and what mexico is now saying. murdered in paradise, a 61-year-old mother from the u.s. is found dead at a resort in turks and caicos. the few details police are working with as they launch their investigation. plus, real or fake, experts claim to uncover ancient forgeries at a washington, d.c. museum. and this morning, one strategy to consider if you want to win tonight's $1.6 billion mega millions jackpot. and we say good morning on this tuesday. i'm kendis gibson. >> and i'm janai norman. we begin with several breaking developments overnight in the killing of "washington post" columnist jamal khashoggi. >> once again, saudi arabia appears to be changing its story of what happened after khashoggi walked into the saudi consulate in istanbul. for the first time a saudi official is now explaining why a body double was seen apparently wearing khashoggi's clothes. >> and this all comes as turkey's president, a regional nemesis of the saudi crown prince, makes a major

announcement about the case. abc's molly hunter continues our coverage from istanbul. molly, good morning. >> reporter: janai, kendis, good morning. that's right. this is a big deal for turkish president erdogan to speak on the record. the first time we've heard from him in the last three weeks and ran through all of the turkish evidence but had two big questions for king salman. where is the body own who ordered this attack? this morning, the saudis' explanation of "washington post" columnist jamal khashoggi's death has changed again. it comes after cnn aired what appears to be surveillance video described to them by a turkish source as one of the key suspects dressed in khashoggi's clothes, even apparently a fake beard. a saudi official now claims the plan was to bring khashoggi to a safe house for two days if he refused to return to saudi arabia and then use the body double so they could sneak out the real khashoggi. the saudis at first claim khashoggi left the consulate alive.

it took 17 days for them to admit they killed him first saying in a fistfight and later saying he died in a choke hold. and overnight abc news learned cia director gina haspel has now traveled to turkey and monday treasury secretary steve mnuchin actually met with the crown prince in riyadh. mnuchin told reporters it's too soon to discuss sanctions against saudi arabia over khashoggi's death and meanwhile president trump is offering new skepticism about the saudis' explanation. >> i am not satisfied with what i've heard. >> reporter: the president's son-in-law and senior adviser jared kushner says the administration is still looking at the situation with eyes wide open. >> we'll determine which facts are credible and then after that the president and the secretary of state will make a determination as to what we deem to be credible and what actions we think we should take.>> repod the saudi crown prince to be as transparent as possible. but, guys, we've seen how well that transparency is working.

kendis, janai. >> molly hunter there continuing to follow that story. thank you. president trump hit the aig overnight rallying support for texas senator ted cruz who's locked in an unexpectedly tight race. the president says the two have come a long way since he fa t 2esenal race. but last night he praised cruz for backing his agenda. >> and it got nasty, and then it ended, and i'll tell you what, nobody has helped me more with your tax cuts, with your regulation, with all of the things that we're doing including military and our vets than senator ted cruz. nobody. >> you have said that he is utterly amoral, that he's a serial philanderer, a pathological liar. are those things not true anymore? >> look, i have no interest in revisiting the comments of 2016. >> you've moved on. >> i've got a job to do, and my job is forward looking. >> that's abc's paula faris catching up with cruz before the rally.

meanwhile, with the midterm elections two weeks from today, president trump now says he's planning to offer a new 10% tax cut for the middle class. he's not providing many details yet, and he acknowledges any vote in congress would have to come after the election. well, police north of new york city say an explosive device has been found outside the home of the liberal activist george soros. it was found in his mailbox. the bomb squad safely detonated the device. soros is a billionaire who has funded liberal candidates and causes. the fbi is on the case. the president is sharpening his attacks on the caravan of migrants heading toward the u.s. which has now snowballed into more than 7,000 people. he's calling the caravan an assault on our country claiming people from the middle east are among the crowd but not offering any proof of that. abc's kenneth moton has more from washington, d.c. good morning, kenneth. >> reporter: good morning, kendis. president trump rallied in front of 20,000 supporters last night in texas.

as janai just mentioned, just around the corner is the midterm elections, so his rhetoric and his baseless claims are intensifying. president trump returned to the white house overnight after a raucous rally for gop senator ted cruz in texas where he made a proud declaration. >> i'm a nationalist, okay. i'm a nationalist.g to send tro u.s. border to stop a group of central american migrants. he's also increasing the frequency of his false statements about the caravan. >> i think the democrats have something to do with it and now they're saying, i think we made a big mistake. >> reporter: no proof that's true or an earlier claim that criminals and unknown middle easterners are mixed in with the caravan. >> in that caravan you have some very bad people. you have some very bad people and we can't let that happen to our country. >> reporter: the president urging the media to take a closer look inside the group of migrants. we've seen thousands of desperate families, asylum

rty and violence. the caravan is on a treacherous track starting in honduras a week ago. their shortest route, 1500 miles to brownsville, texas. mexican federal police keeping watch as so many hitch rides, hiked in the suffocating heat abc's matt gutman with an official in chiapis. >> what kind of things have you seen here tonight? >> hunger, despair, very, very sick people. >> reporter: mexico's president is warning migrants they won't be able to stay in his country or reach the u.s. if they don't follow the legal process, but many of those migrants believe that's all a ploy to deport them back home. kendis, janai. >> those migrants more than a thousand miles from the u.s. border. kenneth moton for us this morning. breaking overnight, a deadly shooting at the university of utah. police there say they've located the man believed to have gunned down a female student. they say the suspect is a registered sex offender and not a student at the school. they say the two had a previous relationship.

we turn now to the weather and the potentially catastrophic hurricane taking aim at mexico. willa is a category 4 storm already bringing strong winds and flooding to mexico's pacific coast. it's expected to make landfall today north of puerta vallarta and then cut northeast across mexico into central texas where another four inches of rain are expected. let's take a closer look now at your forecast for this tuesday. good morning. willa, a category 4 hurricane, will hit the mexican coast, lose a lot of its strength very quickly as it moves across the mountains and the mountains will literally kind of eat this thing away but not enough before the unsettled weather reaches texas. heavy showers will hit us on tuesday, and then right where we don't need more rain, look for flash flooding, the potential of washouts and travel delays throughout new mexico going into texas with travel delays and then more of that rain will swing right into the heart of texas wednesday. i'm accuweather meteorologist paul williams.

in oklahoma police released videused thief whslipped out ofh and en tole officer's patrol car. she was eventually captured. she's spending three years in prison. a new york woman's death in the caribbean is now a murder mystery. police in turks and caicos are investigating the death of marie kuhnla. her body was found last tuesday in some bushes near a club med resort where she had been staying. the discovery came a day after the 61-year-old was reported missing. kuhnla was traveling with two other women. they're okay, and her family is not commenting on the circumstances surrounding her death. another investigation in the tropics, this time costa rica and that deadly bachelor party tragedy. inspectors raided the offices of the company that ran a rafting trip on a river swollen by days of heavy rain. four american tourists, part of that bachelor party, and their . a fld osd on that day. one survivor tells abc news, all of us struggled to stay above water swallowing lots of it on

firefighters say thet got the call about 1:59 on west grand. an apartment complex that was under construction, no one living there, was on fire. they said they knew right away they needed to take a defensive stance, this was so huge. they evacuated some people in the area because they were worried about large embers that were falling and could possibly start another fire. the embers did not. they were able to contain it to just this building. they were worried. they evacuated 20 to 25 people in the area of market street. this they were concerned about other factors, not only fire, that could hurt the firefighters. >> we had transformers that actually blew. with that we had to make sure our personnel were aware of hazards downe power lines

until pg&e did turn off the power. >> reporter: they did turn off the power. so about 2,000 people do not have power. thafr wo they're working to get it turned back on. they're saying the fire is 70% to 80% contained. they'll watch for hot spots, flareups. the huge flames have been knocked down and no one was hurt. all of the firefighters are okay. they had to call in mutual aid. when they send 90 firefighters to one fire, they have to call in alameda to cover other fires. this was a huge community effort. the investigation will start soon. we did ask about the possibility of arson, since this is not the first big construction fireppoow inve annting at
