i'm ama daetz. >> i'm dan ashley. this is the second day in a row we had a storm ranking one on the "abc 7 news" storm impact scale. >> before this we hadn't had rainy weather in months. of course it has been summer, we're typically dry. your commute may have looked like this. you are looking at what many drivers saw on 280 in palo alto. the highway patrol reminds you to be careful driving in the rain. "abc 7 news" was in livermore when rain made the pavement slick. sometimes the first rainfall makes the streets extra slippery. that's because the oil buildup rises to the surface and makes the top of the pavement slick. when it rains here in the bay area, snow often falls in the sierra. you are looking at some of the first know of the year, just barely a dusting though. look at those glor russ fall trees. >> ce, thi ohe mountain. that sierra snow pack plays a big role in whether california will or won't have a drought. >> that nice looking. let's bring in the expert "abc 7 news" weather anchor christian

spencer. >> the wind and rain has not been widespread but ice lighted downpours. you can see clusters of thunderstorms lighting up the central valley and parts of the sierra foothills and here in the immediate bay area, look at isolated showers moving through discovery bay and tracie. livermore had one a few minutes ago. it is wet along portions of 580 into the central valley. this has been the pattern the last several hours, these clusters of moisture and thunderstorms moving up our south, mainly through the east bay and into the central valley but other areas have seen isolated showers as well aside from the east bay. the storm ranks one on the storm impact scale, a storm of light intensity, producing ida siegal lated showers, brief downpours, possibly a storm or two. that will be the pattern into tomorrow morning. but as we look at the forecast animation you see it is all falling apart late tonight. i will give you a closer look in a few minutes. dan. >> spencer, thanks. you can access the accuweather forecast any time you wish. download the "abc 7 news" app,

there are more people here in the bay area and we haven't really invested in our infrastructure. now, what is the solution? the people i spoke to said, you know, we have to rely less on daddy -- meaning the federal government -- and start to think or focus more about thinking regionally. the american society of civil engineers says its report card of california surface transportation was disappointing but not surprising. >> in california in 2018, received a grade of d. yes. if you guessed d, that was correct. >> reporter: our bridges received a c minus and our transit system scored just as poorly. >> california has the largest percentage of bridges in poor condition in the nation. >> reporter: of course, what these experts say matters, but i wanted to hear from you, the hard-working bay area commuters who spend hours on these roads and highways. >> traffic is a mess. maybe a five.

>> reporter: i grew up in new york city, so i -- it is hard to compare. i don't think the public transportation here is as thorough. >> it seems like just getting nothing done. >> reporter: so what is the solution? what would you do? >> if it was me, i would hire a whole lot of people and get the jobs done. >> reporter: spend more money you're saying? >> that's right. >> reporter: california's infrastructure scored poorly because california hasn't invested enough money to expand, fix and maintain our roads, bridges and transit system. according to the pugh charitable institute in the past ten years 26 states have raised the gasoline tax to fund projects. many of them deep red states that are typically fiscally conservative. lastye, 2017, that california joined them in also increasing that tax. states have realized that the federal government is less willing to pay for it. >> a lot of folks in congress say we need to invest in infrastructure. they can't agree on the way to pay for it. >> reporter: now, i also spoke

to the mayor of berkley and he says he is very concerned because more people are expected in the bay area in the next ten or so years. he says we're not ready, and the kind of public transportation that is needed, he says, is simply not there. on treasure island, lyanne melendez, "abc 7 news." >> thanks very much. is there a really bad road where you live? probably. let us know. use the #betterbayarea with a picture, video and location and we will reach out to city officials to see why it is not getting fixed. it is part of our ongoing commitment to building a better bay area. let's look at what is being done to improve transportation now. you can see where construction is underway to extend express lanes between martinez and walnut creek on 680. solo drivers can play tolls for the bus lanes once they open. 7l elected leaders took part in a

ceremonial groundbreaking for the project. cal tran says it will help relieve a series of bottle necks drivers face each day. plans call for extending express lanes on northbound 680 as well. here is a live look at three bay area bridges, richmond, san mateo as well as bay bridge. in june local voters in all nine counties approved regional mesh yu 3 to incross bridge tolls over the next seven years but it is not going to fund bridges. it is earmarked for transit improvements. a lawsuit has been filed to stop the increases, claiming the toll hike is a tax, not a fee, and needed two-thirds majority to pass. the measure received 55% approval. the first $1 toll hike is slated for january. and there was a problem with transit right now clearly. san francisco's new sales force transit center is closed as you have heard. the $2 billion project has two cracked beams and it has been shut down for a little more than a week. but service has been moved back to the old trans bay terminal in

the interim. there is no estimated day to reopen the new center. engineers are testing the cracks and say finding out a cause could take until the end of the month. a block of fremont street which runs underneath the transit center is also closed. the trans bay joint powers authority plans to reopen that street next friday, october 12th. it has certainly been a very slow going in that part of town as you may have discovered firsthand. we told you yesterday that we had asked san francisco bay ferry if they had more passengers since the transit center closed. for the route between san francisco, alameda and oakland, ridership is up 7% in the week following the closure compared to the week before. it is up 6% on the san francisco/vallejo root. the sfa ferry could not determine a reason for the increase, but it may well be because of the closure. b.a.r.t also noticed above-average ridership, but, remember, last week was the salesforce dream force convention which brought

thousands of extra people into the city, so that was a factor as well. pressure is mounting to find solutions to the bay area's high housing prices, and in one of the south bay's largest school districts it is getting difficult to recruit and retain teachers. but opposition has surfaced over a proposal to raze two schools to build teacher housing. abc 7's david louie is at one of the schools where a meeting is under way. >> reporter: ama, people clearly love neighborhood schools, so you can imagine how concerned many are that leland high school here might be razed in order to make room for teacher housing. there's been a steady stream of people arriving for a meeting with school officials where they're going to voice their opinion. the question is what happens to the quality of education when teachers can't afford to live and work here. leland high school opened 51 years ago and attracts families with high-academic expectations, but its 35 acres including the pat tillman

stadium named after the former nfl player who was killed while serving in afghanistan is being considered as a site to build affordable housing for teachers and other employees of the san jose unified school district. the district has identified eight school sites including nearby bret harte middle school plus its headquarters site for potential housing. as soon as they were mentioned a petition quickly collected about 4,000 signatures in opposition. the petition was started by greg braley. >> i think teachers need higher income and they can make their choice of where they want to be and, b, if you are going to do the housing project it is clearly the wrong location. you have a school that's a top-notch school with a lot of history that's in a great location. >> reporter: the district argues the high cost of housing hurts recruitment and retention of teachers. in the case of leland and bret harte new schools would be built at a new site after existing buildings are razed. >> they don't have to tear them down, move them somewhere else to build housing for the staff

here. there are other places in the city that make a better choice. >> reporter: the deputy superintendent said there's a lot of misinformation circulating on social media. the process is only beginning and it will take time balancing everyone's need. >> we did a thorough analysis of what properties are possible. we will do our due diligence to shorten the list to what will actually work to support students, our staff and the community. >> reporter: this proposal has clearly set off quite a firestorm in this sectio of san jose. the school district says it is at least a year away before they make a final decision. live in san jose, david louie, "abc 7 news." >> david, thanks very much. millions of americans had a shared experience today with their phones. >> the first-ever test of the presidential alert system went out, and in the north bay this was particularly important. >> reporter: and fans are just starting to go into the s.a.p. center for opening night of the sharks. they're most excited to sue their newest player coming up.

all right. it is a great night for bay area sports. the san jose sharks are opening the nhl season at home at the s.a.p. center and the oakland a's are starting postseason. >> we are reporters in both the south bay and east bay. let's start with "abc 7 news" reporter laura anthony live with a's fans watching the game from the treehouse at the oakland coliseum. hey, laura. >> reporter: hey. i don't know if you guys can hear me here. this place erupted when chris davis got on first base after what looked like an error by the yankees' first baseman.

there are more than 1,000 people here tonight. the a's may be down by a couple of runs, but i can assure you these folks know they are far from out. [ cheering ]. >> reporter: what better place to be if you couldn't be in the bronx than with other a's fans cheering on your team hoping they do rather than die, in the winner-take-all that is the american league wild card game. >> our coaching staff is phenomenal. 7-6, oakland. >> reporter: a's president spoke to us via skype from new york. >> i think the team is ready to go. they want to showcase their high-talent level and their excitement around making october baseball a reality in oakland. >> found it. >> reporter: and while the contest is 3,000 miles away, fans here are gearing up, ready to show up for a game many believe will go their way. >> we have a very good rivalry

week. the storm impact scale indicates that this storm ranks one on the scale of storm of light intensity. as i pointed out, through tomorrow morning there's a chance of isolated showers and possible brief downpours. let's look at the forecast animation starting at 7:00 this evening. during the overnight hours we will see clouds and pockets of moisture moving through the bay area. there could be a sprinkle or two, but by midday tomorrow this cold front sweeps in and it will sweep out the clouds, the moisture and humidity and give us dryer air. overnight lows will be still mild, mainly low 60s tonight and tomorrow's highs will range from low 60s at the coast to mainly low 70s around the bay shoreline, and mid 70s inland. here is the accuweather seven day forecast. it will be sunnier and dryer on friday. not much of a warm-up on friday, but we have a nice warm-up over the weekend. saturday, sunday and monday, look for inland highs in low to mid 80s. mid to upper 70s around the bay. low to mid 60s on the coast, and

the annual fleet week celebration is under way in san francisco. >> visitors are taking advantage of the opportunity to tour state-of-the-art combat ship. >> abc 7 anchor kristen sze has the story. >> this is the uss manchester. it was commissioned five months ago. she makes her home in san diego, but you can tour the manchester at pier 35 through saturday. you can also tour the ussbrashard at piers 30 and 32. visitors can walk on the enormous flight deck and chat with service members. when the ship is deployed it carries an additional 2,000 marines and their amphibious landing machines, helicopters and combat weapons. >> my father was in world war ii and he was in the navy and he was a deck gunner on the uss wasp. i want the see the inside of a ship. >> the people while they're visiting have the opportunity to climb aboard an aircraft or learn about the different type of equipment that the marines use on board.

now from abc 7, live breaking news. and that breaking news is on the peninsula where the san mateo county sheriff's office is investigating the fatal tasing of a man they say attacked deputies this afternoon. >> this investigation is

unfolding tonight in el camino real. kate larson just talked to a millbrae business owner who saw the whole thing happen. kate. >> reporter: that's right, dan and ama. we are hearing from the san mateo county sheriff's office that a man they had in custody here this afternoon died at the hospital. i want to share what the business owner saw. he says he witnessed the entire incident. we're on santa helena avenue which is a side street of el camino real. you can see the sheriff's squad cars right there and my photographer is going to pan the right. there's a number of orange cones and evidence markers on the ground, kind of in front of an atm at that bank. that is where the owner of a tanning salon who works right across the street said that this man was tated, had a struggle sl with the sheriff around ssh this afternoon.

according to the sheriff's office they saw the man running around in the street and deputies tried to make contact with him. right now we will show you ground video we shot of the scene a few minutes ago. the sheriff's office said that they tried to make contact with this suspect and when they did the suspect allegedly assaulted one of the officers and then at some point the sheriff's office says that the suspect was taken to the hospital and that also an officer was taken to the hospital. the officer as far as we know seems to be okay, but that suspect unfortunately did die at the hospital. from what and why we don't know yet, but what i can tell you is that toner of the tanning salon says that he saw this man running around in the street. deputies tried to make contact with him. he had two backpacks with him. at someoint heos he was tased and he was on the ground but he was able to get up. the owner of the tanning salon tells me at that point the suspect ran towards him. he said, hey, man, don't do this, just stop. he told me -- and this is a quote -- he looked like he was mentally challenged or on drugs and the man did later tell me though that he looked harmless.

the suspect then made his way down the street a bit where he got into another -- some sort of scuffle with the deputies. according to this witness, he said he saw his head slump forward like this and he wasn't moving. emts and an ambulance later arrived and that's when the witness saw the ambulance take the suspect away, and that's where, of course, we now know that he died at the hospital. this is a massive scene on el camino real. traffic is all around it because the street is shut down for the investigation. we are here now. we are going to move and try to speak to the sheriff's office. try to figure out exactly what happened. live here, i'm kate larson, "abc 7 news", bck to you. >> thank you for that report. to the ongoing controversy generated by president trump after he openly mocked the testimony of dr. christine blasey ford. >> yes. she's the palo alto resident who says supreme court nominee brett kavanaugh sexually assaulted her. >> abc 7 reporter chris wynn has the full story from the peninsula. >> reporter: when christine blasey ford of palo alto testified before the senate

judiciary committee, she said she was 100% certain that supreme court nominee brett kavanaugh was her attacker. >> indelible in the hypocampus is the laughter, the uproarious laughter between the they're having fun at my expense. >> reporter: last week president trump called her testimony credible, but last night a different tune as he mocked her during a political rally in mississippi. >> how did you get home? i don't remember. how did you get there? i don't remember. where is the place? i don't remember. how many years ago was it? i don't know. >> reporter: the comments left many in disbelief, including senator camal senator kamala harris. >> inappropriate is not scriptive enough. it is mean. it is mean, and it is completely without any level of empathy. >> reporter: in palo alto, some community members were appalled by the president's rhetoric. >> this is bullying behavior that he's not only condoning but inciting. he was riling up a mob behind

him, and we teach our children not to behave this way. >> reporter: stanford law professor michele dauber recently launched the enough is enough voter project, a political action committee committed to making violence against women a voting issue. >> this is really problematic because when the president of the united states is attacking a very credible sexual assault victim like this, what it does is it chills the willingness of any other sexual assault victim or sexual harassment victim to come forward. >> reporter: earlier today, white house press secretary sarah sanders defended the president saying -- >> the president was stating the facts and, frankly, facts that were included in special prosecutor rachel mitchell's report. >> reporter: a divided country waiting to see how the kavanaugh confirmation plays out. in palo alto, chris wynn, "abc 7 news." now, the full senate's vote on judge brett kavanaugh's nomination to the supreme court could happen this week. download the "abc 7 news" app right now and that way you will get an alert with the results of the vote as soon as it happens.

well, if you are like millions of other cellphone users, you probably received a bcne" wa on pren rt fhe federal emergency management agency popped up on phones at 11:18 a.m. the prescheduled test startled some people. the message on the screen made clear there was no emergency, including the words, this is a test and no action is needed. the system was developed to warn citizens in the event of a disaster or terrorist attack. now, the alert caught many by surprise across the bay area. you struggle to find a wireless signal if you go a little off the main street, but it is not just the wireless connection that's challenging. some residents weren't that keen on receiving a message from president trump, but a visitor was happy to listen. >> he has nothing to say i want to hear. >> they should have posted his tax return on there and everybody would have paid attention to it. >> you know, i kind of have a lot of faith in our federal government. >> the test also inadvertently

sent a message to sonoma county, which has been working to improve its own emergency alert system after last year's firestorm. but for some residents in guerneville a return to the old siren system wouldn't go amiss. they don't like cell towers. new at 6:00, we are hearing from the mother of a livermore teenage girl believed to be the victim of an apparent opioid overdose. she is the second teenager to have died from an overdose in livermore in the past week. as "abc 7 news" abcor eric thomas reports, people in that community can't believe it. >> reporter: teachers and administrators at this school and others in the livermore school district are dealing this week with the raw emotion cause it by the apparent overdose deaths of not one but two teenagers. >> we did have kids upset at school earlier this week, and immediately our administrators made a call, our counsellors made a call and our crisis response team came into action. >> reporter: livermore police are waiting for toxicology test but authorities suspect the kids

overdosed on drugged laced with fentanyl which is said to be 50 times stronger than heroin. >> fentanyl we see mixed into a bunch of different type of elicit drugs, not just heroin but with cocaine and with methamphetamine and some other illicit street drugs. >> reporter: scott adams, creator of the dill bert comic strip, believes one of the two victims was his stepson, justin miles. >> the coroner found a fentanyl patch on his arm. >> reporter: police have not released the identity of the other victim, but this woman says it is her 16-year-old daughter oceana muth. >> she had her whole life ahead of her. i will never see her get married. i will never see her with children. just please watch your kids. if you see any different mood swings, anything, they might not tell you but they're actually doing, but they are doing something. >> reporter: livermore police and the school district are trying to get the word out that this is a tragic situation that can only be overcome by

pharmaceutical giant baer is cutting 227 jobs in berkley. the company confirmed the cuts to "abc 7 news." according to the "san francisco business times", the cuts are on top of the 200 jobs already eliminated this year. in theg isutting 12% of its staff including more than 100 workers at its corporate headquarters in petaluma. lagunitas was acquired by heineken last year. also in the north bay something any at grato resort and casino. it has a non-smoking section.

at a public school in pleasanton may have improved security but the fixtures have proven annoying to some neighbors. >> they turned to "7 on your side" michael finney for help. >> this is interesting. one family compares the new lighting system installed this summer to search lights, lights that make it difficult for them to sleep through the night. judy fenton manages to laugh about a situation that has bothered her for some time. the lights installed recently at the elementary in plesanton border her backyard. jude ooh describes the lights as glaring. >> it does come over the top. >> reporter: she installed these thick curtains she says the light still manages to seep between the gaps and from above the curtain. her husband has also constructed

in the central valley we have thunderstorms rumbling all over the place, especially around stockton and modesto. we have showers near livermore and dublin, near discovery bay, antioch and rio vista. it is wet and rainy towards the central valley. this has been the pattern the last several hours with clusters of thunderstorms rumbling through the central valley moving through the south and clusters of isolated showers moving through parts of the east bay here moving from south to north. the storm impact scale indicates this current system ranks one. a storm of light intensity, but there have been some isolated brief downpours and maybe even a thunderstorm or two is still possible overnight and into the early morning hours tomorrow. here is the forecast animation taking us to midnight. mostly cloudy skies, a few pockets of moisture will move through the east bay. early tomorrow morning, this is the commute gets under way, could be a few damp spots but not widespread. going into the midday hours when
