bay, part of highway 101 in san jose remains shut down, more than five hours after a deadly crash involving a caltrans work crew. good afternoon, thank you for joining us. i'm ama daetz. >> i'm dan ashleigh. lanes could remain closed for at least another hour. >> sky 7 is live over 101. you can see the wreckage there, just a mangled pickup truck there. traffic is being defensiiverted highway 7. >> carlos saucedo has more. >> reporter: the southbound lanes ofighw1till give you a better picture of the scene. we see caltrans workers as well as chp officers and to

hopefully wrap up their investigation. the driver of a white pickup truck was killed while he was going between 65 and 70 miles an hour when he collided with a caltrans vehicle this morning. a caltrans maintenance crew was doing sweeping work on the center median of southbound 101 near the brokaw exit at 10:30 this morning when tragedy truck. the driver of this white truck collided with the back end of the caltrans truck. >> crashed into the attenuator barrels that are down for additional safety. >> reporter: investigators say the caltrans vehicle was positioned in both the median and the first lane to protect the sweeper. a dog in the bed of the truck was also killed. >> any time we respond to one of these collisions and we have somebody who has died, it's

something that affects us. >> reporter: the caltrans worker involved in the crash was taken to the hospital to be checked out. the southbound lanes were closed to allow investigators to collect evidence and recreate the collision scene. that meant southbound traffic had to be diverted onto highway 87. >> we will need the lanes completely shut down so they have the ability to really look through all the physical evidence on the scene. it will be a few hours. >> reporter: and a few hours have now turned to 5 1/2 hours and counting. you're looking at live pictures of sky 7 of the major traffic backup. i did just get off the phone with chp. they tell me it could still be a few more hours before they're able to reopen the southbound lanes. it won't be until after 5:00 this evening. again, it's rush hour traffic. you can expect to see heavy traffic in and around the surrounding areas.

>> that's a bad back up. carlos, thank you. pg&e is turning the power back on in 12 counties in northern california, lake, napa ey c the p t mitesk.ity tboposs unexpected problems. abc 7's wayne freedman has been in calistoga all day. what's going on there? >> reporter: good afternoon, dan. the power came on about one hour and 20 minutes ago. it's good again. you're right. this was an abstract. for a long time, pg&e saying they were going to do this. people hearing it but not understanding the consequences. here in calistoga, downtown looks like a ghost town. how quickly we realize we're creatures of habit when electricity disappeared.

>> it interrupted my mud bath i had planned, my massage. >> reporter: after pg&e pulled the plug last night, a public safety power shut off in response to high fire danger. >> did you expect this? >> in a way i did because it was blowing there pretty hard last night. >> reporter: pg&e says winds gusted at 70 miles an hour in the hills above. that's why they cut powers to transmission lines, to reduce risk. >> it's in the same of safety. we understand how leelectricitys important to our customer. and we would only do this as a last resort. >> reporter: the mayor and fire chief disagreed. >> i think in the pre planning stages it might have had some merit. but earlier today i don't think it's necessary. >> reporter: the mayor spent hours on the phone waiting for pg&e to tell him when the power

would be restored. calistoga, the tourist town waited. restaurants with empty tables kept their food on ice. >> i'm pretty sure there's going to be some losses. >> reporter: for which pg&e says it bears no responsibility. >> we understand how frustrating it is and people rely on power. at this time we don't plan on reimbursing customers for any losses. >> reporter: we have a case of pg&e trying to do the right thing and still receiving bad publicity for it. they will be looking hard at this, especially at how they return the power to these areas after they've cut it off. residents say it just took too long and they didn't know when. live in calistoga, wayne freedman, abc 7 news. >> extreme risk, extreme measures, obviously. from grapes to groceries, the power outage is a real problem. abc 7 news reporter amy hollyfield continues our team

coverage from calistoga. >> the grapes have been picked and ready to be destemmed and crushed which requires heavy machinery which requires electricity. >> it's a very busy time and pretty big inconvenience not to have power right now. >> reporter: at these vineyards in calistoga, they moved the grapes into a dark stone building to try to keep them cool until the power comes back on. while we were visiting, another truck load of grapes came in. they canceled grape picking today while they try to deal with the grapes they have and they closed the tasting room. >> the tasting room is very important to our business and everybody else in the neighborhood, too. >> reporter: the cal mart grocery store is also closed. managers think they'll lose food from the power outage. the employees are losing work. >> to stay home for now. we'll give them a call are. >> reporter: what's your reaction? >> it's sad after what happened last year. >> reporter: back at the

vineyard there's talk of buying a generator if pg&e is going to do this every harvest season. >> i understand why they're doing it. it's up to us to deal with new normals. >> reporter: one resident said it was scary. it was windy and hard to sleep after what happened last year. many understand this precautionary move. businesses are wondering how long they can afford it. in calistoga, amy hollyfield, abc 7 news. >> now your accuweather forecast with spencer christian. >> here is a look at how windy it was last night and this morning. peak gusts at 65 miles per hour at mount saint helena and mt. diablo. look at the surface wind right here, only single digits in most locations, only ten miles an hour. we have a red flag warning still county and solano county. winds in those areas could gust to 35 miles per hour.

deputy was chasing was linked to theft of several generators. abc 7 news was on fremont between mission and howard today after two lanes reopened. the third is closed for repair work. the street closed 20 days ago after two cracks were found in the transit center's support beams. the transit center remains closed with bus service available at the temporary transbay terminal. if you're driving on the bay bridge tonight, prepare for delays. joint seals are being replaced on the upper and lower decks. the work starts at 9:00 tonight and is set to end by 4:00 a.m. tomorrow. there will also be work tomorrow night and over the next 11 days. you can check live traffic maps on our website, abc7news.com. the co-founder of microsoft has died. paul allen started the company with his childhood friend bill gates in 1975. allen's current company, vulcan, inc., an investment firm said in a statement he died this

affiliate in sacramento the center has seen nearly a dozen deaths in ma abc 7 news i b de t t i r qua three cities that are making or considering changes that could affect the homeless population. in oakland, the city is partnering with some non-profits. abc 7 reporter laura anthony has more on the new program. >> reporter: hi, dan. like many cities, oakland has a growing homeless problem. we've heard a lot lately about tends, about tough sheds. today's program that was announced is all about prevention. the idea is to prevent people from having to live like this in the first place. called keep oakland housed, the city hasth kaiser

residents ascending into homelessness. >> keeping oakland housed is a partnership that will help fight displacement and prevent homelessness. no one deserves to spend a single night on the streets. >> reporter: keep oakland housed has $9 million in funding from keiser and the san francisco foundation to help oakland residents experiencing the housing crisis. generally clients would be eligible for up to $7,000 in emergency assistance. their household income must be at 50% or less for the median which is $104,400. an individual must make less than $40,700. a family of four would have to earn less than $58,100. >> it is infinitely less expensive, less complicated, less challenging from a policy point of view and more humane from a human point of view to keep people housed. >> some question whether the city of oakland is doing enough to address its exploding homeless problem, especially for

is clear. these are our forecast features. it will turn cooler overnight with lighter wind, lower fire risk, that's good news. the dry, mild pattern will persist through the week. there's still concern about fire even though red flag warnings will be dropped. overnight temperatures dropping to the low 40s in some locations in the inland valleys. right around the bay we'll see lows in the upper 40s to about 50, 51 degrees and upper 40s on the coastline. tomorrow in the south bay, temperatures under sunny skies will rise into the upper 70s at santa clara and san jose. 81n hill. 77 degrees expected tomorrow at redwood city, palo alto and mountain view. on the coast, mid to upper 60s. downtown san francisco, a high of 71 tomorrow. in the north bay we'll see mainly low 80s from

collided with a caltrans truck . the caltrans truck was behind a sweep tore protect it from traffic. the caltrans driver was taken to the hospital to be checked out. the red flag warning that led to unprecedented measures in parts of the north bay. the national weather service bay area office put out this tweet announcing the warning expired at noon. abc 7 news reporter wayne freedman sent out this tweet from calistoga. that is one of the communities where pg&e shut off the power because of the red flag warning. the electricity is being restored. october is known for its warm, dry conditions that are fueled by the diablo winds. but exactly what are these destructive winds that fan out and cause some of the worst fires? meteorologist drew touma has moe on that. >> a lot of us have heard about santa ana winds in california.

for us the diablo winds are just as fierce. they actually start several hundred miles away from news the bay area. what happened last night, an area of low pressure centered right around san diego, around an area of low pressure, the winds are counterclock wise. when the winds arrive here in the bay area, they're coming out of the north and east. that wind direction is coming from mt. diablo, thus the name, the diablo winds. when the winds descend down our hills like they did last night, what they actually do, they speed up to wind gusts in excess of 50, 60 miles per hour. they actually warm up the air and that dries the air. last night in the north bay, you probably felt the warm breeze, the low humidity. unfortunately dan and ama, these winds cause some of the most destructive fires all year long. high winds turned deadly in southern california. a woman was killed when a tree fell and landed on top of her car, crushing her.

it happened in the orange county community of tustin. this is the first major santa ana event of the season. red flag warnings are posted in and around los angeles. most are set to expire tomorrow night. president trump was in florida today to see firsthand the devastation from hurricane michael. the president and first lady landed in the panhandle where entire neighborhoods have been wiped out. at least 18 people are dead and dozens still missing. the president was taken aback by what he said. >> i've seen pictures, but it's hard to believe. we are doing more than anybody would have ever done, and probably there hasn't been hits like this and certainly not >> fk thanked the president for his response. the president then flew to georgia to meet with farmers there who lost their crops. the president is promising to seek disaster aid for the areas

hard hit. president trump made a claim in montana last july -- >> i will give you $1 million for your favorite charity paid for by trump if you take the test and it shows you're an indian. >> today the massachusetts democrat released dna analysis conducted by a stanford professor showing she had a native american ancestor six to eight generations ago. the percentage is small. when confronted by reporters at the white house, president trump denied he offered warren the money. >> you said you'd pay $1 million -- >> i didn't say that. >> warren fired back tweeting, quote, having some memory problems? should we call for a doctor. warren is now calling on the president to donate the million dollars for a native american women's group.

after a 3 1/2 month hiatus, scooters are back on the streets of san francisco but not without changes. dion lim has more. you tried one of these things out? >> reporter: i did indeed, in heels, in fact. along the embarcadero, we're seeing two companies. with these two new companies, they're allowed to operate in the city. but we're seeing people ride them on the sidewalk and doing other things they're not supposed to do. education is the key to these companies' success. >> reporter: at the crack of down, scooters from scoot and skip made their debut, launching, 2600 vehicles. >> i live in oakland and use them all the time. >> reporter: birnd lime first d rlie tyear. mplain siwalks,ro usend sometimes epn trees.

the city banning all scooters until they could review applications from a dozen companies and assess their plans. >> i think it's a great way to get around the city and it's really fun. >> reporter: both companies had a presence for seven years for their motorcycles and skip for more than a year. >> it's more important to be welcome in the city than to be first. >> reporter: the way you get started is still the same. you have to download an app and scan it to the scooter. this time riders need to wear a helmet. skip is handing out 50,000 of these to get people started. thes wider ft ireased size bter and stabilit. after six months, if the pilot program is succesach company will get to roll out 625 more scooters. several other companies who did not receive permits plan to appeal the city's decision.

celebrate those who have passed on. i think this day for oakland signifies, it's a very cultural day for the fruitvale and for the community to celebrate those that have passed, but they do it in a beautiful artistic way with beautiful altars that we commission and bands and music and food. it's really -- it's a wonderful day for the community and a day to celebrate the culture, those that have passed and also those that are alive and the different artists we have. it's a wonderful day. >> you mentioned the artist and your shirt. that's the artwork. >> this is the poster for this year. the artist is eduardo chidas. it's a powerful statement because this is probably the first year we've ever had a child on the poster. i think the significance is really that the unity council, the oakland community, really the community in general stand

with all the children that are experiencing extreme challenges along the border. it was important for eduardo to make that statement. so we were able to honor his design and put it on the poster for this year. >> you talk about it being a celebration of life and those who have passed. what are some of the events that are going to be going on? >> i think leading up to the event we actually have workshops for those that like to build altars. we work with local artists and you come in and learn what goes into these altars, how they're designed, what kind of flowers and other types of things that you would put into these altars to bring back the spirits. >> really, the council does so much more, the unity council. talk more about whabt the organization does. >> we've been in fruitvale for almost 55 years. we work from -- individuals from

prenatal to seniors. we have head start programs, early childhood education, workforce development for youth, a lot of programs with the school district, senior housing. really from cradle to grave. it's the whole gamut of services in the fruitvale community. >> great work that the unity council does. we appreciate you, chris, for coming in today. t san trans rolled out something new. abc news was at the headquarters in san carlos for a first look at the city's new electric bus. it will begin passenger service. they say the buses operate on 100% renewable energy, run quietly and more smoothly and more natural light and have wi-fi capability and usb ports in the seats, too. in march samtrance p total of bus. >> that's the tip of the iceberg we hope.
