hotels and a bunch of shops. >> here is a look at some of the renderings of what the island will look like from the firm that's handling the design. to manage the increased traffic, there are plans to add ferry service to san francisco, increase muni bus service, and launch ac transit bus service to oakland. >> also a toll for all drivers going both on and off the island. during peak hours on weekdays it would cost $3.50. $2 off on weekends. >> abc 7 news reporter lyanne melendez joins us live with more. >> reporter: i've got to tell you, the toll is a done deal. it was approved in 2016. the rates have yet to be approved. the san francisco board of supervisors will vote on november 27th. by the year 2035, there will be close to 25,000 people living on

treasure island. today there are only 2,000. construction will have a huge impact on the island. more people will mean more traffic congestion. the san francisco county transportation agency believes the solution is to add a toll as you enter or leave t.i. >> we're doing this in hopes that the growth and new trips that come with it will not result in gridlock on treasure island or on the bay bridge. >> reporter: $3.50 during peak hours on weekend and $2 during off-peak hours. on weekends, the toll will be $1 during peak hours and free any other time. >> it's going to cost me more money every time i go across the bridge. i go across the bridge four, five, six times a day. i go in here three or four times. >> reporter: there will be no toll booths. fast pass and licensed scanners will be used instead. some residents will get a break. >> one free daily round trip rop household per day for folks who

hurt on little league families. a lot of baseball is played here on t.i. another person wrote, i can feel the money applying out of my pocket. thanks, mj. lyanne melendez, abc 7 news. >> lyanne, thank you. a live look at three bay area bridges were drivers currently pay tolls. back in june voters in all nine counties approved regional measure 3 to increase bridge tolls over the next seven years by $3 for transit improvements. the first to hike is slated for january. but a lawsuit has been filed to stop those increases, claiming the toll hike is actually a tax, not a fee, and needed two-thirds majority to pass. the measure received 55% approval. the golden gate bridge is the only local bridge exempt from this upcoming toll hike. bay area bridges aren't she cheap, but they also aren't close to being the most expensive in the country. check these out, the chesapeake

blasey ford's legal team says monday, september 24th hearing is, quote, not possible, but that she would be prepared to testify next week under what she calls fair terms, which would ensure her safety. however, late tonight politico is reporting that blasey ford's attorneys just held a conference call with members of the senate judiciary committee about her testifying. the report says that no decision was made but described the call as positive and that there was a lot of discussion about accommodating requests so that blasey ford would testify. the report says republicans feel good about the developments, although many deputies are still calling for the fbi to investigate. >> she's asking the fbi to investigate her claims. she's asking for that kind of review, that investigative work, that oversight, that accountability, because she's telling the truth. >> brett kavanaugh has dnd blen blasey ford's accusations.

if she chooses not to testify, sources say monday's hearing would likely be off with the senate panel looking to vote on kavanaugh as early as next week. over the peninsula this week, a plane carrying a banner with a message saying, thank you, christine, we have your black, was commissioned by ultraviolet, a national women's advocacy organization. the first person to learn of dr. blasey ford's accusations was her congresswoman anna eshoo, the 13-term palo alto representative had forewarning of these bombshell relevant vegass. she sat down with abc 7 news reporter david louie earlier today with insights on blasey ford and joins us live from palo alto. david? >> reporter: exactly two months ago, july 20th, dr. blasey ford was able to secure a private meeting with congresswoman eshoo. congresswoman eshoo was able to sit down with blasey ford, who was then encouraged to write down details of their conversation. it was put in a letter and then forwarded to senator dianne

google employees considered ways to tweak search results last year in response to the trump administration's travel ban. this according to "the wall street journal." reporters reviewed internal google e-mails in the days after that travel ban was instituted. they found that employees floated ideas about ways to tweak the search functions to show people how to support pro-immigration groups and contact their lawmakers. google says none of the ideas were actually implemented and they don't manipulate search results to support certain political views. more problems for the california department of motor vehicles as a technical glitch forced massive delays at dozens of field offices across the state, including 12 here in the bay area. this comes as the agency is dealing with increased criticism over those wait times and inefficiencies.

abc 7 news reporter countrihrisn has the story. >> i'm still kind of doing the things we were doing ten years ago and still working in an archaic system that can't seem to keep up with the population of drivers. >> reporter: oakland resident louisa lynn came to get a handicapped placard but was told the system was down. >> it's always frustrating when you go to the dmv. that's just how it is. >> reporter: as lines continue to grow throughout the morning, dmv officials scrambled to fix a router issue that stalled services and transactions from being processed. these computers inside the fremont dmv couldn't connect to the server, meaning customers hoping to get something as simple as a driver's license or renewal couldn't fill out an application until the system was back up and running. >> the earliest appointment i was able to get was december 18th. i can't wait until then to get a replacement i.d. >> reporter: officials told us the outage occurred last night

but wasn't noticed until this morning. >> i'm mad at myself for losing my i.d., but at the same time i wish this would move faster so i can get out of here. >> reporter: as for the decade-old computer system currently in place, the agency hopes to modernize it within the next four years. until then these customers are taking it all in stride. >> of course when things go wrong, they're wrong, it's not going to go smoothly. you kind of have to accept it. there's nothing i can do about it. >> reporter: some locations reported outages lasting more than four hours. in fremont, chris nguyen, abc 7 news. >> dmv customers tweeted to us sharing pictures as well as videos of the outage. one says a dmv staffer was handing out bottles of water. when news happens where you are, share it with us on social media. >> at least it was nice of them to hand out the water. >> that is nice. >> they couldn't fix the computer problem. >> but here's some water. everyone will need some water in the next few days.

the firm received permits for remodeling. according to a lawsuit filed by city attorney dennis herrera. >> the fraud was perpetrated to get a competitive advantage. >> reporter: the spokesperson for the city attorney's office says principal engineer rodrigo santos, a former president of the building commission, used his expertise and understanding to game the system by saving on costs and increasing speed. santos says he's falsely accused. >> we do drawings. we obtain permits. we don't control who gets to implement that work. >> reporter: the contractor for 6018 fell street is also named in the lawsuit. >> you push the job to get it done within the contract period as fast as possible. >> reporter: are you saying you started excavating before you had an excavation permit? >> umm, that is correct. that is correct. >> reporter: that's illegal. >> i know. and sometimes we go through a red light, that's illegal too, so you deal with it, right? >> dig first and ask for

permission later doesn't cut it in san francisco. >> reporter: the city attorney's office also says the excavations put people in adjacent homes in danger. >> if there was any damage caused by an excavation, we will make sure sure that they are made hole. >> reporter: neighbors either weren't around or didn't want to speak on camera. the damages could total millions of dollars. in san francisco, melanie woodrow, abc 7 news. >> thank you, melanie. new at 6:00, governor brown has vetoed a bill that would have required middle and high schools to start classes after 8:30 a.m. brown agreed with the bill's opponents who say class schedules should be left to local control, and that starting cool later could make it difficult for working parents to drop off their kids. supporters say a later start time is better for student health. governor brown signed the plastic straw ban into law this afternoon. what does that mean and when will it affect you? abc 7 news anchor kristen sze

breaks it down for us. >> reporter: if you go to a full service, dine-in restaurant, they can no longer automatically give you a plastic straw. a customer has to ask for it. if a restaurant violates the law, it gets two warnings. after that, it's a $25 per day fine topping off at a maximum of $300 per year. the rule only applies to full service restaurants. it doesn't apply to fast food restaurants or take-out orders. critics argue it won't really help the environment and will only hurt people with disabilities. but supporters call it a small first step. many california cities actually already have stricter plastic straw bans. santa cruz has had one since 2017. and recently san francisco passed a ban that takes effect in 2020. it will become the largest city to block all establishments from giving out plastic straws. and many leading chains are already making the move on their own. starbucks has announced it will eliminate plastic straws by 2020.

it's already tested out strawless lids in a few cities. kristen sze, abc 7 news. two olympians who went to san jose state will receive the university's highest honor next month. tommy smith and john carlos won gold and bronze metals respectively at the 1968 olympics in mexico but became more famous for raising their fists in a black power protest. they were sent back to the united states afterwards. the pair risked everything to bring worldwide attention to the defining issue of their time. they'll receive a tower award at a gala in october. they were already recognized with a statue of their likeness installed on the campus in 2005. it seems to be happening to retail stores one after another, robberies and thefts are on the rise in some communities. but in san leandro, the police department is offering business owners tips on how not to be the next victim. abc 7 news reporter laura

anthony has the story. >> if you are a victim of a crime, forget about staying calm. >> reporter: with a rash of robberies and thefts, business owners in san leandro are working with local police to make sure they know how to keep themselves and their employees safe. >> this is a national program. it's actually an international program that we've adopted to offer to our businesses, to attempt to get them to conduct business in a safer manner. >> reporter: so far, 13 business owners have undergone the free training that comes with the crime-free business program. it includes two hours of classroom instruction and onsite visits by officers who offer safety recommendations. >> keep window coverings to a minimum so there's clear visibility inside and outside of the business, to make sure there's no hiding spots so no one can hide out or anything like that. >> we've had a lot of window coverings and stick that's were blocking a lot of the view in the light. >> reporter: the village bottle shop used to have a lot more signage and stickers on the windows, but not anymore.

>> when i went to the program, i learned a lot of things. how to hand the cash and how much money. >> reporter: the owner of the haven day spa, john su, has also implemented what he's learned from the crime free program. >> everything is under the camera. if not, i don't need to fight with them, just listen to what they want and then dial 911. >> reporter: this owner made safety improvements after he bought the store a few years ago. you can see the cash register is halfway into the store. it used to be at the front door, too easy for a robber to grab the cash and run out. laura anthony, abc 7 news. we now know what attorneys for dr. christine blasey ford asked the senate judicial committee about during a conference call tonight. they were working to see if dr.

an organization known for rescuing and caring for abused animals, especially chickens, is looking for a new location tonight. >> the old animal place rescue ranch is on the market because it ran a-fowl of zoning regulations. >> this is one of the coops. we have two other barns where we

can take the chickens. >> reporter: she took us on a tour in rural vacaville. the coops are empty now except for a few ground squirrels. >> i've only ever seen this place full of life. so, yeah, it's sad. >> reporter: in the past, thousands of chickens rescued from inhumane conditions on egg farms across the state would be brought here. >> you open the crates, they come flooding out and immediately start dust bathing, spreading their wings and just being chickens. >> reporter: unfortunately, their success at caring for the chickens ran into zoning regulations. they put the rescue ranch up for sale and removed the remaining animals to a larger 600-acre site near grass valley, shown here in video provided by the animal place. but they still want a second facility to carry out their primary mission. >> socialize them, rehabilitate

them, and adopt them out to loving homes. >> reporter: they're looking for a new location closer to the bay area. they've checked out a couple of sites. one is close to petaluma, which would allow them to care for more animals and would allow them to have visitors. >> so we're trying to raise money, you know. we're a nonprofit, and we depend on the public support. so right now we need the support of our community more than ever. >> reporter: they're looking to raise a million and a half dollars to purchase the new property. most of that will come from the sale of the old site. but they'll still need at least $150,000 in donations to make up the difference. >> i know we're going to get it up and running again. >> reporter: in vacaville, eric thomas, abc 7 news. >> i hope they can get that money. great weather today, and

fourth. marcus semien knocking in two runs. it's 12-1 oakland. after a scoreless fifth, oakland answers with six runs in the sixth. semien again with a three-run double. he had five rbi. now, angels catcher francisco arcia pitched the seventh and eighth and you almost feel bad for him, it looks like batting practice right there. nick martini with his first career home run to give the a's 20 runs in the game. chad pinder follows with a solo shot of his own. the a's win 21-3, the most runs they've scored since they had 23 back in 2000. this weekend the 49ers will try to do what the chargers and steelers couldn't, slow down patrick mahone, leading kc to a 2-0 start. he's the first player to throw ten touchdown passes in the first two games of a season in nfl history. he shares a common bond with jimmy garoppolo.
