minutes. san francisco to sfo, n green at 9 minutes. thanks, alexis. this morning california is facing a lawsuit by the trump administration over that new law with strict net neutrality restrictions. >> it was signed yesterday by governor jerry brown. only hours after he signed it, the justice department filed a lawsuit. amanda del castillo has that story. amanda >> reporter: net neutrality has been one of the hottest topics of debate the last few years. ahead of the midnight deadline, governor jerry brown did sign that into law. it would guarantee full and equal access to the internet. the justice cities department filed suit hours later, arguing it isn't states but the federal government that has exclusive power to write rules governing the web. the chairman is backing the administration saying not only is california's internt regulation law illegal, but that

it also hurts consumers. we spoke with scott wiener of san francisco who authored the bill. he said in the world of president trump and the federal government, no one is allowed to protect an open internet. >> these guys are completely in the pocket of big corporations. they don't care about democracy or about access to the internet. >> reporter: he adds california fought president trump and attorney general jeff sessions on their immigration lawsuit. california won. and he said california will fight this lawsuit as well. we know that telecommunications companies are planning to file a lawsuit against the state. i'm live from the south bay bureau, amanda del castillo, abc 7 news. a classmate describes kavanaugh as a, quote, frequent

and heavy drinker who was often belligerent. that's different than kavanaugh's description of himself during senate testimony. >> we now know the fbi has interviewed deborah ramirez, the second woman cougsing kavanaugh of assault. kavanaugh has denied that allegation. ramirez is one of four people the white house and senate republicans have asked the fbi to interview. also on that list, kavanaugh's high school friends mark judge and p.j. smyth and leland keyser. all three submitted ryan statements saying they have no memory of the incident. one local congresswoman is now raising concerns. >> jackie speier told abc 7 news she hopes the investigation uncovers new information but she has her doubts. >> the accuser here, dr. christine blasey ford, hasn't even been approached by the fbi yet. so what does that tell us? >> reporter: speier wants to see judge kavanaugh submit to a lie

welcome back. there was a medical evacuation from a fish be boat near the gold especially gate bridge. this is new video of the coast guard rescuing a 46-year-old man saturday. the fishing boat's captain called for help saying a man on board needed some kind of medical attention. you can see the coast guard helicopter lower a rescue swimmer onto the fishing boat. that swimmer helped hoist the map up. medics took him to stanford university medical center. governor jerry brown passed anot of legislation yesterday ahead of the midnight deadline. >> it was one after another. here are bills that will become

law. california the first state to require publicly traded companies to have women on their board of directors. that means california businesses need to have at least one woman on their board by the end of next year. companies that fail to comply will face fines starting at $100,000. in the middle monitor here is a bill signed into law that allows bart to build housing and shops at empty station parking lots. we'll have much more on this bill in the next half hour. >> and you see on the right, a law that makes it easier for people to erase their old marijuana convictions. alameda democrat bonta introduced the bill. they will identify past marijuana convictions that are eligible to be removed. they say removing outdated convictions will help give people a second chance. and there is a lot more to sort through, including what didn't make it on the list of new laws, including rejecting the safe injection site in san francisco. for more on that, go to abc7news.com. a california deputy is now the proud other of a new puppy

investigation into supreme court nominee brett kavanaugh. christine blasey ford's lawyer says the agency still hasn't reached out to them. emily rau joins us with the latest on this. emily >> reporter: reggie, good morning. president trump is now supportive of the fbi which he ordered with the conditions that it be be limited in scope and finished by this friday. the fbi investigation into accusations against brett kavanaugh is officially under way. while lawyers for christine blasey ford say so far agents have not spoken to her, the fbi has talked with kavanaugh's second accuser, deborah ramirez, a yale classmate who claims kavanaugh exposed himself at a dorm party. a source tells abc news ramirez

they held a press conference last month pleading with governor brown not to sign this bill, arguing local leaders should have the say of what their communities look like, not sacramento. the governor disagrees and signed last night. it gives bart the power to decide what to do with its property. it calls for about 35% of the housing that bart builds to be below market rate. well, we met a bart rider who isn't worried about who has the power but is more focused on what affordable housing really means. >> if it's truly affordable housi housing, i would agree. but a lot of people can't afford even the affordable housing now, so i don't agree. >> it's a hard one. >> it's a hard one because they're not affordable. >> reporter: bart put out a statement reacting to the signing ofl bill sayi the bill

a former uc berkeley professor is awarded the 2018 nobel prize in medicine for covering a new cancer treatment. this is video from the announcement in sweden overnight. james allison, he's on the left, received the award, along with hanjo on the right. the two men discovered a cancer treatment, immune checkpoint theory. it uses the body's own immune system to attack cancer cells. this was first started in a lab in berkeley in the 1990s. allison was a professor there. from 1985 to 2004. he now currently works at university of texas cancer center in houston. this morning california is facing a lawsuit by the trump administration with new laws over net neutrality restrictions.

amanda del castillo has that story. amanda >> reporter: reggie, our state is now one of four that have passed its own net neutrality laws. though california's measure is being touted as the most comprehensive. net neutrality has been one of the hottest topics of debate the last few years. it's the principle that all internet traffic is treated fairly. the any law would prevent providers like at&t and comcast from blocking or slowing data and would protect people from being charged more for some websites, while being denied access for others. however, the justice department argues it suspect states but the federal government that has exclusive power to right rules governing the web. >> we understand that there will be a long process in front of us to help manage the legislation on a national basis. but this is part of the due process that we need to go through in this country. >> reporter: a statement by u.s. attorney general jeff seugzs reads in part, the justice department should not have to

spend valuable time and resources to file this suit today. but we have a duty to defend the prerogatives of the federal government and protect our constitutional order. now, the new law would take effect january 1st. back to you. >> the largest economy in the u.s. influence how other states do business and federal laws and regulations. what does this move mean for other states? >> jessica, it means really that california is once again being tested under the trump administration. i mentioned once again, as the administration and the state are currently battling in court over various issues like emissions standards, immigration laws and the sale of federal lands. now, supporters of the bill say it's critically important that other states step in. back to you, jessica. >> amanda, thank you. tesla expected to release its latest production and delivery numbers today. >> the report comes at a crucial
