really kind of scary to come out and see it as engulfed in flames as it was. >> flames and smoke pouring out of a san francisco apartment hih rise tonight. >> we're told at least five floors of the building damaged were uninhabitable. >> it broke out 5:15 in the buildings along washington court. >> now, it started on the 12th floor and quickly spread up to the 16th floor. three units were ufed. crews managed to knock down the flames in about 45 minutes. >> now we have team coverage for you. abc reporter wit the latest. >> reporter: the fire broke out in the south tower of the gateway complex. flames tore through five of the building's 25 floors. a frightening scene for the

people inside and out. it's unclear what started the fire but it spread fast sending black smoke over san francisco's financial district. firefighters took the stairs and raced up to the middle section their equipment and then battled the flames floor by floor. building residents who were outside when the fire started watched in horror. >> it was on the opposite side of where my apartment was, but i thought it would spread to the entire building. >> tenants on the floors above the fire remained inside while the lower floors were evacuated. debris scattered below. firefighters had to get out of the way. but within 45 minutes the fire was under control. >> high rise fires are a potentialnith mare, and this thing went exactly as it should, nobody hurt. >> reporter: this three alarm fire broke out the same day the chief announced her retiremkeut.

actually vacuuming up glass on the ground that broke from when the windows shattered. these white trucks actually that pulled up tonight are fire remediation trucks. telling me believe it or not people are doing asbestos remediation inside because firefighters had to punch holes in so many walls in this older building in order to combat the fire. so at this point some people are arriving back home, and i'm told at midnight many other people on the lower and upper floors will be allowed back home. it s just lik really scary because we totally thought it was out, and then, you know, it kind of reflared up and all the glass burse out of the windows. >> reporter: they live in the gateway apartment. she at first thought it was a false alarm, so she was shocked to see part of building engulfed in flames when she got outside.

>> pretty stressful to see our building like that. we thought it was fake. they're always fake in this building. we've had 2:30 a.m. fire alarms and half the people from our building out here and the other half said it's fine. >> we get fire alarms but normally we don't smell smoke. >> reporter: when they realized there was a fire above them, they grabbed their cat and left. they were on their way out anyway but instead ended up spending the night out in the cold with dozens of other residents and their pets. not how you thought you were going to spend your birthday. she's lived on the 14th floor for 23 years. her unit is above the unit on the 12th floor where the fire started. so she's worried the flames may have spread. she was visiting another friend on a floor and was not able to go home and take back her

belongings. >> it's weird to go visit a friend at 5:00 and not be able to get back in. we don't know any information. >> reporter: i've spoken to many residents the staed whenwo people curtain on a unit on the 12th floor. the fire department tells me they're investigating that theory as well as many others. there is a salvation army shelter setup. live in the financial district, kate larson, abc 7 news. >> all right, kate. thank you. and we've been getting a photos from this fire. >> just some unique views. the downtown image of san francisco gives you a really

came after the palo alto mayor suggested they may have exaggerated traffic issues. her comments caused neighbors in the crescent park community to take action. let's go to amanda with the story tonight. >> reporter: she's apologized for calling concern from neighbors an exaggeration. still those living in the crescent park area say recent survey should prove that traffic is a real problem. from downtown palo alto to the done barton privilege have some neighbors fed up. it runs straight through the heart of the crescent park unit. >> the real problem is you never know what it's going to be. and i know from a lot of my neighbors that unpredictability is part of the problem. you don't know what to plan for. >> reporter: greg and nearly 200 other neighbors participated in a nine question survey about

area gridlock. >> i think some of our reports of traffic are really exaggerated. >> reporter: the survey found 88% of participants consider traffic in palo alto a significant issue negatively impacting their quality of life. community concern said include the time it takes drooivers to reach freeways or travel a distance. other include bike safety and impeded access to vehicles. >> let's have a town hall and talk about it. >> reporter: john spearheaded the community survey which questioned actions by city leaders. among the list of recommendations by residents the most common was freezing development. >> we're never going to build enough housing to catch up to the job growth in palo alto. you have to pause that job growth and then go back and build the houses and fix the infrastructure to make a workable. >> reporter: he says after tonight's study session the next step is getting transportation officials involved, and experts
