francisco's new sales force transit center shut down for safety reasons six weeks after it opened. live with team coverage and how commuters are going to get home. who will keep you safe on b.a.r.t? one director says it will be more civilians, not the cops. tonight a sneak peek at the plans and we'll tell you where a similar program is already in place. >> thank him for his arrogance and his ego because it -- it made a group of women really upset. >> thanking bill cosby? a north bay woman who accused him of sexual assault shares her thoughts with "abc 7 news." now from abc 7, live breaking news. sky 7 is live over that breaking news. that is san francisco's new sales force transit center, shut down this afternoon for safety issues only six wks after it opened. good evening. thanks for joining us. i'm larry beil in for dan ashley. >> i'm kristen sze. there is indeed a crack in a beam at the new $2.2 billion transit center. all bus service has been rerouted to the only temporarily
6:02 pm
trans bay terminal a few blocks away. >> let's start our team coverage with "abc 7 news" reporter chris wynn now at the live shut down center. >> reporter: right now passengers are directed away from the transit center and you can see it is pretty much a ghost town tonight, at least in this part of the city, in this part of the transit center which is right next to the sales force tower. i want to show you video from earlier as crews began putting up caution tape around parts of the sales force transit center. right now fremont street between howard and mission remains blocked off, as inspectors look at every single steel beam at the transit center. they want to make sure it is safe for people to be inside the building. they're doing it out of an abundance of caution and this comes as a discovery was made earlier today around 2:00 this morning, a crack was found in one of the steel beams in the ceiling of the third floor bus deck on the eastern side of the transit center. that's near fremont street. now, switching over to video from sky 7, again, you can see how empty the area is as
6:03 pm
passengers were being sent over to the old temporary trans bay terminal. right now engineers are working with city and transit agencies to determine what parts of the new transit center are safe to reopen. just moments ago, first street between mission and howard reopened to vehicular traffic so some good news there. but, again, fremont street, back here live, fremont street, which is one of the main roads into the city from the freeway, that remains closed between howard and mission. so if you are heading into san francisco tonight, no word yet on when this stretch will reopen. also, if you are planning on traveling into the city tomorrow morning, transit officials say to expect major delays. we'll be sure to each you posted online and on air at abc7news.com. for now reporting live in san francisco, i'm chris wynn, "abc 7 news." >> chris, thank you. i want to give you a look at the four floors of the transit center. we've indicated on this map
6:04 pm
where the crack is located. it is on the third floor near fremont and mission streets. the impacted horizontal steel beam is just beneath the roof top park you have been seeing from sky 7 with the beautiful garden on top. it is concealed with several feet of soil. that yellow vertical line, that's an elevator. yeah, you see the elevator right there, which you can see -- well, there's numerous elevators on the schematic here. >> bus service is operating out of the sold temporary trans bay terminal because of this. that closed when the new center opened, but look at it now. buses are going, people are being picked up there. sky map 7 showing us exactly where it is, at howard and beale. a full city block along there. >> melanie wood row is there live. melanie, there's obviously a lot of confusion in this situation. how are people handling all of
6:05 pm
this? >> well, they're handling it better than our audio is handling it. we will get to melanie in a second once we get the audio -- oh, now we can. melanie, you are on. >> reporter: okay. >> go. >> reporter: all right. hoping, kristen and larry, you guys can hear us now. obviously, yes, we are at the old transit center, and this is where people are coming. coming up and really having no idea what is going on. but when they got to the new transit center [ inaudible ] -- people in full-on sprint running here. we have some ground video to show you, of course, everybody likely coming off the heels of a long workday and wanting to get home to their families and the comfort of their home. as one woman described to us, luckily it is not too far away.
6:06 pm
>> it is aittleit of but it is f a block away so it is not that many of an inconvenience. i guess i'm not that surprised, looking at the bay bridge that is already messed up. seems like a typical thing around here, so i don't know. just go with the flow i guess. >> well, going with the flow is harder than you might think. it is not flowing. thank you very much, melanie, for that report. >> yeah. just to give you an idea of the magnitude of what we're talking about as we give you a look at sky 7, you will see the grid lock and the buses and people lined up. this facility is slated to handle 100,000 passengers per day. we're talking about 45 million people per year. it has been dubbed the grand central of the west. >> yep. >> grand central station in new york, if you have ever been there, it is a hub of trains and buses and millions of people coming and going, and it cost
6:07 pm
over $2 billion to build. it was scheduled to be $1.5 billion. they had costover runs and now they have a steel beam they have to fix. the trans bay authority held a news conference to give us the latest information on what they're doing right now. let's go to "abc 7 news" reporter kate larson who was at that news conference. kate. >> reporter: kristen, that's right. we are actually in a building across the street from the transit center. we have quite a view of the top of the building. we have from the executive director of the trans bay joint powers authority. we will show you some aerials from sky 7 here this afternoon. i can tell you that he is presumably a man that worked hard on this transit center, apologized to the commuters. he said he is extremely disappointed this fissure, this crack is inside the steel beam. i want to give you a few details of what they know. it is in a steel beam 6 1/2 feet
6:08 pm
deep and it was discovered around 10:00 this morning when workers were installing ceiling panels in the area. it is unknown how long that crack has been there. after multiple inspections throughout the day, they did decide, of course, to close the building this evening, and they're, again, apologizing to commuters. here is what they said about that crack. >> well, we discovered it at 10:00. we asked our designers to come in and inspect it and do some analysis. once we got the findings from the designers, it became apparent that the bus deck needs to be closed for bus -- and the building needs further inspection. based on that information and because safety is our highest priority, we decided to close the building and move operations to the temporary terminal. >> reporter: so he said that they just closed the terminal out of an abundance of caution because of safety issues. we asked what those safety issues might be. it is unclear at this time. we also asked if they think it
6:09 pm
is related to what is going on at the nearby millennial tower. they said no, at this point they think it is an isolated incident and this is one of many similar beams in the ceiling in this part of the trans bay terminal. they said that right now that they have three people there working, inspecting it, trying to figure out what is going on, how they can solve the problem so, of course, they can open it back up to commuters. at this point they said commuters should expect to use the temporary terminal they were using nearby while all of this was under construction. it could be days, it could be weeks. it is just indefinite at this point. that's the latest here live near the transit center. i'm kate larson, abc 7. back to you. >> all right, kate. thanks so much. i want to give you a little background now on the sales force transit center that opened to great fan fare really weeks ago. august 12th was the first day of service, but there was a full three days of events, each day huge crowds showed up and stayed for hours. remember, this cost $2.2 billion and its need was necessitated by
6:10 pm
the eth in 1989. so it took all of this time to build it and there it is, and now the steel beam issue. now, most of the people we talked with said after eight years of construction they were certainly excited for it to be done. most said they were impressed by the design. very modern. they were looking forward to improved transit options as well. while we were able to fly drone view salesforce trans bay terminal around the time it opened, you can see these are the steel beams right here. it is one of these that is having that issue, that fissure right now that's necessitated the inspections and evacuations. these are not the exact beams, but they definitely give you an idea how prominently steel beams are featured in the design of that billing. crews are, again, checking right now to see if other beams are affected other than that just one that they have found. >> it is a gorgeous facility actually, and it was very expensive. it is just we have this problem that they're going to have to figure out. here is a live view from sky map

7. as you might imagine when you are talking about thousands of people being moved from one location to another, you are going to have grid lock. we've got dream force going on in the city. we have a giants game tonight as well. so just getting pretty much anywhere in the downtown area is a major nightmare. i was just checking the bay bridge a while ago. if you get to the bridge, you can actually move, but getting there is the issue. now, a reminder, we use the "abc 7 news" app to send out this push alert when the news broke. it was right around 4:40 p.m. exactly. we put together a commuter resources page on our app to help you and your loved ones try to get home. that includes information on every bus line that uses the salesforce transit center. you will have to go back to the old center for that, which is a block or two away. go to the app or abc7news.com right now to get that information. we should point out that he was saying they will be inspecting tonight into tomorrow morning, so this is a situation that could go on for a while. >> and don't forget the dream

delta situation when we get them. now, believe it or not, there's another transit issue involving b.a.r.t. tonight we are getting an early look at a proposal to protect passengers on b.a.r.t days before the idea is pitched to b.a.r.t's board of directors. >> b.a.r.t is one of the bay area's busiest transit agencies. people take about 10 million trips a month and a b.a.r.t director is proposing adding civilian safety ambassadors to ride the trains and b.a.r.t police are asking for more officers. >> "abc 7 news" reporter katie utehs live in west oakland with more on the potential safety efforts. katie. >> reporter: kristen and larry, the good news here is this is a potential improvement of the transit system. here in west oakland during the holiday season, people are escorted by civilians to their cars so that their bags aren't stolen. imagine a similar effort of civilians on the b.a.r.t trains. one of the things we hear after major incidents is that people would like more of a presence on the trains. >> our staffing just doesn't allow that, and i think in the near term this would be a great
6:18 pm
complement to our safety activity. >> reporter: b.a.r.t district nine director bevin dufty is trying to get creative with the resources the agency has. he wants to hire civilian safety ambassadors to ride the b.a.r.t trains. >> our interest is really in getting a safety presence, a visible presence on the trains, in the stations, deescalating conflict situations, helping people that need help to get that help. >> reporter: some riders are skeptical. >> we have b.a.r.t police, we have people at the station, we have people that are employed. so do your job, make sure that b.a.r.t is safe, and we don't need people acting like vigilantes. >> reporter: dufty says the program would be modelled off an existing muni ambassador effort. >> i think we can absolutely do it. it has been a very huge success, >> rorr: b.a.r pgram i april. paid civilians monitor the elevators the keep people from relieving themselves within them. >> that's excellent. i think that anything that is
6:19 pm
offered for security should be used. >> reporter: there's also a proposal to add more officers. some feel, despite high-profile incidents, b.a.r.t is mostly safe day-to-day. >> i don't know that having more officers is going to solve anything. a lot of people take the train. >> reporter: dufty will pitch the idea at thursday's b.a.r.t meeting and ask the staff to come back for a proposal for the board of directors to consider. cost wise, muni's program cost $1.2 million and that's for 17 full-time employees. b.a.r.t is a larger transit agency, so they would likely do double that amount or even three times that amount of people. so we're talking somewhere in the ballpark of $3 million. live in west oakland, katie utehs, "abc 7 news." >> thank you. we want to know what your experiences are like on bart. add the #dearbart when you tweet, facebook or instagram.
