week events on our website, abc7news.com. happening today, a san francisco supervisors are set to approve a $14 million settlement with a woman left parlalyzed bya falling tree limb. emily joe was watching her children play with a 100-pound limb snapped and fell on her. it broke her skull, severed her spinal cord. the case is one of the largest civil settlements in city history. now to the fight over scooters in san francisco. the sfmta is defending themselves about how they awarded permits for rental companies to operate in the city. the transit agency could have awarded up to five permits but it only picked two companies. scoot networks and skip are expected to start rentals in san francisco later this morning. lime and bird got rejected. lime has appealed the rejection, claiming it's flawed and biased.

10:00 and becomes more scattered as we head into the afternoon hours we hit the mid-70s. south bay, not much rain down here at all. cloud cover, sunshine and temperatures the warmest of 80 around the afternoon hours. . the south bay will get better chancesg e overnight. let's bring alexis back in because it could be a very busy morning. >> it's getting busy fast. we're up to six spin-out crashies. that tells me one thing. people are driving too fast. we're not used to this. it's been a long time since we've had to deal with wet pavement. take you to a couple ones in the north bay. south of the petaluma river bridge. you can see the live doppler radar on top of the maps. it's soggy in the north bay. that's definitely our wettest commute at this point.

we have some thunderstorms but they're on highway 80, continuing moving to the north. that's where the heavier rain will be. down around phoenix, some of that could spill back into the high desert. we have the big player right here in our neighborhoods. it's going to stay offshore for the most part after the morning hours. we're going to get our heaviest rain this morning, but places like tahoe have chances of wet weather today, tomorrow, thursday and again saturday when it falls in the 50s for highs. >> thank you. on the peninsula, a warning

i want to take you back to the emeryville area where we have a little more information on this solo vehicle spinout crash. looks like they swerved to avoid another vehicle. updated location, that is on the eastbound side, not westbound as it was initially called in. you can see those flashing lights. they did just run a traffic break. all traffic was stopped briefly. now just the right lane blocked as you approach university exit. i have not seen any flames. if there were any, they got them tapped out quickly. live doppler 7 layer on top of our traffic map, you can see widespread showers. some areas heavier than others. this is our third crash of the morning on westbound 24. one of those spots where we have steeper grades and it will be slick. just before acalanes road, all lanes are stopped due to a crash. a vehicle spun out, hit the center dried in the left lane. all traffic stopped to clear that. some delays in the lafayette area. next traffic update at 5:00.
