critically, when rebar fell at a construction site this morning. it happened right off interstate 680. this is what the construction site looks like pl c like. cal osha is investigating on how it happened. carlos is on the ground for us. >> reporter: and the good news is that two of the men are now out of the hospital. the third is now in -- i'm sorry, his condition has impr e improved from critical to -- sorry, he did sustain some broken ribs. and i want to give you a close every look at the construction site where they are building housing as well as retail space. now, the three men were climbing a rebar tower.

that is when it collapsed just before 9:00 this morning. one of the vertical structures you see there, that is what came crashing down on the men weighing 1,000 pounds. video and pictures taken moments after the collapse of a rebar tower show the injured men on the ground after falling 20 feet. co-workers worked tirelessly to remove the steel structure that fell on top of three men. this supervisor told us in spanish that co-workers rushed to save them. one construction worker was injured critically, two others suffered moderate injuries. >> from the weight of those individuals on that tower, the towercollapsed which is 1,000 pounds of rebar. >> reporter: all three were taken to hospitals. the rest of the workers are were sent home for the day as inspectors arrivedemont uction they're investigating the builder queens land to determine the cause of the accident.

>> we're looking to what occurred and how the incident took place and if there are any violations of the regulations on safe work practices. >> reporter: this is the second work site injury queens land is being investigated for. cal osha says a worker fell from the second floor at a different fremont site over the summer. that investigation is still ongoing. the focus now is to determine if this latest accident could have been prevented. >> they were actually clipped in per safety rules. >> reporter: and the third man's condition, that did improve. he is in stable condition. he was in critical condition. as for the developer, they tell me that they are doing their internal investigation to review their own safety procedures. of course this is separate from cal osha's inspection. and he --
