is going to be breezy and cooler than average. inland reaching 70s, and around the bay, upper 60s and coast, the sea breeze is going to keep us in low 60s throughout the day, and the sunsets are at 7:15 and the clouds will return

overnight, and few cooler days ahead in store for us, and big warmup and i will let you know all about it, carolyn. >> thank you, francis. >> developing news. florence is a tropical depression and dumping massive amounts of rain and prompting flash flood and tornado warnings in the carolinas, and there have been 14 people who have died so far, and the death toll has now just risen, and hundreds and of rescues taken place overnight, and the national hurricane center says that the effect of that torrential rain is to be catastrophic. abc news emily row is from north carolina. emily? >> thank you, carolyn. after days of constant rainfall, we have gotten a break in the last hour or so, but the damage is done as water levels continue the rise, and there is a flash flood warning still in effect right now.

going to put at least 5 million people at risk and cause more casualties than florence. many says that they are hoping that the are precautions taken after last year's deadly typhoons are helpful. >> it seems better prepared than last year. >> reporter: and while many travelers are anticipating their traveli travelinging, many experts believe this is the strongests typhoon to hit hong kong in the last six can decades. >> so we go over to francis for the latest on the storms florence and mangkhut. >> yes, the typhoon has made landfall and west of hong kong, and you can see that he i have rain will pound rain is going to pound for several hours, and has been pounding them over the last six hours. it is going to quickly weaken

ov over to the next day and drop to 30 miles per hour over the next morning. and hurricane florence or rather post tropical depression florence right now, and it has ben a slow moving storm, and the winds are 35 miles per hour, and tracking north and northwest at 10 miles per hour, and over the past 12 hours, you can see how it has pounded and inundated the carolinas, and so you can see that they will get an additional 10 inches of rain and storm totals up to 40 inches by the time it is over. and the main concern for that area is the flash flood warning in the dark green and a flood r warning for the light green area, around tornado watch for some of the parts of therea epgckn,nd bor caehe grounds are saturated, landslides are a possibility and danger there. carolyn. >> as you know, francis, the american r american red cross is organizing the relief efforts by those who are impacted by the storms.

you can make a $10 donation by texting red cross to 09999. following the devastation of the tubbs fire, the first rebuilt house in fountain grove is now home for a man who lost nearly everything last year. abc 7 news anchor hank thomas has his story. >> one, two, three! >> reporter: longtime fountain grove resident helped to cut the are ribbon outside of his home. last year, he lost his home along with other residents of the area because of the tubbs fire. now he is going to move into a brand-new home are built from the ground up. >> when we built it, i thought that we would not be rebuilt in 11 months, because people were saying two years. >> reporter: other houses are starting to take shape where francois is moving in.

today. did you know that fall arrives ont saturday? oh, boy. can the holidays be far behind? frances is along shortly with the full accuweather forecast. developing news. santa rosa police are investigating a deadly hit-and-run. officers arrived at stony point and occidental road just before 9:30 last night. the witnesses called 911 after watching a car hit ap man. he died at the scene, and the driver took off. >> it looks like it is a white sedan, and possibly some type of smaller sedan with the spoiler on the back, but we don't have any information on the driver. the officers searched the areas, they have not located the vehicle or the driver at this tme. >> investigators are going through the surveillance video at nearby businesses, and anybody with information are a asked to contact the police. and a man broke into a home

on churchill drive friday night and the suspects hopped a fence and went through the door, and the alarm went off as the homeowners were driving up. they say that the men got away with a 2015 sedan with paper plates. a person is responsible for a stabbing that happened steps away from the entrance of the ritz-carlton residence building. this is video from the scene of market and geary, and police say that two people got into a verbal fight last night, and appare apparently es ka ka lated with a man stabbed. the police say that the suspect walked away and officers recovered a knife at the scene, and the victim is expected to recover. >> beaches and waterways around the bay areaare a lot cleaner this morning thanks for the army of volunteers who spent the saturday picking up trash for coastal cleanup day.

cooler along the coast. the temperatures are below average through t and so a couple more cool days, and then ch warmer weather for wednesday and thursday and possibly 90 inland thursday. highs today, comfortablend mild. if you are headed to the santa clara wine and art festival, low 70s and you will find 60s along the peninsula. and still breezy at the coast with the clouds sticking around throughout the day. and daily city is only warming up to 59 the degrees. and in san francisco, 63 for all of the events going on today the. and at the sonoma race, t-shirt and shorts there with a warmup at the east bay where you will see the temperatures ranging from mid-50s to lower 60s. and hercules hitting 70. so lots of 70s out there. and walnut creek is expected to hit the high of 75, and

livermore is 72. i want to show you what to expect for the week ahead. antioch is one of the warmer location, and we will be 76 to today, and cooler monday and tuesday, and wednesday things will turn around and we start to heat up. thursday is 90 degrees possible and then we drop back down fort saturday, and as much as carolyn hinted is the start of fall. it starts saturday at 6:54 p.m. this means that the earth as it is rotating around the sun, and what happens is that the sun's direct rays will move south of the equator when we get the c l cooler weather. this is the accuweather forecast. so a breezy afternoon today, with the below average temperatures, and we continue to be below average, and in fact a little bit cooler tomorrow, tuesday and another cool day, and then temperatures will rebound with a warm afternoon thursday and plenty of sunshine and near 90 possibly inland. it could be a great beach day, because we will see the mid- to

patients into bay area's latest state-of-the-art medical faci facility next month. a ribbon-cutting ceremony took place for the u critical care pavilion at washington hospital in freemont. this new intensive and critical care units will have 48 beds compared to the current capacity of 28. the e.r. is 224,000 square feet, and four times the size of the current facility. even the way it is constructed is state-of-the-art. >> it moves from side to side three feet in every direction, and it also can move up and down. which is kind of hard to imagine, but that is what it is built to do. it is the same size of system put into the apple campus. >> the project came in on time and on budget. the exact opening date the has not yet been set. a final chance to check out the northern california dragon

boat festival in oakland. teams from around the world are competing this weekend. this is the largest dragon boat race in the country, and there's also food, shopping, live performance, and kids games and arts and crafts. check it out at a lake merritt from 10:00 to 5:00 today. a large hip-hop festival is going to wrap up in the oakland coliseum parking lot today. sky 7 flew above the coliseum complex when the crews put the finishing touches on the attraction called the "rolling loud" festival. it is the world's largest hip-hop alne y le work ar the coliseum, you might hear it, and the san leandro police have set up a noise complaint hotline. the coliseum is sitting two miles north of the oakland and san leandro border. abc 7 news brand local-ish is sharing stories that are inspiring in a weekly series

blowing away some of the treetops. patchy clouds in the next hour with most of the temperature s n the 50s and a few 60s out there. and by noon, the clouds will pull back to the coast, and it will be breezy this afternoon, and the temperatures are below normal, and inland areas are reaching the upper 70s and around the bay, look for the upper 60s and the clouds will return after sunset at 77:15 an the clouds will move in. but we have a warmup in store. carolyn? >> and the big weather story is elsewhere with the developing news of the waters rising in the carolinas. first responders are scramblto floods. there is a massive effort to reach those stranded, but many of the roadways and interstates are impassable. the death toll is rising to 14, and here is amy row bok with the destruction of the pow irful storm sglsh powerful storm.

>> amy robach, the latest death toll now is 14. more news that a u.s. border patrol supervisor is facing murder and kidnapping charges. pros ecutors say that he killed four women in texas. officials took juan david ortiz into custody in laredo yesterday. officials said that he committed the crimes over a two-week peri period, and the killing spree ended when a fifth victim was able to e escape and call the police. all of the women are believed to have worked as prostitutes and ortiz is being held on a $2.5 million bond. >> happening today, some residents of three neighborhoods near boston are llnumerous gasplosnsas week. overpressurized gas lines are causing the explosions18-year-o least 25 others were injured. the ntsb is looking into the

>> reporter: 26-year-old man from massachusetts boogie boarding 30 yards off shore saturdsat saturday when he was attack bade shark. this photo taken just before the fateful swim. >> they are currently carrying the party up to the parking >> reporter: drag ed ged to the beach by horrified on lookers. >> i never wanted to be the guy at the end of the ocean screaming "shark" at the top of my lungs, and that happened to today. >> reporter: they did rush medicci to the hospital, but he did not survive. these were photos captured just hours after the incident. it is the first dead lay shark attack in the area for more than 80 years, and the second of this month. a doctor from new york was bitten just four miles up the coast. >> i was attacked suddenly.

>> reporter: weeks before in cape cod, two great whites spotted off shore, and this great white leaping from the water and lunging at a shark scientist. >> when you have a item at the beach, and predators like the sharks moving in to try to get to them, and the general public needs to be incredibly vigilant. >> reporter: and this beach is close nod the swimmers since the deadly attack, and they tell us that the beachgoers should avoid deeper water and anywhere seals line the shore. cape cod. today is your last chance to celebrate the autumn moon festival in san francisco's chinatown, and now in the 28th year, the festival has 200 booths with food, and arts and crafts and jewelry. there are going to be several street closures in the area as well. there will be martial arts demonstration, and dance performances, too. the street closures will be in the area and be aware of that.

the sonoma raceway. it is moving to laguna in monterey next year. the owners of the private raceway announced in july that they would not be seeking a new contract due to the financial and geographic reasons. the race starts at 3:30 this afternoon. also happening today, thousands of people will be welcoming a canoe to san francisco. it has traveled from aha ha with a message to protect the earth. yes, it is called the -- from hawaii and it is going to be arriving at noon to a aquatic park, and the crew uses cues from the stars, wind and water to bring awareness for caring for the oceans. the canoe is going to be open for tours tomorrow and tuesday and then it is going to travel along the california coast until december before returning to hawaii. not sure on the pronunciation of that canoe. >> i thought that you did a good job to attempt it.

it is big day in sports this afternoon. the 49ers will be playing the home opener against the lions looking to rebound from last week's loss in minnesota. every fan at levi's stadium is going to receive a jimmy garoppolo bobblehead like this one. kickoff this afternoon. and the raiders will also try to get their first win of the season in denver against the broncos, and the kickoff is at 1:25. and cal is going to open up pac-12 play in two weeks at 3-0. yesterday, the golden bears notched the third win of the season against idaho state. and here is abc 7 news anchor mindi bach with the highlights of this morning's sports. >> reporter: there is a big matchup in college football saturday, but locally a different scenario. stanford and cal hosted lower division schools, and both teams had a chance to improve to 3-0.

the fifth. the giants shutout the rockies for the second night in a row. 3-0. and your 49ers host ed the detroit lions in santa clara, and the raid ers are in denver to face the broncos. we will bring you all of the highlights starting on ashbc 7 tonight. see you then. tornado warnings issued for the tropical depression florence. right now sh, the current conditions are starting to move at 35 miles per hour, and tracking north/northwest at 10 miles per hour. some tornado warnings issued within the last ten minutes, and they will expire in the next half hour or so, and these areas are indicated in red. because they are getting so much rain, a flash flood warning in dark green and landslides are still a possibility. we may see an additional 10 inches of rainfall. also, tornado watch in effect for this area near the borderline of the carolinas.

that is through today. i also want to take you out to typhoon mangkhut near hong kong. it is 150 miles west of hong kong and it has made landfall and because of that, it will start to weaken. tomorrow morning the winds will die down to 30 miles per hour. and back here in the bay area, we are dealing with breezy conditions, and the clouds are starting to break up here as you can see from the doppler h 7, and the clear skies over the bay area. this isan francisco. 76 there, and oakland in the 60s and mountainview and san jose is 64. from mount tam blue sky, and the temperatures have been on the cool side in the north bay, but they are clearing up. santa rosa is 55 and napa 55 and novato and fairfield, 61, and livermore is 61. you can see some of the coastal clouds there, and that is going

nguyen with the story. >> reporter: as the cost of living in the bay area continues to rise, local educators are feeling the pinch. >> we have great teachers and we want to do what we can to keep them here, and keep them local, and just prevent them from leaving. >> reporter: that is why the head of the college national football championship in january with officials of the bay area host committee, and the college playoff foundation have announced a partnership with the bay area lend it for a down payment and assistance for homeownership. >> it is to make sure that the dialogue is being had at the right levels and people understand how serious the problem is, and the connection between housing insecurity and quality of education. >> reporter: three educators will each receive a $25,000 grant to buy a home. dozens of others will receive other grants totaling $150,000
