the heaviest falling in the north bay. here's a look at, speaking of the north bay, we're starting to head towards sausalito, the golden gate bridge with moderate shower. antioch, clayton about to get light showers. same with pleasant hill. you can see more wet weather coming ashore. mainly for the north bay. the rest of us will be scattered. we'll show you that 12-hour planner coming up next. we'll get alexis. a lot of accidents. >> unfortunately it's been a busy morning on the road. south bound 101, we even have road expressway kicking up. wipers will be on high. we have the rain to contend with and oils rising to the surface, too, because it's been so long since we wanted a soggy commute. it's going to be a tough morning. westbound 80, highway 4 to the maze, 26 minutes in the yellow. 80, 11 minutes into san

francisco on the bay bridge. 101, san francisco to sfo, still looks good, nine minutes. let's take another live look outside. this is the north bay, picture from petaluma where rain is falling this morning. as we were driving along highway 101 this morning. it's pretty slick and the chp is reiterating, give yourself extra time as you head out this morning. this is a one on our storm impact scale. you can track it by downloading our abc7 news app. when you do that you can follow live doppler 7 and find out when the rain will hit your area. b.a.r.t. continues to crack down on fare evaders. since march they have handed out thousands of citations except in san mateo county. abc7 news reporter is live at the millbrae b.a.r.t. station with the reason. amanda? >> reporter: jessica, 3800 citations have been given out

since march. we know that 10% of that group have actually not even paid their fines. surprising to people we spoke with, people are not seeing that enforcement. back when the b.a.r.t. district was formed in the 1960s, san mateo county opted out. that means whatever rules apply to alameda and contra costa county do not apply to the six stations within san mateo county. that also means people living within san mateo county do not contribute property taxes to b.a.r.t. or elect transit board. some b.a.r.t. board members have voiced their kernlconcerns abou exemption but there are no plans for a change. >> it's existed for a long time but we haven't been able to change to modern times. this is just an example of it. >> reporter: b.a.r.t. launched

its fare enforcement operation in march to crack down on those fare evaders. riders are asked to prove they've actually purchased a ticket and cheaters are given a $75 citation. i'm reporting live from the millbrae b.a.r.t. station, abc7 news. supreme court nominee brett kavanaugh will not return to teach at harvard law. according to "the washington post," the university made that announcement in an e-mail to law students last night. but it didn't give a reason why. now, hundreds of law students have signed a letter calling for kavanaugh to end his teaching commitment, but they had not sent that letter to the school's teen as of last night. only on abc7 news, a bay area woman who went to yale law school with kavanaugh is revealing why she can't support him for the supreme court. >> reporter: prior to the hearing you did not want to go on camera and speak about

let's take a look at live doppler 7. you'll see some showers. definitely out there, union city, heading up towards san ramone and possibly danville. let's go farther to the south. first storm of the year, usually doesn't bring you much if anything. maybe a few sprinkles right now showing up on live doppler 7. as you go up towards san rafael, this is what the north looks like. a whole lot of rain falling steady, light to moderate at times. you'll need an umbrella today if you're out and about, especially in the north bay. if you're on the bay, that's when it will be wettest in the morning. the beaches will have waves of showers. that's going to be the case today. our best chance of steady rain through 10:00 and cloudy and mid-70s with a possible thunderstorm in the afternoon

hours. we'll take a greater look coming up next. here's alexis. >> good morning. you just showed how soggy it is in the san rafael area. i'm just hearing of a crash in sausalito area of 101. one much my favorite features of the traffic system, you can see the north bay getting the heaviest rain for this morning's commute. the yellow, orange indicating moderate rainfall. multiple crashes on westbound highway 24 this morning. the only one left, blocking the on-ramp. very heavy as you leave the walnut creek area. the richmond side of the richmond/san rafael bridge, it is soggy so slow down. >> alexis can tell you there's no substitute for looking at the data, like alexis, but google maps is unveiling new information. android users will get alerts if there's any issues on your route to work and offer alternative

welcome back. a tragic update at our live desk. officials in indonesia announcing this morning the death toll from friday's earthquake and tsunami has increased to 1,234 people. that is up from 844 at this time yesterday morning. some survivors are looting shops and gas stations because supplies are running low. the arrival of new food and fuel is being slowed down because of road damage. this next move not going to end the homelessness in san francisco but it will help. >> the u.s. department of housing and urban development is giving the city $1.7 million in housing vouchers. city officials will spend that

on permanent affordable houses for 99 chronic homeless and disabled people. san francisco got the largest sum of the money from hud. a march and rallily are expected in east bay today. a group called oakland group communications is calling on the sheriff's office to change the alameda jail. they cite things like ail pregnant woman giving birth in a cell, dirty kitchen conditions and the practice of night releases. the group plans to call attention to their cause with a one-mile march to the alameda county administration building at 9:30 this morning. a life of laughter and collecting. hundreds of items that belonged to the late robin williams and on thursday.ll go sotheby's is auctioning more than 300 items worth more than $3 million and they include fine art, awards, photos, watches, even toys.

windshield wipers are working. this is about 3 1/2 hours ago, st. stevens overpass and highway 24. the rain was moderate at times on highway 24. i think if alexis will remind me, some solo spinouts were on highway 24. she says four. let me show you what we're doing. i've changed things up a little bit. the storm impact scale not only includes today but tomorrow for light to moderate showers. the steadiest and most likely heaviest rain will be this morning across the north bay. all of us have a chance through tomorrow evening seeing this around fairfield, and the heaviest rain, look at the yellows, oranges and reds heading for 101 where we've already had half an inch of rain near santa rosa. good morning. it's been a busy morning on the roads. we have new crashes to tell you about here. looking at the richmond side of the richmond/san rafael bridge,

westbound 580, a solo spinout. we don't have it on camera. you can see some delays approaching the toll plaza and the wet pavement. it's out there this morning. even some areas where we haven't seen a ton of rain but we have a little bit showing up at southbound 580. a new crash at southbound 680 with three cars. next update in ten minutes. from the live desk, the first rain of the season appears to have led to some power problems in the east bay. we're getting several reports of a large power outage affecting the city of alameda. that's just been restored. several people have called the abc7 news room to tell us they were in the dark. >> the alameda municipal power company says the outage affected east alameda, including the knob hill shopping center. the power companies to be back on. let's talk about that storm happening now.

it's the first time we've even seen rain since may. >> abc7 news reporter amy hollyfield live for us in the north bay this morning. amy? >> reporter: we are getting a soaking in the north bay. take a look at the traffic and the rain. we are on southbound highway 101 in novato. and it's heavy rain right now that we are experiencing. we haven't seen any car accidents so i'm very happy to report that. hopefully it stays that way. there was one accident overnight that we have video of. this jurszst juhappened around around petaluma. a car rolled over. it was a single car accident and no injuries. this is what officials are worried about. it is going to bee extra

careful. >> one of the big things is the rain is going to slow people down. you'll be tempted to get on that mobile device and text your loved ones and let them know you'reo be late. >> reporter: this rain is widespread. it's certainly not just the north bay getting wet. this is what we experienced. this was around 3:30 on highway 24 and then we went through the tunnel and experienced rain on the other side as well. a good soaking of rain through the bay area. one piece of advice, not only give yourself extra time but extra space between you and the car in front of you. reporting live from novato, amy hollyfield, abc7 news. >> thanks for that update. police say a truck hit and killed a woman as she crossed piner road in santa rosa just ater 7:00 last night. investigators do say it was dark and raining at the time. she was not in the crosswalk. the driver stopped and is cooperating. even with all the rain we're seeing this morning, one bay area fire chief says the fire season is far from over.

of trying to destroy brett kavanaugh. >> they're trying to destroy a very fine person. we can't let it happen. >> reporter: earlier in the day, the president reversing his limitation of the fbi investigation. >> my white house will do whatever theenors want. i'm open to whatever they want. >> reporter: overnight "the new york times" reporting kavanaugh was questioned by police after a bar fight in 1985, accused of throwing ice at another patron. press secretary sarah sanders calling the story ridiculous on twitter. this as more people who claim to know kavanaugh come forward, like leslie martin ragsdale, a classmate at yale law. >> you can be mad or not vote for someone for supreme court justice because they drank in high school, but he's lying that he did it legally. >> reporter: senate majority leader mitch mcconnell says there will be a full senate vote on judge kavanaugh's confirmation this week. it's not clear at this point whether republicans have the votes they need.

tomorrow. that's why i extended the storm impact scale through tomorrow. here's a look at the radar in the south bay. very splotchy. same thing in the santa cruz mountains. once you get north of san francisco and out to about danville, that's where the showers really pick up. you can see just how intense the moderate to heavy rain is up in the north bay. that's where we have ponding on the roadways. as we look at san rafael, everything is based around the steadiest and heaviest rain through the morning commute and tapering this afternoon. hopefully people have patience, good windshield wipers, good tires and they can find the umbrella before they head out. you're here to tell us about the accidents. it's been amazing but we kind of expected it. >> we definitely expected it. unfortunately unfortunately it's delivering this morning. i wanted raf rafael.

we had a crash blocking rampampp 221. you can see a lot of brake lights on the main line. one of our areas receiving the most rain and slowest spot. i know north bay you're used to a smooth commute. at this hour you won't get that. south bay, you haven't had a ton of rain this morning but we have a motorcycle crash reported northbound 101 north of the 880 split. and that is in the right lane. sounds like they're clearing it. sounds like that motorcycle rider is okay. minor injuries involved there. quick check of drive times. westbound 580, tracy to dublin, one hour, 13 minutes. highway 4, antioch to concord, 40 minutes in the red. b.a.r.t.'s effort to crack down on fare cheats has run into one big problem. there's an entire county where they can't enforce the rules. you're looking live at the big board at the new york stock exchange where we're slightly up this morning. another update on how the

123450u east of fresno north of wood lake and we've had a few around tahoe, also just south of it. you with see those have fallen apart. we'll have low to mid-80s through the central valley. might have had to upper 70s in so cal where it will be dryer than here. let's take a look at the seven-day forecast for tahoe. you can see it really gets wet tomorrow and then 54 for a high. when it finally stops raining sunday. this morning, a raise for hourly amazon employees. overnight the company announced

it's boosting its minimum wage to $15 an hour. applies to full time, part time, seasonal and temporary employees and does include workers at whole foods. the company says hourly employees who are already making $15 an hour will also see an increase. overall, amazon expects this change is going to impact 350,000 workers. this follows some recent criticism over low wages and poor working conditions for warehouse employees. the new wages go into effect in a few weeks on november 1st. b.a.r.t. says it is waging war on fare evaders. handing out thousands of citations but not many are paying them. it's hands-off at the five stations in san mateo station. amanda is live at the millbrae b.a.r.t. station with the reason behind this. >> reporter: good morning. san mateo county is extemperature because of a decision made back in the 1960s

this is running through the region. the exemption has caused some complications with the agency's current fare enforcement operations as no one is being penalized in the peninsula. reason being, back when b.a.r.t. district was formed, san mateo opted out. that means rules enforced in alameda, san francisco and contra costa counties do not apply here. outside san mateo, the agency have cited 3800 people but only 10% of people have paid their $75 fine. >> it's upsetting. you don't want to call people out on it but you would hope there would be better systems in place for catching that kind of thing. >> reporter: at african-americans represent about 12% of b.a.r.t.'s ridership, the chronicle reports african-americans have received nearly half the citations. now, there are currently no plans to make any changes, though some b.a.r.t. board members have voiced their concerns about the exemption.

thanksgiving used to be the hublgest traffic day. used to go up in the chopper and fly over the mall. the parking lots were 100% full. not now, they're like 50% after full. >> now we hover over the warm glow of the ipad on thanksgiving evening. >> that's so true. let's take a look at what's going on. a little frustrating. if you didn't believe us or weren't prepared, in the south bay we have light rain falling. this is 101 and 880. you can see nothing kicking up from the tires there. same thing with walnut creek. light rain as we look south along 680 but looks busy. here's my rainy a.m. commute and scattered showers the rest of the day while throwing a chance of thunderstorms for today and tomorrow, that's different. we've extended the one on the storm impact scale, light. less humid and warmer weather for thursday, friday and saturday. the dumbarton bridge, light

rain. light rain on the peninsula. heavier shower over pittsburgh, so could be ponding. by far the heaviest rain is moving through the north bay. the finger of moisture, the plume is slated for mainly the north bay. you can see all of us have a chance of a scattered thunderstorm not only today but also tomorrow. here we go through 7:00. all the way up until we get to about 1:30. you can see it pulls off the coast a little bit. except for in the north bay where it will remain steady, especially in places like marin county. as we head through the evening commute, north bay, still wet. then overnight you can see things kind of quiet down and tomorr morning cmuted as we and tomorrow afternoon another chance of scattered showers. the heaviest and the steadiest of the rain is this morning for all of us and then this afternoon for the north bay. it becomes scattered tomorrow, even cooler.

and then the humidity lowers friday and temperatures rebound for saturday and sunday. our two warmest and brightest days. >> taking a live look outside, mike, we've had a lot of issues today. one was a solo vehicle spinout crash. that's the theme this morning. westbound 580 around the richmond/san rafael toll plaza. that's been pushed over to the shoulder. some delays on that approach. the north bay and parts of -- just to the east of there is where we've seen a lot of rainfall. that's where we've seen the most crashes, too. that makes a lot of sense. two crashes, southbound 101 between lucas valley and san rafael. those are in the clearing stages. but a lot of red showing up on the traffic flows. three crashes in petaluma area. live doppler 7 on top of our traffic maps, the yellow and orange is showing moderate to heavy pockets of rain so you need to slow down. the 7 things you need to know before you go. >> our instagram shot of the
