coast with a few clouds in the afternoon hours. 71 to 74 with sunshine around the bay and inland at lunch, 75 to 81, almost as warm as yesterday. how's the commute? we're doing pretty well in most areas. i want to take you to westbound 80, starting to see the red shrink a little bit as road work should be wrapping up any minute so westbound 80 between san pablo dam road and carlson boulevard. various lanes were scheduled to be closed until 5:00 this morning so it does look like they have starting to pick up some of those cones. about a 15-minute delay at our worst point. i think we're closer to 5 to 10 minutes now. the bay bridge toll plaza, cash lanes filling in on the right-hand side, not looking too bad through the middle and car pool lanes are open. no metering lights yet. we should have 15, 20 minutes before that happens. we'll take a look at some drive times coming up next. if you take the ferry to or from work, you are not alone. it's so popular that operators may add another vessel to the fleet. >> amy hollyfield is live at the

larkspur ferry terminal. hi, amy. >> reporter: hi, good morning, jessica. they are looking at adding a new ferry that would hold 500 people, according to a report in the "marin independent journal." officials have already applied for a federal grant to help pay for it. a spokesperson says the current ferry fleet just cannot keep up with the demand. a new ferry could cost up to $30 million so that grant would certainly help. they will find out about the grant early next year. they would have to do an environmental impact report. that takes a year and a half. then there's also the parking issue to deal with. the parking lot at the larkspur terminal is usually full by 9:00 a.m. a new ferry would mean more passengers who need parking spots. so there's still quite a bit of leg work that needs to be done but plans are starting to come together. and they're under pressure, the smart train from sonoma will reach larkspur next year, so

commuters are worried that's going to be more ferry passengers. the way things are right now, it will be tough to find room for all of them, so it could mean sold-out f dureaomet hld ask the what they think about buying a ferry. so if you have thoughts, there will be a chance to be heard. reporting live, amy hollyfield, abc 7 news. and speaking of the commute, a new report is out this morning telling us what we already know. traffic in san francisco is getting worse. according to the san francisco county transportation authority shall the average traffic speed in 2010 was 24 miles per hour. in 2016 that went down to just 20 miles per hour. the report is blaming half of that slowdown on the number of uber and lyft cars now on the road. the other half being blamed on population and job increases. both uber and lyft have fired back. lyft telling "the examiner" the study is flawed and an

incomplete picture of the transit challenges san francisco faces. and uber saying this study fails to consider critical factors, like the spike in tourism or the growth of freight deliveries. on the peninsula, a man is facing charges for following and then trying to sexually assault a woman at a b.a.r.t. station. police say it happened just after midnight sunday at the san bruno b.a.r.t. station. 20-year-old kevin ramos is accused of following the victim out of the b.a.r.t. station and into a dark corner of a nearby sears parking lot. a dispute was reported. police showed up and arrested ramos. he ialso facing drug charges. happening today, a decision affecting hundreds of homeless people in berkeley. the city council is expected to vote onf space homeless people can occupy on sidewalks. there would be a three by 3 foot space and no taller than five foot high. they can't leave their belongings unattended for more than an hour and can't blaung

pickup truck that they were in slammed into the back of a caltrans truck near brokaw road around 10:30 yesterday mornin the caltrans truck was acting as protection for a sweeper that was in the center divide. the driver's name has not been released. a worker in the caltrans truck was taken to the hospital to get checked out. we are learning more about liquidation sales and local closures for sears after it filed for bankruptcy. and more electric buses coming to the bay area where you can ride emission-free. and the royal baby hype is real. the couple on an international

sears stores in pleasanton and santa rosa are shutting down. they are currently honoring warranties. liquidation sales are expected soon in time for the holiday shopping system. the dublin city council will vote on the proposal to build a new ikea store. the city's planning commission voted 3-1 to not recommend building the new store. the location is near interstate 580 and hacienda drive. some people say they would welcome the ikea. opponents worry it could cause traffic congestion. anthem has agreed to pay $16 million to settle privacy violations in a 2015 data breach. the cyber attack affected nearly 79 million people, including their names, birthdays and social security numbers. officials say the settlement between anthem and the department of health and human services is the largest amount the agency has collected in the heal data breach. if it feels like you've seen

he should give them something, shouldn't he? yeah. you're never more than 7 minutes away from the accuweather forec. they're going to come here eventually. hopefully they stop in san francisco. so it's 5:18 this morning. you can see the winds on our flags on the ferry building not moving at all this morning. they will start to move a little bit but they'll start to blow from the ocean to our inland neighborhoods, so it's not going to be quite as breezy but just enough to take temperatures down just a little bit today. we'll have cool nights with a fe me clouds developing and that will help the warm highs ease as we head deeper into the weekend. here's the high pressure. it's moving over a little bit to the east so its influence is not quite as dominant as it was yesterday and that's why a little minor sea breeze is going to develop. let's see what it does to our temperatures. not much really. we're in the mid-70s to 80 degrees with san jose at 80. 83 in gilroy but 74 in santa rosa. we'll have temperan the mid to upper 70s on the peninsula and then mid to upper 60s along the coast to low 70s

downtown and south san francisco. remember, it was 81 degrees yesterday in san francisco. 81, you have to go to santa rosa, napa. that's where it will be warmest. along the east bay shore we'll have 73. oakland 75 to about 79 in hercules. and then 79 and that's one of the cool spots in our east bay valleys at san ramon. let me show you the temperatures tonight. it's going to be another chilly one with mid-40s to mid-50s. my accuweather seven-day forecast a little bit warmer for especially thursday, friday and saturday. and then you can see we return back to average, but we have to wait until monday. let's find out about the commute. hey, alexis. >> checking out the roads here this morning, we don't have any major problems. one of the trouble spots is causing a little e right e rightorve a cking th trucks should be arriving any minute now. they were saying less than 20 minutes around 5:00 a.m. so

hopefully they'll get that out of the way before the commute ramps up. here's a look at the beginning of that commute in walnut creek. southbound 680 just north of the 24 split. that's filling in. so far so good for mass transit. 42 b.a.r.t. trains in service, no delays. ace 1 and 3 out on time and normal service, no delays for muni. you can see crews starting to work on a water main construction project in san francisco's marina district on richardson avenue and lombard street between baker and scott street. that will continue through mid-november. the work is part of the lombard street vision zero project. it includes a number of safety improvements to reduce pedestrian deaths. happening today in the north bay, marin transit welcomes its first all-electric ere's a first look at those buses. they debuted the electric buses yesterday. as for the marin fleet, there will be two buses, both seat 32 people. ceills a will rgele lower that range.

the buses will run for about 80 miles per day. the founder of theranos is back in federal court to face fraud charges. she was once considered the rising star oficon valley. she faces multiple charges. the company pushed what was billed as a high-tech method of blood testing. but holmes company knew it could not deliver what it was promising to investors. sales tax for online retailers is being put on hold in california. we'll have to wait until next year at least to see how it all shakes out. in june the supreme court closed the major internet tax loophole. the court ruled that all companies besides theest online sellers must collect sales tax for each state. but california lawmakers are pushing the decision on to the next governor and next administration. e-tailers have dodged it by maintaining no physical presence

inland neighborhood hads and back in the 50s and 60s by 7:00. here's alexis. i want to take you back up to the richmond area where things have really improved. we had some road work adding 15 minutes to your commute. on westbound 80 according to caltrans the work wrapped up a little ahead of schedule so you're seeing a little delay there but the backup and the residual delays from that earlier road work is gone. in the meantime we are ramping up at the bay bridge toll plaza. metering lights on at 5:20 so pretty early start for you. happening today, we expect to hear from the family of a man who died after san mateo sheriff's deputies tased him. >> his family will hold a news conference after his funeral today. matt keller is live in millbrae. matt? >> reporter: jessica, the san mateo county district attorney, steve wagstaff, said his investigation is going to take until at least december.

he said he's looking into whether the deputies used excessive force in this case here on el camino real. this all took place about two weeks ago. it was actually on october 3rd. a 36-year-old man died after sheriff's deputies tased him here in millbrae. this video posted to snapchat shows him wandering around el camino real in the middle of the day. a witness says he was tased, then got into a scuffle with deputies. appeared disoriented and then lost consciousness. he later died at the hospital. his sister spoke to us about her younger brother. she says he has dealt with mental health issues since college. >> anyone who's had a loved one that has mental illness, it's such a struggle getting diagnosis and such a struggle getting treatment. >> reporter: the district attorney says he's also looking for some answers from the taser's manufacturer as to why somebody would die if the purpose of the taser is to be nonlethal. a community vigil will also be

held here on el camino real starting at 6:30 tonight. reporting live, matt keller, nbc 7 news. >> matt, thank you. some good news from the north bay. all pg&e customers who had their power shut off because of extreme fire danger should have it restored by today. >> the company making no promises on specific times, but pg&e is making progress on power line inspections. new numbers that we got from overnight here, they say that 2,000 customers are still without power in napa county and more than 2,000 others in the dark in lake county. pg&e cut power sunday night to counties shaded here on our map to prevent sparks and fires in those areas that had a high fire danger warning. some residents in calistoga said they were okay with the decision there. others said they didn't think it made any sense. >> take care of where the real problem is, which is up in the higher elevations and more rural areas, and save calistoga and some other small communities the pain, shall we say, until it's

absolutely, absolutely necessary. >> pg&e said winds gusted at 70 miles an hour in the hills above calistoga. the company only cuts power as a last resort. from the east bay, abc 7 news has obtained a video that shows a man jumping the barrier running along the tig enclosure at the oakland zoo. >> you're going to see the man here. he is holding on to the wood railing. he turns around quickly when the tiger leaps toward a fence separating it from the man. this happened sunday afternoon. a zoo worker scolded the man and told him not to do it again. >> he jumped that fence, like the little railing. and the tiger just launched at him and he j heard from somebode dropped his glasses or something. but when he came back pacing back and forth. the zoo says the oakland zoo meets and exceeds safety requirements set by state, federal and aza accreditation standards. we hope that all of our visitors act responsibly and don't attempt to put themselves in

potentially unsafe situations. >> you may remember a tiger attack at the san francisco zoo that killed carlos salsa jr. christmas day 2007. officers killed the tiger. the zoo has since built a taller tiger grotto. new developments in the 2015 vallejo kidnapping case. the kidnapper, matthew mueller, plans to argue he is not guilty of state charges because he was temporarily insane. last year he pleaded guilty in federal court to kidnapping and raping denise huskins. he still faces state charges on monday. in a jailhouse interview, he said his severe bipolar disorder made him delusional. and at the live desk this morning, we're tracking secretary of state mike pompeo's visit to saudi arabia. pompeo met with the saudi king, prince and foreign minister earlier this morning. they talked about the missing

"washington post" journalist, jamal khashoggi. he was last seen walking into the saudi consulate in turkey. turkish officials say they have proof the saudis killed him. "the new york times" reports the saudis are considering a plan to blame his death during an interrogation gone wrong. after speaking with the saudi king over the phone, president trump says rogue killers may have attacked the journalist. the supreme court has turned down an appeal by paint companies leaving them on the hook for millions of dollars to clean up old homes throughout the state. the companies will pay more than $400 million to ten california cities and counties to clean up lead paint from housing that was built before 1951. that includes homes in san francisco, oakland, alameda and san mateo. a santa clara lawyer who led the lawsuit says this is a major victory for the tens of thousands of children poisoned by lead paint. san mateo police are searching for a burglar targeting cars. it was all caught on camera. police say this man was on west

this just into our live desk, a fire broke out at an apartment complex in antioch forcing neighbors to evacuate. this is at the casablanca apartments on claudia court. the fire was likely started by someone -- some sort of smoking material and one unit caught fire. then the flames spread to five other units. neigors say they have been complaining about the woman who lives in the unit where the fire began ever since she moved in two months ago. >> we told them that she going to burn the place up and they didn't pay me no attention. every night we've got to call the ce everght w her to shut up. >> just to be clear, they are still investigating this. we don't know exactly what happened. fire officials say the red cross is helping those displaced families. there's a new program in the east bay to try to prevent homelessness. >> and we'll tell you about the effort to clean up one of the world's largest environmental

are responding to the judge's temporary ruling which could throw out most of their judgment. one juror even sent a letter to the judge saying the jury is convinced by the evidence that monsanto should have a health hazard warning label on its pesticide. the jury awarded dwayne johnson $289 million in august. he sued, claiming roundup caused his terminal cancer. last week we told you the judge is considering ordering a new trial. a final decision will be made by monday. preventing people from becoming homeless is the focus of a new program in the east bay. it's all part of buildarea. abc 7 news was in oakland when the city announced it's partnering with nonprofit groups to provide financial help to t risk of being evicted.crisis it's called keep oakland housed n some cases, it will pay renting and up to $7,000 in emergency assistance. some question whether the city is doing enough to address the homeless problem, especially for those already living on the streets. >> we need housing for people
