74 around the bay and inland by noon. 63 at the coast. staying at 63 at the coast, that's where you see the sea breeze's greatest effect. back in the 50s and 60s by 7:00. let's get a look at the morning here's alexis. >> i want to take you back to westbound 80 where we did have a crash involving a motorcycle. the only vehicle involved, that was a solely vehicle collision. it was in the left lane for only about 5, 10 minutes here. westbound 80 right around pinole valley road. that was pushed off to the shoulder. they cancelled the sig alert and now they're saying fire crews are blocking the right lane once again. so we've got about a three-mile backup but hopefully that will start to improve since the actual crash has cleared. also, bay bridge toll plaza has been busy today. metering lights on at 5:20. i believe we have two crashes within the maze approaching the toll booths. working to confirm if those are still there an blocking as well. if you take the fer to o, y.

in fact it's so popular, golden gate ferry operators may add another revessel to the fleet. >> amy holly food field is livee larkspur ferry terminal. >> reporter: good morning. ferry riders say the ride home can be very crowded so they can see why officials are talking about maybe adding a new ferry. according to the marin independent journal, official its as are looking at a new ferry that would hold 500 people. what they are really worried about is the new smart train. people are worried those people will get off the train and head to the ferry. a new ferry could cost up to $30 million. passengers do have questions about whether we can afford a new ferry. >> if the system can pay for itself, i'm all for it. if the fees we generate from all the sources pay for it, great.

if not, i think we need to save a little more. >> reporter: transportation officials have applied for an $18 million grant which requires a $12 local match. a decision on whether we get that grant is expected early next year. if you have questions like his or comments, there will be a public comment session. they also will have to do an environmental impact report. that will take a year and a half. so this is still a ways out. but the plan is starting to come together. the conversation has definitely started. live in larkspur, amy hollyfield, abc 7 news. this is related because there's a new report out that tells us pretty much what we already know. traffic in san francisco is getting worse. county transportation authority, the average traffic speed in 2010 was 24 miles per hour. in 2016 that went down to just 20 miles per hour. the report blames half of that slowdown on the number of uber

and lyft cars on the road. the other half is blamed on population and job increases. uber and lyft certainly had something to say about this. lyft telling "the examiner" the study is flawed and an incomplete picture of the transit challenges san francisco faces. uber says that the study fails to consider critical factors, like the spike in tourism or the growth of freight deliveries. on the peninsula, a man is facing charges for following and then trying to sexually assault a woman at a b.a.r.t. station. it happened sunday at the san bruno b.a.r.t. station. 20-year-old kevin ramos is accused of following the victim out of the b.a.r.t. station and into a dark corner of a nearby sears parking lot. that's when a dispute was reported and police showed up and arrested ramos. he's also facing drug charges. happening today in the east bay, a huned ofmele pelethe cit amount of space homeless people can occupy on sidewalks. they are limited to a three be

three foot space and no taller than five feet high. they can't leave their belongings unattended more than an hour, they can't block walkways, fire hydrants or transit stops. the co-founder of microsoft, paul allen, has died just weeks after announcing his cancer had returned. he made his fortune establishing the personal computer, but spent the rest of his life devoted to philanthropic work. allen left the company in 1982 for hi first battle with cancer but retained microsoft shares which ultimately made him a billionaire. from there his work turned philanthropic. he invested $35 to $40 in mountain view's seti institute. the money funded the allen telescope array, a group of radio telescopes that search for extraterrestrial intelligence. . hponsewas, asked allenhy interested in the possibility of new, exciting discoveries made possible by developments in

technology. >> allen also owned the seattle seahawks and the portland trail blazers. paul allen was 65 years old. a member of a suspected white supremacist group with bay area ties will remain in jail until his trial. cole white is one offrom califo starting riots. they were arrested in connection to the deadly white nationalist rally in charlottesville, virginia, ralast year. a judge says white is a flight risk and danger to the community. he'll remain in jail until his trial. you can see crews starting work on a water main construction project in san francisco's marina district. it will continue through mid-november. the work is part of the lombard street vision zero project and includes a number of safety improvements to the corridor to reduce pedestrian deaths. new at 6:00, an alert for anyone who owns a honda. the expensive piece of your car that's become the target of thieves. plus, more information about sears bankruptcy.

we do have a few problems in the east bay, still trying to clear a motorcycle crash. it's off on the shoulder westbound 80 before appian way. the right lane is blocked by emergency crews so you are stop-and-go for about three miles. we have not got an update in about an hour westbound 24 in the caldecott tunnel. there is a delivery truck blocking a line. and the bay bridge toll plaza heavy as well. we have two separate crashes. one of those i'm hearing that the truck is actually stuck on top of a car and they're not able to move this. so still looking for emergency flashing lights. haven't seen them yet but some delays approaching the tol plaza as well. the next traffic update at 6:20. if you have a new honda car, listen up. thieves are reportedly targeting newer model hondas to steal the airbags and sell them online or to repair shops. authorities are unsure why thieves are choosing honda but

this morning we are learning more about which bay area sears stores will be closing after the retailer filed for bankruptcy. the latest list of closures includes 79 sears stores and 63 k-mart outlets nationwide. sears stores in pleasanton and santa rosa are also shutting down. the company says it is currently honoring warranties. liquidation sales at those locations expected soon, in time for the holiday shopping season. >> it's kind of sad to see this place go. it's been here since like before i was born. >> how does sears seem walking through a sears store? >> a lot of things are on sale, like 40% off. it's starting to become a little empty too. >> sears says their auto centers will remain open and sears home services is operating as usual. experts say now is the time to shop for discounts and to use

any gift cards. ikea basically having the opposite problem in the east bay. dublin city council will vote tonight on the proposal to build a new ikea store. we have seen plenty of pushback on this idea. the city's planning commission voted 3-1 last month to not recommend building the new store. the location is near interstate 580 and hacienda drive. some people say they welcome the new ikea. opponents worry it could cause traffic congestion. if it feels like you've seen more jump bikes around san francisco, it's because you have. jump has doubled its fleet to 500 electric stationless bikes, thanks to high praise from the sfmta. jump is halfway through its 18-month pilot program and the transportation agency released its midpoint review, and it reviewed that the demand is really high and that they are following the rules. jump has already rolled out its expanded fleet. here's your chance to own a piece of history.

they have a charge that lasts 145 miles, but of course hills and heat will lower that range. the buses will plan to run about 80 miles per day. sales tax for online retailers is being put on hold for california. we'll have to wait until next year at least to see how it all shakes out. in june the supreme court closed the major internet tax loophole. the court ruled that all companies besides the smallest online sellers must collect sales tax for each state, but california lawmakers are pushing the decision on to the next governor and next administration. e-tailers had been able to dodge the tax requirements by maintaining no physical presence in the state. that means no office, employee or even a post office box. next at 6:30, get the power back on in the north bay. when every resident can expect their lights to be turned on. and an overnight apartment fire in the east bay. why neighbors say they knew it was coming. plus a man scales the tiger enclosure at the oakland

up in the hills, look at that, 12 to 17 on mt. tam. that is so much more reasonable than yesterday. by 7:00 most of us in the mid to upper 40s. noon we'll stay in the 60s at the coast, mid-60s there through 4:00. 57 this evening. 70 to 74, bay and inland at noon. almost as warm as yesterday. take a look at the neighborhood temperatures and cooling trend coming up. we are looking live at southbound 680 right around treat boulevard. we did have a two-vehicle collision right here already off on the shoulder so definitely some brake lights and heavy traffic as you approach the 24 split. i want to take you back up to our biggest problem the last 45 minutes or so, fully cleared. westbound 80 before appian way, a crash involving a motorcycle. but you're up to just about 25 miles an hour as you come off of the carquinez bridge and past the highway 4 interchange. we'll take a look at drive times coming up next. and we're following

developing news in the east bay where a fire at an apartment complex this morning forced neighbors to evacuate. this is at the casablanca apartments on claudia court in antioch. fire officials say the fire was likely started by some sort of smoking material. one unit caught fire, then spread flames to five other units. neighbors say that they have been complaining about one woman who lives in the unit where the fire began ever since she moved in two months ago. >> we told them she was going to burn the place up and they didn't pay me no attention. every night we've got to call the police. every night we have to call the police to get her to shut up. >> they're angry, but to be clear the cause is still under investigation. fire officials say the red cross is helping those displaced families. happening today, we expect to hear from the family of a man who died after san mateo sheriff's deputies tasered him. >> and his family will hold a news conference after his funeral today. matt keller is live in millbrae.

matt? >> reporter: jessica, the san mateo county district attorney, steve wagstaff, is looking into whether the deputies used excessive force in this case. he expects this investigation to be completed by the end of the year. this all took place about two weeks ago on october 3rd. 36-year-old chinada okokok after he was tased in millbrae. this video shows him walking around el camino real in the middle of the day. witnesses say he was tased, got into a scuffle, appeared disoriented and then lost consciousness. his sister spoke to us about her younger brother and she says he has dealt with mental health issues since college. >> anyone who has had a loved one who's had mental illness, it's such a struggle getting a diagnosis. it's such a struggle getting treatment. >> reporter: the district attorney says he's also looking for some answers from the taser's manufacturer and the county's pathologist as to why

somebody would die if the purpose of the taser is to be nonlethal. a community vigil is also being held here in millbrae tonight at 6:30. matt keller, abc 7 news. some good news in the north bay. all pg&e customers who had their power shut off because of extreme fire danger should have it restored today. >> but the company is making no promises on a specific time. pg&e says it is making progress on those power line interpretations. new numbers we got overnight show that more than 2,000 customers are still without power in napa county, more than 2,000 others are in the dark in lake county. if you look here on our map, those counties shaded in gray, those are the ones that had their power cut off to prevent sparks and fires in area under a high fire danger warning earlier this week. some residents in calistoga were okay with the decision, but others said it didn't make any sense. >> take care of where the real problem is, which is up in the higher elevations and more rural

areas, and save calistoga and some other small communities the pain, shall we say, until it's absolutely, absolutely necessary. >> pg&e says winds gusted at 70 miles an hour in the hills above calistoga and the company only cuts power as a last resort. from the east bay, abc 7 news has obtained video showing a man jumping the barrier, running along the tiger enclosure at the oakland zoo. >> the reaction is a little surprising. you see the man holding on to the wood railing. he turns around quickly when the tiger leaps towards a fence separating it from the man. this happened sunday afternoon. an a witness says a zoo worker scolded the man and told him not to do it again. >> he jumped that fence, like the little railing. and the tiger just launched at him. and he jumped back up. i heard from somebody he said he dropped his glasses or something. but when he came back up, i didn't see nothing in his hand. >> everybody seems to be just standing around looking at him do it.

the witness says the tiger became agitated, started pacing back and forth. here's a statement from the zoo. the oakland zoo meets and exceeds safety requirements set by state, federal and aza accreditation standards. we hope that all of our visitors act responsibly and don't attempt to put themselves in potentially unsafe situations. >> because it can be deadly. you may remember a tiger attack at the san francisco zoo that left a teenager dead. the animal escaped its enclosure and killed carlos salsa jr. christmas day 2007. officers then killed the tiger. the zoo has since built a taller tiger grotto. new developments in the 2015 vallejo kidnapping case. the kidnapper, matthew muller, plans to argue he is not guilty of state charges because he was temporarily insane. last year muller pleaded guilty in federal court to kidnapping and raping denise huskins. he still faces state charges and

is expected in court on monday. in a jailhouse interview, muller says his severe bipolar disorder made him delusional. at the live desk, we continue tracking secretary of state mike pompeo's visit to saudi arabia. pompeo met with the saudi king, prince and foreign minister earlier this morning. they talked about the missing "washington post" journalist, jamal khashoggi. he was last seen walking into a saudi consulate in istanbul, turk turkey. turkish officials say they have proof the saudis killed him. the low to mid-50s. we've got mid-40s around redwood city, newark, lafayette. brentwood 51. napa is up to 43 after being down to 39 earlier this morning. 57 in san pablo and san francisco 56. here's a look at the san francisco bridge and you may need the heater. mass transit, definitely dress warmer but dress in layers because even san francisco will warm from 54 this morning to 68 at noon to low 70s this afternoon. down to 59 at 8:00. then you go up to the north bay, 42 this morning and then 74 by noon already. near 80 by the afternoon hours, down to 62 in the evening. we'll go back down to the south bay where we're at 50 at 8:00 but 73 at noon, hanging out in the upper 70s with sunshine and down to 64 degrees by 8:00. that looks like some pretty good weather to be outside. but for the commute this morning, i want to bring alexis in and find out how that is going. it hasn't been the best commute ever. there's a slow spot at the bay

bridge toll plaza. we've had three separate collisions and i believe we're down to just one. i saw one of those clear to the parking lot off to the right of the main lanes. so working to confirm this with chp but definitely heavy traffic on the 880 flyover and approaching the maze an all those inbound routes. 580, 880 and if you're coming in from 80 as well, heavier than average traffic. also slowing down this route westbound 80 between highway 4 and the maze, we had an earlier sig alert with a crash around pinole valley road. so 43 minutes for you. 14 across the bay bridge once you make it through the toll plaza. and southbound 101 san francisco to sfo you're still looking good in the green at 10 minutes. we'll take a closer look at mass transit coming up next. happening today, sfmta will vote on a plan to redesign 6th street in downtown san francisco. it would remove a southbound lane between market and howard streets. that would make way for wider sidewalks and bigger curbs to protect people from cars.

according to "the chronicle," one person is hit on 6th street every 16 days. pedestrians say the change would improve safety. business owners worry the change will make traffic worse. an effort to clean up one of the world's largest environmental messes starts today and we'll tell you the connection to the bay area. and you're looking live at the big board at the new york stock exchange. you can see that we are significantly up this morning. another update coming up next. plus the reason users of some popular dating sites could be getting a refund. and as you head into your day today, here's for switching to progressive? all right, here's a look at where the fire danger continues on the western slope of the sierra. about 250,000 people under the gun until 11:00 this morning. even more than 6.5 million in so cal as the winds persist. for us, we'll have 71 in monterey with sunshine. then los angeles, san diego and palm springs, low to mid-80s. 73 in yosemite and 59 in tahoe. take a look at these temperatures. 59 today, 61 tomorrow and then near freezing cold lows with highs in the mid-60s. pretty much where we should be this weekend. if you take the ferry to or from work, you have plenty of company. golden gate ferry operators may add another vessel to the fleet to meet the bottoming demand.
