hi. good morning. it's monday, october 15th. >> yeah. you're never more than 7 minutes away from the accuweather forecast. meteorologist mike nicco has your first look at the day ahead. and we have a red flag warning. >> yeah. it's been a noisy night in the north bay. gusting 40 to 50 miles per hour. it will continue through 10:00. high fire danger about two hours later until noon today. and it will stretch into the east bay hills and the diablo range. so it's a windy morning. temperatures all over the place. mid-40s to low 60s because of the winds. they will relax by noon. that will leave us in the low to mid-70s everywhere, even in the coast. the bone dry air with the offshore breeze. low to mid-80s by 8:00. back in the 60s by 7:00. let's find out about the morning commute. any issues, alexis? >> well, we're doing okay. we have a handful of collisions already, but none seem to be

causing any major backup. we'll show you another area where things are slow. cash lane specifically. pretty decent backup on either side of the bridge. if you are paying cash, you will have a bit of a wait. no delays using fast track. the metering lights not on yet. that happens 5:20. delays out of the central valley to westbound 580, tracy to dublin, 45 minutes. antioch to concord in the green at 14. and san rafael to san francisco, still wide open at 15 minutes. we'll check out the vallejo area coming up next. thanks, alexis. we are staying on top of breaking news in the north bay. thousands of pg&e customers are still in the dark this morning. >> the company decided to cut the power in areas under red flag warnings in an effort to prevent wildfires. this is calistoga where the power was turned off 9:00 last night. this restaurant hoping it comes back on soon because they about $10,000 worth of food in the fridge.

some school districts, including calistoga joint unified canceled classes today because of the power outage. the power is still on in areas under the red flag warning. one man agrees with the decision but he still had to be ready to go because no power means no internet or phone service. >> i got my small go bag here. >> reporter: pat abercrombie says he's ready for a power outage or a fire evacuation. >> if we have to get out of here, backing out into the road, slowing everybody else down when you need to evacuate is not a good thing. >> reporter: he supports the preemptive efforts of cutting power to avoid devastating fires. >> say downed power line here is going to start a fire. so i'm totally behind it. i believe that it needs to be judicious. >> reporter: pat and his wife evacuated the fitch mountain area last year during the pocket fire. wind is calm on the mountain. earlier he put his red flag out to warn his neighbors of the

high fire risk forecasted through monday. if power goes out, some 339 homeowners in the area are on their own. there's no cell service or land lines. pat will have to rely on battery-operated radios. >> if we know the power is being taken down to avoid the opportunity for a fire to catch, i'm going to be paying a lot of attention. >> reporter: pg&e say they are doing everything they can to notify people early, especially those who need power for medical support. >> we have also dispatched trucks and employees to knock on the door of 4,400 medical baseline customers. we will continue to call the customers as the shutoffs continue. >> reporter: pat and other people in niche mountain have created their own watch system where they will notify each other in case of evacuations because the area is so remote, should there be a fire, they might be on their own for getting out. he said a long-term solution for preventing fires in the region,

place yesterday evening. it will continue to be the case this morning. you will remember two cracks we were uncovered and closed for repairs. sit is still closed as final repairs continue. no fissures on steel beams were found during recent testing and monitoring. crews will be working on 1st street between 9:00 p.m. and 5:00 a.m. to limit impact to drivers. but it did mention that the middle lane still shut down. you saw that live. the reason being is that piece of machinery is still holding up some equipment in order to help shore up the two damaged beams here. live in the next hour with more details on this opening. reporting live along fremont street, amanda del castillo, abc 7 news stkphraofplt we will check in with you shortly. plan for gridlock on the san francisco side of the bay bridge the next couple of weeks during the late night and early morning

hours. they will be replacing joint seals on the upper and lower decks of the bridge. work will begin 9:00 tonight to 4:00 a.m. tomorrow. it will fluctuate between the upper and lower decks depending on the day. caltrans said four of the five lanes could be closed for the work. go to abc7news.com for information. a person shot four people in east palo alto, killing two of them. it happened early yesterday morning on pulgas avenue. two victims died at the scene. the other two have life-threatening injuries. it appeared it started with a dispute at a halloween party. people called 911 about the shooting but they received an alert about it stkpwhraofplt in the -- aircraft rescue and firefighting personnel are training for emergencies this week. they will practice what to do during earthquakes and fires. the training will take place on

the west side of the airport near marsh drive. a big announcement expected on a program to prevent homelessness. the san francisco foundation for the announcement. it is described as a program to keep oakland residents from losing their homes. the announcement is expected at 10:30. sausalito may be having a change of heart when it comes to short-term rentals. according to the marin ij, sausalito could soon overturn its ban on vrbo and airbnb. it will give more ways to capitalize on the city's booming tour industry and generate tax revenue for the city each year. others worry it would contribute to the housing crisis. city council is scheduled to vote on the issue at its october 30th meeting. you're never more than 7 minutes away from my accuweather forecast. look at what winds are doing to our temperatures in vacaville, concord.

check out these temperatures today. everybody, even san francisco, reaching 80, if not the mid to upper 80s in the east bay and the north bay. we may pull back a couple of degrees but warmer than average tomorrow, wednesday, and possibly through the weekend forecast. i'll have that coming up in just a minute. here at the live desk, tracking new between north korea and south korea. they have agreed to connect their railways and roads. this is showing officials meeting for peace talks near the demilitarized zone today. officials say they will hold a ground breaking ceremony in late november or early december. they've also agreed to let the red cross reunite relatives through video chat conferences sometime next month. >> in the south bay, santa clara county needs 1,000 volunteers for election officers. the registrar's office is

atlanta. police believe it caused her to crash her car. no one knew she had been shot until she got to the hospital. surveillance from a gas station near the crash shows several angles but not the shooting. just moments before police say quail's mazda came to a stop. you see her steering into oncoming traffic before crashing into two other cars. more on how police think this may have been a random shooting at 7:00 a.m. abc news, atlanta. we expect to get more information today about a fatal skydiving accident near stockton. a sky diver died when her parachute failed to properly deploy during a jump yesterday. the fbi raided the business earlier this year. two people, instructor and pachute sst will investigate this latest accident. the person who answered the phone at the center tells abc 7 news the company will release more information today.

a small plane crashed into a home in arizona killing the pilot. this morning the faa and ftsb are investigating the crash. officials say there were only two people on board, pilot and passenger. the pilot died, the passenger's condition has not been released. no one in the home was hurt. more than two dozen people are recovering from injuries they suffered in a charter bus crash in los angeles. the bus went over the center divide into oncoming traffic in the san fernando valley yesterday. it triggered a series of collisions of both sides of the freeway. 25 people were hurt, 5 seriously. the bus was carrying people from a church event. highway patrol officers are trying to determine the causing of the crash. >> in san francisco, heads-up if you're planning to drive near the marina. crews are set to begin water main construction work today on richardson avenue and lombard between baker and scott streets.

joining us on this monday, october 15th. >> you're never more than 7 minutes away from the accuweather forecast. meteorologist nike nicco tracking the winds. really a problem right now. >> still a serious situation with the wind gusts. we have the wind advisory for the north bay mountains until 10:00. gusts could reach 55, 60 miles per hour. that is prompting a red flag warning not only the winds but this is some of the driest air we have had in months. relative humidity levels down 10% to 15% in those areas in red, which is the north bay mountains, east bay hills, and winds are gusting 24 to 47 in the east bay hills. we have temperatures in the mid-40s to mid-60s right now. we'll be in the 7 noon. 70s and 80s at 4:00.

another warmer than average day with the fire threat and the winds relaxing this afternoon. hey, alexis. >> hey, good morning, mike. overall looking okay right now. although things are getting a lot busier at the bay bridge toll plaza. the last time we checked it out, we said it certainly looks like the metering lights are on. carpool lanes are open. guys cruising through without an issue. westbound 580, tracy to hrdone lynn, 50 minutes. dublin to mission boulevard, still in the green at 16. 101 to cupertino, just about 15 minutes. we are staying on top of that breaking news in the north bay. precautionary power outages remain in effect in several counties at this hour because of high fire danger. there are concerns the high winds mike was just talking about could snap power lines. >> 11,309 in the dark in lake

county. 5,757 in napa county. and 415 in sonoma county. one of those communities in the dark, calistoga. that's where abc 7 news reporter amy hollyfield is this morning f. amy. >> reporter: hi, matt. police put up temporary stop signs at intersections just to help people get through since obviously the traffic lights aren't on. the power was turned off here around 8:00 last night. power was also shut down to customers in the sierras. in total, 59,000 customers are in the dark. pg&e is doing this because of extreme weather conditions. the wind gusts were pre-dickpre 50 miles per hour. >> we had no idea until it went out at the restaurant that we were eating at, sam's social club. >> and you would have done a few things differently had you known? >> yeah. our batteries. our phones are almost dead.

developing news, sears filed for chapter 11 bankruptcy protection. the company closed hundreds of sears and kmart stores. it tries to deal with its massive debts and losses. as part of the bankruptcy protection filing, the company expected to present a restructuring plan to the judge today. once america's largest retailer, sears hopes this will keep moving through the holidays. more than a dozen sears location and five were kmart stores are still open in the bay area. happening now, electric scooters are back on san francisco streets. new video shows people unloading scoot network scooters overnight. one of two companies allowed to operate under a permit program. skip is also rolling out hundreds of scooters today. the judge declined lime's order. lime claims the permit process was unfair. >> a sheriff's deputy escaped serious injury after a high-speed chase came to a fiery end in bodega bay. and look at this drama sick

sight. the deputy crashed his patrol car into a home along highway 1 early yesterday morning. the sheriff's cruiser and the home burst into flames. believe it or not, the deputy was able to get out on of his vehicle and helped rescue the three people inside the home before fire swept through the building. >> during firefighting efforts, a defensive attack extinguished it. >> the deputy spotted a vehicle linked to several thefts in the bay area. speeds reached 100 miles per hour on winding coastal roads. the suspect was able to get away. president trump is heading to florida today. he will get a firsthand look at areas destroyed by hurricane michael. it is blamed for 18 deaths in four states. search and rescues continue with ly0eople one family thought the relatives evacuated before the storm found the surprise when looking at an interactive map
