live, this is abc 7 news. >> he terrorized women throughout northern california, typically for hours at a time. >> and to have him, this attacker, still living amongst them on the streets is chilling. >> in fact, police say a serial rapist has been working in this building at uc berkeley for 25 years. that is exactly where he was arrested. good evening, i'm larry beil in for dan ashley. >> roy waller is the norcal rapist, a man accused in a series of sexual assaults from 1991 to 2006 in the bay area and northern california. he started working at uc berkeley in 1992. >> laura begins the coverage in woodland. laura? >> reporter: hi, larry. one of the alleged victims lived here in woodland. the attack happened here. another, just down the road in

davis. these attacks go back to 1991, but today, investigators told us they actually cracked this case in a sacramento dna lab a week and a half ago. cold cases often become a journey for justice. >> reporter: after nearly three decades and at least ten cases spanning six counties, investigators say they finally got their man. the man they believe is the norcal rapist. 58-year-old roy charles waller was arrested thursday when he arrived at work at uc berkeley. >> an incredible partnership between science and passionate police work, the answer that many waited so long has come to us in the last ten days. >> reporter: investigators say they matched waller's dna with camp samples at various crime scenes like in chico. >> the dna in our case comes from her stabbing the defendant

in the arm. >> reporter: in 2006, a victim from north sacramento went public in hopes to capture a man that was then depicted in sketches. >> i don't want to be recognized around town, having people give me looks. then i told myself, this is something i have to do because this guy is a serial rapist. >> a typical halloween night with a person handing out candy. >> reporter: contra costa county d.a. is gratified the charges include a 1996 attack in martinez. >> it is a very, very good day for law enforcement and a great day for victims of crime when we can finally hold someone accountable. >> reporter: waller is married and held the same job at uc berkeley 25 years and is being held at the sacramento county jail without bail. >> the message to the public and the victims and, you know, criminals out there, the game has changed. dna is going to get you, sooner or later. >> reporter: we asked to speak

with waller in jail. he declined that request. he will be arraigned on 12 counts of aggravated sexual assault on monday afternoon in sacramento. the expectation is that there could be many more charges coming down the line. laura anthony, abc 7 news. >> thank you. the accused rapist, roy waller lives with his wife in a quiet neighborhood. >> eric, you have been talking with a lot of neighbors. >> reporter: we have, indeed. we tried walking on the door here at waller's home, but received no answer. as you said, neighbors have been talking. they are outright shocked. >> sad. shame. scary. >> reporter: word that the man who lives in the house with the well man cured lawn and white picket fence is a serial rapist threw everyone for a loop. >> this is a nice neighborhood. you don't think of someone

accused or arrested of doing such a thing or so many attacks and rapes would be living in your neighborhood. >> we talk around here all the time, the nighttime and daytime. you never feel a threat. you never have that energy of feeling threatened in anyway. >> reporter: waller was the middle ages guy seen mowing the grass or trimming trees. one neighbor remembers him teaching her to use a weed whacker. he was pleasant, but not outgoing. >> i walked up and down this road every day. i have seen him. i have seen his wife. but, i have never spoken to him, that i can remember. >> reporter: police say waller was not an their radar. that's about to change. >> we are investigating our past cases to see if there's any connection that we could make with those cases with mr. waller. >> reporter: meantime, some of the women who live here think back to all the times they were home alone with a suspected serial rapist living nearby.

>> you woul look at him, think he is a normal person. you would never, ever think that. >> reporter: some of the people we talked to around here expressed concerns and would likeo know sooner. she is not intimidated, but would have been more cautious. the only dispute we have heard of is street parking. apparently, there's dispute over who should park where. outside of that and discussion between neighbors about it, he was a quiet guy. live in benicia, eric thomas, abc 7 news. >> scary to be on that block hearing the news. >> they used genetic to get him. this is the same that led to the arrest of joseph deangelo. they used a data base, a public one used by those in search of

relatives. users who get dna places like ancestry.com or23andme, and they can expand their search for relatives. >> you can get updates to your phone, download the abc 7 news app. new developments in the sexual assault allegations against supreme court nominee, brett kavanaugh by christine ford. charles grassley announced no agreement has been reached with ford on testifying, but negotiations are still under way. grassley says a vote on brett kavanaugh's nomination will take place on monday, unless an agreement is reached. >> ford met with the fbi at the federal building in san francisco to discuss the death threats she has received. melanie woodrow is there now. melanie, what is the latest? >> reporter: we were here outside for most of the day.

we had crews on the opposite side of the fbi building here in san francisco on the golden gate side. we did not see dr. ford come in or go out of the building. they said oftentimes agents conduct interviews off sight at somebody's home or business. word spread it was possible she could be here, at least one woman came out to support her. >> it's the reason i came here. the fact that, obviously, she should definitely go to the fbi about death threats. very necessary. at the same time, she's being refused an investigation by the white house from the fbi about her sexual assault by potentially, allegedly, brett kavanaugh. i think that's a reason to protest and to support her. >> reporter: we reached out to dr. ford's attorney regarding the reported meeting with the

fbi. we did not hear back. in san francisco, melanie woodrow, abc 7 news. >> thank you. her sister-in-law was just here at abc 7 news a couple hours ago. this was her first local television interview. she wants people to understand who the brett kavanaugh accuser is. christine or chrissy, as the family calls her is private and always in the back in family photos. i asked how ford is handling the attention amid the metoo movement. like it or not, due to all that has happened, she is suddenly thrust to the forefront of the metoo movement. how do you think she is carrying that burden and that responsibility? >> i think it's really hard and i think she's finding inner strength she didn't know she had and we want to provide support

for her. i know it means a lot to her when people in the larger community also offer support for her and, so, just encourage people that might be listening to know that it really makes a difference to feel that support. >> sandra says her sister-in-law took notice of the banners and letters backing her and appreciates the outpouring of love and support. we talked at length about why sandra believes her sister-in-laws story absolutely and completely and what ford is prepared to do next week. more on that on abc 7 news at 6:00. supporters of judge brett kavanaugh spoke out, they included mitch mcconnell and a senior aide from the bush administration who worked closely with brett kavanaugh. >> those who know him best stepped forward to say the allegation leveled against him is false. >> you watch the fight. you watch the topics.

here is what i want to tell you, in the very near future, judge brett kavanaugh will be on the united states supreme court. >> in a tweet today, president trump questioned the credibility of christine ford by wondering why she didn't report this alleged sexual assault to authorities at the time. that, in turn, s #whyididn'treport. it is true, most don't report. >> reporter: 63% of sexual assaults are not reported to police according to the latest 2015 study from the national violence resource center. sheryl davis of the san francisco human rights knows why so many are unreported. >> the inner turmoil about if i put this out here, how are people going to view me? >> reporter: female victims don't report for the following

reasons. they fear retaliation. it was a personal matter. another agency handled it. it wasn't important enough. did not want to get the person in trouble. take a look at this number, 30% gave another reason. now, let's think for a moment, without naming names, what would a 15-year-old, who was drunk do? i decided to approach women who were teenagers in the '80s. >> at that time, no, i wouldn't know what was consent and how to demonstrate that. certainly, i wouldn't want my mom to know i was at a party or drunk. >> back then, it was totally different. there was no metoo movement. so, yeah, i probably would have just kept it quiet. >> reporter: still, in the minds of some is the question of why report it now? >> if something happened, that would be a big deal. however, why didn't she come

a school bus that went into flames caused a back up on the san rafael bridge. a viewer shows the flames and smoke coming from the back of the bus. sky 7 was overhead afterwards. they all got out safely. crews are cleaning up the mess. they say there's going to be a back up for quite a while. high school students suffered minor injuries after

the school bus they were on crashed into a light pole just before 7:30 this morning. fortunately, all the students are okay. chp is investigating that crash. jerry brown signed a bill for a bailout for pg & e. it allows utilities to bill their customers to pay for future legal settlements. even if the blazes are from company mismanagement. it will prevent them from going bankrupt if they are responsible for the tubs fire in october. in the south bay, a group opposed to recreational marijuana sales in california raised their concerns in mountainview today. they say some mountainview residents and businesses are outraged by the city's proposal to allow up to five retail pot stores. staff says a recently submitted draft plan set that maximum at three stores and a vote is expected in october.

>> we would like to urge the councilmembers of mountainview to reject the proposal and ask every citizen in mountainview to stand-up firmly against it. >> maureen deliveries fm outside vendors was approved earlier this year. bay area charities, businesses and organizations held numerous back-to-school give aways for students. today, a twist. wells fargo is giving supplies to teachers. we have more. >> reporter: wells fargo rolled into martin luther king elementary school this morning. more than 30 volunteers from the wells fargo black african-american team network and the unified school district gave the students thrills with the stagecoach. today was about the teachers and helping them with their supplies. >> we need to lift them up, give them what they need to be successful. >> reporter: what do you need?

and the bay. 89 in santa rosa. san francisco, 64 and san jose, 85 degrees. live doppler 7 showing why the cooling started. it's that fog that rolled in and is covering the entire coastline right now. we are going to see it advancing in the overnight hours across the bay. here is a look at the temperature trend for walnut creek. the cooling will continue. 87 degrees, dropping to 80 and sunday. then you see the heat spike with the temperatures coming up to the low 90s. it is going to be hot, again, as we head into fall. from the tower camera, a beautiful view of the fog making a push across downtown san francisco right now. here is a look at the temperatures, 61 in san francisco, 65 in oakland. 70s and san jose. here is a view that says summer from the east bay hills camera. the marine layer is coming in from the coast and going to push across the bay. 71 in santa rosa.
