>> what do we have here? the storm impact scale. it's back. our last real rain was 129 days ago. and on this the first day of october, the rain returns. 19 days earlier than last year. good afternoon. thanks for joining us. i'm larry beil. >> and i'm ama daetz. let's take a live look right now, where you can see there are some clouds already, but no rain in the bay area just yet. >> not yet. let us head to spencer christian back from vacation and bringing the rain wit began talking, the rain began to push up against the north bay coastline. so here's a look. we've got a large area of moisture just offshore. and some of it is touching the coastline right now. we've got some light showers around ft. ross right now. the rain is pushing into the

see something, say something. another b.a.r.t. rider did the next best thing by rec best th something. >> we're joined now with the details. >> reporter: i think it's safe to say, we have all seen some pretty interesting things happen on b.a.r.t. but the video you're about to see raises the question, what would you do if you saw this? >> i didn't stop him, because i was just so scared. >> reporter: when thea was at the b.a.r.t. station in san francisco yesterday, she didn't expect to encounter this. >> he's now taking the items that he could carry in his arms. >> reporter: a man, setting off alarms on dozens of gift sets, all while onlookers calmly walk and wait for their trains. no officers were nearby. >> we were all just watching. it's embarrassing to say i didn't stop him.

in the next five years. larry and ama, back to you. >> that seems like a long time to hire, 94 in five years. did b.a.r.t. give you any indication why it would be such a long process? >> reporter: something we need to keep in mind, this is just a suggestion from the study. of course, there are a lot of in fact, in order to hire all of these new staff members, they offer $10,000 in bonuses to anyone who applies and completes their program. >> thank you. and we're always interested to hear what you're seeing and experiencing on b.a.r.t. it could turn into a storey. san francisco's mayor is promising to get creative when it comes to solutions to help drug users. >> governor brown vetoed legislation to let san francisco open the nation's first drug

injection site. leeann? >> reporter: the mayor talked about getting creative, but provided no details. for example, what will the city do now that the governor vetoed this bill? and how will the city address the threats by the federal government. all questions that went unanswered. a mock injection drug site had been set up last month in san francisco. but governor brown rejected any proposals saying, enabling illegal and destructive drug use will never work. san francisco mayor london bree has been a supporter of these sites to address the number of deaths associated with overdoses. >> when they decide they need help, where are they going to go? it happens in the middle of the night. where are they going to go? >> reporter: these sites would al users to inject drugs under the trained eye of medical

personnel. those who shoot up say they welcome it. >> drug use they might as well make it safe. >> reporter: more people are using fentanyl, deemed unsafe and toxic. laura thomas says these sites are saving lives. >> if they didn't have them, the death toll would be ast astronomically higher. they don't have enough sites. >> reporter: she says they shoot up on the streets instead. the federal government had also threatened to crack down on these sites. u.s. deputy attorney general rod rosenstein wrote that these sites destroy the surrounding community. besides san francisco, philadelphia and other cities in pennsylvania, as well as seattle, all of them have had

plans but none of those cities have been successful. i'm live in san francisco, leeann melendez, "abc7 news." >> part of the dilemma here, it's hard to know what to do. if you have the specific injection sites, that's one thing. if you don't, needles end up all over the street and we're talking about an astronomical number of needles discard every month. >> reporter: could i tell you the number, larry? 275,000 discard needles in the city per month. that's what the city says. they either dump them on the street or put them in a disposal site. had the governor signed this bill, that would have gotten rid of the needles that we see here on the streets of san francisco. >> 275,000 per month is mind boggling. thank you. one of the dozens of bills governor brown signed is being

challenged by the trump administration. the justice department filed suit to stop a new law that restores net neutrality protections that the fcc killed. that suit claims only the federal government can regulate interstate commerce. another new law gives b.a.r.t. more zoning power over its own properties and limits city's ability to obstruct development. new details today about that cracked beam in a transbay terminal. a temporary jack is now in place to help stabilize the structure. >> melanie woodrow has been follow thing story and joins us live can a look at the repairs and traffic. what's the update now? >> reporter: sorry to confuse you. i won't keep the camera on me too long. it's been nearly a week sense those two cracked beams were discovered. we are on fremont street.

you can see just a small backup. we've been circling around for the last few minutes, and traffic is minimal, specifically compared to what we saw on tuesday at this time. so of course, fremont street here will remain closed through at least this week. and possibly longer. yellow and blue jacks instad over the weekend are providing the stashlization for the sales force transit center. >> these were brought in just to ensure the decking was secured, until we could get the actual shoring system we've been in the process of designing right now. >> reporter: that shoring system will likely be towers and columns that will reduce the number of lanes 1r5 s available. >> it's ten feet wide, and we will have what we call k-rail, a concrete barrier that will protect this from any traffic. so that will give you a width of

14 feet for this shoring system. >> reporter: the transbay power will unveil renderings of the shoring system soon. the mayor says the situation is unfortunate. >> we're talking about over $2 million spent on such an incredible, beautiful place. and it's an unfortunate setback, but i'm confident in the engineers and folks working to address this. >> reporter: a permanent fix will not include replacing the beam. >> the fissure is only in a localized area. >> reporter: he says it's more likely that steel would be added to the cracked beam. and back live now, we are on howard street. that is our view that you're seeing. this is really a stark contrast to what we saw on friday. of course, we got that friday evening commute. but at exactly the same time we

right now, police officers and sheriff demties are investigating the discovery of a body. the family of 18-year-old mariah davis says that's her pbody. she was last seen at a restaurant last week with the boyfriend. the family says the ex-boyfriend confessed to killing her. the medical examiner and police have not confirmed the details. as soon as we get more information, we'll bring them to

you here on "abc7 news." a billionaire's effort to keep a beach to himself was rejected by the supreme court when it refused to hear his appeal. >> martins beach is a popular surfing spot. david louie joins us from san mateo county where the public will once again have access to the beach. >> reporter: that beautiful beach is right at the end of this road. but access has been blocked often by a locked gate by the billionaire property owner who is exercising his property rights. however, the supreme court decision deals him one blow, but his attorney says there may be another option. it was a day to celebrate three years of community uprising and five years of legal battles. the supreme court decided not to hear an appeal to restrict access to martins beach. >> today's action by the court remains us the california coastal act promised a beach access for all is alive and it is strong.

>> reporter: the beech has been a favorite among beachgoers. even on days when the swells are not giving long boarders the best conditions. the attorney representing the 6500 members, said public access to 1100 miles of shoreline could have been in jeopardy in california and 22 other states. they saw this fight being waged by a billionaire. >> this is the tip of the iceberg for the right of the public to stop those who are in the top 1% economically from land grabbing. >> reporter: his attorney indicated the next step for their side is to apply for a permit to close the access road with the state coastal commission. in a statement, the attorney said "no owner or private business should be forced to attain a permit before

concord, 78. 81 in livermore. one more lookre, the clouds are getting grayer and lower and darker. this is our first fall storm that arrives tonight. wet morning commute in the north bay. warmer, dryer weather developing toward the end of the week. look for lows in the upper 50s to low 60s. so'9" will be mild with the approaching rainfall. a few showers likely to push into other parts of the baby late tomorrow. a one for the storm on the storm impact scale. light to moderate showers. highest rainfall totals in the north bay. this will mainly be a nuisance event. wet late tonight after about 11:00 or so. most of the wet weather will still be confined to the north bay. that will be the pattern for the remainder of the day, as the

featured another type of activity, an exercise to keep us safe. > reporter: they have a plan in place on paper. today, they got together to test it. >> until you exercise or practice the plan, we have to see if these plans work. >> reporter: this is a part of fleet week the public doesn't see. public and private agencies get together for an emergency drill. this year 40 differnt agencies, and the drill involves an earthquake. >> the assumption is that infrastructure is badly damaged, fuel is not ready available to those critical places to enable recovery operations to take place. >> reporter: there are two sides to this drill. the communications side, which assumes we'll have to truck in communications equipment because what we have here will be down. >> so the folks today on this side are looking at their satellite phones, as well as just how do we talk to people and who is in charge, how do we work together as a group?

>> reporter: and the fuel side. the navy and marines would be stationed offshore and would pump fuel into containers and fuel bladders and help distribute to the city. the marines say being here makes a huge difference. >> in a seismic event, if it's cut off, sometimes support from aircraft is going to be one of the major ways to get the city back to speed. >> reporter: our fleet week is the only one in the country that has a drill like this. but others are paying attention. and officials say they are now helping authorities in new york, san diego, and l.a. create their own drill during their fleet week. amy holyfield, "abc7 news." here are some of the things you can see. tomorrow, the sixth annual veterans art gallery.

the medal of honor to the army medic credited with saving the lives of his teammates in 2008 in afghanistan. a yale classmate of brett kavanaugh spoke saying when kavanaugh testified under oath, he omitted details. >> i can say denying that he ever blacked out, and in down playing the degree of his drinking, brett has not told the truth. >> chad lovington says the fbi contacted him today as part of its investigation into the sexual misconduct allegations intelligence kavanaugh. that probe is coming under scrutiny. we're live in washington with the latest. >> reporter: hi there, larry and ama. you know, the white house says that they are instructing the fbi to take the investigation wherever they need to. not limiting it to the four people that republicans had initially thought might be on the list. now democrats have submitted

canada. president trump praised the deal called united states, mexico, canada agreement, or usmca in a rose garden today. that jettisons portions of the north american free trade agreement, nafta, the 25-year-old deal the president has railed against since 2016. >> once approved by congress, this new deal will be the most modern, up-to-date and balanced trade agreement in the history of our country, with the most advanced protections for workers ever developed. >> the deal includes increased labor protections for workers, increased standards, and greater access to the canadian dairy market for u.s. farmers. that must be ratified by mexico and canada and approved by congress. president trump raised some eyebrows today when he insulted white house correspondent cecilia vega, who is a former colleague of ours here at "abc7

residents weren't properly warned about the tsunami. it's been one year since the deadliest mass shooting in modern american history. survivors and victim families have gathered in las vegas today to honor the 58 lives lost. "abc7 news" has more on the heart wrenching memorial. >> reporter: a day of tributes beginning at sun rise honoring the lives lost, and the lives forever changed by the las vegas massacre. >> today, we're reminded of pain that never really goes away. >> reporter: it was a year ago tonight that 64-year-old stephen paddock unleashed terror from his mandalay bay suite, killing 58 people and injuring 527, including todd winky, who took a bullet shielding his girlfriend from endless gunfire. >> the fear of losing him that night is something i never want to feel again, ever. >> reporter: the couple has returned to las vegas to mourn the victims, and continue

silicone valley latino is and why there's such a need for it. >> silicon valley latino is a social venture. we started this through a facebook page in 2011. now it's graduated to being many things, but primarily we still focus on publishing positive contempt about the latino community. >> why is it so needed? >> i think we feel there's so many different narratives, especially in the news media, movie media, you know, social media that sometimes the latino community is not depicted in the best manner. i looked back at my we were not being represented. so we focused on really featuring those positive stories about successful latinos, who we are, what we do, and how we contribute. >> and adam, alex mentioned

facebook. you are on facebook, twitter. but there's an offline community. talk about the difference between those. >> our network is a robust network, over 300 plus of professionals and students that strive to better their community. our platform shares these stories. our goal is to make visible the invisible. and create a platform where these good stories are shared through social media. we are very fortunate to share these stories in our college declaration day, which features students going to high tier colleges. our inspire hire tours, which mentors the youth on how to have professional goals and best practices. we also do a series of fire side chats, which we've got prominent latinos in the community, talking to community members in a very informal, sort of

portraying their lifestyles and portraying their work habits in a way that's easy to identify. and we do it in a community effort, which is sort of, you know, as we celebrate mexican heritage month, it is about family and how we share stories. so we're very thrilled to have this connectivity as we grow through social media to talk on a wider platform. >> you guys are also a marketing agency. so what does that do? >> that's a thing we started not that long ago. it's basically some clients, we have clients that have presented names, and we've offered to provide solutions for those needs. so the other element is that we have these platforms. we have this cultural understanding of how to communicate with our community. so we cannot only craft messages, but also deliver them through our platforms. so our clients have hired us to

carn't smart enough to repair themselves. >> not yet. michael finney here with a look at how to find a good repair shop. >> reporter: where do you go for maintenance and repairs? the good news is, the bay area is packed with good auto repair shops. really? we've got some good shops? >> there are a lot of good shops. a lot of shops have a really bad reputation in terms of ripping people off. and there are still shops in the area that do that. there are still shops that get low ratings from their customers. but a surprisingly high number of shops here in the area get great ratings from their customers. and are really careful and diligent about making sure they give you an estimate, make sure there's no surprises, and just aren't out to rip you off. >> maybe it's because of my job, but when i go in, i feel like the paperwork is done correctly.

>> i think parted for doing such bad work. the good shops are careful about doing good work. they're just more careful making sure they're comfortable with the work. >> is a big shop better than a small shop? >> not at all. there's no relationship between a big shop, small shop. but there is between the quality of work you'll get from a dealership and independent shop. a lot of drivers think the dealership with their fans i equipment and training, can do work the independents can. that's not true. those independent garages have access to the same tools, draining, diagnostic equipment, everything, as the dealerships do. and they charge a lot less than dealerships do on average. and so unless your car is under a new car warranty, it's still a new car and you can get work done for free, we see no reason to go to the dealership.
