the bay bridge toll plaza. carpool lanes opened up. we still don't have the metering lights on. it is a light commute at this earlya quick check of drive ti. only one yellow. no surprise. 580, tracy to dublin, 35 minutes. antioch to concord, 13 minutes. and san rafael to san francisco, 14 minutes. a crash on 80. we will check that out next. happening today, another day in court for lawyers of the darryl almena. >> you remember he and another man are charged with the fire that killed 36 people two years ago. abc 7 news reporter amy ll has a look ahead >> reporter: almena says he has always been remorseful about this fire. today he and lawyers will try to convince a judge.

he was ready to plead no contest to 36 counts of involuntary manslaughter in exchange for a lighter sentence. the judge shocked him and rejected the plea deal listening to family members testify for two days about their losses. he said he didn't think almena showed enough remorse. he hosted the concert on the second floor nearly two years ago. the building was so full of art and furniture, they had trouble finding exits. that's how the co-defendant, max harris, he has decided to go to trial. so tell will be just about almena. both men have been in jail since june of last year. amy hollyfield, abc 7 news. >> thank you, amy. abc 7 news is committed to building a better bay area. we are devoting more time to issues that affect your quality of life. the lack of affordable housing is forcing people to live in rvs.

as many as 30 can be parked up next to the reservoir along university street. neighbors say they create problems with safety and sanitation. they believe city leaders can do something to make it better for everyone. >> we are similar theic towards these people. we kind of don't think this is the place for them, anyplace, any street. why couldn't the city find something where they can put them and you can provide facilities. >> is the supervisor who represents them has asked the department of homelessness to find a safe place where people can camp inside their rvs. the agency claims it lacks the money. >> some cities are coming up solutions for rv dwellers to help build a better bay area. manipulate view and santa clara county teamed up for a pilot program to provide safe parking. it allows people living in their rvs and cars to park in church parking lots overnight. and then in east palo al he toe,

him about the burglaries and the murder. >> it certainly makes you wonder. you have an individual out here where you don't typically see that kind of behavior. there may be a possible connection. >> reporter: authorities are not calling him a suspect in the murder. but ballistic tests are under way, along with bullet comparisons. and we will have more coming up at 7:00 a.m. a long road to recovery after hurricane michael. >> at least eight people are dead across six states. drone video shows an overturned freight train northeast of panama city, florida, one of the hardest hit areas. more than a million people are without power. there are dusk to dawn curfews and residents are told to boil their water.

responding to the tragedy in walnut creek. bart says it spent millions on safety and overhauled many procedures since that accident. in the north bay, people exercises along fryer creek trail can expect to see more police officers after a woman said she was assaulted. she told the sheriff's office she was walking on the trail south of manor drive. a man grabbed her and tried to put his hand under her shirt. she punched the man and he ran away. investigators are trying to identify him. the police chief has ordered extra patrols in the area to keep people safe. a record 39 inmates in california died from drug overdose last year. now the person in charge of prison health care has developed a plan to help. associated press obtained a copy of the proposal. it would provide medications to reduce opioid cravings to 13,000
