it's making landfall in the florida panhandle sometime around midday today. its sustained winds are now at 130 miles per hour with even stronger wind gusts. the national hurricane center is also warning of a life threatening storm surge. >> the hurricane center saying it was a category 4 and is strengthening. gulf shores is what you're looking at right now. it is already feeling the effects of the storm. some roads have been closed because flooding, of course, expected. >> mandatory evacuation orders have been issued. residents boarded up their homes and businesses before leaving. some shelters are already full but officials are worried that not enough people are evacuating. abc's victor oquendo has more. >> reporter: the main concern here along the coast, storm surge, possibly 12 feet of it. that means this entire area would be underwater.

this water would push right up over this little sea wall. just to give you an idea, this gazebo would be entirely underwater as well. that park, this little neighborhood, those houses, just beyond all that, downtown apalachicola, that would be flooded as well. you see there are a lot of boats still here but we have seen a number of boaters coming in making those last-minute preps, doing what they can to either secure their boats or get them out of harm's way, taking them out of the marina, down the canal, up the apalachicola river, further inland to safety. we're also seeing people just helping their neighbors. the winds are starting to pick up a little bit. we've had a few showers but we are expecting the brunt of the tropical storm-force winds to hit later on. mandatory evacuation in franklin county. they are busing people out of towns, getting them to shelters, places like that. they're calling it a one-time opportunity. something that a lot of people here need to pay attention to. again, the main concern is the storm surge. victor oquendo, abc news,

apalachicola, florida. >> it's not just the florida panhandle coast that is in danger from hurricane michael. >> no, not at all. paul williams to give us a sense of what's ahead. >> well, what i'm sensing is i've been doing some calculations since our last report. we're at 130-mile-per-hour winds so it's a category 4 hurricane. i continue to be concerned about this strengthening more because you add sun on top of this thing it's like adding water on to a grease fire, it spreads and becomes even worse. we're looking at 130-mile-per-hour winds. the movement is actually to the north at about 12 miles per hour. leaning more so towards mobile, alabama actually. because of the girth of the storm in excess of 400 miles in diameter, it's just so big. now it is just so powerful. so it's already a category 4. as it moves further, it's going to stay a category 4. as it begins to make landfall,

it's expected to become a strong category 4, not necessarily a 5, but at least a strong category 4 by the latest calculations we have. one quick note about the storm surge. we're looking at between 6 to 10 feet. >> and we know it's headed up that track you showed us earlier right into the carolinas, charleston, wilmington in that area, that just was dealing with hurricane florence. is there anything different about this storm that those areas need to worry about? >> it's kind of a back and forth. it's a gemini effect. on one side, florence was a problem because florence slowly moved across south carolina. now, as far as michael's concerned, it's a fast mover but because michael is such a fast mover, it has more of a punch as it pertains to the winds, hence the category 4 and getting stronger. >> and a category 4 or 5 storm has never hit the florida panhandle before. this could be a very, very dangerous day for many of those folks there. paul williams, thank you. and we know it's a category 4 right now because of the hurricane hunter planes.

they fly straight into hurricanes to gather data used in the forecast. >> and they tell abc's david muir that michael is different in the way that it's getting stronger. >> richard, thanks for joining us. i know you've been flying up, observing this hurricane from above. tell us what you've noticed so far. >> well, unfortunately, david, one of the things that we are noticing is that the environment around the storm is, indeed, becoming more conducive for intensification. we were hoping that would not be the case, but that's bad news for the folks who live on the florida panhandle. the storm is continuing to strengthen with the very warm waters of the eastern gulf of mexico. i'm afraid that the forecast of continued intensification is really likely to occur. >> as you watch this hurricane intensify from where you're at, richard, what would you say to

folks back here on the coastline who are preparing for this hurricane? >> i would really beg those people to listen to what emergency management folks are telling them. if they live in a storm surge prone area, this is the time to leave because this is not a storm to try to ride out. we're talking about a very, very large storm surge and additionally there is going to be a lot of damage inland probably from this storm because of the very high winds. >> reporter: david muir, abc news, new york. president trump talked impeachment during his latest rally but he didn't sound worried at all. he appeared in front of a large crowd in council bluffs, iowa, calling this an historic week for america. the president again slammed democrats over the brett kavanaugh nomination. he also laughed with the crowd about how talk of his possible impeachment seems to have disappeared. >> last week they're saying we'll impeach him. impeach him for what? for what?

are already coming ashore. >> looking live at gulf shores, alabama right now, you can see the wind is starting to pick up a little bit. a hurricane warning is in effect across more than 300 miles of the gulf coast. thousands of gulf coast residents are heeding the mandatory evacuation orders but some are staying. abc's victor oquendo has more from tallahassee. >> reporter: the ferocity of hurricane michael seen firsthand on the high seas. the awesome display of raw power captured in slow motion. those outer bands lashing the "empress of the sea" cruise ship. >> there were 13 to 15-foot swells. heavy rains. lightning out in the distance. >> reporter: michael now taking aim at the gulf coast. the surf already churning near key west. in cedar key, sirens announced mandatory evacuations. in the storm zone, shelves are emptying. supplies dwindling. first responders filling the

tanks of their ambulances. florida's governor calling the storm monstrous. >> this storm is dangerous. if you don't follow warnings from officials this storm could kill you. >> reporter: in apalachicola, ben is getting his boat to safety. >> why is it so important to get it out of here. >> i don't want it to sink. i just hauled it back to georgia and rebuilt the thing. >> reporter: the view from space massive. michael is now some 400 miles across. the storm already wreaking havoc in central america. heavy rains and mudslides in el salvador and a race to save the driver of this ambulance in nicaragua. more than a dozen killed in the region. back here in florida, we found les stephenson boarding up his tallahassee music supply store. what time will you close up shop? >> as soon as we finish these boards. >> reporter: he's taking this seriously. this is the first time he's had to do this in more than 30 years. the major concern inland like here in tallahassee, for

example, those dangerous and destructive winds. trees will come down, power will get knocked out for days, maybe even weeks as michael rips through florida and several other states. victor oquendo, abc news, tallahassee. >> our thanks to victor. now let's get a check on where michael is headed and how much rain could fall. >> accuweather's paul williams joins us live with that. good morning, paul. >> good morning to you both. listen, we are going to have big problems with michael because in all honesty, michael is now targeting a very delicate part of florida right now. right through tallahassee, where a lot of folks typically run for help. now we look for heavy rain to push into even southern portions of georgia. look at this. we're expecting michael to be upgraded to a category 4. michael strengthened faster, quicker and became more girthy or wider than expected initially. we're looking for it to be a category 4 by wednesday afternoon, wednesday evening and then it will make its way inland and slide across areas already tenderized by florence, particularly south carolina and north carolina.

this storm is continuing to lift its way towards the northeast. we're seeing the outer bands introducing themselves to the coastal region of florida. let me show you just how powerful this is. i want you to think of this storm as a big spoon stirring up something in the middle of a bowl. it's stirring up wave heights of up to 20-plus feet and it's still getting stronger. >> yeah, and that's the troubling thing. how powerful do we expect the winds to be when the storm hits? and the storm surge as well. >> well, the thing that -- it reminds me what happened with katrina to a certain extent. it initially hits with powerful winds, we're looking at possibly 120 to 140-mile-per-hour winds initially. we're watching out for prolonged power outages, structural damage, isolated tornadoes. even as you move into south carolina, we could see 60 to 80-mile-per-hour winds. >> paul, how bad do you think

breaking news development with the storm. paul, it's not good news. >> no, it's not. this is -- we don't have access to the sunshine which typically helps to fuel these storms. we're talking about 130-mile-per-hour sustained winds. the location is at 27.7 north, 86.6 west. that's the eye. and it's moving directly to the north at about 12 miles per hour. so it looks like it's going to be more of a direct hit, getting a little bit closer to mobile, alabama. so now as we take a look at this, we're talking already about a category 4. initially we think we'll wait until it gets access to thermodynamic energy and get a chance to strengthen to a 4 in the afternoon. it's already there. the sun is not there so this is going to stay possibly stronger than barely clipping that category of category 4. at 130-mile-per-hour sustained winds. it's a category 4, but i think it can possibly get stronger than that. >> that's scary.

we're talking about the florida panhandle, paul, but you're saying there could be problems for the track in the carolinas, charleston, wilmington, those areas have something to worry about. >> yeah, they do, because of what's going to happen after michael hits. first of all, we're looking at that storm surge, rough seas and rip currents. we're looking at a surge of 6 to 10 feet. that's the push. remember the big spoon analogy we used last time? the storm is stirring up 23-foot wave heights. we're looking at that as the beginning and the rainfall is going to be tracking towards the northeast, bringing with it flash flooding. we're looking at a storm max of possibly 12 inches of rain and that's reaching into portions of south carolina. >> paul, i know we're saying it's a category 4 right now and expected to make landfall by midday. do we expect it to be this powerful of a storm or even more powerful when it hits the gulf coast? >> i think it's -- right now since it's kind of moving faster -- >> is there anything that might shear it apart? >> no. we don't have the shear there

now on track to make landfall midday today in the florida panhandle. the breaking news, it is now a category 4 hurricane packing sustained winds of 130 miles an hour. the troubling news, the national weather service is warning that michael is extremely dangerous and is expected to get even stronger before landfall by midday today. you can see the winds starting to pick up on the gulf coast. we continue to keep an eye on that storm. >> and continue to bring you the latest. law enforcement officials in michigan recovered 123 children in a single day. >> this was called operation mi safe kid and was aimed at locating victims of sex trafficking. half of them from the detroit area alone. many of the missing kids are runaways. abc news has obtained part of the limo's inspection report. the vehicle had six violations
