beam. tonight "abc 7 news" pushes for answers about what needs to happen before the brand-new salesforce transit center will be back in business. finding solutions that have support. we're trying to build a better bay area and solve san francisco's drug crisis. i'm spencer christian. as one light storm ends another one begins. i will have the accuweather forecast coming up live where you live, this is "abc 7 news." of course, incredibly disappointing to the neighborhood and to many of our transit riders. >> disappointing is certainly one way to describe it. good evening. i'm dan ashley. >> i'm ama daetz. today marks a week since salesforce transit center shut down. we are keeping track with exactly how long with the trialer you are seeing. >> last tuesday a cracked beam was discovered above the third florida of the transit center, the floor that buses use. the center and a block of fremont street that runs below it have been shut down since then. >> a second cracked beam was

discovered the next day. this happened just six weeks after the $2 billion transit center opened. >> "abc 7 news" reporter melanie woodrow has covered this story every weekday since the center shut down, digging for answers about what happened and when it is going to reopen. >> she joins us live with the latest. melanie. >> reporter: ama and dan, officials are now saying it is possible that the roof-top garden here could open back up before bus service resumes. those jacks that you see behind me will be replaced soon by a temporary shoring system, and that will allow part of fremont street to reopen as soon as next friday. the price tag for the $2.2 billion salesforce transit center is expected to go up by the thousands if not millions once officials figure out what caused two beams to crack. repairs are expected to follow. >> is this embarrassing for san francisco? >> well, i mean i'm very disappointed for myself, for my agency and for the city, obviously. but it is something that we have to -- it is an emergency situation as far as i'm concerned.

we have to jump in and fix it and then we will figure out later on who pays for what. >> reporter: the beams have been in place since january of 2016. fireproofing material was installed in june of 2016. tgpa says they know the cracks happened sometime after that, they just don't know when. >> it is a blessing we were able to catch it. >> reporter: during a presentation today to the tjpa board, officials outlined the calendar to get the building reopen. these jacks will be replaced by a temporary shoring system to relieve the stress on the cracked beams. once that's in place, fremont street will be reopened. the goal by next friday. >> at that point in time we will be able to take a sample of the steel girder, take it to a lab and do various tests. >> reporter: those tests that will take approximately two weeks will help determine what caused the cracks, a critical piece of information not just for curiosity's sake but because thcaeictate the fix and ultimately when the transit center will be reopened.

and officials say the shoring system will be able to support 12 to 1300 tons. that is about 2 1/2 million pounds. live in san francisco, melanie woodrow, "abc 7 news." >> melanie, i think a lot of people would be surprised to know that those beams have not been inspected after being installed in 2016. can you walk us through why that would take place? >> reporter: yeah, absolutely. that is a question that i've been asking over the course of this past week, and officials say it is really industry standard to do those inspections at the time of installation. but given the situation here, it really begs the question whether or not that's something that needs to change. that's a question that i brought to california state senator nancy skinner. she says that they are watching this situation closely and open to the idea we might need some policy changes here, but they won't know what those changes could possibly need to be until we know what caused these beams to crack. >> okay. melanie, thank so much. melanie woodrow reporting for us. we wondered if commuters

were switching to b.a.r.t to avoid the transit center closure. here are the ridership numbers b.a.r.t provided us this afternoon. on a typical weekday there are 420,000 b.a.r.t riders. friday was the only day below average, just barely. bear in minute the salesforce dream force convention was last week and that brought thousands of additional people into the city. we also reached out to san francisco bay area to find out if it carried more passengers. so far no response but we will follow up with them tomorrow. >> it has been a week since the transit center and fremont street shut down. the current estimate is that fremont street may open next friday, october 12th. we have been on top of the story every single day, asking tough questions of the people in charge and finding out information for you, and we will continue to do that. you will find a timeline of what is happening and what has happened so far plus all of our stories, pictures and videos to date on our "abc 7 news" app. the app is how we send out alerts, too, when this story

changes. it is how we will let you know when everything reopens again, potentially next friday. we will have to see. yesterday we told you about governor brown rejecting plans for san francisco to have the nation's first safe drug injection site. >> we also showed you what some city residents are doing to try to fix the drug crisis on their own, and now we are taking a look at what is next for city leaders as part of our ongoing commitment to building a better bay area. >> yes. it is back to the drawing board for the city. it is clear most of the drug problems are in the tenderloin and soma districts, which would be district 6. >> we sent "abc 7 news" reporter lyanne melendez there to see what solutions to the drug crisis people would actually support as part of our commitment to making the bay area an even better place to live. >> yes. lyanne. >> reporter: well, you know, i have to say that these newer politicians from this district, district 6, were all in favor of the safe injection site program, but they also say that there are other ways to solve this crisis.

>> if you're dealing drugs, good buy. >> reporter: that's security pushing drug addicts away from the surrounding area of the san francisco public library. daniel foos, a homeless man, was also asked to leave because he was smoking pot near the entrance of the children's center. to say that drug use in the tenderloin is rampant would be an understatement. three politicians running for supervisor of that district say they're willing to take a shot at solving the drug crisis. here's sonia trause. >> at some point enough is enough and we can't allow people to continue to inject outside. we have to make sure that rehab is available. >> reporter: here is the reality. despite spending lots of money to fund services, all three candidates will tell you there are not long-term residential treatment centers in the city. matt hamey, says it is time to open more of them. >> right now people are coming here because of our failures, because we have a situation where people are on the street using and buying, we have

street-level dealing, basically open-air drug markets. >> reporter: i stopped to talk to three young men who admitted to being addicted to heroin. not one was from san francisco. christine johnson is running for district 6. she would like to see more detox beds and long-term care while at the same time supports expanding the homeward bound program which connects those already here with families in other cities. >> we connect them back and we provide basically a bus or plane ticket back to friends and loved ones that can take care of them. >> reporter: okay. so we've heard from the politicians. what about the drug abusers? how would they solve the drug crisis here in san francisco? let's find out. after he was done shooting up twice, i asked this 26-year old from upstate new york what it would take for him to quit. >> what it really boils down to is finding the right program and, like, having the will power the really stick to it. >> reporter: despite several attempts, so far he has failed. as a recovering alcoholic, foos

"abc 7 news" anchor christian spencer is tracking the storm. >> there is more coming. this morning will look a lot like tomorrow afternoon. here is a look at live doppler 7. we have lingering clouds and kind of humid and muggy. the approaching storm ranks one on the storm impact scale as did today's. storm of light intensity. here is forecast animation taking us into the early morning hours. you see as the morning commute gets under way there may be a spot or two of sprinkles but most of the moisture is off-shore. however, as we get into mid morning hours we see that the clouds are going to start to thicken and more pockets of moisture will be moving through the area. afternoon will be pretty wet. i'll have a closer look at that

don't we? we don't want to do the past. the past didn't work. >> this report -- >> a sweeping lawsuit accuses catholic bishops of a sexual abuse coverup across california. the lawsuit was announced this morning in los angeles and names the archbishop of san francisco and the bishops of san jose, oakland and santa rosa among others. "abc 7 news" reporter david louie joins us live from the south bay with the story. david. >> reporter: well, the bishop of san jose, patrick mcgraw, invited parishners here to discuss the ongoing issue of clergy sexual abuse. however, victims advocates have sued him as well as all of the other bishops and archbishops in california, accusing them of a coverup to protect priest predators. the attorneys for the victims' advocacy group, andrews and associates, claims bishops across california have a secret playbook to hide and protect clergy accused of sexual abuse

of children. they have served every bishop and archbishop in the state in the public body. >> how many more predators are out there in california and across the land that you moved out of california. >> reporter: he says he was sexually abused by a monsignor starting at age ten and believes he is not alone. >> this lawsuit is really the only opportunity i have at this point in time to find justice, not just for myself but to bring all of the victims that are in the shadows out and to help them moving forward. >> reporter: the advocacy group was able to track down where 37 alleged offenderers are reassigned by the church from assignments in the arch die owes cease of los angeles. some were sent to other parishes in california or across the u.s. however, as this map indicates, others were sent overseas to ten countries and a u.s. territory in south america, asia and europe. there's concern abuse may be continuing unabated. the diocese of san jose pledged to release the names and status

of clergy involved in var field cases of sexual assault by mid-october. they are both holding gatherings to get input. they point out all dioceses require fingerprinting and background checks for all clergy, staff and volunteers working with children. the diocese of san jose commissioned an independent review of all of its records and the process will begin early next month. the bishop promised to release the results when they become available. live in san jose, david louie, "abc 7 news." >> all right, david. thank you. next at 6:00, richmond firefighters knock down a grass fire that sparked on a hillside near san pablo avenue and robert miller drive just before 5:00. the crews say the fire started at a nearby homeless encampment where accumulated junk and

here is the forecast animation starting at 9:00 tonight, and as we take you into the overnight hours we will see just before the morning commute begins we will see some moisture, pockets of moisture developing off-shore. looks like we will get a few scattered showers moving through later in the day. mid afternoon to late afternoon, best chance of widespread showers but, again, mainly light. widespread though, and going into the evening hours we will see it all taper off, giving way to partial clearing perhaps by thursday. now, the plot for the rainfall totals doesn't look very impressive right now. most locations will receive either no measurable rain at all or just a few hundredths of an inch. this continues to change as we get more and more information. so we'll update that a little later. highs tomorrow will range from low 60s at the coast to mainly low and mid 70s around the bay shoreline. inland areas will warm up to only mid and upper 70s. that's about it. here's the accuweather seven day forecast. so it will be a little bit cooler than average on thursday. temperatures drop a couple of

people, adding they already released 50,000 of pages documents to the fda since april. this isn't the first time the fda has racked down on juul. back in september they gave the company 60 days to prove they can prevent getting these into the hands of kids. in san francisco, dion lim, "abc 7 news." now to the latest on the fbi investigation into supreme court nominee brett kavanaugh. this evening at a rally, president trump mocked christine blasey ford for not knowing the answer to some questions during her senate judiciary testimony last week. >> how did you get home? i don't remember. how did you get there? i don't remember. where was the place? i don't remember. how many years ago was it? i don't know. >> the president called kavanaugh a perfect human being and labeled democrats against him as evil people. there are reports the fbi could complete its investigation as early as tomorrow, but blasey ford's lawyers say she hasn't been interviewed. a lawyer for mark judge said the fbi has finished interviewing him. blasey ford says judge was in the room during the alleged assault in the 1980s.

investigators have also spoken to deborah ramirez, who says kavanaugh exposed himself to her when they were students at yale. blasey ford's lawyers say they've heard nothing from the fbi. they wrote a letter to director chris wray saying it is inconceivable the fbi could conclude its investigation without interviewing her. to keep up with the latest developments, download the "abc 7 news" app and enable push alert. today we are exactly five weeks away from the midterm election and california's voter registration hit a new record. nearly 19 million people in the state are registered to vote. about 76% of those who are eligible. it reflects a pretty steady increase in voter participation in the past decade when looking at midterm elections, and this year california implement a new program that allows voters to register while you are at the dmv. election day is on tuesday, november 6th. you probably already received your voter information packet in the mail. i got mine over the weekend.

"abc 7 news" reporter chris wynn looked into the technology born on the peninsula. >> reporter: waiting to get your vehicle registration tags in the mail can be stressful, but in california a new pilot program aims to change that. >> it is the newest technology. every time in the bay area there's a new technology, everybody wants to jump up on it. it is as simple as that. >> reporter: retailers like ss customs in redwood city say more people are asking for the r plate, a digital license plate that can do more than just display the large letters and numbers you see. using similar technology behind kindle reader system, customers can display amber alerts, pay tolls and report their vehicle

as stolen. it comes with a hefty price, nearly $750 a plate. reviver auto says it can also display advertisements while parked. the very can be tracked, which they believe is great for businesses who want to incorporate the plates into their fleet. company officials had to cancel our interview due to a scheduling conflict. as for privacy concerns, the company says they never share data with the dmv, law enforcement or any third party. the pilot program dates back to 2013 when governor jerry brown signed legislation allowing the dmv to look at alternatives to issuing stickers, tags, license plates and registration cars. reviefr auto was the only company to bid on the program which wasn't all that surprising. >> it is a big market. worried about privacy, about security, that's regulation. that's another thing. >> reporter: since going public this summer, nearly 1200 digital plates have been registered across the state. on the peninsula, chris wynn,

in the north bay the san rafael building tept red tagged the home goods store at north gate mall after a portion of the roof collapsed this morning. it appears a clogged drain allowed rain water to accumulate on the flat roof top. the increased pressure sent beams, metal and water just crashing into the store. no one was hurt. the home goods released a statement saying it is assessing the damage. all right. it is time to get another check on our forecast because we finally got some rain. >> we did indeed. is any more coming? >> it will be a little more but it is more. here is a look at live doppler 7. we have clouds lingering from today's storm which has wound c. overnight look for lingering clouds and mild to warm conditions with lows in the low to mid 60s.

"abc 7 news" reporter lyanne melendez helps us look back. >> when carolyn tyler first started at abc 7 in 1986, she had work at tv stations in two other cities, rising up the ranks quickly to live a dream she never imagined as a child growing up in wyoming. >> i thought i was going to be a teacher or a nurse because those were the only things that i really knew or thought were probably open to me, and then i saw my first black, female newscaster on television and i said, wow, i think this is something that i could do. >> she sure could. carolyn connected with the community. >> to actually look out of my office at 10:00 in the ten, 11-year-old kids walking the street. >> reporter: as a general assignment news reporter she covered a huge range of stories. >> the two are still somewhere in the immediate vicinity is. >> as unique as this house is,

you might be surprised to learn it is not the only one of its kind in the state. >> although this path taken by him appears to be painful, he considers it another avenue to enlightenment. >> reporter: carolyn chatted with willie mays and hung out with oprah winfrey. >> some of oprah's fans fear she will lose her personality if she loses weight. her standard reply is that her personality is not in her thighs. >> reporter: when san francisco started its first sister city relationship with an african nation, carolyn went to the ivory coast. >> in a country when openly welcomes foreigners -- >> carolyn tyler. >> reporter: carolyn's good work landed her on the weekend anchor desk. >> our brand-new hockey team, the san jose sharks -- >> reporter: in 1989 she was part of the "abc 7 news" team that won a pea body award for coverage of the earthquake, but the landmark moments in her career were just getting started. >> get up from there.

>> reporter: carolyn joined bay area high school students on a trip along the civil rights trail. >> that story has had one of the biggest impacts on me. i'm someone who feels like i know the history of the civil rights movement, but even for me, i learned new things and it really touched me deeply. >> reporter: for many of her years at abc 7, carolyn has focused on san francisco politics, reporting on issues that define our times, including the long-running effort to end homelessness and the battle over marriage equality. she was there the day then mayor gavin newsom ordered the county clerk to start giving out marriage licenses to same-section couples. >> and when word spread in the community, people lined up for days, some standing in the rain, some bringing their children, camping out. >> reporter: carolyn reported

every step of the 11-year struggle that followed, at the ballot box and in courtrooms. from the state supreme court all the way to washington, d.c. where same-sex marriage finally became the law of the land. >> it was very poignant, very powerful. >> reporter: when san francisco mayor ed lee died in materially morning hours last december, carolyn raced into the station. >> the mayor was grocery shopping at his neighborhood safeway when he suddenly collapsed. >> reporter: carolyn also brought a personal side to the job. she was one of the founding members of friends of faith, a group that raised money for low-income women struggling with breast cancer. it was started in honor of carolyn's friend and colleague, reporter faith fanchof cancer. >> it was just a beautiful sea of humanity helping women in need. >> reporter: throughout carolyn's career, she has been known for fairness and objectivity, with one notable

exception, the warriors. that's a story where she is never neutral. she even got to ride in their victory parade. >> that was great. >> what a career. and just a few hours ago we tried not to get too emotional as we celebrated carolyn's career here at abc 7. >> that's right. the man you are looking at is abc 7 general manager tom sobrowsky who thanked her for her championship of story telling. surely she has done a lot of that. carolyn has been a long time, so many stories, and you are one of -- i will say, people love her in this community and people love you in this newsroom. you are one of the most popular people and well-liked. >> thank you. >> -- that we have ever worked with. >> it won't be the same without you. i mean it really won't. >> oh, well, it is kind of baiter sweet day, to step away after 32 years. i spent nearly half my life here at the station. >> and you're only 42. >> that's right. >> wow. a baby reporter, right.
