landfall with 155-mile-per-hour winds, just shy of a category 5 storm, sparing nothing in its path. >> mexico beach took the brunt. that's probably ground zero. >> reporter: tree after tree toppled, crushing homes and cars. power lines down across the area, entire roof tops blocking roads. in apalachicola, the storm surge flooding streets and homes. in panama city, drone footage showing a school destroyed. david muir visited a medical >> the wind took a path and when they broke these doors out, the wind made a wind tunnel. >> search and rescue. >> reporter: first responders searching for survivors. authorities fearing there could still be people trapped inside their homes. and neighbors helping ne in port st. joe beach, a man using his boat to rescue people. and in panama city, this man

firing up his grill to feed those in need. the governor toured some of the damaged areas and urged residents to be smart. >> if you're going use generators, know how it works. if you're going to use chainsaws b careful. you survived the storm, don't get hurt afterwards. >> reporter: the job of cleaning up, just getting started. >> as rescue and recovery operations genldz under way, local response and relief teams in the bay area are mobilizing. the red cross has deployed ten volunteers and more are on the way. in oakland, two have been deployed to help. if you want to help out, the red cross is accepting monetary donations. hurricane michael hit north carolina today, flooding neighborhoods. meteorologist sandhya patel is tracking michael and where it's headed next. sandhya?

>> it may be hard to believe, but the latest from the national hurricane center minutes ago, it's now stronger, packing 60-mile-an-hour winds. so tropical storm michael still dumping heavy rain across parts of the region. mid-atlantic is still seeing those downpours around atlantic city and damaging winds across the area. numerous reports of damage across the region. so far, almost 200 there, flooding, flash flooding, heavy rain. 60-mile-an-hour winds, tracking to the northeast at 25 miles an hour. about 65 miles from norfolk, virginia. it's going to race across the atlantic in the next few hours, going into tomorrow and really out over the open water, becoming post tropical, as we head towards tomorrow evening. so the damage continues. it's almost off the coast. ama? >> sandhya, thank you. in the east bay, a former oakland police officer who helped take down chinese american gang leaders pleaded guilty to taking bribes.

harry hu became an alameda district attorney inspector. our media partner reviewed court documents unsealed today. documents say hu helped informants avoid prosecution in exchange for vacations. in a statement, the d.a. says the former inspector has brought shame on himself, the district attorney's office and the police department, as well as the justice system. hu now faces up to five years in prison. "abc7 news" is committed to building a better bay area, and we're devoting more time to issues that affect your quality of life. >> the lack of affordable housing and people forced to live in rvs, neighbors say the vehicles parked there are creating safety and sanitation issues. >> kate larson is live to explain. kate? >> reporter: well, dan, ama, these are the rvs that neighbors are complaining about.

we saw about a half doesen in the area tonight, but neighbors said they've counted more than 35 at one point. >> once you get a couple rvs, it's like a signal goes out. it's a kumpi indumping ground. >> reporter: he's talking about these rvs parked on the streets around the corner from his home. >> we're at the point, it's getting out of control. >> neighbors witnessed things being dumped down the sewer. >> reporter: joanne is david's life, she's lived here her whole life and says the rvs have become a problem. joanne and david's son wrote this change.org petition, challenging the city to come one a solution. >> we're sympathetic, but this isn't the place. why doesn't the city find somewhere for them? >> there isn't a silver bullet for these issues. >> reporter: paul rose is the agency spokesman and says restricting rv parking in more parts of the city doesn't solve the problem. >> what we found is that it just

moves it to a different part of the city. >> something's got to give here. my residents are rightfully fed up. >> reporter: san francisco supervisor hillary mowman is in charge of district nine. she says that she's been proposing solutions like prop c on the november ballot, which taxes large corporations to pay for homelessness and is in favor of an rv park. >> i asked the department of homelessness to find a space in san francisco where people living in rvs could camp legally and safely, and maybe have access to bathrooms and showers. and what i was told is they don't have money in their budget. >> reporter: all right. so what can you do if you see an rv like this or any vehicle parked long-term in your neighborhood? go ahead and call 311, and supervisor ronan tells me atxt she'll call for a hearing to find a solution. live in san francisco, kate larson, "abc7 news."

>> thank you, kate. cities are starting to come up with solutions to deal with rv dwelling to build a better bay area. mountain view and santa clara county teamed up for a pilot program to provide safe parking. it allows people living in their cars to park in church parking lots overnight. and in east palo alto, the city is working to open a city owned lot to establish a safe parking site for rvs. we want you to join the conversation. use the #betterbayarea to share your ideas about what would improve the issues we've been talking about, traffic and housing. together, we can make progress on building a better bay area. line is asking a court to stop san francisco's plan for e-scooters. they plan to request a temporary restraining order in san francisco's superior court tomorrow to stop the city from rolling out its scooter plan. the san francisco start-up was among a dozen companies that applied for a scooter permit under a year-long pilot.

this weekend, visitors to san francisco's presidio will have a chance to relive one of the most emotionally charged episodes of the vietnam war. >> it was a pivotal moment in the protest movement that happened here in bay area and the men who participated in it paid a very steep price. >> reporter: keith mather still ebb ares that sound 50 years later. in 1968, the stockade here was his home. >> you were in solitary confinement in here, you were in here. >> reporter: he joined the growing ranks of american soldiers protesting the vietnam war. and historians say the military was taking notice. >> 1968, there's about one soldier every three minutes going awol. >> reporter: many taken into custody in california war owded into the stockade overlooking the golden gate bridge. as conditions deteriorated,

clashes with guards grew more heated, until a fateful incident. >> richard bunch got shot and killed. and he was one of us. >> reporter: he says the 19-year-old soldier was having mental health issues, and one day as he was running away from a guard, bunch was shot in the back. by the next day, thousands of protesters swarmed the presidio gates. tensions were running so high, that more than two dozen stockade prisoners, decided to stage a demonstration that would ae earn them the name the presidio 27. that morning they broke ranks and refused to fall out. instead, they sat on the grass and read out a list of demands, including an investigation into bunch's death. >> right after that, we were read the mutiny act. we sang to drown out our captain, so we couldn't hear. but evidently, that didn't work in our court-martials.

>> the first three trials that resulted in sentences for 14, 15, and 16 years. >> reporter: 1960s defense attorney agrees with historians who believe the highly publicized trials and harsh sentences that followed were meant to send a message to the ranks and crush the protest movement. >> it was a cattalizing effect, because it was early in the resistance. >> army officials, military officials were concerned they were losing the army, that they were losing control of the military. >> reporter: he managed to escape from the stockade, spending more than a decade in canada. a half century later, the struggle of the presidio 27 is now enshrined in an exhibit. richard bunch's name can still be seen carved into the wall of a cell. worth it? >> yeah, yeah. absolutely. i mean, i wouldn't turn the clock back and try to change it. i wish there would have been more guys involved with us.
