we see flames. you can see they're putting a lot of water on this. it's so dark out here. you can see some flames flaring up. lots of fire, still smoke in the area. firefighters on high alert for sure out here. but that intense emergency that was here when they first arrived has passed. they feel like they've definitely got a better handle on the situation. we aren't going anywhere. we'll be watching this and bringing you updates throughout the newscast. let me toss it back to you. >> we appreciate the update. you can see it looked like another part of the building catching fire again. this is what it looked like before this morning's fire. this is from google earth. it was captured in april. you can see that three-story building under construction. you notice this is a wood frame building. we can only assume that is helping to fuel this morning's flames. ave become a trend in

oakland. there have been five major fires just builders put up $300,000 to help catch anyone responsible for burning down these projects. so far no word on the cause of this fire overnight. and abc7 news will stay on top of this fire all morning long. you can get updates on the go by downloading our abc7 news app. enable push alerts. >> i got the push alert when i saw the huge flames and smoke on my commute this morning. this morning an investigation is under way to find out what sparked another fire. this is a massive fire at a high-rise in san francisco's financial district. residents of 30 units are displaced. take a look at this video from yesterday evening. flames gutted five floors in the south tower of the gateway complex located at washington and davis. tenants on the floor above remained inside while the lower floors were evacuated. thankfully no one was hurt. matt keller is live at the scene

880 over to 21, about a-minute . we have a full freeway closure in oakland once again. southbound on 880. we'll update that in a couple of minutes. >> thank you, sue. developing news this morning, president trump is calling a group of central american migrants headed towards the u.s. a national emergency. >> right now there's an estimated 7,000 migrants making their way through mexico. abc news reporter kenneth. >> president trump's rhetoric and basis claims are continuing two weeks fromhe midterm election. calling that migrant caravan an assault to the and for a raucous rally for ted cruz where he made a declaratio nationalist, okay? >> reporter: the president promising to send u.s. troops to the border to stop a group of central american migrants.

>> reporter: mexico's president is warning migrants that they won't be able to stay in his country or reach the u.s. if they don't follow the legal process. many migrants believe that's a deploy to deport them back home. >> we hear the president say he was going to, perhaps, cut foreign aid to countries represented in the caravan. does he even have the power to do that? >> reggie, there's already some back and forth about that. the white house wouldn't give exact details about how the president plans to cut that funding to central american countries, but we dow that demo capitol hill are already saying it's illegal for the president to withhold those funds to el salvador, honduras and guatemala because those funds have already been appropriated by congress. expect another looming fight for the president there. >> kenneth, thank you. university of california employees plan to go on strike today. >> the american federation of state, county and municipal

the state, including at ucs medical centers. the union says it's in response to the institution outsourcing problems. but the university of california tells us the union wants an 8% wage increase. the office of the president said, uc cannot justify to taxpayers or the rest of the university workforce this excessive wage increase. now union leaders are throwing a tantrum, putting their agenda above the needs of students, patients and the public. the strike is expected to last three days. san francisco's longest serving fire chief announced she's stepping down. >> very excited. very grateful for phenomenal near nine-year career. it will be 29 years when i retie in the spring. >> joanne hayes white publicly became san francisco's first female fire chief after for her retirement, she simply said, it's time. >> relationships between labor and management can be a little prickly, a little challenging.
