here's alexis. good morning, mike. we're starting off quiet once again today. a live look at the bay bridge toll plaza. no metering lights yet. once you make it past the toll booths, a vehicle ran out of gas on the bridge. that is blocking the left lane around the center. that is not causing major delays but a little bit one has started to form. highway 4 to the maze, 17 minutes for you. you are in the green. 16 minutes across the bay bridge. normally we're 12 or 13. that is due to the vehicle that ran out of gas. san francisco to sfo, still looking good in the green at 9 minutes. a crash around candle stick park i'm just hearing. we'll look at that next >> crews responded to a house fire in walnut creek. contra costa tweeted these from the scene. two-alarm fire was reported just after 8:00 last night. crews were able to get it under control but it did cause some damage. no one was hurt.

developing news, gop senators are giving a bay area woman an ultimatum. show up monday or they're headed for a vote. >> chuck grassley says dr. christine blasey ford has until tomorrow morning to submit her testimony. grassley has offered to fly senate aides to california to interview blasey ford here. he says the hearing will go on if blasey ford is there or not. much more coming up at 5:30. but first let's check in with abc 7 news reporter carlos saucedo. carlos? >> reporter: good morning, matt and jessica. all you have to do is look up in the sky to see that sign of support. a plane will be flying a banner in support of dr. christine blasey ford over palo alto later this afternoon. ever since she came public, accusing brett kavanaugh of all the, the palo alto professor has been under intense pressure to

testify before the senate judiciary committee. dr. ford has her supporters. many calling her brave for breaking silence on the 30-year-old allegation. she has received death threats for coming forward with her story. as a result, her supporters are aiming high for the sky with their message. the woman's advocacy group, ultra violet is paying for the banner, thank you, christine. we have your back. >> letting her know we believe her, that we have her back, that we understand she is under an incredible amount of pressure and under fire that she didn't ask for, that she doesn't deserve. and neither do her family or her friends. but millions of people behind her. >> reporter: fearing for her safety, dr. ford and her family have left their home while pressure mounts for her to

testify in washington, d.c. now, the banner will fly over pal he low alto later this afternoon beginning at 11:00 this morning. reporting live in palo alto, carlos saucedo, abc news. the president visited the carolinas yesterday. he handed out hot meals, hugged residents and thanked first responders. in north carolina alone, rescuers saved 4,000 people from floodwaters. >> they rescued the stranded, protected the incident and restored hope to families. >> the president said it was one of the most powerful storms to hit the country. >> steph curry tweeted this link of a new fund he launched with john wall from the washington wizards and chris paul from the houston rockets. all three are north carolina natives. the goal is to raise half a million.

here's abc 7 news reporter lilian kim >> reporter: before jan installed a $5,000 filter, he couldn't use the water inside his own home. the city told him it was contaminated. >> they pulled up with a water truck. then we just filled buckets >> reporter: but at a community meeting, employees of santa rosa water informed fountain grove residents that tests have been promising. they spent months identifying and fixing the problem which came to their attention when people noticed it had a strong owner. benzene leached in. >> all the data in the advisory area has come back and meets all regulatory requirements, federal and state drinking water requirements for safe water. >> reporter: crews replaced more than 440 water lines, three mains, and eight hydrants at a cost of $8 million.

>> abc 7 news reporter amy hollyfield is live on treasure island with details. amy? >> reporter: hi. good morning, jessica. yes, a new toll to get on and off of this island. here's what we're looking at. this is according to an article in the san francisco examiner. during peak hours, drivers will be charged $3.50. and then $2 in off-peak. on weekends, the price will drop to $1 during peak hours and free during the off-peak hours. right now, less than 2,000 people live here. but big changes are coming. housing is being built. and the population is expected to reach 25,000 by 2035. the toll will help pay for the ferry service they will start offering from san francisco ferry building to treasure island. and it will subsidize bus service from downtown oak land to the island. they will not forget the original residents. those who lived in below market

republicans are moving ahead with the hearing monday to consider sexual assault allegations against brett kavanaugh and have given his accuser a friday deadline to testify. >> we're not going to cancel any hearing until the last minute. >> reporter: christine blasey ford alleges brett kavanaugh tried to assault her when the two were high school students. kavanaugh denied the charges. >> the american people need to see dr. ford side by side and judge kavanaugh and see for themselves. >> reporter: they have rejected calls from attorneys and other democrats to say an fbi investigation needs to happen first. >> i just absolutely am stunned at why we are so -- why the republicans and the president is opposed to letting the fbi do what the fbi has done for decades. >> reporter: ford has not agreed to appear. in a letter her lawyer says there is fear. her family had to move from their home, she has been the target of death threats.

telling the truth, that he could be held responsible for that, including a felony. but we should also note that these aren't investigators. this will play out through the process. it will be interesting to see what decision dr. ford makes here within the next day. >> okay, zachary reporting live from new york. thank you so much. meanwhile, back in the east bay, a young woman says she was targeted by two men and she was shot by a paintball gun. the victim doesn't want to be identified. but she does appear here in surveillance riding her back on macarthur boulevard and 35th sunday evening. she was followed by a white hatchback by two men in their teens or 20s and one of them shot her. >> i looked down and had paint and blood on my leg. and had been hit a few times in my back. >> the victim says she tried to file a report with oakland police but was unable to get through to the dominant. he epd says they have not seen a

pattern of paintball incidents. they are concerned and would like to investigate. they said it could be considered assault. a registered sex offender is back in custody after he planted a hidden camera inside a starbucks bathroom. officers arrested david lista on august 30th after linking him to a camera found in a restaurant on dire street in union city. police found videos of people using the bathroom at his home. he illegally videotaped customers of his plumbing service. he was convicted of videotaping female high schoolers in 2008. city counsel approved a plan for the rundown falcao shopping center. the developer's plan qualified for streamlined approval under a controversial state housing law that was passed last year. sandhill company's proposal includes 3,000 residential units, 485,000 square feet of retail space, and 1.5 million square feet of office space.

what's new at manresa? >> a world renowned restaurant damaged by fire is open again. manresa has been closed since july 16th when an overnight fire damaged the attic and outside wall and some items inside. the fire was determined to be accidental. it happened in almost the same spot as the 2014 fire that caused more than 2 million in damage. manresa is one of 13 restaurants in the with three michelin stars. about half the items on the menu are new. for the next six weeks, they will focus on tomatoes. we are already learning who will perform at the super bowl halftime show. maroon 5 will headline the show at super bowl liii in february. it is one of the top-selling bands the last 15 years. makes me wonder, moves like jagger and girls like you are some hits. there is some backlash. atlanta has a huge music scene. many say the nfl should have picked someone from the atl. >> yeah. maroon 5 is like, eh, are they really the biggest -- one of the biggest acts in the country? >> i just went to a maroon 5 concert, and i loved it. >> they're always on the radio.

feel like you're paying too much in state taxes? a california lawmaker thinks you are. a report from the state department of finance shows california collected $900 million more than projected in july and august. $725 million came from personal income tax revenue. ted gains wants that money returned to taxpayers. >> we had this huge surplus the last budget year and even year to date on the current budget. billions and billions of dollars in my view would be better spent by the taxpayer. they are really overpaying for their taxes. >> officials from the state department of finance warn against making any major tax decisions based on short-term tax gains. lime is appealing a decision not to award a permit to put skaotders scooters on city streets.
