>> and take a look at panama city beach. they're seeing the effects of the storm already and here's what michael looks like from space spanning some 300 miles. >> this is what we know right now, hurricane michael now a major category 4 storm. it is packing 140-mile-an-hour winds, around 375,000 people across florida have been asked to evacuate. governor said if you stay behind, seek shelter immediately. >> "world news tonight" anchor david muir is leading our coverage from the storm zone. he's starting us off in panama city beach. good morning, david. >> reporter: robin, george, hurricane michael already proving to be historic this morning, category 4, first time they have seen a category 4 in the florida panhandle. winds at 145 miles per hour already, this is now 65 miles south of where we are here in

panama city right now. hurricane hunters i spoke to overnight, their biggest fears in the final hours, they'll travel over the warm water of the gulf to knock the power down. overnight, monster storm michael growing in strength now a category 4 hurricane with winds up to 140 miles per hour. gearing up to be the strongest in the florida panhandle's history. inching closer to the coast with landfall expected early this afternoon. the storm bears down on the panhandle residents are bracing for the worst with the winds still picking up speed. this monster storm's outer bands already dumping torrential rain on portions of the southeast. while hurricane michael marches toward the florida panhandle just miles to the south a glimpse of what this powerful hurricane might bring. the view from space, massive, you can see michael now some 400 miles across. watch as the waves batter this cruise ship in the gulf of

mexico, passengers aboard "the empress of the seas" braving treacherous conditions as it steers out of the storm's path. >> we battled 13-foot to 15-foot swells. there was lightning out in the distance. >> reporter: this morning florida officials say hundreds of thousands of people have been asked to evacuate. >> if you don't follow the warnings from these officials, the storm could kill you. >> reporter: with officials declaring a state of emergency in 26 florida counties and across the state of alabama. i spoke with hurricane hunters on the front lines watching this category 4 hurricane gain momentum from above. >> as you watch as the system travels over the warm waters of the gulf, what's your biggest concern? >> it reminds me of some historical storms with the very warm waters of the eastern gulf of mexico. i'm afraid that the forecast of continued intensification is really likely to occur. >> reporter: that's why here in florida this morning, residents are taking no chances. a last-minute sprint for those in the danger zone gearing up

for the mass evacuations throughout the region and for residents like joan and stan boarding up to ride it out at home is the only choice. >> i just feel like you're safer if you stay put and batten down the hatches. >> i think it's more dangerous to be on the roads right now with all the traffic. it feels safer here. which sounds crazy because it's a hear barreling torwards us. >> reporter: many neighborhoods are hunkering down together preparing to help each other if they need to. >> we're all in this together. we're one giant family. since we've all experienced this type of storm at some point. >> several of the neighbors have boats ready in their yards and some heavy equipment just in case. >> reporter: the satellite images of this storm are really dramatic to see them. the eye is fully formed as this storm strengths. the storm surge forecast has been updated. they're now expecting a storm surge up to 13 feet from panama

city, we'll be watching that. a real threat from the storm surge but also the winds as they tear through here. the governor here in florida, rick scott, telling everyone the time to get out has passed. hunkered down. he also said this storm has been deadly already in its path to get here. >> it certainly will be and we'll get back to you in just a bit. >> ginger is also there in the mexico beach, florida, with the latest on track of the storm. >> it's getting close. the thunderous roars of some of the wind gusts, one near 60 miles per hour. look beyond me, the violent of gulf of mexico, already more 4 1/2 feet of storm surge. the storm is on. it makes me sick to my stomach

to see this image. so clearly showing the eye, so distinct, closing in now on the florida panhandle. these bends of topography not going to be our friend as far as storm surge. it's about the conditions deteriorating from there, the wind gusts are going to be the first concern, right -- 109 miles per hour at mexico beach at 1:00 p.m. tallahassee at 1:00 p.m., take it then inland, look at how strong the winds are, mexico beach, 100, dothan, alabama, 999 miles per hour. it's not going to become less hurricane strength until it gets to south carolina. after the wind and probably first and foremost is the storm surge. that's where we lose the most life and property, robin, unfortunately in places like, this we're on stilts, a cement

building, the best place you could possibly be the but this coastline is incredibly vulnerable with the pressure. >> we're live on the west coast right now, you're live on the east coast show, you were at the water's edge you had to move inland now. >> oh, yeah, i'm not staying anywhere close to the beach. we are actually not even -- i wouldn't be here if this wasn't a stilted cemented building. all of these places, potentially coming off their foundation. that's how serious this situation is. >> okay, ginger, thank you. rob, it looks like residents have taken the evacuation orders seriously. good morning. >> reporter: we're officially in tropical storm conditions right now. those who took those evacuation orders seriously because it's a good thing they have just shut

down all of the bridges around panama city and panama city beach. they're telling people you should shelter in place now. of the 120,000 people who were supposed to evacuate, from the city officials told me, only half of them evacuated. we had 100,000 tourists here. huge week of vacations. most of them evacuated. but still a fair amount of people still here. check this out, storm surge, this surge is already up to this railing this tide coming up. high tide at 1:00, 2:00 this afternoon. you see how those waves are pounding this shoreline. only two saving graces, george, this is happening during the day. two, it's moving quickly. but a category 4 is going to be

ca catsatstrophic. we're joined by fema administrator, brock long. what's your biggest fear right now. >> my biggest fear i hope the people heeded the warning to evacuate. the window to do so is coming rapidly to a close. forecasters are predicting over 14 feet of storm surge. we just hope people have gotten out of those storm surge zones. >> it has popped up quite quickly. any surprises you're seeing? >> this typical with gulf coast storms, rapidly intensifying and it's something that we have to factor into. we have to ramp up, you know, our assistance and move very quickly and unfortunately, we have seen this a lot in the gulf. >> you have seen a lot in the gulf. one of things that we also see,

in some of these storms, there are people who chose not to get out for complicated reasons, what can you do for them? >> if you have any functional or access needs the counties will typically hold register lists on blue skies days when it's not necessarily hurricane season so we know who needs assistance ahead of time. please check on your neighbors. if you're leaving and you know someone is in their house alone and can't evacuate we would ask for that assistance. what are we doing? we prepositioned search and rescue teams to move in as quickly as we can. >> coming on the heels of florence, quite a different storm, it dumped so much rain across the carolinas, how is michael different and how does

that change your response. >> the intensity and the timing. florence gave us a huge runway, over a week's notice. this one popped up on the radar screen basically saturday morning, and it was very hard for us to understand what the intensity was going to be several days later. what you're going to see is a storm moving very rapidly through virginia. it will remain hurricane strength throughout georgia as it passes through later today and tomorrow. >> quite a cleanup. >> major hurricanes are the ones that cause the greatest amount of loss of lives and tanybody that doesn't evacuate that experiences storm surge doesn't typically live to tell about that story. as this thing pushes through you'll see a lot of inland wind damage, power outages for multiple weeks. >> brock long, thank you for your time. >> all hands on deck later

today. tallahassee also in the path of that storm. they could see hurricane-force winds and worried about long-lasting power outrages. workers are racing to secure buildings. abc's victor ogend owe with more. >> they have actually lowered massive cranes just like this one to protect them from those incominged a powerful and destructive winds. florida's capital is covered with trees, there's no doubt when michael comes through here it will bring down a number of trees and bring down power lines as well. lot of debris, there will be road closures and power outages for days maybe even weeks after this storm hits. ahead of this monster storm there are at least 1,000 utility workers in place to help get

this city back up and once michael roars through and learned their lesson after hurricane hermine two years ago. it knocked out power to 75,000 customers and caused more than $5 million in damage. it was a category 1. michael is obviously much stronger than that. >> yes, indeed, thank you very much, victor. now to washington and the surprise resignation of u.n. ambassador nikki haley. she's the 12th senior official to leave the administration this year. speculation swirling about why the rising gop star is making the move just weeks before midterm elections. our senior white house correspondent cecilia vega has all the latest. good morning, cecilia. >> reporter: good morning to you. president trump says haley told him she wanted off the job six months ago but this surprise announcement caught some top administration officials by surprise. and haley isn't saying exactly why she's leaving. president trump back on the campaign trail. >> this is truly a historic week for america. >> reporter: using his recent supreme court victory to rally supporters in iowa and stoke anger at democrats. >> what the democrats did to

brett and his beautiful family is a national embarrassment, a national disgrace. >> reporter: but that victory lap overshadowed by the latest shake-up back home. u.n. ambassador nikki haley caught even some top administration officials off guard with her surprise resignation announcement. president trump says, no hard feelings. >> i think she's helped make it a much better position if you want to know the truth. i think it's become maybe a more glamorous position than it was two years ago. >> reporter: she was also one of the few women in the president's cabinet. someone who didn't hesitate to publicly disagree with him saying this about the women accusing the president of sexual misconduct. >> they should be heard and they should be dealt with. >> reporter: as for why she's leaving now, haley is not saying. >> there's no personal reasons. i think that it's just very important for government officials to understand when it's time to step aside. >> reporter: the one thing she says not on the horizon. >> no, i am not running for 2020.

i can promise you what i'll be doing is campaigning for this one. >> reporter: andn she had a special message for two people who were right there in the room. >> jared is such a hidden genius that no one understands. and ivanka has been just a great friend. >> reporter: now among the names being floated as a possible haley replacement, ivanka trump. >> ivanka would be dynamite. >> is it a serious consideration? would she be a good fit for that job? >> i think ivanka would be incredible. it doesn't mean i'd pick her because you'd be accused of nepotism. even though i'm not sure there's anybody more competent in the world but that's okay. >> reporter: and just like that, ivanka trump took herself out of the running with a tweet saying, i am not that replacement, so we can cross that name off the list. >> so she's off the list. who is on it? >> well, the president says he has a list of about five names long. we know among them is deputy -- former deputy national security director dina powell.

she's one of the names on the list. the president says he wants to name this replacement over the next two to three weeks, george. that could make for a pretty long, awkward transition since haley says she's not leaving until the end of the year. >> and no confirmation till after the elections. thanks very much. michael. >> thank you, george. we're going to turn now to that big night in baseball, especially if you're a boston red sox fan because they are moving on to the next round of the playoffs, shutting down the yankees last night defeating their arch rivals 4-3 in a nail-biter game and afterwards rubbing a little salt in the yankees wounds by trolling the team fans singing "new york, new york" as they celebrated in their locker room. the sox will now face the defending champ, my hometown team, the houston astros, next in the american learn champion series. i'm not going to tell you who i'm rooting for. >> of course, you are. >> 'stros, baby, the whole way. come on, verlander. back to ginger with the latest on hurricane michael.

florida panhandle, this portion of florida, ever. hurricanes opal dennis back in 2005 were major hurricanes but they were cat 3s. this is cat 4. this is going to be a significant and potentially deadly hurricane as it passes through. it's been deadly already in its path to get here. one of the things that we have been noting the buoy out in the water they use to measure the waves, is no longer sending d a data. the last wave it measured was more than 30 feet. about 31 feet. they again they point out they no longer have data coming in from that buoy. we also heard from fema administrator brock long. unfortunately hurricane michael is a hurricane of the worst kind, nothing else can be said about it. again, 145 mile per hour

sustained winds. i was talking with the hurricane hunters overnight as they flew right over the hurricane and that was their major concern, as this hurricane continues to barrel toward the u.s. coastline, over the waters of the gulf, very warm waters, there aren't any other steering currents to knock down the storm. the eye of the storm is fully formed. it continues to strengthen before it makes landfall which happens around 2:00 p.m. eastern, 1:00 p.m. local time right here in florida. >> david, it does seem that people are actually listening to these warnings and evacuating, doesn't seem like there's a lot of activity around you that people have gotten out of town. >> reporter: that's one of the encouraging signs, we have been out in the field reporting over the last 24 hours, we took note there were only a few people on the beach. that's a very good sign they're taking this hurricane very

seriously. unlike hurricane florence which we saw in the forecast for several days leading up to the hurricane making landfall, this has been very different. on the radar for a couple of days. not a lot of time for the people to get out. robin. >> all right, david, thank you. we'll move on now to abc exclusive interview with first lady. chief national affairs correspondent tom llamas traveled with melania trump on her first solo trip to africa and she addressed several sensitive topics including the me too movement. tom is here. good morning. >> we sat down with the first lady in kenya but we were with her every step of the way during her tour through four african countries seeing firsthand how this first lady is trying to make her mark.

on the road from cairo to giza, we see them and guarding every stretch of highway. we're in an armored van traveling in the first lady's motorcade. mrs. trump's first solo trip abroad means every step will be guarded. in egypt, the first lady touring some of history's greatest landmarks. at times appearing to make these monuments part of her own personal runway. in many ways like the great sphinx she visited melania trump also remains a mystery but now for the first time opening up about her life and her time in the white house during our exclusive sit-down interview and revealing some of the obstacles she's faced. what's the most surprising thing about being first lady for you? >> it's sad to see that organizations and foundations i want to partner with choose not to because of the administration and i feel they are choosing the politics over helping others.

>> can you give me any examples? >> i would not talk about it. they know who they are. i don't want to put them out in front of the world but they know who they are. >> reporter: and in our wide-ranging interview we also asked the first lady about some of the major events that have shaped and rocked her husband's white house, and the country, including the me too movement. >> think of your son, think of your husband. i've had many false accusations. >> reporter: just last week her husband sharing that sentiment as the fbi investigated judge brett kavanaugh over an accusation of high school sexual assault. >> what is your take about the me too movement, though? do you believe in them? do you support the me too movement? >> i support the women and they need to be heard. we need to support them and also men, not just women. >> do you think men in the news that have been accused of sexual assault have been treated unfairly? >> we need to have hard evidence that, you know, that if you are accused of something, show the

evidence. >> some women might hear that and say how can you say that. you need to stand with women. what would you say? >> i do stand with women but we need to show the evidence. you cannot just say to somebody, i was, you know, sexually assaulted and, or you did that to me or -- because sometimes the media goes too far and the way they portray some stories, it's not correct. it's not right. >> we spoke much more about the me too movement along with other current issues. no question was off the table and tomorrow right here on "gma" why she personally wanted to take on cyberbullying. it's likely not what you think. her revelation shocked us. >> can't wait for that. thank you. >> and "being melania: the first lady" airs friday at 10:00 p.m. right here on abc. coming up, taylor swift is making history at the amas and cardi b with one of the hottest performances of the night.

here in the florida panhandle. we also know that the storm right now is about 90 miles south of where we are and this was really striking. the buoy that had been recording the waves from this massive hurricane which recorded one wave surpassing 30 feet is no longer recording waves. it simply stopped sending data in which is always an ominous sign about the scope of these hurricanes. hurricane michael already making history. it should be when it hits here the largest hurricane they've ever seen here in this region. overnight, monster storm michael growing in strength. now a category 4 hurricane with winds up to 140 miles per hour. gearing up to be the strongest in the florida panhandle's history. inching closer to the coast with landfall expected early this afternoon. as the storm bears down in the panhandle residents are bracing for the worst. with the winds still picking up speed, this monster storm's outer bands already dumping torrential rain on portions of the southeast.

while hurricane michael marches toward the florida panhandle, just miles to the south, a glimpse of what this powerful hurricane might bring. the view from space. massive. you can see michael now some 400 miles across. watch as the waves batter this cruise ship in the gulf of mexico. passengers aboard "the empress of the seas" braving treacherous conditions as the ship steers out of the storm's path. >> we battled 13-foot to 15-foot swells and there were heavy rain and lightning out in the distance. >> reporter: this morning, officials say hundreds of thousands of people have been asked to evacuate. >> if you don't follow the warnings from these officials, this storm could kill you. >> reporter: we heard florida's governor in the last 24 hours say this hurricane can kill and, in fact, it's proven to be deadly already. in its path to get here. again, it will be historic in nature. the largest hurricane they've seen in the florida panhandle

and the condos along mexico beach. this is what it looks like all over the panhandle of florida and why they're so vulnerable. can you imagine having a nine to 13-foot storm surge and would go up into those homes in their second levels. that's the type of water that could push on land here in just a couple of hours from now. we are under a tornado watch. there's always that threat as the outer bands spin up little tornadoes and the timer to show you at 2:00 p.m., apalachicola has a gust of 120 miles per hour. 97 where i'm standing in mexico beach and as it makes landfall and moves inland, even dothan, alabama, at 83 miles per hour, tallahassee, that will take down trees at 90 and dothan at 94. so from here to panama city up to the north and east we are so concerned not just about the wind but that water and i'm just starting to see under my feet here talk about storm surge, it is slowly starting to creep up and it's not going to be slow after a while. after this program, we're going

the disorder is called acute flaccid myelitis or afm. it looks like a cold or the flu but quickly turns into polio-like symptoms. those symptoms can include fever, arm or leg weakness, walking strangely, paralysis and problems speaking. so far this year clusters have been detected in 16 states. 38 cases total. that's already surpassing last year's total. >> your typical 2-year-old before this was running around, telling knock-knock jokes. >> it attacked julia's body, her spinal cord. >> reporter: these illinois parents say their 2-year-old daughter julia is recovering after treatment. but 20-year-old hanna mcneil of colorado is learning to walk again after weakness in her lower extremities worsened landing her in the hospital. she spends most days in a wheelchair. >> it just breaks my heart to see those little kids going through it. >> reporter: of the number of cases over the last four years most have occurred in young children. and doctors say it's rare with

and honored that you chose me. what did you learn in this process? >> i think as a documentary filmmaker i'm making films about other people. but i think what you really emphasized is like the power of a personal story and how what you learn is more so it's about what you learn but it's about what you share. more so it's about what you share. so when you were very candid about your health journey, i really realized like what seemed like a valley with my personal experience with my mom's battle with cancer, it really was just more so that i could operate in the realm of i know and like i've seen versus i heard so i think that was the biggest takeaway for me, especially as an aspiring journalist. >> well, it was beautiful how you put it all together and i appreciate it greatly. i really do. bethel, all right now. so what are you hoping that people who are going to be watching all of these beautiful films, especially young women, what do you want them to learn, take away? >> i just want all young girls to realize that there's no dream too big. no matter what obstacles you're going through, for example, my

interview subject was a perfumer and she left school at the age of 15 and she's battled with dyslexia, but she was still able to start her own successful perfume business, so, if i was to give one piece of advice, it would be if you have a passion, just go for it because there's no harm in trying. >> not at all. i know that your passion is filmmaking, everybody. so creative. so creative. also what i love about this initiative is that they asked you all to identify a heroine that has really inspired you and, louisa, what was that for you? and why. >> for me it would be mulan because she's just the epitome of selflessness and broke gender, to show girls can be smart and girls can be strong and she saves all of china so i mean if that's not girl power, i don't know what is. welcome back to "good morning america." we're here in mexico beach, florida. the panhandle of florida, about to feel the heaviest impacts of hurricane michael. i have to show you this satellite image. the last frame that just came in, i will use the word terrifying. this thing has not stopped intensifying as it approaches us here. it is probably about 80 miles from my current location to the southwest. the water that we've seen rise on this beach keeps rising. we keep moving back. it keeps coming in. we are going to go indoors after this. i know a lot of folks just beyond florida are concerned about this. south carolina, north carolina and virginia could see tropical storm-force winds and we have got flash flood watches that go all the way up to norfolk through augusta so this is a major storm. we will be talking about it all day. but for now let's get a check

couple in this movie but we naturally like each other so much that the first scene where we have to embrace, it was way too warm for this divorced couple that, you know, still care about each other but don't just love each other so we kind of clicked into holly and michael mode there for a second and had to pull back. >> and when you're in a film like this that is heavy and it's a tough subject, how do you keep it light on set? >> i don't know. i mean, i was constantly in a state of freaking out, especially when amy and steve were on set because that would just keep it light automatically, because michael and holly were there. but i don't know. it's true. like you're dealing with heavy material and a heavy subject matter and you almost don't want to make yourself -- you don't want to lean into it too much, you know. >> ellie kemper was here for "gma day" and told us something about you, on the set of "the office," she went to reach for a bagel and they yelled at her and said you
