>> reporter: these north bay neighborhoods have really evolved this year. at first you see empty lots like this, maybe a homeowner looking for a missing pet and then the construction crews came and you started to see houses rise up. and today we saw cars pulling in, kids running around and families barbecuing. i can tell crow the recovery here in one year is nothing short of astounding. >> i remember pulling up to the mouth of the neighborhood and just seeing fire everywhere. you couldn't actually make out the houses. it was like a wall of fire. >> reporter: this video was when the fire marshal discovered his entire neighborhood was on fire. >> in some respects it seemed like it just happened yesterday, and for other parts of it it

seems like it's been years. we'll have the kitchen over here, kind of entertainment family area over here. >> reporter: one year later he's giving us a tour. it's on the same lot as his old house and is surrounded by new home construction in various stages, a long afrom the field of ashes the tubbs fire left behind. empty for most of the year the neighborhood is now filled with families again who came back to oxford court to celebrate their new beginnings. >> and all these cupboards close by themselves. >> reporter: the first back home in the neighborhood after the fires. and like so many fire victims they lost all their possessions. it was a hard lesson to learn, but nancy says she now loves living with less. >> i feel like we almost had too many things. less is more. it's nice to be simple. >> reporter: there's still a lot of work to be done. there's still plenty of empty

lost family are coming together to make sure how a 30th birthday celebration in a rented limo could have ended so tragically. maggie rhuli has the latest. >> reporter: a vigil for the 20 lives lost. now concentrating on the vehicle, its driver and its checkered history. new york's governor pointing out several red flags. the driver was not properly licensed and the company has been told to cease operations for now. trying to piece together why the 2001 stretched ford uxcursion blew through a stop sign, with

such force the engine ended up in the driver's compartment with no signs of skid marks. >> it was missing misting or damp road could perhaps mitigate any skid marks. >> reporter: also looking into the driver's record, conducting an autopsy to see if drugs and alcohol were factors. >> we'll determine if there's any criminal kulpability on the part of anyone. >> reporter: that limo filled to capacity with friends and family on their way to a 30th birthday party for the youngest of four sisters. all four sisters along with three of their husbands killed in the c and east bay limousine company is losing business as a result of the accident in new york. the owner of prestige limousine in concord says despite having the same name it has no affiliation at all with the limousine company involved in

this collision. abc news reporter lillian kim has the story. >> reporter: someone through pumpkins at the prestige limousine fleet in concord. what's more, business come to an abrupt halt. >> it's been pretty much dead on that end. >> reporter: he says people are canceling reservations, too. four so far. customers are concerned that the business is relate today the limousine company involved in saturday's horrific crash in up state new york. both happen to share the same name. >> we have to keep clarifying we are not part of it. >> reporter: rebecca is the owner of prestige limousine which is now experiencing a setback, first there was the napa quake, then the fires and now this. >> i feel it's really hard to be judged for something you haven't done gg and you're not part of it. >> reporter: prestige limousine has been based here in concord

since 1996. it kurnltly as a fleet of 16 limousines and a staff of 19 drivers, all of whom have undergone background checks. the company is hoping the mistaken association will soon pass. >> we'll just hope they will give us our fair shake. >> reporter: in the meantime the company's limousines sit idle for now. abc 7 news. now, before you hire a limo here are five ways to make sure the trip is safe one. check federal records online. all of them are available on the u.s. traption department's website. ask the company about the credentials of its drivers including background checks. that's very important. also ask them about safety inspections. limoes are supposed to be checked by the feds every six months. make sure that's being done. and go online to check reviews from previous customers. and when your limo arrives look

for defects with the limo and make sure that your driver look alert and coherent. union city police swarmed a sideshow that broke out last night, one that brought out an unexpected guest. the intersection of whipple road and mission boulevard was filled with burning rubber at 9:30 last night. things really became bizarre, when, look, a horse was seen trotting across the street. yeah, there is right there. officers eventually broke up the crowd. one arrest was made for a parole violation. the open oakland oakland oad said it's premarpared to releas the names in approximately 45 days. the bishop says the dioceses has nothing to hide and releasing the names is the right thing to do. a muni bus driver has died following a crash last month.

a hospital spokesperson tells the examiner today that milton james died two weeks ago at zuckerberg san francisco general hospital. james was driving a 19th avenue bus when it slammed into a tree on lumbard street september 10th. no word yet on a cause. a processing error by the dmv mistakenly registered people to vote. the dmv says tonight the mistake involves about 1,500 people some who are not citizens but none live in the country illegally. an internal audit discovered this mistake. the director of the dmv says the department is working quickly to fix it. last month the dmv said it may have boxed about registrations because of an error. the leaseholder's father started the business and the same family owns the building.

of 90 miles an hour. it is moving to the west, northwest at 12. and on this track expect to become a major category 3 hurricane by wednesday morning making landfall across the panhandle of florida, eventually curving to this northeast, pushing across the south eastern united states and then weakening to a tropical storm. the biggest thing with this hurricane will be the following. dangerous storm surge up to a foot. isolated areas could pick up to 12 inches. life threatening flash floods are possible. large swells and rip currents. so if you have travel plans to the southeast, storm. live doppler 7 showing you clear skies. here's a look at those temperatures. pretty much in the comfort zone with 50s, 60s. earlier this afternoon we had 70s and 80s across the bay area, so it was a warm autumn day.
