fire destroyed a house yesterday. no one was hurt in the fire. another building burnt sunday. it's scorched 4,000 acres of land and is 80% contained. it's 4:30 on the dot. good morning. here's a quick update on your weather and traffic. mike nicco? >> thank you very much, reggie, jessica. hi, everybody. let's take a look at the winds. the fire danger expired at 10:00. the winds less than 10 miles an hour. they're 3 to 6 miles per hour in most neighborhoods. the fog confined to the coast. ten, that means unlimited everywhere we're looking. a look from the east bay hills camera and it's lurking just on the other side near the coast, the fog going to bring a cooling trend to the coast in san francisco while the rest of us will be warmer than average. you step outside, you'll have to dress a little warmer. my accuweather 12-hour planner

showing 76, 64 this evening. mid-70s to 80 at 4:00 at the bay. we have some slowing on eastbound 880. roadwork is blocking some lanes. we're still seeing a problem on northbound 17 as you make your way through los gatos. elsewhere it's picking up. we had a few early morning accidents on westbound 880 but green traffic from fairfield through the cordilia junction. starting to pick up some slow traffic as you make your way through the altamont pass. napa county officials will test its wireless emergency alert system at the board of

supervisor's meeting at 9:30 this morning. a wireless alert text message towers in and around napa county. cell phones in range of an active tower will receive the message. they are coming exactly one year after the north bay wildfires. o one. >> kate larson was there for a block party and took a few tour of the new homes built on top of ashes. >> i remember pulling up to the mouth of the neighborhood and seeing fire everywhere. you couldn't make out the houses. you saw what seemed like an entire wall of fire. >> reporter: this video taken one year ago was when assistant fire marshal discovered the entire neighborhood was on fire. it was 2:30 in the morning, four hours after he left his house to respond to a fire in downtown santa rosa. >> for some s le it'

been years. >> we'll have the kitchen over here. entertainment/family area over here. >> reporter: one year later he's giving us a tour of his nearly completed house. it's on the same lot as his old house and surrounded by new home construction in various stages. a long way away from the ashes the tubbs fire left behind. the neighborhood is now filled with families who came back to oxford court to celebrate their new beginning. proud of her new kitchen and bathrooms, nancy and her family moved in on saturday. the first back home in the neighborhood after the fires. like so many fire victims, they lost all their possessions. it was a hard lesson to learn, but nancy says she now loves living with less. >> we had too many things. less is more. >> so nice to see those folks rebuilding. it has already been a busy year

for firefighters. in the first nine months of this year, cal fire says 937 square miles of land burned in wildfires. that's more than double the area burned during the same time last year. california is entering its peak fire season with october historically a critical fire month. cal fire says nearly a dozen of the state's 20 deadliest fires happened in october. in had the east bay, the oakland diocese says it's now prepared to release the name of clergy members involved in credible sex abuse allegations. bishop michael barber made that announcement yesterday. he said he'll release the name in about 45 days. he calls it the right thing to do. last month the bishop of the diocese of san jose says he'll release the names accused of abuse. san francisco's fremont street is still on track to reopen in time for the friday morning commute. a one-block section was closed at the salesforce transit center

after steel beams had cracks. cews are also shoring up steel beams on the first street side of the building as a precaution. no problems have been spotted on that side of the building. happening today, brett kavanaugh will hear his first arguments as a supreme court justice. he took part in a ceremonial swearing-in ceremony last night. kavanaugh's confirmation was delayed after the senate considered allegations he sexually assaulted a woman in high school. kavanaugh denied the allegations. president trump apologized to him last night. >> on behalf of our nation, i want to apologize to brett and the entire kavanaugh family for the terrible pain and suffering you have been forced to endure. >> kavanaugh took the official vote on saturday, hours after the senate confirmed him bit

narrowest margin for a supreme court justice in 130 years. people along the gulf coast are being warned to prepare as approaching hurricane michael is on its way. it's expected to make landfall as a possible category 3 storm. the governor has declared a state of emergency for 26 counties. more than 1200 national guardsmen have been activated. mike, what are the cities in the cross hair? >> that's a great question. we'll start by showing you the current conditions. it's a category 1 with 90-mile-an-hour winds. it's still very far away from panama city florida. let's see exactly when it gets there. it looks like it's going to be wednesday, right around lunch. it comes ashore with 120-mile-an-hour winds.

this will have less damage with flooding and wind because it's going to move faster. it's south of macon by thursday morning, late wednesday night and thursday morning. it moves over the area florence flooded. so there could be more flooding in eastern south carolina and north carolina. that's sad. let's take a look at our temperatures headed to the east bay. 56 in castro valley. the cool spot. the fog will be the big issue and the west wind. you can see the sea breeze blowing 13 miles an hour across the golden gate. watch out for fog near the coast this morning. it will be breezy north of the bay bridge this afternoon and it will be cool to warm if you're taking mass transit. here's a look at the north bay. notice the wealth of 80s we had yesterday. they're just about gone. we'll start off about 55 and warm up to about 76 at 2:00 and drop down to 86. we'll look at san francisco where we'll warm up around noon,

the sea breeze will kick in and drop from the mid-50s back to 60s by the time the sun sets. you say there's an issue in the east bay. >> an issue on northbound 880. getting onto northbound 880 could be a problem. we were picking up earlier slowing on 880 out of san lorenzo into san leandro due to roadwork but that should be closed in the next 20 minutes. we'll head to highway 17. chp clearing a dead deer. i think we could see slowing through the area. we're checking out drive times for you westbound 580, tracy to dublin. there are a few brake lights but now the drive time not horrible, 28 minutes. >> thanks, francis. local veterans forced to sleep in cars and skip medical care. we go inside the peninsula lodge trying to change that.

let's watch the southerly surge coming up. that's the marine layer and clouds pushing in. this afternoon we'll see increasing clouds and increasing sea breeze. that will help drop the temperatures a little bit. inn in the south bay want as cool. we'll have low to mid-70s on the peninsula today. only mid-60s along the coast. same thing for san francisco, your high will be around midday and will fall with the sea breeze. you get deeper into the north bay and we'll have low 80s as the breeze won't quite reach there. you can see what the breeze does there, low to mid-70s and as you head inland we'll have temperatures in the low to mid-80s. everybody in the 60s and 70s

not quite as much cooler as you head into our inland neighborhoods 4 to 6 degrees cooler. the chronicle reports the new operators bought the rights to a 49-year lease giving them control over the property and they want to open the building's 245-foot tower to the public for the first time in years. the company also wants to expand the farmer's market, which is open three days a week. >> that farmers market is a lot of fun. a whole foods store in berkeley retained a straining order. the guardian reports the telegraph avenue store filed the action against the direct action everywhere group. they have been protesting outside the store for years. the store claims protesters block aisles and put customers' and workers' safety at risk. google says it's no longer

competing for a pentagon cloud contract worth up to $10 billion. they say it may conflict with company principles. a google spokesman issued a statement saying they could not be assured it aligned with artificial intelligence principles. bloomberg reports it includes moving it to a cloud system. google says it's working to support the u.s. government with its cloud in other ways. this is nice. happening today firefighters and ems workers can get a free meal at mcdonald's. the fast food chain is celebrating fire prevention week. nose in uniform or i.d. can get a free quarter pounder meal. you're never more than seven minutes away from my accuweather forecast. i just received the latest update on hurricane michael and it's not good. it's a category 2. continues to strengthen. winds 100 miles an hour.

a storm surge, when you get a little area like this, the little bend if you will in the coast, that makes the water pile up even more so from panama city down to almost tampa. we could have anywhere from 6 to 13-foot storm surge. we'll have a lot of damage from that storm surge. not as much damage from the rain. it's a narrow strip from panama city, albany, georgia, up to columbia, south carolina, where we could around 10 inches of rain. there will be some flooding with this but there will be a lot of wind damage and storm surge damage also. here's frances. >> we're seeing a lot of brake lights on the peninsula, northbound 101 as you make your way through palo alto. traffic is crawling around willow. there may be some slowing in the southbound direction as well because of roadwork in the

it's 5:00. >> you're never more than seven minutes away from the accuweather forecast. let's kick things off with mike nicco. >> look how different the gold. gate bridge is today. the sea breeze is back and so is the cooling fog. it's not going to reach all neighborhoods but the coast, san francisco, berkeley heading down towards oakland, we have cloud cover developing there also. when you step outside, the other big story is it's cooler this morning. mid to upper 50s. you have to dress a little warmer. we'll drop in the afternoon hours into the upper 50s. low to mid-70s. very comfortable around the bay and inland for lunch. then we'll be 74 to 80 by 4:00 but back down into the 60s by 7:00. we'll get frances in here and see what's going on with the morning commute. >> we're still seeing some slowing as you make your way through the peninsula on 101 through palo alto.
