sue. the metering lights were turned on this morning. it is all filled in. carpoolers are getting by. not too bad of a delay. 10 minutes to pay your tolls. a little sluggish on the upper deck into san francisco. problem spot; altamont pass. that's been cleared. 449 and napa 519 trains delayed. a car stuck on the tracks in petaluma. at the live desk, right now sky 7 is in oakland. a perimeter is set up between 23rd and foothill boulevard. we know heavily armed police officers are in this neighborhood right now. so something serious is obviously happening. this is all near garfield elementary school. so it does remain to be seen how this will impact the start of the school day.

we will bring you any updates we get as soon as they come in. new overnight, a bizarre crash in the south bay. a driver crashed into the great mall in milpitas. >> that driver had to go to the hospital. ja jobina? >> reporter: there are five trucks here and a pump cleaning up a spill. what happened when this than drove his truck into the mall, he hit a high voltage transformer. now we will go to video from earlier this morning. police say the driver of the truck was hurt and taken to the hospital. he'll be interviewed by investigators. at this point police do not believe drugs or alcohol was involved. it knocked out power to 10 to 15 stores here at the mall,

including popular plates like burlington coat factory and victoria's secret. we can see there is at least one light now on inside burlington coat factory. it's unclear if there is power back in the other stores that were impacted. the mall opens at 8:00 a.m. according to the examiner, the board of supervisors put the brakes on $200 million. supervisor mallia cohen says she wants more answers before approving the money. this comes after two cracked steel beams were found last month forcing the center's

woman in a restroom stall. a woman in her 20s was jogging through jose avenue park wednesday morning when she stopped to use the restroom. a man followed her inside, pushed her in a stall, and assaulted her. he is believed to be a transient ad may have been riding a bike. deputies added patrols and informed residents nearby of the incident. in the south bay, seven teenagers have been arrested in connection with a robbery spree. police say that the robberies tuesday night left multiple people with minor to serious injuries. they stole purses from two women and tried to grab a man's wallet. they led officers on a chase before crashing spa a guardrail. they range from 14 to 18 years old. in the east bay, crews worked overnight to clean up a water main break. sky 7 shows you the scene at high street and otis drive where crews helped to fix it by 5:00 this morning.

we have a call in to see if they made the deadline. in san francisco, after were residents said they noticed a change in the taste and the smell of the water in the sunset district. the san francisco public utilities commission looked at samples and found all the water to be safe to drink. some residents raised concerns after using home testing kits. they said it showed the presence of pesticides. they draw water from a number of different sources. the agency said when the blend is changed, it can noticeably alter the flavor of tap water. right now officials are investigating the cause of a crash involving a u.s. navy helicopter and the uss ronald regan. some sailors were injured. this is video of ronald regan. it crashed shortly after takeoff on the philippines coast. they have since resumed flight operations. it is not clear how many sailors were hurt. they are expected to be okay. >> san francisco mayor london breed on the list of the most influential people in health

the u.s. government said star consist has fixed tuna prices. they agreed to plead guilty to the felony as part of a broad collusion. they face $100 million fine when the company is sentenced. star consist, bumblebee and chicken of the sea conspired between 2010 and 2013 to keep prices artificially high. chicken of the sea was shielded of charges after alerting of the scheme. >> in the east bay, a shooting in oakland earlier this month led to the cancellation of november's first friday street festival. >> this is so disappointing. the shooting happened at 19th

altamont. 50 minutes westbound. real problems southbound leaving the north bay. a car stuck on the tracks in petaluma. it is super foggy there. a very dangerous situation. 449 and 519 trains delayed almost an hour. sky 7 over the scene in oakland on 23rd avenue and foothill boulevard as we zoom in. you can see the flashing lights. the top of the hour we told you there is a heavy police activity. oakland police now confirm they're conducting a search for a wanted suspect. that means the surrounding streets are closed. you can see here from sky map 7 that is showing you the streets involved. 17th street, 23rd avenue, 16th street, miller avenue, foothill boulevard. this area pretty much shut down. we don't know what the suspect is wanted for. we know there are heavily armed

exploded. a few evacuation centers opened up. some people slept in their cars at the bart parking lot. some were thinking the evacuation wouldn't last that long. they weren't back in their homes until 2:30 yesterday afternoon saying the whole thing was frustrating and scary. >> it could happen again. you never know. it might be too late. i don't like it. they need to do something about this. it's unsafe. >> they believe a grass fire started in the vault. it took a while to get out because it was full of gas. they had to drain the gas out of the pipeline so the fire would die down. it took longer than they estimated it would. no one was hurt. there was no explosion and no homes were damaged. amy hollyfield, abc 7 news. thank you, aim y. in the south bay, we know the names of the 15 clergy members accused of child abuse in the san jose

is hearing today's case. new restrictions for bars and alcohol that are serving alcohol, i should say, in the mission district. it is part of an effort to control gentrification and protect small businesses. the amendments will place a cap on the number of restaurants and bars at 167 in the designated area. in addition, restaurants that drew beer will be barred. a san francisco police officer continues to improve a year after he was hit by a car driven by trying to escape other officers. abc 7 news checked out the go fund me page set up for the officer. he suffered a traumatic brain injury and had to have surgery to replace part 06z skull. the family says he is rehabbing at a specialized center. he is starting to move around without a walker. his vision is improving. the driver accused of hitting him was of arrested at the time of the crash.

caltrans hopes to reopen 175 closed by this collision today. a truck hauling plywood tumbled down an embankment on the border between mendocino and lake counties. somewhat he walked away without a scratch. the cleanup continues. chp says the driver heeded multiple warning signs about lane restrictions for semi trucks and the collision could have been avoided. president trump ramping up threats to shut down the southern border. he wants to stop thousands of immigrants coming from central mark. he rallied supporters in montana. >> i'm willing to send the military to defend our southern border, if necessary.
